Exercise Purpose

This exercise will serve as an opportunity for representatives from governmental agencies, non-governmental organizations and private sector companies to assess their ability to coordinate response activities while enhancing the operational cooperation between the cities represented at the South County Zone EOC and the Operational Area EOC.

Current Conditions

Based on intelligence received over the past several months, the Federal Bureau of Investigation (FBI) has been closely monitoring a loosely organized fringe terrorist group known as the Western Patriotic Front. The group has used social media channels and the Internet to promote its intent to conduct attacks in heavily populated metropolitan areas across the U.S. Through information provided by the group and intelligence sources, the FBI was able to identify a Western Patriotic Front stronghold in northern California near Hayward.

Current Conditions

The FBI, along with the Bureau of Alcohol, Tobacco and Firearms (ATF), the California Highway Patrol and the Alameda County Sheriff’s Office conducted a raid on the stronghold and seized several items including firearms, explosives, communications equipment and small amounts of various chemicals. Search results were unable to uncover any evidence of chemical agent production or weapon development although some chemical manufacturing equipment was also seized during the raid.

Current Conditions

Documents recovered in the raid linked the Western Patriotic Front to a network of other extremist militias and radical movements. Some literature uncovered discussed past terrorist events including the Oklahoma City bombing, the 2001 anthrax attacks, and the Tokyo subway Sarin gas attacks in 1995. Other literature found detailed methods for weaponizing various biological and chemical agents.

Current Conditions

Maps of San Francisco, Pacifica, Menlo Park and East Palo Alto were also found on the premises. Detailed images of schools and numerous other critical facilities and infrastructure for Menlo Park, East Palo Alto, South San Francisco and Pacifica were also uncovered during the raid. In addition, several Silicon Valley technology corporations including Facebook and Oracle were singled out with a great level of detail on location, access points and other details.

Current Conditions

A number of the documents were also discovered during the raid which contained references to January 14 as the “Day of Delivery” that all true patriotic citizens will remember.State and local law enforcement agencies for San Mateo County, the four cities that were singled out, and other major metropolitan centers along the west coast were updated on the Western Patriotic Front investigation.

Current Conditions

Based on the evidence collected during the raid, interrogations of Western Patriotic Front members who were present during the raid, and other intelligence leads, the FBI has conducted a threat assessment and has determined a credible terrorist threat exists. A nationwide alert to law enforcement agencies has been issued.

Current Conditions

January 14, 2015 – 8:30AMDue to the credible threat and the reference to January 14 as the “Day of Delivery” the San Mateo County and cities throughout the South County Zone have activated their EOCs to Level 1 (Monitor) Activation as a precaution and to support any public information coordination. The weather forecast calls for intermittent rain with wind gusts of 5-10 MPH blowing from the southeast. The current temperature is 41 degrees.
