The Housing Authority of the County of Jersey, Jerseyville,Illinois will receive sealed bids for:

TITLE: Renovation of 10 Units of Public HousingJersey Villa ApartmentsJerseyville, Illinois

PROJECT DESCRIPTION: Work shall include the renovation often public housing units at Jersey Villa Apartments and a recre-ation room in Jerseyville, Illinois. Exterior work shall include newconcrete walks, stoops, and parking areas. Interior renovationsentail selective painting, selective floor tile replacement, interiordoor replacement, kitchen cabinet and countertop replace-ments, replacement of gas furnaces and water heaters withelectric units, installation of new electric radiant ceiling panelheating units and other miscellaneous renovation work items incertain units, as well as installation of ceiling acoustical tile pan-els and some plumbing, heating and air conditioning work in therecreational room. This project is to be bid under one primecontract for all trades.

Bid Opening: All bids shall be delivered in sealed envelopes,furnished by the Contractor, to the Office of the Housing Author-ity of the County of Jersey located at 505 Horn Drive, Jer-seyville, Illinois 62052 on or before 2:00 P.M. prevailing time onThursday, July 2, 2020. No bids will be accepted after that timeand date. Immediately after the closing time for receiving bids,they will be publicly opened and read aloud.

Pre-Bid Meeting: A Pre-Bid Meeting will be held on Thursday,June 18, 2020 at 10:00 A.M., prevailing time, at the Recreation-al Center Building located at Jersey Villa Apartments in Jer-seyville, Illinois.

Each bid shall be accompanied by a bid deposit in the form of acertified check, bank draft, U.S. Government Bonds or bid bondsecured by a surety company acceptable to the U.S. Govern-ment and authorized to do business in the State of Illinois, in theamount of 5% of the base bid, payable to the Housing Authorityof the County of Jersey, Jerseyville, Illinois 62052. A Perform-ance Bond and Payment Bond will be required of the bidder towhom a contract is awarded.

A plan deposit made payable to the Architect in the amount of$50.00 will be required of all Contractors requesting plans. Thisdeposit is refundable only to those Contractors who return theplans and specifications in good condition within 10 days follow-ing the bid opening.

All contractors requesting Bid Documents to be sent to them willbe shipped via UPS Ground and the contractor shall remit aseparate check (non-refundable) made payable to the Architectin the amount of $20.00 per set for shipping and handling.

All bidders are advised that the law concerning Federal prevail-ing wage rates issued by the U.S. Department of Labor underthe Davis-Bacon and Related Acts must be complied with. Pre-vailing wage rates have been determined and are included with-in the Project Manual.

The rapidly unfolding movement to pull down Confederate monuments around the U.S. in the wake of George Floyd’s death has extended to statues of slave traders, imperialists, conquerors and explorers around the world, including Chris-topher Columbus, Cecil Rhodes and Belgium’s King Leopold II.

Protests and, in some cases, acts of vandalism have taken place in such cities as Boston; New York; Paris; Brussels; and Oxford, England, in an intense re-examination of racial injustices over the centuries. Scholars are divided over whether the campaign amounts to eras-ing history or updating it.

At the University of Oxford, protesters have stepped up their longtime push to remove a statue of Rhodes, the Victorian imperialist who served as prime minister of the Cape Colony in southern Africa. He made a fortune from gold and diamonds on the backs of miners who labored in brutal condi-tions.

Louise Richardson, in an interview with the BBC, balked at the idea.

“We need to confront our past,” she said. “My own view on this is that hiding our history is not the route to enlighten-ment.”

Near Santa Fe, New Mexico, activists are call-ing for the removal of a statue of Don Juan de Oñate, a 16th-century Spanish conquistador revered as a Hispanic founding father and reviled for brutality against Native Americans, including an order to cut off the feet of two dozen people. Vandals sawed off the statue’s right foot in the 1990s.

In Bristol, England, demonstrators over the weekend toppled a statue of 17th-century slave trader Edward Colston and threw it in the harbor. City authorities said it will be put in a museum.

