*TREASURER’S REPORT 4. RESOLVED, that the Roxbury Township Board of Education approve the Treasurer’s

Report for July 2013. *MONTHLY FINANCIAL CERTIFICATION OF THE BOARD SECRETARY AND BOARD OF EDUCATION 5. RESOLVED, that the Roxbury Township Board of Education, pursuant to N.J.S.A.

18A:19-4, does certify that no line item account has encumbrances and expenditures which in total exceed the line item appropriation, and

BE IT FURTHER RESOLVED, that pursuant to N.J.S.A. 18A:17-9 and N.J.S.A. 18A:17-36,

after review of the Board Secretary’s and Treasurer’s monthly financial reports, that no major accounts and fund balances in the 2013/2014 budget have been over expended and that sufficient funds are available to meet the district’s financial obligations for the remainder of the fiscal year.

*DISTRICT AND BOARD GOALS 6. RESOLVED, that the Roxbury Township Board of Education accept the District and

Board Goals for the 2013/2014 school year.

District Goals for 2013/2014

1. Include appropriate funding for implementing the Long Range Facilities Plan and provide technology improvements needed to implement the PARCC, NJAchieve, and support updated curricula.

2. Ensure the district is prepared for QSAC monitoring for the 2013/2014 school year. 3. Develop and implement a strategic plan.

BOE Goals for 2013/2014 1. Continue to develop a budget that meets a goal of less than two percent (2%)

increase. 2. Successfully complete negotiations with bargaining units. 3. Continue to refine the Board Committee process and protocols related to the

development of the Board of Education agenda and regular Board of Education meetings with a focus on increasing the communication process with members.

4. Improve community outreach and interface.

*CALENDAR OF MEETINGS 7. RESOLVED, that, the tentative meeting dates for the Roxbury Township Board of

Education be established as listed below. The July and August meetings will be held in the Roxbury High School Auditorium at 1 Bryant Drive, Succasunna, NJ; all other meetings will be held in the Lincoln/Roosevelt School Auditorium at 34 North Hillside Avenue, Succasunna, NJ. Public Sessions will commence at 7:30 p.m., and Executive Session will commence at 6:30 p.m., unless otherwise notified.

*CONTRACTS 8. RESOLVED, that the Roxbury Township Board of Education approve a 2013/2014

Tuition Contract with the Morris County Vocational School District as listed below for the 2013/2014 school year.

Regular Special Education Education Full-time Student $9,484 $10,231 Part-time Student $4,743 $ 5,114 9. RESOLVED, that the Roxbury Township Board of Education approve the following

contracts with the Essex Regional Educational Services Commission to provide services as needed and specified in each agreement for the 2013/2014 school year:

Instructional Services Agreement for Chapters 192/193 Nursing Services for Nonpublic Schools (Chapter 226, Laws of 1991) Public School Child Study Team Services Public School Home Instruction Services IDEA-B Services New Jersey Nonpublic School Technology Initiative Program 10. RESOLVED, that the Roxbury Township Board of Education approve a Rental/Program

Agreement with the Greater Morristown YMCA, 79 Horsehill Road, Cedar Knolls, NJ for the Pool Rental: Use of 4 Lap Lanes with Lifeguard Supervision for the Roxbury Swim Team Practice, November 15, 2013 – February 21, 2014 on Monday, Tuesday, Thursday, and Friday from 2:45 p.m. – 4:00 p.m. The cost of this Rental/Program Agreement is $11,550.00.

*CHANGE ORDERS 11. RESOLVED, that the Roxbury Township Board of Education in conjunction with the

Board Architect, SSP Architectural Group, approve the Change Order CO-01 to the Fire Alarm Replacement at Roxbury High School Project. The Contract is changed as follows: Contractor shall furnish all labor, material, and equipment necessary to effect the following change in the work:

COP #1 Provide and install system device backboxes/skirting on all indoor

speaker strobe, speakers, chime strobes, and strobes. Total proposal amount $5,895.00.

COP #2 Provide and install thirteen fault isolator modules at specified locations

throughout the building. Total proposal amount $4,995.00. The Contract sum will be increased by this Change Order in the amount of $0.00. The

Contract Time will remain unchanged with a substantial completion date of August 15, 2013.

