1 SCOPE OF WORK

1.1 INTRODUCTION

This document sets out the scope of work and technical requirements for the design, manufacture, supply, erection and testing of carbon steel and stainless steel tanks for the Clean TeQ Sunrise in New South Wales, Australia.

SNC-Lavalin Australia Pty Ltd (the Client’s Representative) is managing the project on behalf of Clean TeQ (the Client).

1.2 WORK INCLUDED

The Scope includes the engineering, detailed design and fabrication of the tanks listed below. The Principal will provide Design General Arrangement drawings with specifications and set-out information.

The Contractor shall provide all labour, materials, parts and services necessary to carry out the design, workshop detailing, supply, manufacture, assembly, surface protection, quality assurance, inspection, testing, identification and packaging, together with the provision of all necessary services, relating to the site fabricated tanks as provided in 140316-0000-45ED-TK0003, Equipment Datasheet - Site Erected Welded Tanks.

The Contractor shall include in the scope of work items, accessories and services that are usual or necessary to complete the work, but which may not have been specifically mentioned herein.

1.3 OFFSITE FABRICATION AND DELIVERY

The scope of work for off-site fabrication shall include, but not be limited to the following:

• Tank sub-assemblies and materials with all listed appurtenances • Internal baffles (if required) • Dip pipes and Up comers • Lute pot and vent dryer for sulphuric acid tanks • Overflow Boxes • Stiffeners • Nozzles and Compensation plates • Earthing lugs • Tank hold-down brackets • Gaskets • Tank manhole covers with permanent hinges or lifting arms, blank mating flanges and bolts where

specified for spare nozzles • Flange protectors on pre-assembled nozzles to protect flanges from damage in transport • Surface protection in prefabrication and after site completion • Non Destructive Testing (NDT) of welds in accordance with the requirements listed in section 6.2.1,

including provision of records • Stand-off mesh (where specified on the datasheets) • Insulation supports (as specified) • Supports for associated stairways, walkways, inspection platforms and attached structures for tanks • All ancillary items normally supplied with the equipment • All nuts, bolts, shims, fasteners and gaskets for the complete assembly of the equipment • General arrangement and shop drawings

• Design and installation of lifting lugs, lifting beams and stiffeners as may be required to facilitate lifting of the individual items, as well as to provide points of tie down during transport

• Packaging including temporary supports where necessary, props, bracing, dunnage and lashing of all supplied components suitable for transport to site

• Provide loads and details for the design of the support foundation by others • Vendor Drawing and Data Requirements (VDDR) as specified • Packing, loading and transportation of the materials and pre-fabricated sections to site.

1.4 ON-SITE INSTALLATION

The scope of work for onsite installation shall include, but not be limited to the following major sections of work as detailed further in the following sections:

• Site Mobilisation / Demobilisation • Installation Work • Health, Safety, Environment and Quality.

1.4.1 Site Mobilisation / Demobilisation

The Contractor shall be responsible for the following mobilisation and demobilisation:

• Mobilisation of labour, material, plant & equipment, tools, and consumables required to perform the site installation of the tanks

• Demobilisation of labour, material, plant & equipment, tools, required to perform the site installation of the tanks

• Mobilise and demobilise staff and management to perform the site installation of the tanks.

1.4.2 Installation Works

The Contractor shall be responsible to perform the installation of the tanks required as per the technical documents (Specification, Drawings etc) and quantity as listed within this Scope of Work and as listed below:

• Supervision for performing the works • Supply of all materials, equipment, tools, cranes, consumables, temporary construction power,

construction water, lighting, lubricants, cleaning materials, construction vehicles, site office(s), stores, accommodation, etc. required in order to carry out the on-site tanks erection

• Welding, bolting, grouting , painting • Survey and acceptance of concrete foundations (constructed by others) prior to tank installation • All scaffolding works, as required • Passivation of stainless steel welds • Testing and Quality compliance, as required • Non Destructive Testing (NDT) of welds as required in the Technical Specification and drawings,

including provision of records • Hydrostatic testing • Touch up painting after installation (as required) • Mark-up and supply of as-built drawings • Any special tools and equipment required to install, adjust or maintain the equipment • Manufactures Data Report (MDR) • Vendor Drawing and Data Requirements (VDDR) as specified

1.4.3 Health, Safety, Environment and Quality

The Contractor shall be responsible for Health, Safety and Environment compliance during the entire duration of project. The Contractor shall be fully responsible for the following:

• HSEQ inspectors/representatives commensurate with the workforce manning levels and job fronts • Medicals, pre-employment testing for their employers as required including any statutory medicals • Ensuring personnel employed are fit for the work, including any training requirements • Ensuring that the plant and equipment mobilised are suitable and are maintained in good condition to

perform the work • Ensuring developing, implementing various Safety control measures / procedures (Risk Analysis /JSEA

/ Daily Pre-starts, Tool Box, alcohol and drug testing etc.) • Provision of PPE for Contractor personnel who will visit / work on site • Meeting or exceeding the industry standards and legal compliance requirements • Meeting the environmental standards as per legal and Construction standards • Develop and implement project specific HSE Plan • Provision of a full time HSE Supervisory staff as required • Provision of safety representatives as per industry standards • Provision of quality representative for quality assurance • Develop and implement project specific Quality Plan, ITPs etc. as required • Weekly HSE reporting to the Client as required • Include any site specific inductions, training as required • Traffic control on site throughout site works • Permit to Work as required.

1.5 WORK EXCLUDED

1.5.1 Engineering and Services

• The site will be cleared, back-filled, levelled and compacted to the required bearing strength in accordance with the Contractor’s requirements.

• Equipment foundations will be designed, supplied and installed by others • Equipment anchor bolts will be supplied and installed by others to the Contractor’s design • Equipment access platforms, walkways, hand railing, ladders and stairways will be designed, supplied

and installed by others • Insulation of finished tanks.

1.5.2 Provided by the Principal

The Principal will provide:

• Assigned site laydown and fabrication areas • Small power supply for distribution by the Contractor (hand tools only) • Water for hydrostatic testing at a site standpipe and a DN50 hose connection. • Accommodation and messing for the Contractor’s workforce in the project Construction Camp as per

resourcing schedule provided.

1.6 BATTERY LIMITS

The Contractor’s Scope of Work is defined by the following Battery Limits:

• Top of concrete footings, including cast-in hold down bolts • Face of flange for tank nozzles • Top of support stubs for over-tank platforms • Overflow lines at termination flange 0.5 metres above top of foundation.

2 DESIGN REQUIREMENTS

2.1 STANDARDS AND SPECIFICATIONS

The tanks shall be designed and built in accordance with 140316-000-45EG-0002, Technical Specification for Shop & Site Fabricated Tanks, and the drawings and standards referenced therein.

Basic data for the required tanks is provided in Appendix A drawings and 140316-0000-45ED-TK0003, Equipment Datasheet - Site Erected Welded Tanks.

2.2 CONFORMING DESIGN

Unless approved otherwise, all tanks shall comply fully with the requirements of this Scope of Work. The dimensional size, shape and general tank configuration shall be in accordance with the specific datasheet.

The Contractor may supplement their base tender with alternatives provided that they offer significant advantages. For example, if the Contractor identifies alternate tank diameters during tank strake design that result in cost effective tank fabrication, these may be offered as an alternative provided that required tank volume is maintained as per the datasheets.

Full details of any and all areas where the tanks do not conform to any of the requirements of the Specifications shall be submitted to the Client’s Representative for approval.

2.3 DESIGN LOADS

Tanks shall be designed to withstand the most severe combination of:

• Wind loading • Mass of contents • Walkways, stairways and supported structures • Live loads • Roof Loads • Static and dynamic loads applied at nozzles by pipes, agitators and other mechanical equipment • Seismic loads applicable to the region in which the tanks are installed • Lifting and installation loads.

Specific attention shall be given to static and dynamic wind loading effects when the tanks are empty and to the dynamic agitator loads.

2.4 REQUIREMENTS FOR PLATFORM SUPPORTS AND LIFTING

All tanks shall be designed for 4-point support of a bridge structure providing access, and where required a central agitator. The vertical design loads are as per data sheets. Horizontal loads shall be allowed as 10% of vertical. Stiffeners shall be employed to ensure steel buckling does not occur at locations of vertical load into the shell and at locations where there is a risk that the shell curvature may be reduced.

Components and tanks shall be provided with means for safe handling by a crane, such as lifting lugs. Lifting devices shall be designed and located so as to permit lifting without damage to the tanks. Lifting lugs shall be stamped with Working Load Limit (WLL).

Where an agitator is supported by the tank, the Contractor shall carry out the detailed design and fabrication of tank baffles based on the agitator Vendor’s recommendations. Agitator and tank baffle drawings shall be provided to the tank designer.

3 TECHNICAL REQUIREMENTS

3.1 GENERAL

The tanks shall be of robust construction, suitable for operation in a heavy industrial process plant. The site erected tanks shall be furnished as complete and operable units.

