During the talks to be held on 4 January with H.E. Mr. Ahmet Davutolu,Minister of Foreign Affairs of the Republic of Turkey, bilateral relations as wellas regional and international issues will be discussed. The visiting Ministerwill also address the Ambassadors Conference within the same day.

No: 2, 7 January 2013, Press Release Regarding the Technical Preparations forPatriot Batteries to be Sent to Augment Turkeys National Air Defense

As it would be recalled, pursuant to the official request on November 21,2012 by our side, the North Atlantic Council has agreed to augment Turkishnational air defenses in its meeting held at Foreign Affairs Ministerial level on4 December 2012, with an aim to defend the population and the territory of

Turkey and to contribute to the de-escalation of the crisis along the Alliancesborder while emphasizing that this measure would be only for defensivepurposes and it would in no way support a no-fly zone or any offensiveoperation. Thereafter, the U.S.A., the Netherlands and Germany declared

their intention to provide two Patriot batteries each.

In the subsequent stage, site survey and analysis studies were conducted inrelevant localities that had been pre-determined in accordance with thesecurity assessments of the Turkish General Staff Headquarters and NATOmilitary officials, taking into consideration Turkeys priorities with a view toestablish the positions where Patriot batteries will be deployed . As a result ofthis preparatory work, the batteries from Germany, Netherlands and theU.S.A. are decided to be deployed respectively near Kahramanmara, Adana

and Gaziantep.

Patriot batteries deployment positions have been determined by taking intoaccount the military-technical characteristics of these systems to ensure thewidest possible coverage and protection for the civilian population.

These batteries have been planned to be transferred to Turkey in January2013, and become operational as soon as possible by rapidly completingtechnical preparations. For this purpose, within the scope of the

implementation of the North Atlantic Council's decision dated December 4,2012 and the necessary military-technical preparations, the Allied personnelresponsible for the operation of the batteries in question are arriving in

Turkey. In this context, the German technical personnel have already visitedKahramanmara and the Dutch technical teams Adana, while the U.S.technical personnel are expected to arrive in Gaziantep in order to concludethe technical preparations. All stages of this process are implemented underthe control of Turkey and the supervision by Turkish military authorities.

Turkey applied for the Dialogue Partnership Status to the Organizationconcerned, through a letter, dated 23 March 2011, by H.E. Mr. Davutolu, theMinister of Foreign Affairs of the Republic of Turkey, addressed to theSecretary-General of SCO. As stated in the press release dated June 7, 2012,our application was approved unanimously at the SCO Heads of State Summitheld in Beijing, on 6-7 June 2012. Further, the Summit Declaration welcomed

Turkeys inclusion to the collaboration with SCO as Dialogue Partner.

Therefore, our countrys status in the presence of the organization in questionhas been clearly established and entered in the registry. The decisionregarding this issue was adopted at the level of Heads of State, the level ofhighest authority.

On the other hand, Turkey's relation with SCO is not an alternative to itsrelations with the EU or NATO and likewise, our existing relationships withthese organizations are not an obstacle to cooperation with SCO. Indeed, theEU has decided to develop relations with SCO in 2012, and this decision wasemphasized in the mandate of the Special Representative for Central Asia. Inhis response to a question in this context, Anders Fogh Rasmussen, SecretaryGeneral of NATO stated that there are no contradictions in this regard at all.

It has been learned that Greece has registered its views at the United Nations(UN) concerning the Greek continental shelf in the context of the permits

granted by Turkey to the Turkish Petroleum Corporation (TPAO) in ourcontinental shelf in the Eastern Mediterranean. The said claims of Greecehave no basis in international law.

As a matter of fact, Greece has expressed such claims through its demarchesat bilateral level, and Turkey has given necessary responses to them. Thistime, Turkey will take the reciprocal steps also at the UN.

