Acknowledgments

Plans Beyond High School, a survey that seeks to document the post-high

school intentions of Florida students, wac made a part of the Florida State-

wide Twelfth Grade Testing Program at the suggestion of Allan Tucker, Vice

Chancellor for Academic Affairs, State University System of Florida. As a

part of the Twelfth Grade test battery, the survey extends to seniors both

in public secondary schools and private high schools throughout Florida.

The survey instrument was designed by the staff of the Office of the

Director of the Twelfth Grade Testing Program and the staff of the Office of

Director of Educational Research, Florida Board of Regents. To those indi-

viduals, and to the high school teachers and guidance counselors who partici-

pated in the two successive tryouts of the questionnaire, we are indeed

indebted.

Dr. William Hunt, Director of Institutional Analysis, Florida Atlantic

University, and his staff processed the tabulation of survey results, pre-

pared statistical summaries for the participating schools, and made statewide

analyses of the responses. We are truly grateful to Dr. Hunt and his colleagues

at Florida Atlantic University.

The teachers and other school personnel who administered the Twelfth

Grade Battery gave a bit more of their time and effort in order to administer

the survey questionnaire as well. We especially voice our appreciation to

A Report of a Statewide Survey ofFlorida High School Seniors - Fall, 1968

1. Introduction

In the fall of 1968, more than 80,000 high school seniors in Florida

took the Florida Statewide Twelfth-Grade Tests. Over 75,000 of these stu-

dents, or 94 per cent of the number taking the rest battery, responded to

an eight-item survey of their post-high school plans. The survey instrument

(Fig. 1), Plans Beyond High School, given for the first time in 1968, will

become a permanent part of the test battery in the years to follow.

The Florida Statewide Twelfth Grade Testing Program is given in all

Florida high schools each fall. The battery consists of a test of academic

ability and achievement tests in English, social studies, natural sciences,

and mathematics. A reading index, based on performance on verbal sections

of the battery, is also obtained.

When the survey instrument was added to the Twelfth Grade Testing Pro-

gram, the test battery itself was not changed in any respect. High schools

merely extended the total time given over to the tests to include administra-

tion time for the survey.

The present booklet, with its analysis of the responses of the students

who began their senior high school year in the fall of 1968, is appearing

approximately one year after the survey was initially administered. As the

survey is given in the years to follow, the interval between the collection

of the data and the distribution of booklets similar to this publication will

be shortened.

The iive tests of the battery serve the needs of four groups:1

Students and parents - in making plans beyond high school.

High school authorities - in curriculum evaluation.

Guidance counselors - in assisting students to evaluate their

strengths and weaknesses.

College admissions officers - in the selection of a well-

qtAlified student body.

Test scores for individual students are reported in terms of percentile

ranks based on the performance of the high school seniors in Florida taking

the tests. The five public universities2 in the State University System

with freshmen and sophomore classes use a generally uniform specified total

composite percentile score, as well as a uniform specified high school grade

average to determine the eligibility of applicants for admission as fresh-

men and transfers to the lower division. The community colleges (public

two-year institutions), on the other hand, employ widely varying use of test

scores, with some having no test score or grade average admission require-

ments.

The survey objectives, which are,contained in Section 2 of this report,

are similar, but not identical to the objectives of the test battery. In

Section 3, an item-by-item discussion of the responses of the students is

given. Section 4 sets forth the results of an analysis of the test perform-

ance of students stating their intention to attend colleges and universities

in Florida as compared to the test performance of students planning to enter

out-of-state universities. Section 5 presents the results of the survey in

both frequency count and in percentages. Section 6 is a summary of the report.

This report, with its statement of objectives and a discussion of the

responses of students to the items of the questionnaire, was prepared to

give the schools a more complete view of the survey than was reflected in

the printouts of survey data sent to the schools in the spring of 1969.

Statewide compilations of the responses are found in Section 4, but

compilations for individual schools are not shown. Also the responses of

individual students are not included in this report and will not be in-

cluded in future reports.

The statewide school compilations for the 1968 survey were by sex and

race. In the future, other analyses will be made. Also in the future,

validity and coefficient studies of the survey instrument will be made which

will entail the documentation of the responses of individual students to the

survey items. When such research is undertaken, it will not necessitate a

dissemination of the responses of individual students.