12. RESOLVED, that the Roxbury Township Board of Education in conjunction with the Board Architect, SSP Architectural Group, approve Change Order CO-02 to the Fire Alarm Replacement at Roxbury High School Project. The Contract is changed as follows: Contractor shall furnish all labor, material, and equipment necessary to effect the following change in the work:

RFI-04 Provide two addressable relays and tie-ins for the two sets of cross-

corridor doors (one at entry to new band wing and one at entry to new weight room wing). Total proposal amount $1,785.00.

RFI-05 Provide one additional addressable manual pull station in the

auditorium and one additional strobe in the early childhood classroom toilet room. Total proposal amount $896.50.

The Contract sum will be increased by this Change Order in the amount of $0.00. The

Contract Time will be increased by 15 days with a new substantial completion date of August 30, 2013.

13. RESOLVED, that the Roxbury Township Board of Education approve Change Order

BLEACHER-01 to the Bleacher Replacement at the High School, Middle School & L/R School. The contract is changed as follows: Contractor shall furnish all labor, material, and equipment necessary to effect the following change in the work:

PCO #1 Credit to the Owner for the unused Allowances in the contract for the

Roxbury High School, Eisenhower Middle School and the Lincoln/Roosevelt School in the amount of $10,000.00

The Contract sum will be decreased by this change order in the amount of

$10,000.00. The new Contract Sum including this change order will be $266,700.00. The Contract time will remain unchanged.

*ROD GRANTS 14. RESOLVED, that the Roxbury Township Board of Education approve submission of the

following projects to the New Jersey Department of Education for consideration of funding through the ROD grant program, along with any necessary modifications to the Long Range Facilities Plan:

*SETTLEMENT AGREEMENT 15. RESOLVED, that the Roxbury Township Board of Education approve the settlement

agreement as stated in legal correspondence dated August 12, 2013 and August 13, 2013 of the Board’s Special Education Counsel, Schwartz, Simon Edelstein & Celso LLC.

*AUTHORIZATION TO APPLY FOR FUNDING UNDER NO CHILD LEFT BEHIND (NCLB) FOR

FY 2014 AND ACCEPTANCE OF FUNDS 16. RESOLVED, that the Roxbury Township Board of Education approve the submission of

the proposed program plan and budget for the FY2014 NCLB application and to accept funds as approved in the amount of:

Title I, Part A $89,129 Title II, Part A 75,903 Title III 12,615 *RESOLUTION OF THE BOARD OF EDUCATION OF THE TOWNSHIP OF ROXBURY IN THE

COUNTY OF MORRIS, NEW JERSEY AUTHORIZING AGREEMENT FOR CERTAIN LEGAL (BOND COUNSEL) SERVICES

17. WHEREAS, there exists a need for specialized legal services in connection with the

undertaking of an energy savings program and the authorization and the issuance of energy savings obligations by The Board of Education of the Township of Roxbury in the County of Morris, New Jersey (the “Board”), a body corporate of the State of New Jersey, including the review of such procedures and the rendering of approving legal opinions acceptable to the financial community; and

WHEREAS, such special legal services can be provided only by a recognized law firm,

and the law firm of Wilentz, Goldman & Spitzer, P.A., Woodbridge, New Jersey is so recognized by the financial community; and

WHEREAS, funds are or will be available for this purpose; BE IT RESOLVED BY THE BOARD OF EDUCATION OF THE TOWNSHIP OF ROXBURY IN THE

COUNTY OF MORRIS AS FOLLOWS: a. The law firm of Wilentz, Goldman & Spitzer, P.A., Woodbridge, New Jersey is

hereby retained to provide specialized legal services necessary in connection with the undertaking of a Energy Savings Program and the authorization and the issuance of energy savings obligations by the Board.

b. The Board President and the Board Secretary are hereby authorized to execute a

Bond Services Contract (the “Contract”). c. The Contract is awarded without competitive bidding and as a “Professional

Service” in accordance with the Public School Contracts Law, N.J.S.A. 18A:18A-5(a)(1), because it is for services performed by persons authorized by law to practice a recognized profession.

d. A copy of this resolution as well as the Contract shall be placed on file with the

Secretary of the Board. The publication required pursuant to Section 5(a)(1) of the School Public Contracts Law, N.J.S.A. 18A:-1 et seq. is hereby authorized.

