1. CONTEXT

The concepts of electronic single window for foreign trade and dematerialization of formalities has various interpretations with different models depending on the context of their implementation. We note several experiences emerging around the world with very tangible results but also very controversial.

This Forum on Single Windows aims to share Challenges and experiences on the different stages of a successful implementation of the Electronic Single Windows, taking into consideration the current context of a growing e-commerce, but also to provide performant tools for countries that are embarking on an implementation process.

Despite the existence of several implemention guides and significant funds invested in the implementation of the Single Windows, we still note many failures and loss of significant financial resources without achieving tangible results in the cross-border trade of several african countries.

The Forum aims to be an real opportunity for exchanges on the Single Windows, the implementation models, as well as the facilitation requirements for cross-border trade. It aims to bring together the different regions of Africa as well as international experts from different parts of the world, with contributions from experienced countries in the field, organizations promoting the establishment of Electronic Single Window.

This forum will also be an opportunity to celebrate the 10th anniversary of AAEC(African Alliance for Ecommerce), which today brings together 19 Members from the various RECs (Regional Economic Community) in the continent. AAEC was created in 2009 in Addis Ababa with the objective of promoting Trade Facilitation through the implementation of single windows solution.

2. THE CHALLENGES OF E-COMMERCE IN AFRICA

Nowadays, African E-commerce grows incredibly and is no longer hampered by technological issues (connection speed, payment means , logistics, etc.).

However, it should be noted that it is difficult to see in Africa a very clear strategy from countries so as to benefit from an Inclusive Development of E-Commerce that involves populations. This leads to a very high failure rate of these initiatives.

As opposite to electronic Single Windows, which are national projects, E-Commerce seems to be considered as a more marginal activity by policy makers. This leads to a strong trend towards E-commerce for imports and a small room for e-commerce for export.

These issues will be raised with the international experts and it will be important to analyze the E-Commerce with Single Window platform operators in order to confirm their important roles in the context of Crossborder E-Commerce

3. OBJECTIVES

The forum aims to share Single Window concept and raise awareness among stakeholders on the implementation of Single Windows at the national and international levels.

The specific objectives are the following :

• Disseminate informations and experiences from existing Single Windows operators ;

• Raise awareness on international standards supporting Single Windows and cross-border data exchanges (Certificate of Origin, Invoices….) ;

• Share ideas on requirements of international trade and Cross-border E-Commerce ;

• Facilite the collaboration between international donors and projects owners (Single Window, dematerialization, etc) for the funding.

• Definition of partnership models to promote the development of an inclusive E-Commerce for Africans and promote cross-border trade.

• Raise awarness of governments and private sector in the concept of Single Window and E-Commerce in order to facilitate implementation at national level;

• Promote regional and inter-regional cooperation;

• Initiate projects for international exchange of trade documents and data;

• Promote the development of E-commerce in Africa;

• Raise awareness of cross-border trade actors about the issues of E-Commerce in the context of the ZLECAF and its challenges.

The electronic single window is one of the most effective tools for Trade facilitation in order to improve the performance of a country in the ease of doing business index.The issues related to the single window include the reduction of costs and delays in formalities, the competitiveness of exporters and competitiveness of the national economy, besides it will improve the attractivity of the country for foreign investors.

The success of the design phase is very critical as it determines an important key success factor for the next stages of implementation.

This first session will enable to share the successful experiences in terms of single-window design phase, the lessons learnt by single window operators and the actors, and also from the technical and financial partners.

SESSION 2 : TO SUCCESSFULLY IMPLEMENT A SINGLE WINDOW

Implementing a single window is a long and very costly process that mobilize a lot of resources. The Orchestration of the processes requires to also include the change management activities and have a full buy in from the stakeholders to adopt the new electronic procedures.

So as to achieve the tangible results, it is important to define clear strategies in term of technology, organization, legal in order to guarantee a successful implementation.Therefore, the various strategic options must take into consideration the business model that will ensure the sustainability of the operations.

This session will enable participants to share their visions on the different operational models and strategic options.

SESSION 3 : KEY SUCCESS FACTORS FOR ACHIEVING KEY PERFORMANCES

Moderator : Virginia Cram Martos, Chairman of Triangularity Cabinet.

he expectations of a single window implementation are mainly in term of performance and cost. It must enable a clear reduction of cost and time for the trade procedures.

The key success factors will largely depend on the environment in which the single window is implemented. There are very closely dependent on the financial resource to be mobilized, the capacity of integration of the international standards that will play a key role in the data exchange at a national and international level and finally on the technology innovations. etc.

This session will enable the single window operators to share on the lessons learnt and key success factors to meet the objectives of performance. It will also give an opportunity to hear from WTO and UNCEFACT representatives on the Key success factors.

The single windows are facing a development of E-Commerce that is very fast together with a rapid evolution of the technology that impacts the technological models and exchange paradigm.

It is therefore important to integrate the technology trends and to early anticipate their impacts on the Single window implementation.

This session will bring together experts on E-Commerce, Artificial intelligence, IOT and Blockchain to discuss on the technology trends and the way they will impact single window operations and their evolution.