2. Objectives of the Survey

Principally, the survey was designed to provide information about the

intended post-high school plans of high school seniors that would be a use-

ful input to planning in higher education in Florida. Gaps between the

expectations of high school youth and the subsequent fulfillment of the

hopes and intentions should be of significance to laymen and educators alike.

The survey results, together with the findings of projected follow-up studies

that document the manner in which high school seniors implement their hoped-

for plans beyond high school, are intended to offer empirical data for

assessing in part the adequacy and appropriateness of post-high school

educational opportunities available to college-age youth in Florida. As

educational planning is intensified to achieve the goal of expanding and

in some degree of restructuring higher education to meet the needs of the

State's young people, the survey results will perhaps give some direction

to shaping the process of educational planning.

In the years since World War 1r, Florida has made dramatic strides

forward in higher education. A series of research studies, inaugurated by

the Department of Education in the early 1960s, reveals that the per cent

of high school graduates going on to college is rising) Although this

overall development as reflected by statewide figures is gratifying, an

analysis of the going-to-college trends according to defined geographical

regions, sex, race, level of academic ability shows evidence that is less

reassuring. If effort is to be directed toward bringing about a change io

the college enrollment of high school seniors, the effort must come prior

to the time that the student leaves high school. The survey data, which

reach the school about mid-way of the senior year of the students surveyed,

indicate to the guidance counselor and to the administration where any change-

producing effort should be applied. It is hoped that the survey data will

provide the high school counselor with information that heightens the

effectiveness of his work.

Another objective of the survey was to give the colleges and univer-

sities some estimate of their following fall enrollments. In responding

to the survey, the students coded the names of the institutions they plan

to attend. The institutions were thus provided with aggregate numbers of

the students who have made tentative choice of a college to attend. No

list report of individual students selecting specific institutions was

distributed.

Questions were also asked concerning the future plans of students who

do not expect to attend college immediately after graduation. Thus, a final

objective of the survey was to produce data that reflect broad trends in the

aspirations and hopes of high school seniors. This information has potential

significance for the secondary schools as well as for institutions of higher

learning.

3. Discussion of Results

Sex: In unnumbered items the survey questionnaire called for the students

to indicate male or female, and also to mark their race (white, Negro, other

race). A relatively large number of students--about eight per cent--did not

mark these two items.

In future administrations of the survey, the administrator will be asked

to call the attention of the students to these unnumbered items of sex and

race. Also, the item on race has been changed to read "black" instead of

Negro. Finally, there will be a modification of computer programming pro-

cedures to get input on race and sex from the answer sheets used with the

test battery.

Assuming that the students who left these two items blank were propor-

tionately distributed among the sexes and the races, generalizations about

the high school seniors in Florida in the fall of 1968 were possible. White

students made up 84.1 per cent of the seniors, and Negroes made up 15.6 per

cent. Less than one per cent indicated that they were of a race other than

white or Negro.

the other races (American Indian, Chinese, etc.)

There is no current (summer of 1969) basis for comparing the intended

plans of the high school seniors as reflected in the fall, 1968 survey

data with the actual courses of action taken by the students, inasmuch as

the students will not enter college until the fall of 1969. Available, how-

ever, is the previously referred to series of follow-up research reports

released by the Department of Education reporting the per cent of each year's

high school graduating classes that entered college. The latest report in

this series that has been released documents the number of spring, 1968 high

school graduates entering college in the fall of 1968.1 This report shows

that of the June, 1968 high school graduates in Florida enrclling in college

the following fall, 31,66 per cent entered public junior colleges, 10.22 per

cent entered public universities in Florida, and 9.25 per cent entered college

outside of Florida. Nearly 39 per cent did not go on to futher learning or

study immediately.

The per cent of fall, 1968 high school seniors who expressed an intention

to enter a public junior college in the fall of 1969 is larger than the per

cent of the previous high school class that actually entered public junior

colleges (45.6 vs 31.66%). Similarly, the per cent of 1968 high school

seniors stating an intention to enter a four-year public institution is

larger than the per cent of 1968 high school seniors that enrolled in a

public university in 1968 (24.2 vs 10.22%). Also, the per cent of 1968

high school seniors saying that they would go out-of-state for a college

education was higher than the 1967 per cent of the 1967 graduating class

that left Florida to enroll elsewhere (19.5 vs 10.25%).