Across Belgium, statues of Leopold II have been defaced in half a dozen cities because of the king’s brutal rule over the Congo, where more than a century ago he forced multitudes into slavery to extract rubber, ivory and other resources for his own prof-it. Experts say he left as many as 10 million dead.

“The Germans would not get it into their head to erect statues of Hitler and cheer them,” said Mireille-Tsheusi Robert, an activ-ist in Congo who wants Leopold statues removed from Belgian cities. “For us, Leopold has committed a genocide.”

In the U.S., Floyd’s death May 25 under the knee of a white Minneapolis police officer has led to an all-out effort to remove symbols of the Confederacy and slavery.

The Navy, the Marines and NASCAR have embraced bans on the display of the Confederate flag, and statues of rebel heroes across the South have been vandalized or taken down, either by pro-testers or local authorities.

On Wednesday night, protesters pulled down a century-old statue of Confederate President Jef-ferson Davis in Richmond, Virginia, the former capital of the Confederacy. The 8-foot (2.4-meter) bronze figure had already been targeted for removal by city leaders, but the crowd took matters into its own hands. No immediate arrests were made.

It stood a few blocks away from a towering, 61-foot-high equestrian

statue of Gen. Robert E. Lee, the most revered of all Confederate lead-ers. Democratic Gov. Ralph Northam last week ordered its removal, but a judge blocked such action for now.

The spokesman for the Virginia division of the Sons of Confederate Vet-erans, B. Frank Earnest, condemned the toppling of “public works of art” and likened losing the Confed-erate statues to losing a family member.

Richmond Mayor Levar Stoney, who has proposed dismantling all Confeder-ate statues in the city, asked protesters not to take matters into their own hands for their own safety. But he indicated the Davis statue is gone for good.

“He never deserved to be up on that pedestal,” Stoney said, calling Davis a “racist & traitor.”

Elsewhere around the South, authorities in Ala-bama got rid of a massive obelisk in Birmingham and a bronze likeness of a Con-federate naval officer in Mobile. In Virginia, a slave auction block was removed in Fredericksburg, and protesters in Portsmouth knocked the heads off the statues of four Confeder-ates.

DAMASCUS, Syria — Syrian President Bashar Assad on Thursday fired his prime minister, a month ahead of elections and as the economic cri-sis worsens and public anger rises in the territory under his control.

Assad also appointed the current minister of water resources to replace Imad Khamis, who had been the premier since 2016. The Syrian presi-dent asked Hussein Arnous to replace Khamis as interim premier until parliament elections are held in July and a new government comes in.

The surprise decision comes amid a deepening economic crisis that Assad’s government is grap-pling with while public anger has spilled over into the streets. Such protest scenes have not been seen in government-held areas since the early days of the civil war that has ravaged the country over the past decade.

There was no explanation for the sacking of Khamis, but the move appeared aimed at deflect-ing public anger, which has regularly targeted the prime minister but rarely the president himself. In the month’s time that he has in office, it remains unclear what the interim prime minister can do to try to salvage the staggering economic downturn.

The economic meltdown comes ahead of looming new U.S. sanctions against any entity or country that does business with the Syrian government. The new sanctions are due to take effect in the second half of June but they have shaken the already teetering economy. Known as the U.S. Caesar Syria Civilian Protection Act, the sanctions are expected to worsen the already dire economic situation in Syria, where more than 80% of the people live below the poverty line.

The national currency, the Syrian pound, has tumbled in recent weeks, reaching a record low to the dollar. The pound, which traded at 47 pounds to the dollar before the 2011 uprising, plunged to over 3,000 for a dollar this week. Prices of basic goods have skyrocketed while some staples have disappeared from the market as merchants and the public struggled to keep up with the rising cost of living.

The latest hardships have also sparked rare protests in areas controlled by the Assad govern-ment. Hundreds of protesters in the southern Sweida province have taken to the streets in the last four days, decrying the rising cost of living and chanting against Assad, in scenes reminiscent of the early days of anti-government protests that erupted in 2011.

