    With a view to restructuring the Orissa State Youth Welfare Board to pursue the overall object of promotion of Welfare of the youth in the spheres of creativity, adventure, socio-cultural service and other constructive activities, and in super session of all the earlier rules and instructions, the following rules are hereby framed, namely;

    THE ORISSA STATE YOUTH WELFARE BOARD RULES, 1996 PRELIMINARY

    1. SHORT TITLE : These rules shall be called the Orissa State Youth Welfare Board Rules, 1996, hereinafter referred to as the rules.

    2. DEFINITIONS : In these rules, unless the context signifies otherwise

    (a) Academy means the Orissa State Academy of Adventure and Martial Arts;

    (b) District Councils means the District councils mentioned in rule 14;

    (c) Executive Board means the Executive Board of the Orissa State Youth Welfare Board

    (d) General Council means the General Council of the State Board

    (e) Government means the State Government of Orissa in the Department of Sports & Youth Services.

    (f) Martial Arts means various genres of Martial Arts of Orissa including Ghumura, Paika Akhada, Ranapa, Banati, Chhau and Birabaja; and

    (g)State Board means the Orissa State Youth Welfare Board;

    OBJECTIVES OF THE STATE BOARD

    OBJECTS3. The Orissa State Youth Welfare Board, with headquarters at Bhubaneswar shall pursue the

    following objects namely;

    (a) encouragement of positive human values, spirit of socio-cultural services, aesthetic appreciation, artistic tests, positive imagination and creativity amongst the youth;

    (b) promotion of excellence of the youth in sports and art, sculpture, literature, music, dance, drama and other creative arts

  • (c) establishment and management of the Orissa State Academy of Adventure and Martial Arts and promotion of the spirit of adventure and valour amongst the youth

    (d) establishment and management of Yuva Kalyan Bhawan at the State headquarters

    (e) promotion of the spirit of national integration through inter-state cultural interaction and other measures

    (f) administration of State Youth Award Scheme, State Youth Festival, Adventure programmes, Youth camps, Youth Training, Assistance to Voluntary organizations and other Youth Welfare Schemes of Government and release of grants to various institutions and voluntary organizations working for youth welfare;

    (g) implementation and monitoring of Government of India Schemes including National Youth Festival, National Youth Awards, Youth Hostels and Schemes for assistance to voluntary organizations engaged in youth welfare programmes;

    (h) monitoring and coordination of matters relating to National Service Scheme and Nehru Yuva Kendra Sangathan;

    (i)organization of various programmes involving the youth in seminars, conference, exhibitions, dance programmes, music concerts, poets meets, cultural exchange programmes etc.

    (j) interaction and collaboration in youth-oriented programmes with the Indian Council for Cultural Relations, National Sahitya akademi, National Sangeet Natak Akademi, National Lalit Kala Akademi, National School of Drama, Eastern Zonal Cultural Centre and other National and Zonal organizations;

    (k) collaboration with the Orissa Council of Sports, Orissa Sangeet Natak Akademi, Orissa Sahitya Akademi, Orissa Lalit Kala Akademi, District Councils and other organizations in youth-oriented programmes ; and

    (l) undertaking any other projects or schemes or programmes having abearing on the overall objects of the State Board

    The State Board may get associated with reputed National and International bodies and may also collaborate with various organizations for the purpose of implementation of its overall objects or for specific projects, schemes or programmes;

    BODIES OF THE STATE BOARD

    4. Bodies of the State Board :

    (1) The State Board shall have the following bodies, namely; (a) the General Council and (b) the Executive Board

    (2) No act or proceedings of the State Board shall be invalid merely by reason of the existence of vacancies or any defects in the Constitution of its bodies

    5. General Council : (i) The General Council shall comprise the following members namely;

    representative, not below the rank of Dy. Secretary) Three

    (e) Three members of the Orissa Legislative Assembly below thirtyfive years of age, nominated by Government for a term of two years

    Higher Education Department, Orissa Member

    (o) Regional Director, Government of India, Tourism Office, Kolkata Member (p) Deputy/Assistant Programme Advisor, National Service Scheme,