In the fall of 1968, 61.12 per cent of the graduates of the previous

spring went on to post-high school education. For the graduates of 1969,

the proportion going on to college will probably continue to be about 61

per cent. More than 66 per cent stated an intention to continue their edu-

cation when responding to the survey. If the actual going-to-college rate

of 61 per cent continues to be manifested, then one student out of every 20

will not follow-up in his plans to enter college. Students having to give

up their plans for a college education seem to be somewhat proportionately

distributed among those who wish to enter a public junior college, a public

university, or to go out-of-state, with the greatest difference between plans

and actuality occurring in the case of the public universities. This may

result from failure to meet admission standards.

As one reviews the above findings as well as the ones to follow immedi-

ately, he should keep in mind that the students expressed their preference

for an institution at the beginning of their senior year in high school.

This was prior to time that the students had knowledge that they were eligible

for admission.

The survey data indicated that for Negro students who report themselves

to be college-bound, the public junior colleges have relatively less appeal

than for white students intending to enter college. In contrast, out-of-

state institutions have greater attraction for the Negro student than for

the white student. There is no difference in the appeal of the state's

public universities for the two races, as the figures below show.

When a closer look is taken at the responses of students intending to

go out-of-state for their college education, one notes that white students

generally expressed no sharp difference in their preference for private and

public universities located outside of Florida. Negro students, however,

indicated a strong preference for the public out-of-state institution. The

per cents are shown below:

The per cent of white males intending to enter college full-time was

greater than for white females; among Negro seniors, the per cent of

females expressing an intention to enter college was slightly higher

than the male.

One of the most significant findings with respect to the responses to

Item 4 (What is your main reason for attending college?) was the relatively

low per cents of students of both races citing "parental desires" or "friends

attending" as shown by the data on the following page.

The students not going on to college were tasked to respond to Item 7

(Do you plan to attend college later?) The responses in column 3 (uncertain)

when combined with the blank and invalid responses, exceeded the definite

responses of "Yes" or "No," for all students except for white females. All

in al1,41the total pattern of responses suggested considerable indecision

among the students on the matter of entering college subsequent to the fall

of 1969.

The non-college bound students were also asked to respond to Item 8

(What is the main reason for your present indecision?) Over 45 per cent

of the students did not give a specific reason, but indicated they were

still trying to decide. Assuming that the responses to this item were

valid, the results are of significance to the high school counselor.

indicated a lack of money to be more of a problem among black students than

among whites. The large number of responses in the combined "other" and

"blank" categories tends to detract from the significance of the specific

4, Students Expressing In-State and Out-of-State Educational Plans

In Florida in recent years, educators and laymen alike have asked if Florida

was losing substantial numbers of her most academically talented high school

graduates to out-of-state colleges and universities. There are reasons why

such a trend may occur. Not only do out-of-state institutions offer attractive

scholarships to students of high scholastic caliber, but they tend to establish

admissions criteria that screen out students of average and below average

academic promise in favor of students of high potoutial ability as revealed

by test scores and grades.

universities located in Florida. In the Regents Scholarship Program, one of

the largest programs in the State, awards are made to all students with a

total composite score of 425 and above on the Florida Statewide Twelfth Grade

Program who have a B average and who are recommended for the award by high

school principals. In 1968-69, 634 awards totaling $327,000 were made. This

scholarship program enables many students of above average ability to meet

their basic college expenses. There is little likelihood, however, that these

awards led many students of high academic talent selected as recipients for

more lucrative scholarships proferred by out-of-state institutions to remain

in Florida at the cost of accepting a scholarship for a lesser amount.

The contrasting admission policies of in-state and out-of-state institu-

tions of higher learning have the net effect of bringing about the enrollment

of average and below average students to a greater degree in Florida institu-

tions than in out-of-state institutions. The community colleges in Florida

which generally follow an open-door admission policy, enroll approximately

one out of every three high school graduates. The public and the private

institutions in Florida, similar to the out-of-state institutions, prescribe

cutoffs on test of general ability for admission, but the cutoffs for the

institutions of higher learning in Florida are not as high as the cutoffs

employed by some out-of-state institutions. As a result, the colleges and

universities in Florida enroll students whose test scores fall along the

entire percentile scale spectrum, and the out-of-state institutions tend to

enroll those students whose scores are mainly in the higher percentile ranks.

