Mkhululi White, a former Ward 1 councillor has been accused of allo- cating RDP houses to friends and family, of exchanging houses for sex and of selling RDP houses. In his letter to Greater Kokstad Mu- nicipality Mayor Nosisa Jojozi and Municipal Manager Zamo Mkhize and also seen by the Fever, White de- manded that the municipality release the report. He said in 2008 while serv- ing as councillor there were allegation levelled against him and municipality conducted an investigation into them. Now he wants the results to be made public so everyone knows the out- come. “These allegations were fuelled by a newspaper article, published by the EG Fever, and certain individuals and political agents who tried to make sure my image was tarnished. The whole process not only affected my reputation, but also the image of the ANC which deployed me to GKM,” said White in the letter. He said he insisted that the results were never made public for reasons which weren’t made clear, instead copies of the investigation report were taken away after one council meeting. “I felt bad because the report cleared my name and the document was declared classified. To me it was a miscarriage of justice and I believe Horseshoe residents deserve to know what happened. “There are those who are still grieving about the process of housing allocations which have been seen as unfair and corrupt. I request that the Greater Kokstad Municipality release the document and inform the resi- dents of Ward 1 about the outcome of that investigation. “I believe GKM believes in clean governance and will never protect or support any form of corruption.” However, in questions e-mailed to the Greater Kokstad Municipality concerning the report municipal manager Zamo Mkhize said they ac- knowledge the inquiry and will need more time to look at it. “We will come back with answers once we have looked at all aspects of your inquiry,” said Mkhize. Meanwhile, GKM managers are still picketing against the executive managers over the payment of bonuses, maladministration, poor financial administration and ill-treat- ment by certain councillors. The Fever believes that a meeting between the concerned managers and the unions has taken place be- cause managers are furious over the arrogance showed by the executive managers and the political leadership in the matter. WOMAN and children stood by withtears running down their faces asbulldozers demolished their homes

on Tuesday.The Umzimkhulu Municipality brought in

bulldozerstobringdown10illegalshacksintheWalter Sisulu area, Ward 16, in Umzimkhulu.

A few years ago the “home owners” tookland owned by the municipality and erectedtheir dwellings illegally.

“Somepupils, arrivingat their formerhomeafter school screamed, saying that themunici-palworkersnevershowedanymercy,”saidres-ident Shakes Phungula.

Hesaidhehasfivechildrenanddoesn’thaveanywhere to live.

“We regret voting [for the current govern-ment] because now our government is dump-ing us,” he said.

Umzimkhulu municipal manager Zweli-phantsiSikhosanasaidtheytoldtheWalterSis-ulu residents before that their houses were to

be demolished.“We informed them that development is to

take place on the land. I have sentmany lettersto them informing them about the land,” saidSikhosana.

He said he warned them about building thehouses, but they didn’t listen and continued.

Sikhosanasaid theyasked fora listofnamesof the people whose houses have been demol-ished so they can find alternative accommoda-tion for them.

However,EconomicFreedomFightersHar-ry Gwala regional convener Linda Mbhelethreatened themunicipality, saying thathis or-ganisation will go to court against the demoli-tion of the houses.

“They never informed residents that theywere going to demolished their homes. Theydestroyed furniture, identity document andother goods.”

However, Sikhosana said: “Before we de-molished their houses we asked them to re-move all their goods from their houses.”

Mbhele said theyplan tomarchagainstmu-nicipality.

SMOKE from burning grass caused an acci-dent at the Umzintlava bridge on Mondaymorning.

A truck fromHeathman’sUsedCars collid-edwith aCorolla from theDepartment of Agri-culture, Forestry and Fisheries, also leaving adent on a Polo, which was behind the Corolla.

According to witnesses, the driver of the

Corolla, which was facing in the direction ofKokstad, had stopped at the bridge as hecouldn’t see because of the thick smoke.

The truckdriver,whichwasgoing in theop-positedirection,movedfromhislanetotheoth-er lanewhere theCorolla had stoppedalso try-ing to avoid the smoke, when the truck hit theCorolla head-on.

No one was injured, but the driver of theCorollawastakentoEGUsherMemorialHospi-tal for a check-up.

GKM takes initiative to combat crimeTHE Greater Kokstad Municipality has takentheinitiativetocombatcrimeinallKokstadare-as. This is due to reports that crime is on the in-crease.

Themunicipality invited theSAPS, theCom-munityPolicingForumandRoadandTrafficIn-spectorate to join forcesandworkwith themu-nicipality.

Recent reports indicate that car break-insare increasing in Bhongweni and in the CBD.

Nyaniso Msiya, executive manager of com-munity development services who said thatthey have takenmajor steps to reduce crime inKokstad.

“Wehave identifiedcrimehot spots inShay-amoya, Murray Street, Bhongweni, for exam-ple. We will team up with other law enforce-ment agencies like SAPS, CPF, RTI and patrolthose places, especially at night. We are alsolooking at installing CCTV cameras all over

Kokstad.”He urged the community to work with the

municipality and other stakeholders to fightcrime.