    Regional Centre, Orissa, Bhubaneswar Member

    (q) Regional Director, Nehru Yuva Kendra Sangathan, Orissa, Bhubaneswar Member (r) Secretary, Orissa State Branch Youth Hostel, Association of India Member (s) Not more than seven experts in various genres of Martial Arts of Orissa,

    nominated by Government for a term of two years Members

    (t) Not more than three persons having attainment in adventure activities (including Adventure sports) Nominated by Government for a period of two years)

    Members

    (u) Three Voluntary organizations engaged in youth welfare programmes (to be represented by the President/Secretary) nominated by Government for a term of two years

    (v) A representative of the Orissa Council of Sports Members (w) Director of Sports & Youth Services, Orissa Member

    2 Organisations which contribute Rupees five lakhs or more to the State Board for patronage of Youth Welfare shall be corporate members, to be represented in the General Council by the Chairman or the Managing Director of the organization concerned.

    3 The General Council shall meet at least once a year ordinarily. In the Annual Meeting of the

  • General Council (a) the Annual Report and the Annual Audited Statement of Accounts approved by the Executive Board shall be presented and (b) the suggestions of the Individual members in the context of various programmes, schemes and projects for promotion of youth welfare shall be recorded.

    6. Executive Board : (1) The Executive Board shall comprise the following members namely;

    2. The Executive Board may meet as often as necessary, ordinarily once in three months, to transact its business. The transaction of business may also be made by circulation of notes.

    3. The Executive authority to Plan, execute, administer, monitor and review the activities of the State Board shall be vested in the Executive Board.

    4. Without prejudice to the generality of the provision in sub-rule (3) the Executive Board shall approve the Annual Report and the Annual Audited Financial Statement of the State Board.

    5. The Executive Board may constitute such Committees (associationg specified members of the General Council and/or other experts) and formulate such regulations or executive guidelines as may be considered necessary, from time to time, to further the objects of the State Board

    6. The Executive Board may delegat1e such powers and functions to be exercised and performed by such functionaries as may be considered necessary, from time to time.

  • ACADEMY OF ADVENTURE & MARTIAL ARTS

    7. Academy (1) The Orissa State Academy of Adventure & Martial Arts (incorporating the Kalinga Adventure Centre) shall be a constituent body of the State Board and shall comprise the following members ;

    (2) The Academy shall undertake various programmes, schemes and projects for promotion of (i) various genres of Martial Arts and (ii) adventure activities including trekking, rock-climbing, cycling, yachting, rafting, kayaking, surfing, sailing, motor-boating, gliding and ballooning. For this purpose, collaborative ventures shall be undertaken with the support of the Orissa Council of Sports, the Orissa Sangeet Natak Akademi and other organizations.

    OFFICE BEARERS OF THE STATE BOARD

    8. Chairman and Working Chairman: (1) The Chief Minister, Orissa shall hold the office of the Chairman of the State Board, ex-officio.

    (2) The Chairman shall administer, direct and supervise the affairs of the State Board

    (3) The Minister/Minister of State, Sports & Youth Services, Orissa shall be the Working Chairman of the State Board. He shall discharge all the functions of the Chairman, during the absence of the Chairman and as per delegation made from time to time.

  • 9. Vice-Chairman: The Secretary to Government of Orissa Deparment of Sports & Youth Services shall function as the Vice-Chairman of the State Board, ex-officio. The day to day management of the State Board shall be supervised by the Vice-Chairman, with the assistance of the Member Secretary.

    10. Member Secretary:(1) The Director, Sports & Youth Services, Orissa shall be the Member Secretary of the State Board.

    (2) The Member Secretary shall

    (a) Subject to the overall supervision of the Chairman, the Working Chairman and the Vice-Chairman, act as the Executive Officer of the State Board for the purpose of administration, direction and management of all its affairs.

    (b) Represent the State Board in all matters and sue or be sued on its behalf in matters of litigation;

    (c) Be in charge of the funds and other assets of the State Board

    (d) Be deemed to be the appointing authority in respect of all the employees of the State Board

    (e) Convene the meetings of the various bodies of the State Board and record the minuts thereof; and

    (f)Perform such other functions as may be assigned to him, from time to time by the Vice-Chairman.

    11. Joint Secretary : (1) The Joint/Deputy Secretary to Government or any other functionary may be nominated to act as the Jt. Secretary of the State Board, from time to time.