The permits granted by Turkey to TPAO since 2007 remain within the limits ofthe Turkish continental shelf in the Eastern Mediterranean and Turkeypossesses sovereign rights for exploration and extraction of the naturalresources in these areas. While necessary steps will be taken for the protection of our sovereign rights,our policy of continuing to develop our relations with Greece and of utilizing

Presently, a total of approximately 190.000- Syrian brothers and sisters fromall walks of life in Syria who have fled from the oppression of the regime inSyria and taken refuge in Turkey are accommodated in protection centres

The Turkish side is expecting the negotiations to begin immediately with aspirit of joint prosperity and security.

It is not our preference that the problem we are facing should lead to a crisis.We sincerely believe that it should constitute an opportunity and a newbeginning for peace and a lasting settlement.

The Turkish Cypriots will never become a minority in a Greek Cypriot state.Turkey will not allow this in any way. However, Turkey will respect thepreferences of the two peoples on the Island. As this preference could be forestablishing a new partnership of which the parameters are well known ifthe Greek Cypriots are to act unilaterally regarding the natural resources inthe south of the Island and if they do not desire a partnership with the TurkishCypriots, it could also be for the negotiation of a two state solution.

The only way to exploit the natural resources of the island before anysettlement flows through an agreement in line with the proposals made bythe Turkish Cypriot side in 2011 and in 2012, under the auspices of the UNSecretary-General and thus through getting the clear consent of the TurkishCypriot side regarding the sharing of these natural resources.

Based on this understanding, Turkey and the Turkish Cypriots are ready towork with Greece and the Greek Cypriots.

Turkey strongly supports resolution of international disputes by peacefulmeans and comes to the forefront as an effective mediator.

In this context, with a view to emphasizing the importance of mediation atthe international level, the 2nd Istanbul Conference on Mediation, the first ofwhich was held in February 2012, will be organized under the auspices of H.E.Mr. Ahmet Davutolu, Minister of Foreign Affairs of the Republic of Turkey, on

11-12 April 2013 under the theme Keys to Effective Mediation: Perspectivesfrom Within.

In the framework of the Conference, the disputes which figure highly on theinternational agenda will be discussed. In this context peace efforts in theMiddle East, Somalia, Afghanistan and Syria will be analyzed.

In addition to the Special Representatives of the United Nations, European

Union and African Union as well as statesmen involved in the resolution of thedisputes concerned, international experts specialized in conflict resolutionand representatives of NGOs will also participate in the Conference asspeakers.

It is expected that an audience of 250 people, including experts from Turkeyand abroad working in the field of conflict resolution and peace studies willattend the 2nd Istanbul Conference on Mediation.

The main objectives of the Conference are to emphasize Turkeys role in thepeaceful resolution of international disputes, to maintain the momentumachieved through the Mediation for Peace initiative co-launched in 2010 by

Turkey and Finland and to contribute to the building of a national capacity inTurkey in the field of mediation and conflict resolution.

A program was launched in order to periodically invite to Turkey, in regionalgroups, our Honorary Consuls who serve under our Embassies abroad in the

countries or cities where there are no Turkish diplomatic missions or careerconsuls. The purpose of this program is to enable our Honorary Consuls toprovide a more efficient and comprehensive service to Turkish citizensresiding in their consular districts and to Turkish businessmen and to beclosely acquainted with the political, economic, social and culturaldevelopments in Turkey, as well as in changes in our legislation. In thiscontext, our Honorary Consuls in the European area paid a visit to Turkeybetween 15-20 April 2012.

The second group consisting of our Honorary Consuls in North and SouthAmerica and Australia has been invited to Turkey between 15 and 20 April2013. Twenty-eight Honorary Consuls from 15 countries, including foreignnationals, will be visiting Turkey in this group.

During their visit to Ankara, the Honorary Consuls will be givencomprehensive information about the developments in our foreign policy, oureconomy and our consular legislation. The Honorary Consuls will also visitIstanbul in order to be better familiarized with Turkeys social and cultural

Assessments by the EU institutions regarding candidate countries, whiledrawing attention to the requirements for accession, are expected toencourage furthering these processes. In this context, the resolutions issued

by the EP are useful to the extent that they are fair and objective.

