    Message from the Secretary

    The Government of India has initiated the creation of an electronic National

    Population Register (NPR) by collecting specific information from all usual

    residents in the country during the Houselisting and Housing Census phase

    of Census 2011 during April 2010 to September 2010. The NPR is acomprehensive identity database to be created and maintained by the

    Registrar General and Census Commissioner of India, Ministry of HomeAffairs, Government of India. The objective of creation of NPR is to help in

    better implementation of various Government schemes, improve planning

    and security and prevent identity fraud.

    Department of Information Technology is privileged to be associated with

    the implementation of this project in 17 States and 2 Union Territories (UTs).

    Work has already commenced in Chandigarh UT, where demographic

    records are being digitized. Selection of Managed Service Providers for

    demographic data digitization and biometric enrolment is underway in the

    other zones in the allocated states and UTs. This entire exercise will lead to

    the creation of an electronic database of all residents (containing the

    demographic and biometric details). This database can be used for a varietyof purposes for achieving our socioeconomic development objectives

    including formulation and implementation of development schemes and

    delivery of public services to the intended beneficiaries.

    Needless to state, such a mammoth exercise cannot succeed without the

    support of all the stakeholders associated with the project and the people.

    This newsletter aims at creating awareness about DIT's role in implementing

    the NPR project among all the stakeholders and the public. It will provide

    snapshots of various activities that are being undertaken for implementing

    Role of DIT in NPR Project

    One of the primary objectives of various socioeconomicdevelopment programmes in the country is to ensure that the

    services and benefits reach the public on time and in an easy

    and transparent manner. In this context, creation of a

    comprehensive identity database for all the usual residents in

    the country is very important as it would help in quickly

    identifying the beneficiaries of Government schemes and

    programmes and avoid duplication in the provision of such

    services and benefits. The National Population Register (NPR)

    project being spearheaded by the Ministry of Home Affairs is

    aimed at creation of this comprehensive identity database.

    The NPR project consists of two components: demographicdata digitization of all the usual residents and biometric

    enrollment of all such residents who are aged five and above.

    The Registrar General and Census Commissioner of India,

    Ministry of Home Affairs, has entrusted the work of

    demographic data digitization and biometric enrollment to the

    Department of Information Technology in 17 states and 2

    Union Territories.

    For implementation of the project, the assigned states and UTs

    have been divided into urban and rural zones. It is estimated

    that total population covered under the NPR project in these

    states and UTs would be about 62.5 crores. The biometricenrollment would be for a population of about 56.2 crores in

    the same areas. Biometric data includes photograph, all ten

    finger prints and Iris capture.

    This newsletter aims at generating awareness about DITs role

    in implementing the NPR project among all the relevant

    stakeholders and the people. I request everyone to extend their

    NPR implementation by NIELITThe Government of India has initiated the creation of the National

    Population Register (NPR) by collecting specific information of all

    usual residents in the country during the Houselisting and Housing

    Census phase of Census 2011 during April 2010 to September 2010.

    The NPR is a comprehensive identity database to be maintained by

    the Registrar General and Census Commissioner of India (RG &

    CCI), Ministry of Home Affairs, Government of India.

    The RG & CCI, MHA has entrusted the work of demographic datadigitization and bio-metric collection in respect of 17 states and 2

    UTs to the Department of Information Technology. The overallresponsibility for completing the work of Demographic Data

    Digitization & Biometric Enrolment of the assigned States/UT in the

    urban and rural areas has been assigned to NIELIT (formerly

    DOEACC Society) by DIT.

    For the purpose of implementation, the assigned States and UTs have been divided into 28 Urban and 71

    Rural Zones. The UT of Chandigarh has been designated as a separate zone. Process has already been

    initiated for appointing Managed Service Providers (MSPs) for Demographic Data Digitization & Biometric

    Enrolment for these zones. Demographic Data Digitization has already begun in Chandigarh, and the

    bidding process has been initiated for Biometric Enrolment as well in this UT.

    Work orders have already been issued for Demographic Data Digitization for 25 Urban Zones and 19 RuralZones. Work orders for Biometric Enrolment in 19 Urban Zones and 28 Rural Zones shall be issued shortly.

    Re-bidding process for the remaining zones for both Demographic Data Digitization & Biometric Enrolment

    is in progress and is expected to be finalized by the next month.

    Successful completion of the entire NPR project requires creation of adequate awareness among all the

    relevant stakeholders and their active support and cooperation. This newsletter is expected to provide the

    relevant information about the various activities related to the project and also provide the latest status of the

    What is the National Population Register (NPR)?

    The National Population Register (NPR) is a Register of usual residents of the country. It is being prepared at

    the local (Village level), sub District (Tehsil/Taluk level), District, State and National levels under provisionsof the Citizenship Act 1955 and the Citizenship (Registration of Citizens and issue of National Identity Cards)

    Rules, 2003.

    Is it necessary to register for the NPR?

    It is compulsory for every citizen of the country to register in a National Register of Indian Citizens (NRIC) as

    per Section 14A of the Citizenship Act 1955 as amended in 2004. The NPR is the first step towards preparation

    of the NRIC. Out of the universal dataset of all the usual residents, the subset of citizens would be derived after

    due verification of the citizenship status. Therefore, it is compulsory for all usual residents to register under theNPR.

    The biometrics will be collected as per the processes and standards laid down by the Unique Identification

    Authority of India (UIDAI).

    How will the public know about the biometric camps for

    NPR?

    Publicity will be given in the local areas regarding the

    duration and location of the enrolment camps. Intimationslips (KYR + Form) will also be distributed house to house

    before commencement of such camps, wherever possible.

    Besides this, public will be informed through other various

    publicity measures like banners, announcements through

    mikes, drum beatings, posters, etc.