    (2)The Joint Secretary of the State Board shall

    (a) assist the Vice-Chairman and the Member Secretary in all matters

    (b) be in charge of the funds, accounts, records and documents of the State Board and

    (c) exercise such powers and perform such functions as may be delegated to him by the Vice-Chairman from time to time.

    FUNDS OF THE STATE BOARD

    12. Funds of the State Board : (1) the funds of the State Board shall consist of the following;

    (a) amounts allotted or grants sanctioned by Government of India, State Government and other organizations in the public, corporate or private sectors.

  • (b) Donations, bequests or other transfers made by organizations or individuals

    (c) Advertisement charges

    (d) Income from the investments, assets, programme and publications of the State Board and

    (e) Other miscellaneous receipts.

    (2) The funds of the State Board shall be paid into the credit of the Stae Board in one or more accounts, in the State Bank of Indian and/or any other Banks. Such of the funds may be invested in long term or medium term or short term deposits as may be decided from time to time.

    13. State Level Youth Hostel Committee: (1) The Executive Board shall function as the State Level Youth Hostel Committee, with a view to supervising the management of Youth Hostels and strengthening the youth hostel movement in the State.

    (2)The meetings of the State Level Youth Hostel Committee shall be held from time to time, concurrently with the meetings of the Executive Board.

    DISTRICT COUNCILS

    14. District Councils (1) There shall be a District Council of Youth Welfare in every district, comprising the following members ;

    A District Collector Chairman B Additional District Magistrate in charge of Youth Welfare and culture Vice-Chairman C Not more than three persons from among National/State awardees in

    literature/visual arts/performing arts hailing from or residing with the District (if any) and creative artists and experts hailing from or residing within the District, who are representing the District as members of the State Academies, nominated by the State Government for a term of three years

    D Not more than three persons from among the socio-cultural activities and sports persons who have represented the State in Sports or conferred with State Youth Award by the State Youth Welfare Board to be nominated by the Chairman.

    E The Station Director, All India Radio within whose area of operation the District is situated

    F The Director, Doordarshan Kendra or his nominee Member G The Principal or Director of Government/University College (if any Members

    I The District Information & Public Relations Officer Member J The District Culture Officer Member K The Youth coordinator Nehru Yuva Kendra Member L Warden of Youth Hostel (if any) in the District Member M The representatives of not more than four National/State/District level

    Voluntary organizations, (if any;) which have executed any programme or scheme within the District, out of whom two shall be nominated by the State Government and the rest nominated by the Chairman of the District Council

    (2) The Chairman may co-opt any functionary or person as special invitee (women and social worker) is member of the District council

    (2) the District Council for Promotion of Youth Welfare shall also function as the local Management Committee of the Youth Hostels within the District. The Secretary, Orissa State Branch of the Youth Hostel Association of India shall be invited to the meetings of the local Management Committee.

    YOUTH FESTIVALS AND STATE AWARDS

    15.Youth Festivals : (1)The Executive Board shall organize the District Level Youth Cultural Festival and the State Level Youth Cultural Festival in collaboration with the District Councils, the Orissa Sangeet Natak Akademi, the Orissa Council of Sports and other organizations.

    (2) The Selection of young artists for participation in the National Youth Festival shall be made on the basis of the youth festivals organized as per sub-rule (1)

    16. State Awards: The Executive Board shall finalise the State Awards for voluntary socio-cultural organizations and individual youth engaged in socio-cultural welfare and State Youth Awards for individual excellence in (a) Oddissi Dance (b) Oddissi Music (c) Visual Arts (d) Poetry and (e) Fiction/Creative Essay.

    17. National Youth Award: The Executive Board shall finalise the recommendations for the National Youth Awards as per the guidelines of Government of India.

  • PROJECT APPRAISAL COMMITTEE

    18. Project Appraisal Committee: (1) The Project Appraisal Committee shall comprise the (a) Director of Youth Services, Orissa (Chairman) (b) Director of Culture, Orissa (c) Director of Tourism, Orissa (d) Secretaries of Orissa Sahitya Akademi, Orissa, Sangeet Natak Akademi and Orissa Lalit Kala Akademi (e) Jt/Deputy Secretary to Government, Sports & Youth Services Department and (f) representatives of Finance Department and Planning and Coordination Department.

