Earthquake Report Update 2013 Pakistan Earthquake 2013 Updates Report By HANDS Pakistan Back Ground: It was the afternoon of the September 24, 2013, when everyone in Pakistan felt the shaking of the ground by tremendous earthquake that struck the Awaran District in the western Balochistan Province of Pakistan. The quake's epicenter was near the Awaran District, but others districts of Balochistan Turbat, Panjgur, Chaghai, Khuzdar and Gwadar were also affected. According to the reports, tremors from the earthquake, which registered 7.8 on the Richter scale, were also felt in Quetta, Hub, Kharan, Jhal Magsi, Qalat, Sibi, Mastung, Jafferabad and Karachi Pakistan and as far away as UAE. Provincial Authorities of Balochistan indicated the death tolls counted 359 people and injured people reported were 619. Livelihoods, houses and infrastructure in many areas were completely destroyed affecting about estimated population of 300,000. Nearly 21000 houses damage was reported in Awaran and Kech Districts. After two day of the incident when everybody was busy in the rescue operations and remains of the incident were still there; 2 nd earthquake hit the District Awaran. In this earthquake 28 deaths were reported at Tehsil Mashkay of District Awaran. UC Nokjo that was partially affected in the previous earthquake was severally affected as per reports. everyone in Pakistan felt the shaking of the ground by

tremendous earthquake that struck the Awaran District in

epicenter was near the Awaran District, but others districts

of Balochistan — Turbat, Panjgur, Chaghai, Khuzdar and

Gwadar were also affected. According to the reports,

Infrastructure of community buildings like schools and hospitals were completely destroyed in

the area. Shelter was not available for the injured or suffering people. Nearby DHQ hospital of

Awaran had no such space to treat the injured people and medical facilities were seriously

lacking in the area. Food and Drinking water are the also lacking in the areas, as all the food

storage.

Demolished BHU, which was the only source of treatment services for the people

of Union Council Parwar of Tehsil Mashke, District Awaran

Soon after the calamity struck parts of Balochistan, the provincial government declared an

emergency in all hospitals. The NDMA placed 5,000 tents at the disposal of PDMA

Balochistan from its strategic reserves at Karachi and has also mobilized its resources to

provide 7,000 food packs (53 Kgs each) to the affectees in Awaran and Kech. Additional teams

comprising doctors and paramedics were sent out. A number of military and civil hospitals

along with ambulances are engaged in rescue and relief efforts. Up to 300 troops of Pakistan

Army and Frontier Corps were moved for rescue operation in earthquake-affected areas at first

and the strength has now risen to more than 1000. Six Pakistan Army helicopters are also

participating in rescue operations.

HANDS Reponse to the affected people in Balochistan:

Chief Executive HANDS declared the Emergency within the organization soon after

devastation. HANDS Disaster management team was established under the supervision of

Disaster Management Program. Core Team directly supervise and coordinate all emergency

response activities and are in coordination with National, Provincial, and District Managenet

Authorities, Government of Balochistan, NGO’s, International NGOs and funding partners.

HANDS established its Emergency Response Centers in Provincial office Quetta, District

Office Lasbela and Head office Karachi. Additionally an emergency office in Awran District

was also established. HANDS team comprised of Provincial Manager Balochistan and General Manger Disaster management, with support of HANDS Volunteers initiated relief activities.

HANDS mobilized experienced team of professionals for Emergency Response in affected areas

for Food Provision, WASH, Emergency Shelter and Medical Treatment of people. HANDS is

providing medical services in relief camps and temporary shelters.

Medical Services

HANDS Team (Mr Ahmed Jan Baloch and Muhammad Raheem Marree) conducted a meeting

with Chief Minister Balochistan and Senator Mir Hasil Bizanjo for the purpose of sharing the

progress regarding HANDS Emergency Response for the in Earthquake affected areas. In this

meeting HANDS team briefed Chief Minister regarding the HANDS Work in Relief and

Rehabilitation. CM requested HANDS for the continuation of rehabilitation in affected areas

of Awaran.

Meeting with CM Balochistan

A meeting was also conducted with Political Advisor of CM Balochistan Mr Khair Jan Baloch

(Ex District Nazim of Awaran). He appreciated HANDS activities in Emergency Relief he

urged to HANDS should come for Rehabilitation.

Following are the details of the services and items provided by HANDS in immediate

response;

Security Update:

Security situation of the area made it worse for external resources, volunteers and humanitarian

aid agencies to reach in the area. As per reports road troops and helicopters of army and other

authorities were also attacked in the area.

HANDS Preparedness for any Emergency:

All emergency response activities of HANDS are implemented with vertical approach in the

light of existing organizational management systems. On the recommendation of GM Disaster

Management Program, Chief Executive HANDS declares the Emergency within the

organization and Core team is established under the supervision of Organization’s Disaster

Management Program. Core Team directly supervise and coordinate all emergency response

activities and is in coordination with all provinces/ districts , NDMA, PDMA, Relief

Department, Government of Balochistan, NGOs, INGOs and funding partners.

HANDS Provincial Managers are responsible to carry out all emergency response activities on

the directives of GM Disaster Management Program however at district level District

Executive Manager is responsible to carry out all Emergency Response activities in his/her

district through HANDS DRMC’s. SMS / Information is shared with DRR committee focal

persons through DRMC and same time DRR committee focal persons can share information of

their area/ villages at DRMC, however DRR committee focal person is responsible to share the

updated information with Villagers.