The currency has regained some of its strength over the last 24 hours as Syrian Central Bank officials said they have taken measures against currency manipulation and actions to prop up the currency.

Fouad Ali, head of banking operations at the Central Bank, told the local Sham FM radio that the pound has been impacted by the economic crisis in neighboring Lebanon, the entry point for foreign currency into Syria, as well as the looming U.S. sanctions.

Ali told the radio late Wednesday that the Cen-tral Bank “forcefully interfered” to stop the depre-ciation of the currency, calling it part of an “eco-nomic war” against Syria. He said the aim is to restore the exchange rate to an “acceptable” rate.

“We take publicized and not so publicized measures that aim to impact the supply of foreign currency,” he said, without elaborating. “What matters are the results, which everyone noticed. God willing, there will be more improvement and I promise the public will see it.”

The first experimental COVID-19 vaccine in the U.S. is on track to begin a huge study next month to prove if it really can fend off the coronavirus, while hard-hit Brazil is testing a different shot from China.

Where to do crucial, late-stage testing and how many volunteers are need-ed to roll up their sleeves are big worries for health officials as the virus spread starts tapering off in parts of the world.

Moderna Inc. said Thursday the vaccine it is developing with the National Institutes of Health will be tested in 30,000 people in the U.S. Some will get the real shot and some a dummy shot, as scientists careful-ly compare which group winds up with the most infections.

With far fewer COVID-19 cases in China, Sino-vac Biotech turned to Brazil, the epicenter of Latin America’s outbreak, for at least part of its final testing. The government

of São Paulo announced Thursday that Sinovac will ship enough of its experimental vaccine to test in 9,000 Brazilians starting next month.

If it works, “with this vaccine we will be able to immunize millions of Bra-zilians,” said São Paulo´s Gov. Joao Doria.

Worldwide, about a dozen COVID-19 poten-tial vaccines are in early stages of testing. The NIH expects to help sev-eral additional shots move into those final, large-scale studies this summer, including one made by Oxford University that’s also being tested in a few thousand volunteers in Brazil.

There’s no guarantee any of the experimental shots will pan out.

But if all goes well, “there will be potential to get answers” on which vaccines work by the end of the year, Dr. John Mascola, who directs NIH’s vaccine research center, told a meeting of the National Academy of Medicine on Wednesday.

Vaccines train the body

to recognize a virus and fight back, and specialists say it’s vital to test shots made in different ways — to increase the odds that at least one kind will work.

Sinovac’s vaccine is made by growing the coronavirus in a lab and then killing it. So-called “whole inactivated” vac-cines are tried-and-true, used for decades to make shots against polio, flu and other diseases — giv-ing the body a sneak peek at the germ itself — but growing the virus is dif-ficult and requires lab precautions.

The vaccine made by the NIH and Moderna contains no actual virus. Those shots contain the genetic code for the aptly named “spike” protein that coats the surface of the coronavirus. The body’s cells use that code to make some harmless spike protein that the immune system reacts to, ready if it later encoun-ters the real thing. The so-called mRNA vaccine is easier to make, but it’s a new and unproven tech-

nology. Neither company has

yet published results of how their shots fared in smaller, earlier-stage stud-ies, designed to check for serious side effects and how well people’s immune systems respond to differ-

ent doses.Even before proof that

any potential vaccine will work, companies and governments are begin-ning to stockpile millions of doses so they can be ready to start vaccinating as soon as answers arrive.

In the U.S., a program called “Operation Warp Speed” aims to have 300 million doses on hand by January. Under Brazil’s agreement with Sinovac, the Instituto Butantan will learn to produce the Chinese shot.

SEATTLE — Following days of violent confronta-tions with protesters, police in Seattle have largely withdrawn from a neighborhood where protesters have created a festival-like scene that has President Donald Trump fuming.

Trump taunted Gov. Jay Inslee and Mayor Jenny Durkan about the situa-tion on Twitter and said the city had been taken over by “anarchists.”