    (2) The Project Appraisal Committee shall finalise the Project proposals of voluntary cultural organizations for recommendation to Government of India for assistance under various schemes of Youth Welfare

    Provided that the Chairman of the Committee with the approval of the Secretary to Government, Sports & Youth Services Department, Orissa may forward any project proposal to Government of India and place the matter before the Committee for ratification.

    (3) The Project Appraisal Committee shall scrutinize the applications of various institutions and voluntary socio-cultural organizations for sanction of grants under various youth welfare schemes administered by the State. The recommendations of the Committee shall be placed through the Vice-Chairman and Working Chairman for considering and approval of the Chairman of the State Board for sanction of grants.

    GENERAL

    19. Audit : (1) The accounts of the State Board (including its Constituent Bodies) shall be audited annually by a reputed firm of Chartered Accountants.

    (2) The Auditors appointed by the Government of India and/or State Government shall be competent to audit the accounts in respect of the grants in favour of the State Board.

    20. Interpretation and Amendment: (1) If any question arises relating to the interpretation of any of the provisions of these rules, the matter shall be referred to the Executive Board.

    (2) The Executive Board may propose amendments to any of the provisions of these rules with the support of not less than two-thirds of the members present in a meeting specially convened for the purpose and the amendments shall be notified if the same are approved by the State Government.The State Government may amend any of the provisions of these rules after consultation with the Executive Board.

    BIJU PATNAIK BRAVERY AWARD FOR YOUTH

    INTRODUCTION

  • Sj. Biju Patnaik, Ex-Chief Minister of Orissa was a symbol of Orissas Youth Power. As a great visionary and astute leader of the masses he was a messiah for the youth. For his brave acts, we the Orissans bear the memories in mind for the departed leader. Thus, Biju Patnaik Bravery Award for Youth is a right choice to be instituted from the beginning of the millennium.

    OBJECTIVES

    (a) To cherish the ideals of Late Biju Patnaik, who was the epitome of Bravery and courage, this Award is given to the youth of the State in recognition of their spectacular outstanding acts of bravery, gallantry and glorious deeds for the society.

    (b) To inspire the young people of the State to develop their sense of responsibility and social commitment.

    (c) To inculcate the sense of Adventurism and bravery in the youth of the State.

    DESCRIPTION OF THE AWARD

    (i) The awards shall be given annually for spectacular and outstanding acts of bravery, gallantry and meritorious service. The award shall comprise of a Cash Award of Rs. 10,000/-, one Silver medal and a Scroll.

    (ii) The award shall be given to one individual youth of the State in each year.

    ELIGIBILITY

    (i) He/she shall be between the age group of 15-35 years as on the 1st day of April of the year for which award is to be conferred.

    (ii) He/She should have rendered act of bravery during 1st April to 31st March of the preceding year.

    (iii) Services rendered should be on voluntary basis, not as a part of the professional activities.

    (iv)He/She should not have been conferred this award earlier.

    (v)The act of bravery, gallantry etc. rendered by him/her in person should be clearly identifiable.

    (vi) He/She should not have been convicted for any criminal cases.

    (vii)He/She should be the resident of Orissa and the act should have been taken place within the geographical boundary of the State of Orissa or outside.

  • PROPOSALS FOR AWARD

    (i) The proposals for the award shall be invited every year, in prescribed proforma through open advertisement copies of which will be available in the office of District Collectors, S.Ps, Coordinators, NYK or the concerned Block offices.

    (ii) The proposal shall contain

    (a)Application form

    (b) 3 Passport size photographs

    (c) Proof of the date of Birth

    (d)Adequate documents and evidence in support of the claim of the award

    (e) Recommendation of the Collector/S.P./Nehru Yuba Kendra Sangathan/Dy. D.G., NCC/State Branch of the IRS/Head of the Academic Institution would be necessary

    (f) The proposals for the award can be sent directly to the Secretary, State Youth Welfare Board, Orissa or through the Collector of the concerned District.

    EVALUATION

    (i) On receipt of the proposals on the prescribed proforma alongwith requisite documents in the State Youth Welfare Board, the same shall be placed before the State Level Selection Committee under the Chairmanship of the Honble Minister, Sports & Youth Services for a final decision.The decision of the State Level Selection Committee shall be final.

    PRESENTATION OF THE AWARD

    (i)Presentation of the award shall be made at a special ceremony every year on a convenient date and time to be decided by the State Youth Welfare Board.