The EP resolution on Turkey, prepared by Dutch Christian Democrat Ms. RiaOomen-Ruijten, highlights a number of positive steps taken in the field ofreforms in our country, including the 4th Judicial Package, the Law on theOmbudsman and the appointment of the first Ombudsman, the Law on theEstablishment of the National Human Rights Institution, the Law on theProtection of Family and the Prevention of Violence Against Women andregarding the property rights, the amendments to the Law on Foundations.

On the other hand, in the resolution there are some inaccurate perceptionsand assessments such as the characterization of the situation created byPKKs terrorist activities as an armed conflict. Nevertheless, we welcome thecall on the EU member states to increase their cooperation with Turkey in thearea of fight against terrorism. We also note that the terrorist activitiesperpetrated by PKK, which is on the EUs list of terrorist organizations, arestrongly condemned.

Regarding the accession negotiations, the resolution calls for the opening ofChapter 22 (Regional Policy and Coordination of Structural Instruments) andasks for the lifting of the blockages on Chapters 23 (Judiciary andFundamental Rights) and 24 (Justice, Freedom and Security) which are closelyrelated to our political reform process. The importance of opening of Chapters15 (Energy) and 19 (Social Policy and Employment) is also underlined in theresolution.

The resolution, in which Turkeys regional role and Turkeys importance as akey country for the EU are also emphasized, praises the support Turkeyextends to democratic powers in Syria and the humanitarian aid accorded toSyrians under temporary protection in Turkey.

These positive elements unfortunately do not alter the fact that the resolution

also harbours biased and unacceptable aspects for us. For instance, the wayin which the Uludere incident is portrayed in the resolution is far from beingbalanced and fair. Moreover, the EUs flawed and biased position regardingthe Cyprus issue is regrettably echoed in the EPs resolution. We will under nocircumstances accept unconstructive attitudes which ignore the sovereign

rights of Turkish Cypriots. The EU can be of help to a solution on the Islandonly by acting impartially and objectively.

Furthermore, the resolution refers to the importance attached to the signingof the Readmission Agreement, initialled between Turkey and the EU inrelation to fight against illegal migration. As was stated on variousoccassions, the steps we will take regarding the said Agreement will dependon simultanous and fair steps by the EU towards granting visa exemption toour citizens. It is also worth reemphasizing that the Law on Foreigners and

International Protection which constitutes a significant reform covering manyof the criteria under Chapter 24 entered into force on 11 April 2013.

Turkey is resolutely working towards its goal of accession to the EU andattaches importance to dialogue and cooperation with the EU. Advancing onour membership process will open up new opportunities not only for Turkeyand the EU, but with global repercussions, for the whole region.

Mr. Ahmet Davutolu, Minister of Foreign Affairs of Turkey addressed the ThirdReview Conference of the Chemical Weapons Convention on April 9, 2013.

Foreign Minister Davutolu pointed out that there are certain internationalissues where the Ministers should not act only as Ministers of Foreign Affairsor diplomats of individual nation states but they should act as InteriorMinisters of all humanity.

Underlining that achieving global disarmament and non-proliferation is a keyelement of Turkeys foreign and security policies, Foreign Minister Davutolusaid Turkey does not wish to see any form of WMD in its region and is

categorically against the possession of such weapons. With this mindset,Turkey wishes to see that the international conference on the establishmentof a WMD-free zone in the Middle East is convened at the earliest.

Recent and disturbing allegations of use of chemicals in Syria must havealarmed all those concerned circles to this bitter fact. said Foreign MinisterDavutolu stressing that the prospect of intentional or accidental use ofchemical weapons or toxic chemicals has become real.

Foreign Minister Davutolu, drawing attention to the recent arrangementsconcluded between the OPCW and the UN for the provision of assistance andprotection against chemical weapons and also to respond to requests fromthe UN Secretary-General to provide expertise for the investigation of allegeduse of chemical weapons emphasized that the investigation vis--vis Syriashould be conducted and facts revealed to the international community assoon as possible.

Foreign Minister Davutolu also mentioned the importance of universalizationof the Chemical Weapons Convention and called the eight states that remainoutside the regime to be part of the Convention immediately. The ultimateobjective of the Convention can be attained only when these states join thefold and full universalization is achieved. said Foreign Minister Davutolu.