“Take back your city NOW. If you don’t do it, I will,” Trump tweeted.

The “Capitol Hill Autonomous Zone” sprung up after police on Monday removed bar-ricades near the East Pre-cinct and basically aban-doned the structure after officers used tear gas, pepper spray and flash bangs over the weekend to disperse demonstrators

they said were assaulting them with projectiles.

The president has sparred before with Inslee and Durkan — both liber-al Democrats. Inslee pre-viously sought his party’s presidential nomination.

Inslee tweeted Thurs-day that state officials will not allow threats of military violence from the White House. “The U.S. military serves to protect Americans, not the fragil-ity of an insecure presi-dent,” he tweeted.

The zone set up by pro-testers stretches across several blocks on Capitol Hill, where dozens of people show up to listen to speakers calling for police reform, racial jus-tice and compensation for Native groups on whose land the city of Seattle was founded.

Signs proclaim “You are entering free Capitol Hill” and “No cop co-op” along sidewalks where people sell water and other wares.

“The people that you see here have all come together because we see injustice in our system and we want to be part of the solution,” said Mark Henry Jr. of Black Lives Matter.

Henry said Trump’s rant about the gathering was unfounded. “Donald Trump can call us a ter-rorist if he likes to, but what you see out here is people coming together and loving each other,” he said.

Over the weekend, police were sharply criticized by City Council members and other elect-ed leaders. Since officers dialed back their tactics, the demonstrations have largely been peaceful.

Police officials say they are looking to reopen the precinct. At a news conference Wednesday, Assistant Chief Deanna Nollette said the barriers were removed from the front of the building after it became a flashpoint

between officers and pro-testers.

Nollette said the pre-cinct has been boarded up because of credible threats that it would be vandalized or burned. She offered no details about the threats and no fires have been reported at the site.

She said protesters

have set up their own bar-ricades, which are intimi-dating some residents.

Police Chief Carmen Best posted a video mes-sage to officers in which she said the decision to leave the Capitol Hill pre-cinct wasn’t hers and she was angry about it. She also reiterated that police had been harassed and

assaulted during protests.“Ultimately, the city

had other plans for the building and relented to severe public pressure,” Best said.

Protesters have said they want to see the pre-cinct turned into a com-munity center or used for purposes other than law enforcement.

Under pressure from city councilors, protesters and dozens of other elected leaders who have demanded that officers dial back their tactics, the police department on Monday removed barricades near its East Precinct building in the Capitol Hill neighborhood, where protesters and riot squads had faced off nightly. Protesters were allowed to march and demonstrate in front of the building, and the night remained peaceful.

BEIJING (AP) — Bei-jing will honor its trade

deal with the U.S. and wants to see better ties

with Washington, senior Chinese officials said Thursday.

Zhu Guangyao, a former finance minister and Cabi-net advisor, said the two countries should “waste no time” in improving rela-tions to help better coor-dinate a response to the coronavirus pandemic.

He and other officials told reporters in Beijing that the two biggest economies are so closely entwined that they must

find a way to work together because a lack of coopera-tion has come at a “high price.”

“The close connection between the Chinese and U.S. economies is the result of four decades of hard work on both sides, and that is also the reflection of the wishes of consumers in China and the United States,” Zhu said.

“Such interdependence will not disappear simply because some people clam-

or for ‘decoupling.’”Zhu said relations with

the U.S. were “far from sat-isfactory” with communica-tions at a “standstill.”

“We hope through communications we can enhance our cooperation and mutual trust,” he said.

Tensions have flared over Beijing’s handling of the new coronavirus that first surfaced in central China late last year and over the recent passage of legisla-tion requiring the semi-autonomous territory of Hong Kong to implement a national security law.

The law has added to worries that the former British colony is losing the special status Beijing prom-ised it when it took control in 1997.

President Donald Trump’s administration reacted to the move by announcing that Hong Kong is no longer autono-mous and will be stripped of its preferential trade and commercial status.

The officials insisted China is following through on promises to by buy more U.S. products and other commitments.