*RESOLUTION OF THE BOARD OF EDUCATION OF THE TOWNSHIP OF ROXBURY IN THE

COUNTY OF MORRIS, NEW JERSEY AUTHORIZING AGREEMENT FOR CERTAIN FINANCIAL ADVISORY SERVICES

18. WHEREAS, there exists a need for specialized financial advisory services in connection

with the undertaking of an Energy Savings Program and the issuance of energy savings obligations by The Board of Education of the Township of Roxbury in the County of Morris, New Jersey (the “Board”), a body corporate of the State of New Jersey, including the financial analysis of the Board’s financing options, the tax impact implication of such options and other financial services related to the issuance of the obligations; and

WHEREAS, funds are or will be available for this purpose; BE IT RESOLVED BY THE BOARD OF EDUCATION OF THE TOWNSHIP OF ROXBURY IN THE

COUNTY OF MORRIS AS FOLLOWS: a. The firm of Phoenix Advisors, LLC, Bordentown, New Jersey is hereby retained to

provide specialized financial advisory services in connection with the undertaking of an Energy Savings Program and the issuance of energy savings obligations by the Board.

b. The Board President and the Board Secretary are hereby authorized to execute a

Financial Advisory Services Contract (the “Contract”). c. The Contract is awarded without competitive bidding in accordance with the

Public School Contracts Law, N.J.S.A. 18A:18A-3(a), because the cost for such services does not exceed $17,500.

d. A copy of this resolution as well as the Contract shall be placed on file with the

Secretary of the Board. DONATION 19. RESOLVED, that the Roxbury Township Board of Education accept a donation in the

amount of $2,000.00 from the Scott Huguenin Foundation. This donation is intended for the purchase of a music system to work in conjunction with the new Public Address System at Jefferson Elementary School.

B. Education (Resolutions 1-7)

The following motions recommended by the Superintendent and Business Administrator, are non-controversial, a matter of routine business and will be voted on by one motion. *ALIGNMENT OF DISTRICT CURRICULAR 1. RESOLVED, that the Roxbury Township Board of Education approve the alignment of

district curricular with the State Board adopted standards for implementation effective September 1, 2013 in the following content areas:

Subject Grade Level Language Arts – ELA K-12 Mathematics K-12 Vocal & Performing Arts K-12 Comprehensive Health & Physical Education K-12 Technology K-12 21st Century Life & Careers K-12 World Languages K-12 Social Studies K-12 Science K-12

*OPEN LUNCH FOR SENIORS 2. RESOLVED, that the Roxbury Township Board of Education approve Open Lunch for

members of the 2014 senior class beginning September 1, 2013 and extending through June 23, 2014. By approving this action, the Board confirms that the approval is dependent on the consistent adherence to the academic and disciplinary standards and guidelines outlined by the Roxbury High School administration which are clearly stated in paperwork that is provided to each student in the senior class and which is signed by the student and a parent. Additionally, the Board notes if there are any reports of spikes in accidents or reckless driving by Roxbury High School students in the senior class, the Board reserves the right to rescind this resolution and cancel open lunch for extended periods of time. Approval of this resolution also makes it incumbent on the Superintendent to gather data from the high school administration about violations to the open lunch policy and to provide the data to the Board of Education no less than four (4) times per year.

*SCHOOL CALENDAR FOR THE 2014/2015 SCHOOL YEAR 3. RESOLVED, that the school calendar be adopted for the 2014/2015 school year as

attached. (Exhibit 1) *ANNUAL REPORT OF VANDALISM, VIOLENCE, AND SUBSTANCE ABUSE 4. RESOLVED, that the Roxbury Township Board of Education approves the Annual

Report of Vandalism, Violence, and Substance Abuse for Report Period 1 and Report Period 2 for the 2012/2013 school year. (Exhibit 2)

with the Hanover Township Board of Education for a student (2132097964) to attend our Autism Program at the Nixon School for the 2013-2014 school year. Tentative tuition contract agreement is in the amount of $39,138.00.

The following motions recommended by the Superintendent and Business Administrator, are non-controversial, a matter of routine business and will be voted on by one motion. *RESIGNATION 1. RESOLVED, that the resignation for personal reasons of Mr. Ian Schwindel, P/T Special

Education Aide at Roxbury High School, be accepted retroactive to August 7, 2013. *LEAVES OF ABSENCE 2. RESOLVED, that Ms. Shannon Foster, Special Education Teacher at Roxbury High

School, be granted a leave of absence effective December 9, 2013, or sooner if necessary, using available sick days until released by her physician and, thereafter an unpaid leave of absence through the NJ Family Leave Act through June 14, 2014.
