DRAFT ACTION PLAN1

The plan of action is to be considered as a sub-section of the global Action Plan for the

Development of Martinique until 2027.

The Action plan should focus on the assets rather than on the constraints.

It is intended to be multisectoral and it should be conceived / devised following a "bottom-

up" approach.

The recent rapport by president Letchimy on the use of Article 349 TFEU will be the

framework for the action plan of Martinique.

Among the issues:

1. New individual and collective responsibilities of the Region.

2. Unemployment, particularly that of young people.

3. Social and territorial cohesion (inter alia, ageing population)

In 2020, the Martinique population will be one of the oldest in France. Therefore, it is

being studied the possibility of developing a "silver economy".

4. Enhancement of cultural and environmental heritage

5. Regional integration in the Caribbean.
