MEETINGS OF THE SOCIETY, 1972-3 | 337

The Annual General Meeting was held on 10th April 1973 in the Senior Common Room, MarischalCollege with Mr J Caldwell in the chair. The Section Rules drawn up by the Committee and approvedby the Council of the Society had been previously circulated to all Fellows and were approved by theSection. Election of office-bearers and committee were as follows:Chairman Mr J CaldwellVice-Chairman Mr M T MacNeillSecretary Dr A A WoodhamCommittee Mr I A F David, Mr R H Duguid, Mr G R Esslemont, Mrs M E Esslemont, Mr H G

Irvine, Mr J R W Middleton, Mr M A R Munro, Mr G Shepherd. The Secretary reported on the results of his recent survey amongst nominal members of the Section.

He explained that all Fellows living between Elgin in the North and Forfar to the South had been hithertoincluded in the Section. Very few people living more than 20 miles from Aberdeen had in fact attendedmeetings though some had been present at excursions. In accordance with the second of the new Rules allFellows had now been asked to indicate if they wished to receive Section communications and up to thetime of the AGM some 50 had indicated that they did so. The Secretary reported that his survey hadindicated that of those Fellows who found some week-day evenings inconvenient the smallest numberspecified Tuesday and accordingly it was agreed that the Section meetings would continue to be held onthe second Tuesday of the month whenever possible. Some Fellows mentioned that April was not anideal time for the AGM because of the Easter holiday and it was suggested that an extra meeting combiningMembers Night and AGM should be held during the latter half of March. This was agreed.

The Secretary reported that progress had been made during the Session in carrying out the prelimi-nary work on the NE Antiquities Guide concerning choice of sites for detailed treatment, compilation ofliterature references, etc, and it was proposed to begin site visitations during the Spring of 1973.

Report from the Medieval Urban Archaeology Committee. The Committee has been active through-out the year. The pamphlet Scotland's Medieval Burghs: an archaeological heritage in danger quickly soldout its first printing of 1000 copies and a further print of 500 copies is selling rapidly. A second edition isunder consideration. The Committee organised a successful one-day Conference on 3rd May on thesubject of 'Archaeology and Urban Development in Scotland', at which a number of members of theRoyal Town Planning Institute (Scottish Branch) were present. In connection with this conference anexhibition was mounted, through the generous assistance of Mr Charles Burnett and Mr lan Larner, toillustrate the threats in Scottish towns. This exhibition has since gone on tour. It has already visited9 centres and is continuously booked for future display until early 1975.

The Committee has encouraged, and has been involved in, several successful excavations during theyear. Major excavations were mounted in Edinburgh High Street and at Broad Street in Aberdeen andthese have revealed extensive and productive medieval levels, as well as remains of significant structures.A smaller excavation was mounted in Linlithgow as a result of an approach by the Town Council. Whilethese results are most encouraging, the Committee remains very concerned that in specially importanttowns such as Stirling and Perth, and in nearly all the smaller burghs, no archaeological work at all istaking place.

The Committee has welcomed various moves towards appointing field archaeologists with specialconcern for towns. Dundee Museum has led the way in this and recent appointments have been made byEdinburgh Corporation and East Lothian County Council. Proposals to appoint City Archaeologists areunder active discussion in Aberdeen and Glasgow.

The future organisation of rescue archaeology in Scotland remains a subject of much concern. Asa result of the publication of Scotland's Medieval Burghs, a deputation from the Council, consisting of thePresident and several members of the Committee, had a meeting with Mr George Younger, Minister ofState at the Scottish Office, and as a consequence of this a system of temporary archaeological consultants, who may be called upon by local authorities, is now being set up. The Committee has taken a closer interestin the proposals by the Department of the Environment for the creation of Regional Archaeological Unitsand is urging that adequate action along these lines should be taken in Scotland without delay.

Editor's Report. In view of the delay in publication of the Proceedings two volumes will appear inthe coming session. Papers for volume 102 (1969-70) were sent to the printers at the end of February thisyear, and, despite delays caused by printers' labour problems, it is hoped that this volume will be publishedin December. Volume 103 (1970-1) was sent to the printers in May, and its publication is anticipated earlyin 1974. The overall cost of the two volumes will total over £8,000, but it is expected that grants will provideat least £1,000 towards this sum.

