2. League to have a winners and losers progression pool to ensure minimum numbers of games for each team remains at 10.

3. Division 1 players must pass a certain level in the beep test to play in the highest level.

4. It will have the SF cup in operation which involves all clubs in Singapore.

5. It will have an Under-16 league linked to the clubs in div 1 and more.

6. Clubs will be encouraged to adopt a youth club to further aid in the development of new young players.

7. To continue to expand the school league across all levels.

8. To have a fully functional corporate league in a 5 a-side format.

9. Exploring possibility of having a conference style league based on job function (e.g. law, finance, accountancy) and to subsequently have a cup playoff.

10. To run at least 2 carnivals annually in public places ( eg scape park, Ngee Ann) similar to the ones executed this year at NLB to bring floorball to the rest of the public and increase awareness.

1. A new name for the leagues

From this season, all leagues named under Division 1 (formerly Premiership), Division 2 (formerly Championship) and Division 3 (formerly Conference).

This is to prevent any confusion to the players to which league is on-going etc.

2. Eastern and Western Conference for SFL2013 Division 2

SFA is looking into connecting teams into their constituency. Example Eastern Conference Team Skools Innebandy perhaps with Tampines constituency etc.

So teams will work to sell their club into their local constituency which will create local support from constituency club.

Support from the constituency could come in the form of free usage of their court venue or even sponsorship deals.

2. Eastern and Western Conference

SFA are looking to provide 2 venue for SFL2013 so that teams can play home and away games. The likely venues would be for Republic Polytechnic (Western Conference) and Yio Chu Kang (Eastern Conference)

This will be of more convenience to players as they would not need to travel far to the competition venues.

3. Team/Match Officials and Match Secretary Each team must will appoint 2 match officials on

match day. Please note that match officials cannot be anyone of the registered match players.

One of the match officials will be the match secretary for the game while the other match official shall be the Venue Supervisor.

In work year 2011, SFA received 3 official complaints from Republic Polytechnic with regards to their unhappiness in the way teams behaved when using their venue.

Hence SFA has decided to introduced this new Venue Official who will be given the authority to throw out unruly or uncooperative supports/players.

Teams that failed to adhere to the rules and regulations set by Republic Polytechnic

Punishments will be handed out 1st time offender – Team will be fined $50 2nd time offender – Team will be fined $100

and deducted 3 points of table. 3rd time offender – Team will be kicked out of

league and banned from taking part in SFL2013 season.

4. Team Registration With this season games stretching to a

minimum of 13 games per team, teams will be allowed to registered up to 30 players for the season.

However, on match days, teams are only allowed to register a maximum of 20 players for each match.

From next year onwards, all team managers will login in to our SFA website to register their teams for the league.

With this online data base, the public would be able to view which players are currently playing for which club.

Reasons for this data-base

We are able to extract any information we require (example, average age of players) which would be relevant when we talk to our sponsors.

National Team coaches are able to scout for potential youth players for their national team set-up.

5. Team Managers Feeback Session

Every month, the competitions committee would like to have a team managers feedback session/meeting.

Via this feedback session/meeting, we would be giving all team managers an update of any new league details etc.

This is also to hear about the clubs concern and also to ensure all Singapore Floorball League Affiliated clubs are kept in the loop of the league happenings.

6. Team Previews ahead of the new season

To generate the public’s interest in this season’s Division 2, we will be doing a team preview information of all teams in the SFL Division 2 and this will be publish in our SFA website

We will be sending out questions for all team captains/ representative via email.

This will allow the general public to know of more your club which might aide in the recruitment of players or sponsors.

There will be a total of 13 teams completing in the Mens SFL 2012 Division 2 and 16 teams completing in the Ladies SFL 2012 Division 2

League Format (Men’s Division 2)

Teams will be playing each other in a round-robin league format.

The top 2 teams in the division will be promoted to Division 1.

The bottom 2 teams in the division will be relegated to Division 3 (formerly conference league)

League Format (Ladies’s Division 2) Teams will be spilt into 2 groups of 8 and teams

will play round robin matches with team within their own respective groups.

The top 4 of each group will be grouped together in the Promotion Group. [Points will be re-set)

The bottom 4 of each group will be grouped together in the Relegation Group. [Points will be re-set)

The top 2 of the Promotion group will promoted to Division 1 while the bottom 3 of the Relegation will be relegated, ie will be placed on the standby list for next year’s division 2 league.