    (ii) The awardee shall be invited to receive the award in person. The awardee shall be given TA/DA at the rate of 1st Class Rail/Bus fare and arrangements for his/her stay at Bhubaneswar shall be made by the State Youth Welfare Board.

    GENERAL(i)This award will be given to a person only once in his/her lifetime.

    (ii)Canvassing for the award in any form is prohibited. Anybody found canvassing in his/her

  • favour shall be debarred from consideration.

    (iii) The award can also be given posthumously to the next kin of the awardee.

    ANNULMENT AND CANCELLATION(i)The award shall be cancelled in case it is found that it has been obtained by practice of fraud or misrepresentation or annulled/withdrawn for valid and sufficient reasons.

    (ii) The annulment/cancellation/withdrawal of the award shall be effected by an order of the Board issued in pursuant to the decision taken by the State Level Selection Committee.

    (iii)The annulment/cancellation/withdrawal of the award cannot be disputed in any Court of Law.

    STATE YOUTH AWARD SCHEMEYoung people in the Country constitute a vast potential human resources which, if properly harnessed can greatly accelerate the process of National development. Recognition of young persons and Voluntary organizations engaged in the field of youth work and socio-cultural activities is particularly relevant for this purpose. This scheme of State Youth Award, therefore, aims to achieve this and in some measure.

  • OBJECTIVES

    The objectives of the State Youth Award Scheme are :

    (i) To provide young persons between the ages of 15-35, a challenge to achieve excellence in the field of National or Social Service including creative activities in the sphere of literature, painting, dance, drama, music etc.

    (ii)To encourage young people to develop a sense of responsibility to their community and thus to improve their own personal potential as good citizens.

    (iii) To give recognition of the outstanding work done by young persons for national development and social services/literature/painting/music/Dance and other creative genres.

    (iv) To give recognition to the outstanding work done by voluntary youth organizations for national development and social service/literature/painting/music/Dance and other creative genres.

    Number and Description of the Award

    The number of Awards given each year would not exceed 9. The Awards would be given in the following manner;

    (1) Social Service and National Development: Three (Two Youth and One Voluntary Organisation)

    (2) Painting and Graphics : Two (each one)

    (3)Poetry and Fiction and Creative Essay: Two

    (4)Dance, Music, Song : Two

    Each person selected for State Youth Award would be awarded a Silver Medal, a Scroll and a Cash Award of Rs. 5,000/- for outstanding youth work and in case of Voluntary organization the award would be Rs. 15,000/- and a Trophy and Scroll. The Literary youth awards like fiction & poetry, the award would be Rs. 10,000/- each which will be given in favour of Orissa Sahitya Akademy for publication of the same after the manuscripts are scrutinized.The State Level Selection Committee would decide as to whether all the 9 awards or a lesser number of awards are to be given.

    Fields of Youth Work

    The fields of activities to be taken into consideration for the purpose of the State Youth Award would include social work in the rural areas and urban slums, promotion of national integration, adventure, cultural and creative activities e.g. Art, Literature, Music, Dance etc, Non-formal and adult education programmes, plantation and preservation of environment or for improvement of the conditions of the persons belonging to the weaker sections of the society, SC/ST and tribal areas, work connected with popularization of the nationally accepted values, scouting and guiding and any other work considered important keeping in view of the local needs and priorities. The District Council would identify priority areas and call upon their youth to concentrate their efforts in these field.

  • Conditions of Eligibility

    (a)The youth to be recommended for the State Youth Award should satisfy the following conditions;

    (i) He/She should be between the age of 15-35 i.e. he/she should have completed 15 years on the 1st April of the financial year for which award is to conferred and should be less than 35 years of age on the 31st of March of that financial year.

    (ii) He/She should have rendered service in the relevant field during the financial year for which award is to be given and should also be the one who is likely to continue to involve himself/herself in such activities for at-least another two years after the conferment of the award.

    (iii)The service rendered should be on a voluntary basis.

    (iv)The impact of the services rendered by him/her in person should be clearly identifiable, preferably quantitatively/qualitatively.

    (v) He/She should not have been conferred such an award earlier. Such of the persons who are recommended for the award once are not finally selected can, however, be recommended again.

    (vi)Officers of the Central/State Government, Universities are not eligible for the award.