Volume 104 (1971-2) is almost complete and will go to press in March 1974.Publications of the existing backlog of papers will be completed in volume 104, and it is important

that volumes thereafter should be internally consistent, particularly in their reference system. Notes forthe guidance of authors have been prepared, and copies may be obtained from the Editor.

The Annual Report was unanimously approved on the motion of Mr G Hay seconded by Mr J GDunbar.

Treasurer's Report. With the notice calling this meeting you received a copy of the abbreviated formof Accounts for the year to 30th June last. The Accounts have been audited by Messrs Scott-MoncrieffThomson and Shiells, the Society's Auditors, and their docquet reads as follows: 'Edinburgh 14thNovember 1973. Having examined the foregoing Accounts of the Intromissions of the Treasurer of theSociety of Antiquaries of Scotland for the period from 1st July 1972 to 30th June 1973 and having com-pared the same with the Vouchers and other instructions we have to report that we have found the Accountscorrect and satisfactorily instructed. The Securities for the Funds held by the Society or evidence of theirexistence at 30th June 1973 (as detailed in the foregoing Account) have been produced to us and are inorder.' In the Abstract of Accounts in your hands you will notice that in the General Fund income fromsubscriptions £4,316 is down from £4,809 in 1971/72. This is explained by the ingathering of arrears ofsubscriptions during that year being above average. During the past few years such arrears have fluctuatedvery considerably. The growth of the Society is however more accurately reflected in the annual sub-scriptions due from the Roll of Fellows, and in the last three years the figures have been £4,170, £4,547and £4,697. Other Income varies marginally except in sales of publications where there was an unusualnumber of big sales throughout the year. You will note that there is no administration levy this year, thishaving been abolished by order of Council.

The Accounts were approved on the motion of Professor Piggott seconded by Mr W Latto. The President thanked the office-bearers who had served the Society during the last year, and also

the three typist/clerks and Mr Marshall. The ballot having been concluded, the Scrutineers found and declared the list of the Council for the

Some members participated in the excavation of a short cist at Ladymire Farm near Ellon and anote appears in Discovery and Excavation in Scotland, 1973.

Members also assisted in the urban excavations at Broad Street, Aberdeen; in the excavationswithin the West Church of St Nicholas Aberdeen; and in the excavation of a Dun at Langwell, StrathOykell.

A medieval coffin slab in the roofless St Palladius's Chapel at Auchenblae, described in PSASvolume 10, was found during the year to be deteriorating rapidly and after permission had been receivedfrom Kincardineshire County Council and with the approval of the minister of Auchenblae Church it wasremoved by a group of Fellows to Inverurie Museum, where it will be restored and housed under cover.

The Annual General Meeting of the Section was held on March 12th 1974. Election of office-bearersand committee were as follows:Chairman Mr J Caldwell*Vice-Chairman Mr M T MacNeill*Secretary Dr A A Woodham*Committee Mr I A F David, Mr R H Duguid, Mr G R Esslemont,* Mr A W R C Huie, Mr W

Middleton, Mr G Shepherd,* Mr J A Soutar, Mr W Taylor.*The members indicated by * above form a sub-committee responsible for the production of the

Antiquities Guide under the Convenership of Mr G Shepherd.Report of the Urban Archaeology Committee. The Committee has continued in various ways to

press for action to rescue archaeological sites in towns. By decision of Council the word 'Medieval' hasbeen dropped from the Committee's title. Although medieval levels will usually be the most obvious inurban excavation, prehistoric, Roman, and post-medieval material will also naturally occur in urbanareas and the Committee will be concerned to ensure that this is dealt with by appropriate experts.

During the year excavations, of varying extent, have been conducted in Aberdeen, Dumfries,Edinburgh, Glasgow and St Andrews. No excavation has yet been organised in some major towns such asPerth and Stirling, and the Committee is very concerned to observe the continuing piecemeal destructionof archaeological levels in the numerous smaller burghs throughout Scotland.