Consideration shall be given to minimizing on site construction durations and where feasible, shop off -foundation assembling components into the largest economically transportable sections.

3.2 MATERIALS OF CONSTRUCTION

Materials of construction shall be in accordance with the technical specification and the equipment datasheets.

No materials of construction shall be changed after purchase order has been issued. Substitutions require written approval by the Client’s Representative.

3.3 STRUCTURAL

The Contractor shall specify the size of all equipment anchor bolts suitable for all live and dead loads, including dynamic and seismic loading.

The Contractor shall design and specify all equipment anchor bolts and hold-down brackets / lugs to ensure the tank is adequately held down for wind loads when empty.

3.4 ELECTRICAL

Provide two grounding bosses 12mm diameter holes, located at 180° apart on each tank located at least 200mm above the bottom of tanks and suitable to accept a 120mm² grounding cable.

3.5 SURFACE TREATMENT

The surface treatment of steel tanks shall comply with the Specification for Corrosion Protection - 140316-0000-45EG-0001 and datasheet information.

Paint specification for the underside of the floor of site erected tanks shall be as for the external face of tank shells.

3.6 ENGINEERING DOCUMENTATION

The Contractor shall provide the following additional engineering data with their bid:

• GA drawings of each tank including plate work development drawings showing materials selected, thicknesses, ring beams (where applicable), floor and roof cut out profiles, strakes, weld seam locations

• A loading diagram showing operating loads on the tank base, opening dimensions for impeller removal.

After placement of purchase order:

• Drawings showing any ladders, platforms, handrails, stairs attached to any tank • Shop drawings of all tanks for review and approval.

3.7 EQUIPMENT IDENTIFICATION, MARKING AND LABELLING

Where components must be separated for shipment, each separable component shall be provided with a clearly stamped stainless steel temporary name tag securely attached to each such component.

All safety and information signage shall be provided and shall be in accordance with AS 1319. These signs shall support the project HSE objectives and as a minimum generally advise workplace health and safety and other statutory requirements/obligations and site-specific requirements.

4 WORK EXCLUDED

The following works shall not be included as part of this scope of work:

• Accommodation Camp • Tank top platform steelwork and Tank Agitators • Insulation • Interconnecting pipework • Equipment access platforms, walkways and hand railing • Concrete footing detailed design.

5 BATTERY LIMITS

The battery limits for this scope of work are as follows:

• Underside of tank • Underside of tank hold-down point • Face of all nozzle connections • Earthing Lug • Top of mounting points for tank-top steelwork.

6 QUALITY CERTIFICATIONS AND REQUIREMENTS

6.1 QA REQUIREMENTS - GENERAL

The Contractor shall provide with the supplied equipment, quality assurance (QA/QC) and quality control procedure to the Client’s Representative for approval.

The Contractor is responsible for the testing and inspection of all materials and work in accordance with this specification and all applicable codes, laws and regulations.

6.2 INSPECTION AND TESTING

The Client’s Representative shall be provided with proper access to work, equipment, tools and facilities for carrying out such inspection, test, witness inspection or test points, surveillance or audit, whether it is in preparation or progress.

They shall be authorised to witness any stage of manufacture, test and inspection documentation, and shall be authorised to reject any item which does not conform to the requirements of this specification.

Any omission or failure on the part of the inspectors to disapprove or reject any work or materials shall not be construed as an acceptance of any defective work or sub-standard materials.

The Contractor shall provide a detailed manufacturing program which covers the timing and phasing of all activities relating to off-site and on-site supply and site erection, showing all hold, witness and inspection points. The following inspection milestones shall be the minimum required:

• Material chemical composition and physical properties before fabrication • At fit-up before welding • Welding procedure specifications and weld procedure and welder qualification records • Regular / progressive during fabrication • At fabrication completion • Hydrostatic testing • Protective coating and linings.

Tests shall be carried out and interpreted by suitably qualified QC inspectors.

Material which is shown to be defective during testing shall not be incorporated into any fabrication.

Test and inspect all materials and work in accordance with this specification and the appropriate API standard.

6.2.1 Inspection of Welds

The following requirements shall be adhered to as a minimum:

• All welds shall be subject to 100% visual inspection in accordance with API 650 Section 6 • Longitudinal and circumferential joints on tanks shall be inspected by ultrasonics or spot radiography in

accordance with API Section 6.1 or Section 6.3 and dye penetrant testing in accordance with the appropriate API standard

• Critical and/or complicated weldments such as ring beams and support leg attachment points shall be inspected by the wet magnetic or dye penetrant method. The extent of testing shall ensure a minimum of 5 % of attachment welds are tested.