    (vii) Other considerations for guiding the selection of youth for the State Award would include his/her reputation in the local community, his/her desire for

    (b) The voluntary agencies to be eligible for the award should;

    (i)Be registered under the Registration of Societies Act, 1860 (Act XXI of 1860) or any corresponding State Act and have proper constitution or articles of Association

    (ii) Have a properly constituted managing body with its powers and duties clearly defined intuits constitution.

    (iii) Be in a position to secure involvement on a voluntary basis, of knowledgeable persons for furtherance of its programmes.

    (iv) Not be run for the profit of any individual or a body of individuals.

    (v) Not discriminate against any person or group of persons on the ground of sex, religion, caste or creed.

    (vi) Have rendered service in the relevant field or atleast three years and should also be the one which is likely to remain engaged in the relevant field for atleast another two years after the conferring of the award.

    (vii Not have been conferred such an award earlier (such of the agencies as are recommended for the award once and are not finally selected can, however, be recommended again)

    (viii) Have a good reputation in the local community and

    (ix) The impact of the service rendered by it should be clearly identifiable, preferably

  • quantitatively.

    (c) Youth engaged in creative activities in different genres e.g Music, Dance, Literature, Art etc.

    Procedure for selection

    1. The initial selection for social work and national development should be made at the District Level by District Council from amongst the names recommended by the Universities/Colleges/Local Development Department/Voluntary Agencies/Nehru Yuva Kendra etc.

    The Council will be headed by the District Collector. The other members of the Committee could be the representative of University, Nehru Yuva Kendra and Voluntary agencies working in the field of youth. No voluntary agency would, however, be associated at the time of making recommendations of voluntary youth organizations for the State Youth Award. The District Council of Youth Welfare will send their recommendations to State Youth Welfare Board, Orissa, Nayapalli, Bhubaneswar 751012 by 30th September of every year. The recommendations made by the District Council would be considered by a State Level Committee under the Chairmanship of Chairman of the State Youth Welfare Board, Orissa.In case recommendations are not received by the Board by 30th Sept from all the Districts, the State Level Selection Committee would proceed to make its recommendations taking into account only such of the recommendations as might have been received upto 30th Sept or if none are received to make recommendations suo motto.The decision of the State Level Committee would be final.

    The District Council of Youth Welfare shall scrutinize the recommendations received from different quarter and recommend to the State Youth Welfare Board, Orissa at least two (2) names of young persons who had shown excellence in one youth activity or the other and one Voluntary organization engaged in youth work of the District.While making recommendations, the District level Selection Committee will clearly indicate if any recommendations is made suo motto or from amongst the names recommended by different agencies. The names of young persons selected by District Committee shall be arranged in order of merit before they are recommended to State Youth Welfare Board. The State Level Committee will finally decide the list by November 30th.

    2.The Youth selected for State Award for creative genres are to undergo test by experts in relevant field and assessment of their performances/achievement by holding of State/District Level Youth Cultural meet or otherwise.

    The genres are :

    (a) Literary activities in collaboration with Orissa Sahitya Akademy.

    (b) Painting and Graphic in Collaboration with Orissa Lalit Kala Akademy

    (c) Music and Dance in collaboration with Orissa Sangeet Natak Akademy

  • The award would be announced and presented on the eve of National Youth Day and Youth Week Celebration (i.e. from 12th to 18th Jan) on a convenient date and time to be announced every year. The young persons and the representative of the voluntary agency selected for the award would be given TA/DA by the first clas rail/bus fare and arrangements for their stay in Bhubaneswar would be made by the Orissa State Youth Welfare Board. As for award to the Voluntary Organisation, the award would be given to the Institution. The Awardees shall be invited to receive the award in person.

    ACTIVITIES OF STATE YOUTH WELFARE BOARD DUIRNG 2004-05 1.State level Raja Festival was organized at Rabindra Mandap Bhubaneswar in collaboration with MASAL a voluntary organization on 14th June-04.

    2. 100kms. Cycling Expedition covering 13 districts of the State from 29th Aug to 13th Sept-04 was conducted in which 23 youth participants and two officials successfully completed the Expedition

    3. A 20-Member youth contingent of Orissa was deputed to Bangalore under Inter-State Youth Exchange programme from 7-2-2005 to 14-2-2005.