The survey data provide a basis for determining more precisely the tend-

ency of high ability students to leave Florida for their college work. Table 1

shows the per cent of students, both the ones going out-of-state and in-state,

in the lowest, the second lowest, the middle, the second highest, and the

highest quintile on the aptitude test and reading index. As will be observed,

the per cents of students planning to enter college in Florida were greater

in the two lowest quintiles than the per cents of out-of-state bound students

in the two lowest quintiles. In the middle quintile, the per cent of in-state

students was also larger, but not as much so as in the two lowest quintiles.

The per cent in the two subgroups was approximately the same for the next

highest quintile (61st - 80th percentile). The greatest difference in quin-

tile composition of the out-bound seniors compared to the in-state occurred

in the highest quintile. For the out-bound, about 35 per cent fill in this

quintile; for the in-bound, the figure was about 23 per cent.

The frequencies shown in Tables 1-3 represent approximately 50% of the

students surveyed. In assembling data for analysis, test scores and survey

data were matched on social security number. Inaccuracy in the coding of

social security numbers, and the omission of social security numbers altogether

reduced the number of students in the analysis to about 37,000.

The data in tables 1-3 reveal that a proportionately larger number of

students average or above in academic ability plan to enter college than

below average students, as measured by test performance. Although the stu-

dents expressing a desire to enter out-of-state schools are as a group more

academically talented than their in-state counterparts, the differences, as

revealed by the per cents in the quintile divisions, are not sharp, except

for the highest quintile.

Obviously, some of the low-scoring students wanting to go out-of-state

will not be admitted, and will enter post-high school education in Floridaif they continue their education. Also, some of the high scoring students

may not be admitted to the out-of-state institution of their first choice,

and will end up by attending a college or university in Florida.

When the level of composition was confined to students in the 95-99 per-centile range, the proportion for students intending to go out-of-state be-

came approximately twice as great as for those planning to remain in-state.

When using absolute numbers rather than relative composition, the studentsfalling in the 95-99 range who plan to stay in Florida greatly outnumber

those in the same percentile range planning to leave the state to enter

college (Table 4).

The expected number of students in the 95-99 percentile range was 3,500;

the analysis sample in this top bracket (Table 4) ccntained over 3,000 or

approximately 83 per cent of the expected 3,500. Throughout the total per-

centile range, less than 50 per cent of the students were matched on survey

responses and test scores when sorted on social security number. Students inthe 95-99 percentile bracket, therefore, were as a group more accurate in codingtheir social security numbers than students generally.

6. Summary and Conclusions

In the fall of 1968 two-thirds of the Florida high school seniors indi-

cated that they planned to attend (eiener part- or full-time) a college or

university upon graduation from high school. Another eighteen per cent

reported that they planned to attend college at a later date. Altogether,

about 85 per cent had aspirations to attend college, either immediately upon

graduation or in the years following graduation from high school. The number

that will actually do so will likely range between 55 and 60 per cent.

Follow-up research is needed to identify the characteristics of students

who as high school seniors plan to attend college, but as high school graduates,

abandon their plans for a college education. Should some kind of training

different from that now offered in college (junior or senior) be made available

to this group?

The number of students planning to attend state universities in Florida

greatly exceeds the opacity of those institutions to accept entering fresh-

men. This is especially true for the University of Florida where 4908 students

said they wish to enroll in the 2800 available spaces. This finding has impli-

cations for the high school guidance counselor.

The number of Negroes stating plans to attend Florida State University, the

University of Florida, and the University of South Florida appears to exceed the

number that will actually enroll as freshmen. Although the enrollment of black

students in these three public universities is increasing, especially at the

University of South Florida, there is little likelihood that combined Negro

freshmen enrollment in these three institutions will reach 300.

The generally-held belief that many capable seniors plan to attend college

out-of-state was substantiated by the survey data. On the Twelfth Grade Tests,

about 35 per cent of the seniors intending to attend out-of-state ranked in the

highest quintile. For those intending to enroll within the mate, about 23 per

cent ranked at this level. A frequency count of the students in this top-most

quintile revealed, however, that the actual number of high-scoring seniors planning

to enter a college or university in Florida was approximately two and one-half

times as large as the number planning to leave the state for purposes of a

higher education. This comparative estimate of the actual numbers of students

leaving and not leaving the state to enroll in a college or university gives

evidence of the widespread appeal of the Florida institutions of higher learn-

ing to the talented student.