Affiliation/Registration – S$100 annual fee per club

TEAM UNIFORMS & JERSEY NUMBERS

Uniformed jerseys, shorts and socks for all field players

Knee length socks required Jersey numbers from 1 to 99 Jersey number 1 only allowed for

goalkeeper Jersey numbers to be clearly printed

on back of jersey, including goalkeeper’s attire

No form of pinning or using tape allowed

ABUSIVE BEHAVIOUR & LANGUAGE

Abusive behaviour and use of abusive and vulgar language of any form towards referees or match officials will not be tolerated

Action will be taken against player and team

Action can include expulsion of the team from the league

MATCH PENALTIES

Players receiving Match Penalty 3 will be required to attend a hearing

Match Penalty 1 – miss the rest of that match

Match Penalty 2 – misses next match as well

Match Penalty 3 – misses next match and any further punishment , as decided by Disciplinary Committee

INJURIES

All teams to ensure that they are properly equipped to treat their own players in times of injuries

Recommended that each team should have their own properly-equipped First Aid Kit

Players are encouraged to get their own insurance coverage

RELEGATION

Men’s Division 1 Bottom team of each conference will be

relegated to Division 2 for SFL2011 Ladies’ Division 1

Bottom team from the Eastern Conference and the Bottom 2 teams from the Western Conference will be relegated to Division 2 for SFL2011

PRIZES

Trophy to overall league winner. (For men’s, the top placed team in the overall league and for ladies, the top placed team in the Promotion Group)

Medals to registered players and officials of teams placed 1st and 2nd in the league (both men’s and ladies)

FIXTURES

No rescheduling of matches except with written consent of the Tournament Committee, which must be obtained at least 3 days before the scheduled match

Any additional costs for rescheduling the matches to be borne by teams concerned

If postponed match cannot be played before final round of matches, both teams will receive 0 points and minus 10 goals, as well as a fine of S$100

REGISTERED PLAYERS

Each team can register up to 30 players for the whole league

Each team can field up to 20 players as registered on the Match Record

No limit on number of foreign players.

A walkover is given when: A team does not turn up for the match A team does not have the minimum number of players

to start a match A team without proper cause leaves the court before

the match is finished A team’s players, staff or supporters are behaving in

an unsportsmanlike behaviour or guilty of violent play, conducts or acts, causing match to be stopped or abandoned

10-0 scoreline to team which is conceded walkover

A fine of S$100 to team conceding walkover

DISQUALIFICATION OF TEAMS

Teams conceding 2 walkovers will be immediately disqualified

Team will be banned from SFL2013 All results involving their matches

will be null and void

PROTESTS

Any protests must be made within 2 hours after the match to the match secretaries at the competition venue

Team must present case in writing to Tournament Committee within one working day, accompanied by a protest fee of S$50

Protest fee shall be refunded if protest is justified

It will be played in April 2013.

It will be played over 6 weeks.

Total teams taking part Mens = 32 teams Ladies = 24 teams

A total of 24 teams will be taking part ( 12 Division 1 + Top 12 Division 2 teams)

Teams will be grouped into 8 groups of 3 teams each where they will play 2 round robin matches.

Top of each group will qualify for the knock-out round of 8.

Singapore Floorball Cup 2013 (Mens)

Top 8 teams from the Men’s Division 1 will be given a bye for the 1st round and will qualify straight into the round of 8.

For the 1st round, it will consist of 24 teams. (2 relegated teams from Division 1 + 12 teams from Division 2 + top 5 teams of each group from Conference )

They will group into 8 groups of 3 where they will play round-robin matches with the top team of each group advancing to the next round. (round of 8)

7. Updates to the league

First Game of the day Please kindly note that our court booking is

from 9am onwards. For team arriving early to warm-up for the

games, for example at 8.30am. Please do not proceed to the RP’s office to ask for the court to be opened for you. Staff from RP will only open the courts at 9am sharp.

Hence for all first game of the day, referees will be briefed to allow both teams to be given 15 minutes to warm-up.

Hence if the fixtures states that the game time is at 9am, the game will commence at 9.15am.

Subsequent games will proceed as per normal. (11am, 1pm etc)

Inside the competition arena

Please note for this season, only registered team officials/team players are allowed into the arena.

