Clause 8.2 Draft documents must be submitted with the water pump and will include at least a schematic diagram of the electric circuit and a connection diagram.

Clause 7.3 Additional requirements added: It is a desirable requirement that only AC auxiliary motors be used to drive all the auxiliary systems on the locomotive, except for the auxiliary motor(s) that must use battery power supply as its power source.

Clause 7.4 Additional requirements added: Where water pump offered complies with the recognised standards of the country of manufacture and not specifically with the standards required by this specification, such carbon brushes will be considered at the discretion of Management. In this case, tenderers shall state fully all respects in which the equipment departs from the standard laid down in this specification.

1.0 SCOPE

1.1. This specification depicts the requirements for the procurement of the new water pump used for 20E cooling towers.

2. GENERAL INFORMATION

2.1. 20E locomotives are fitted with 380V, 2,7KW water pump – horizontally.

2.2. The water pump is mounted on the cooling tower, its primary function is to circulate the coolant at a constant speed between the cooling tower and traction converter.

3. TECHNICAL SPECIFICATION

3.1. The tenderer shall supply a water pump as per below technical and operational requirements;

3.2. To comply with clause 3.1, a technical data pack must be submitted to Transnet, it shall include the below performance;

4. ELECTRICAL AND PHYSICAL REQUIREMENTS

4.1. Ratings

4.1.1. Each motor shall be rated clause 3.1.

4.2. Bearings 4.2.1. The water pump shall use the bearing bush.

4.2.2. The minimum expected maintenance-free slide bearings or bearing bush must be specified.

4.3. Terminal box 4.3.1. No terminal box mounted to the motor frame. The wires run from the frame to the

outside of the fan cowling into a terminal box mounted to the fan cowling. Cable details in clause 4.6.

4.4. Cable 4.4.1. Supply cable shall be 4 x 2.5mm² x 1300mm, with M6 insulated ring/round terminals.

4.4.2. Cable must be protected with a flexible cable conduit and of highest standard.

4.5. Mounting

4.5.1. Feet mounting arrangement, see Appendix A.

4.6. Direction of rotation

4.6.1. Clockwise rotation face the pump.

4.7. Nozzle

4.7.1. Discharge: 32mm

4.7.2. Suction: 50mm

5. LOCOMOTIVE ENVIRONMENTAL CONDITIONS

5.1. Ambient temperature -10°C to 50°C.

5.2. The maximum relative humidity: 95%

5.3. Altitude: ≤ 2500m.

5.4. Vibration and shock: can bear vibration and shock that IEC 61373:2010 class 1 grade A specified.

6. VIBRATION

6.1. A vibration test must be performed on all motors in accordance with specification IEC 60034– 14. The value of vibration must not exceed 2.8mm/s RMS.

7. STANDARDS

7.1. Except where otherwise provided for in the specification, the motor offered must comply with the requirements of the relevant standard specifications of the SANS (10242-1, & 0242-1) if published, otherwise with the relevant standard of the British Standards Institution in force at the time of tendering.

7.2. Where coolant pump offered complies with the recognised standards of the country of manufacture and not specifically with the standards required by this specification, such carbon brushes will be considered at the discretion of Management. In this case, tenderers shall state fully all respects in which the equipment departs from the standard laid down in this specification.

7.3. It is a desirable requirement that only AC auxiliary motors be used to drive all the auxiliary systems on the locomotive, except for the auxiliary motor(s) that must use battery power supply as its power source.

7.4. Where coolant motor offered complies with the recognised standards of the country of manufacture and not specifically with the standards required by this specification, such carbon brushes will be considered at the discretion of Management. In this case, tenderers shall state fully all respects in which the equipment departs from the standard laid down in this specification.

8. DOCUMENTATION

8.1. Tenderers shall quote separately for the provision of two (2) master copies of all documents requested with back-ups in electronic format i.e. MSWord (Microsoft Office) for text etc. and Microstation J or TIFF format for drawings.

8.2. Draft documents must be submitted with the water pump and will include at least a schematic diagram of the electric circuit and a connection diagram.

8.3. The final documentation, which must be submitted no later than three months after the first motor has been delivered. It shall contain the following information.

8.3.1. A technical specification of the water pump (including performance capability).

8.3.2. A general arrangement drawing, incorporating important interfacing dimensions and connections to the locomotive wiring.

8.3.3. Routine test certificate/report.

8.4. A maintenance manual incorporating;

8.4.1. Recommended intervals for component or sub-system maintenance or repair and the corresponding maintenance process.

8.4.2. A component overhaul section, which covers all details and procedures relevant to the overhaul of the pump and its components as well as any special tools and equipment required.

8.4.3. Spare part catalogues, which list all replaceable components.

8.4.4. A wiring diagram with wiring numbers.

8.4.5. All dimensions with tolerances required good engineering maintenance. Examples: maximum bearing clearances allowed in service and fully dimensioned drawings of the shaft.

8.4.6. Full details – drawing and description – of disassembling and assembling.

9. TENDER PROPOSAL / ALTERNATIVE

9.1. Tenderers shall submit their main offers in terms of this specification.

9.1.1. Tenderers are considered to be subject matter experts and therefore proposals deviating from this specification are allowed, however, should be discussed and approved in writing by Transnet representative. This is to ensure that the latest technologies and methodologies are utilised or applied.

9.2. Tenderers may submit alternative offers for water pump considered by them to be equal to or better than that called for in the specification.

9.2.1. Such alternative offers shall be accompanied by a full explanation (proven test results) supporting the tenderers’ claims regarding the suitability of the carbon grade.

9.2.2. Such alternative offers, performing better than specified but perhaps increases the quoted amount, can earn merit during the technical review conducted by Management.

9.2.3. Such alternative water pump may be considered at the Management’s discretion.

9.3. Tenderers shall indicate clause by clause, either that their offers comply in every regard, or if not, exactly how they differ from the technical specification.

9.3.1. A broad statement to the effect that the water pump is in accordance with this specification is not acceptable.

9.3.2. Tenderers to complete Appendix C and if necessary, comment or refer to additional technical information submitted as part of the tender proposal.

9.3.3. All pages of this specification to be initialled by tenderer as acknowledgement of the information that it contains.

9.4. Tenderers to provide a detailed/comprehensive and unambiguous technical proposal. This is most important and failure to comply may preclude a tender from consideration.

9.5. Alternative water pump offer must undergo the strict tests in clause: 3.2.1 – 3.2.4 and the results must be submitted to Transnet Engineering.

9.5.1. Transnet Engineering reserves the right to witness these type tests at the manufacturer’s facility.