• Inspection personnel shall be qualified as stated in API 650 • Steel plates are to be subject to ultrasonic inspection • Report any non-conformance found in any inspections or tests to the Client’s Representative within one

working day. Submit the method to correct the non-conformance as part of the report.

Factory tests do not constitute a waiver of field commissioning requirements and the requirement to pass field tests under the specified operating conditions.

Upon completion of the work, issue an MDR, which comprises the quality certificates, inspection and test records, and any other relevant documents related to manufacture and testing.

6.3 VISUAL DEFECTS

The following conditions are considered unsatisfactory from the point of view of the safety and the appearance of the tank or bin and if they exceed the tolerances given in this specification, they shall be repaired or removed.

• Flat spots • Buckled or warped areas • Wavy plates or wavy plate edges.

When a plate is discovered to be defective during fabrication all work on the plate and the adjacent plate shall be stopped until the defects are corrected.

6.4 FIELD TESTING

A commissioning program for field testing shall be provided at the appropriate stage of the works.

6.5 PRESSURE TESTING

All completed tanks shall be successfully hydrostatic strength and leak tested in accordance with the appropriate API standard. Flat-bottom tank floors on grade shall be subject to vacuum box testing. Elevated tank bottoms which permit unrestricted visual examination during test, need only be subject to a hydrostatic test.

The hydrostatic test shall consist of filling the tank with water and observing for leakage. Tanks which were subject to vacuum box testing of the floor shall be filled for a minimum period of 12 hours and liquid level recorded whilst other tanks shall be filled for a minimum period of two hours.

The times given above are minimum times only. The tank must remain full for a period of time to enable all visible welds to be visually checked for leakage.

6.6 INSTALLATION OPERATION AND MAINTENANCE MANUALS

After placement of Purchase Order, the Contractor shall submit an Installation Operation and Maintenance manual (IOM); the contents of which shall be submitted for approval by the Client’s Representative

6.7 MANUFACTURER’S DATA REPORT

After placement of Purchase Order, the Supplier shall submit a Manufacturer’s Data Report (MDR); the contents of the MDR shall be submitted for approval by the Client’s Representative.

6.8 CONTRACTOR REPRESENTATION

The Contractor shall allow for the provision of qualified personnel for supervision of erection, commissioning and post commissioning servicing of the equipment and operator training upon request.

The Supplier shall provide a methodology for installation and erection of the equipment.

7 PACKING, TRANSPORT AND STORAGE

All components for site erected tanks shall be packed in accordance with the Contractor’s internal standards, suitable for the transport journey to site.

The Contractor shall provide a methodology for shipment, degree of assembly for transportation, shipping dimensions and a packing list.

The site erected tank components shall be thoroughly cleaned prior to shipment.

Shop erected tanks shall be fitted with all required braces, stays and shipping saddles to ensure that the component equipment is not damaged in transit. Braces, stays and saddles shall be of the same material as the tank, i.e. steel or of steel reinforced timber construction and contoured to suit contact surface.

Nozzles and flanges shall be protected from damage during shipment with wood coverings, fixed with a minimum of three bolts of the same size as the flange bolt holes.

Bolts, nuts and other loose items shall be boxed for shipment.

Gaskets furnished by the tank Supplier shall not be used for hydrostatic pressure tests but shall be suitably boxed and marked for field installation.

Tank parts shall be clearly identified by painting or dye stencilling the tank item number and purchase order number in a conspicuous location on the component.

Fabricated materials shall not be shipped until clearance and approval has been obtained from Client’s Representative.

9 PROGRAMME

The Contractor shall provide a Level 2 schedule as part of the Tender submission.

10 REPORTING REQUIREMENTS

The Contractor will have to provide the following reports regularly to the Client / Client’s representative:

• Daily report - Workforce & Personnel report, P&E report; Actual and Planned activities and quantities • Weekly report – progress, with quantities, man-hours actual, Schedule and forecast to complete,

material status report; HSE statistics • Monthly report – as items listed in the Weekly report (for the month), S-Curves, Cost reports, Project

Changes Notices etc.

11 EMPLOYEE AND INDUSTRIAL RELATIONSHIP MANAGEMENT

The Contractor shall be responsible for performing Employee and Industrial relationship management as per the project requirements for the site installation works. Contractors are responsible for finalising site working conditions, working hours, roster and manage their own payroll etc.