All spectators/parents/guardian of players are to view the games from the viewing gallery (2nd floor).

Special cases will be reviewed on a case by case basis by the tournaments committee.

8. New Changes to Refereeing System for the league

Referee Refresher Course

Prior to the start of the league, all referees that are tasked to referee Division 1 would have gone through a refreshment course.

This refresher course consist of 3 modules.

1. Fitness Test2. Theory Test3. Situation Test

Refereeing for consecutive matches

For this season, referees will not be refereeing consecutive matches as compared to last season.

For example: Referee will ref the 1st match of the day, rest for the 2nd and will only ref the 3rd match.

During the rest, referees will be observing other matches that they are not involved.

This will allow referees to have adequate rest in between and not be tired out from refereeing consecutive matches.

Referee Observer

There will be a referee observer in hand to observe the games for this season.

This referee observer will give pointers for improvement to the pair of referee after the game.

For this season, there will be changes to the referee fees for the whole division.

Performance of Referees

With the referee observer observing the games, referees performed poorly in matches will be demoted to Division 2 etc.

Referees are tasked to different Divisions at the start of the season based on his/her performance in the refresher course.

Zero Tolerance to abusive behavior for this season

All referees have been told to come down hard on abusive behavior from players/team officials towards the referees.

Any players/team officials caught showing abusive behavior to referees would be given a Match Penalty 3.

Only the captains are allowed to speak to the referee during the match.

1. Inside the arena

We will be having 3 levels of security rings to ensure that anyone who fail to adhere to the house keeping rules set by Republic Polytechnic will be punished.

Level 1 (Highest) – Tournament Committee > Match Referees Level 2 – Match Referees/Match Secretaries > Team

Managers Level 3 – Team Managers > Team Players

Team managers will have to ensure that their team players adhere to the house keeping rules set by RP.

Punishments melted out by respective team managers will be on their own discretions.

How SFA will ensure this

1. Team Managers will be briefed of the house keeping rules during the team managers meeting on 3rd May 2012 prior to the start of the league.

2. A soft copy of the list will be sent to all team managers and a copy will also be uploaded on the SFA’s website.

Level 2: Match Referees > Team Managers

1. The Match Referee will ensure that both teams adhere to the house keeping rules set by RP. (attached check list will be task to the referee prior to the match)

2. Referees will be given the power to ban players with non-markings shoes from entering the courts.

Level 2: Match Secretaries > Team Managers

Match secretaries are to ensure that teams do not bring in any soft drinks or canned drinks into the competition arena.

Match secretaries are advised to remind the team during the period break to remove these items from the competition arena.

If there is a case where after several repeated reminders, the team still refuses to adhere to instructions. Match Secretaries are to inform anyone from the SFA tournament committee.

IE, match secretary of team A will be ensuring team B adheres to the regulations and vice versa.

All these will be briefed to the match secretaries during the upcoming match secretary course.

How SFA will ensure this

1. Prior to the start of the league, all referees will undergo a refresher course which comprise of a fitness test, a theory test and a situation test.

2. During this course, all referees will be briefed on the ‘referee checklist’. And during the situation test, one of the ‘situation’ in the checklist will arise for referees to accustom to.

3. A copy of this ‘referee checklist’ will be available at the match secretary table for the referees to refer to.

1. Viewing Gallery All spectators are only allowed to view the

match from the viewing gallery. The Do’s and Don’ts for spectators will be

highlighted in SFA’s website. Referees who are scheduled to referee the next

game are to ensure that the viewing gallery is free from litter prior to the start of their scheduled games.

Players/Spectators/Referees are encourage to keep a lookout for any rubbish at the viewing gallery.

Players/Spectators/Referees are encourage to call for RP’s cleaner if they do spot any rubbish lying around

2. Warm-Up Areas

With the advice and approval from Republic Polytechnic, SFA would demarcate warm up areas for teams.

The areas will be demarcated as the home and away team warm up areas.

Alternatively, players who do not wish to warm up and are advise to wait at the viewing gallery for the previous match to end.

This warm-up areas will be announced in the upcoming team managers meeting and a soft copy of the floor plan of the warm-up areas will be sent out.

Any team caught warming up outside the warm-up areas, SFA would take appropriate actions. (such as fining the team)
