Functions of plenary (agreed):

Composition of working groups?
• Membership of working group should encompass all the necessary
expertise.
• Scientists and knowledge holders of all relevant disciplines and with
significant scientific credentials, skills and experience.
• Individuals with a good understanding of the science-policy interface.
• Civil society reps with relevant credentials.
• The Rules of Procedure should set out clear criteria for the nomination,
selection and tenure of working group members.
• Individuals would serve in their own capacity and not be accountable to
specific national political mandates or institutional interests.

New principle adopted in Nairobi:
Ensure the full use of national, subregional and regional assessments and knowledge,
as appropriate, including by ensuring a bottom-up approach.
Option 3
• Regional structures (working groups or centres), to oversee the full programme of
work (knowledge generation, assessment, policy support and capacity building) at
the regional level.
• Regional working groups would comprise regional experts with gender, disciplinary
and within-region geographic balance.
• Chairs and vice-chairs of regional working groups could be the members of the
expanded bureau or science panel.