On 20th April 1974 the Committee held a Technical Symposium on Urban Archaeology at theUniversity of Glasgow. On this occasion approximately 30 invited experts discussed problems involved inurban work in Scotland. The travelling exhibition on 'A Heritage in Danger: Scotland's Medieval Burghs'has visited 13 locations during the year and continues to stimulate local interest. Through Council theCommittee was able to arrange for the Scottish Development Department to issue a circular to localauthorities in April 1974, listing ten qualified members of the Society who are willing to act as consultantsto authorities in various parts of the country on problems of urban rescue archaeology. It is intended thatthis should be a temporary arrangement only, designed to encourage rescue work in the interim untillocal government reorganisation is put into effect and until action is taken by the Department of theEnvironment to establish an official Rescue Unit or Units, as has already been done in England and Wales.Unfortunately the system of consultants has so far produced very little response from local authoritiesand its is clear to the Committee that government action to tackle rescue archaeology on an official basisis now very urgently required.

A report with recommendations entitled Archaeology and Local Government - An EnvironmentalProblem was published by the Society and copies were sent to the Secretary of State, to all local authoritiesand major amenity societies in Scotland and to Scottish Members of Parliament.

Editor's Report. Two volumes of the Proceedings were published during this session, volume 102in May and volume 103 in June; these dates were rather later than scheduled owing to a combination ofprinters' labour problems, the three-day week and a paper shortage. With the publication of volume 104expected in January next year, the Proceedings will then be only one year behind.

Material is now being collected for volume 105 which will appear in 1975. Printing costs have risenvery steeply in the last year, and it is becoming increasingly important that authors should present goodcopy which complies with the editorial notes, including illustrations drawn with the correct page-size inmind.

The Annual Report was unanimously approved on the motion of Mr H S Fothringham secondedby Mr G Hay.

Treasurer's Report. I have pleasure in presenting to you the Treasurer's Abstract of Accounts forthe year to 30th June 1974. An abbreviated form of the accounts has been in your hands for some daysand I have here the complete and detailed Accounts available for your perusal.

Page 26: Donations to and Purchases for the Museum, 1972-3

344 | PROCEEDINGS OF THE SOCIETY, 1972-4

The Accounts show that the Society continues to prosper and the General Account shows anincreased net income from subscriptions of £4,831 as against £4,316 last year. This is due partly to thenumber of new Fellows elected during the year, but largely it is due to a considerable reduction in thesubscription arrears due to the Society. It would be a great help if a greater number of Fellows wouldarrange for their subscriptions to be paid through their banks. Some 750 Fellows now do so. Elsewherein the General Account on the income side there are welcome increases in subscribing libraries, newFellows' entry fees, interests, and in tax recovered. This year we benefitted from the high bank interestrates ruling.

On expenditure the item of consequence is the transfer of £6,000 to Publications Fund to meet theincreased cost of the Proceedings. Other increases are in salaries and in postages.

The General Account shows a deficit, there being an excess of expenditure of £680. A perusal ofthe Publications Account shows the need for the transfer of £6,000 as volume 102 of the Proceedings cost£5,189, for printing, binding and posting. Other expenses on this Account for volumes 103 and 104 total£1,276, and there was a deficit earned forward of £168-00.

All the endowed Accounts met their commitments and carried various balances to increase theCapital Accounts. The Excavation Fund distributed £800 for projects, which was rather more than usualbut the Fund was well able to meet this charge.

The Accounts have been audited and signed by the Society's auditors, Messrs Scott-Moncrieff,Thomson and Shiells, CA, and have been passed as a correct and satisfactory record. I have pleasure insubmitting these Accounts for your acceptance.

The Accounts were approved on the motion of Mr M T Williams seconded by Mrs M N Weston.

Increase of Annual SubscriptionsThe President referred to the notice, which had been sent to all Fellows, in which the Council

recommended the raising of the annual subscription from £3-15 to £5-00, to become due in the year1975-6 commencing on the 1st July 1975. After explaining the need for increased revenue, especially tomeet the greatly increased cost of the Proceedings, the President formally moved the motion. A requestwas made for a reduction in subscription for retired Fellows. The motion was put to the vote, and wascarried by a large majority.

The President thanked the office-bearers and councillors who had served the Society during1973-4.