“Crime is a societal challenge and we needa joint effort to fight it.”

HeoutlinednewdevelopmentswithinKoks-tad whereby speed cameras will be installed.

“Two cameras will be installed on the N2coming fromHarding, two on the road comingfrom Underberg and one on the road comingfrom Matatiele.

“We will install others in town and we willtarget the entrances to town. The cameras intownwill beable topickup if theperson isdriv-ingastolenvehicleoriftheownerhasoutstand-ing speeding fines.”

He said that later this year they will imple-ment a parking bay system whereby citizenswill pay for parking in town. — Supplied.

A STRIKE is looming in Horse-shoe, Ward 1, Kokstad.

This is after 126 residentsdiscovered that, according to theGreater Kokstad Municipality sys-tem, theydon’tappear tobe theright-ful owners of their RDP houses.

AHorseshoeresident,whodidnotwant his name to be published, saidthis cameto lightwhentheyweregiv-en an opportunity by GKM to reapplyfor free electricity.

“Whenwewere told to reapplywewere required to take our housenumber and ID so that themunicipality could check to see if wewere indeed the house owner,” saidthe resident.

He said many residents discov-ered that their name was not on thelist of Horseshoe homeowners.

“I’m one of those people, becausewhen I gave themmy house numberand my ID, the name of a person I

don’t even know appeared to be theowner of my house.”

The resident said the GKM hous-ingdepartmenttoldthemtheyshouldtalktotheirwardcouncillorPhumzileNocanda regarding the matter.

It is reported thatNocandaandhisward committee then set up another

committeetoverifyhouseownership.“We are now concerned that we

will lose our houses because onesource from the verifying committeetoldusthatANCvolunteersweresign-ing on as owners of houses for thosewhose names don’t appear on thelist,” said another resident who also

wished to remain anonymous.TheHorseshoeRDPhousingsitua-

tion is not new to controversy be-cause in the past there were reportsthat some houses have been soldillegally and this has contributed tothe current ownership crisis.

Nocanda said whoever made

these claims is delusional.He said the verifying committee

wassetupbecausemanypeoplewereapplying for free electricity while notqualifying for it. “Many people wereusing free electricity, but they weregovernment employees anddon’t fallunder the indigent category so themunicipalitydrewupapolicy that re-quires only the owner of the house toapply for free electricity and that iswhere the problem started,” he said.

He said they have no intention oftaking houses from owners.

“As an elected councillor of Ward1, I have a responsibility of dealingwithanycrisis thatarises inmyward,so these claims are from those whofear theymaybe in trouble forhavingbeen involved in corruption whenthey got houses,” he said.

This happened when theMatatiele cluster conducted astop-and-search operationand during the operation thepolicewere tippedoffbyan in-formant that someone wasloading bags of dagga onto abakkie in St Paul village.

Matatiele police spokes-personRaphaelMotloungsaidthe police followed the infor-mationandcaught theallegedsuspect.

“At about 6.30pm on Sun-day,abakkie loadedwithbagswent towards town and the

police followed it.ThedriverDanielLonwabo

Olota(31)spedoffwhenheno-ticed that he was being fol-lowedbythepolice,”Motloungsaid.

After a short chase, the po-lice caughtupwith thebakkie,stopped it and confiscated theseven bags of dagga thatwerefound on the back of the bak-

kie. Olota tried to flee from thescene,butwascorneredbythepolice. He appeared in theMatatiele Magistrate’s Courton Tuesday. The case was re-manded to 17 June.

Motloung warned the pub-lic that those who break thelawbydealingindaggaorpos-sessing it will be arrested andprosecuted.

THEKwaZulu-NatalLiquourAuthor-ity (KZNLA) conducted pupil educa-tion programmes at Centocow High,andSkofill,Sonyongwana,Leshman,Mahlahla, Madulini, Ralph Hard-ingham and Ginyane pupils also at-tended a career exhibition in IngweLocal Municipality, and Carl Mal-comess High respectively.

The programmeswere conductedin partnership with the DepartmentofEducation, IngweLocalMunicipal-ity, Department of Social Develop-ment, Department of Health, reli-gious leaders and the Turn TableTrust, anon-governmental organisa-tion.

with the dictates of the new act thatsays liquor outlets should be 500metres away fromschools andplacesof worship.

Pupils were informed thatKZNLA’s function is to receive appli-cations,vetthem,allowanopportuni-ty forpublicparticipation throughes-

tablished local committees and issueliquorlicenceswithcleartradingcon-ditions, one of which is not to sellliquor to children under 18.

Key messages “Children with afuture don’t drink” and “Youth cansay no to alcohol” not only became amotto among pupils, but is a way ofembracing each other. The pro-gramme saw pupils expressing theirtalent in gumboot and pantsuladance, maskandi and Isicathamiyamusic, poetry, and stage drama, allthemed on anti-substance abuse,teenage pregnancy and HIV/Aids.

Principals expressed discomfortwith the 18-year age limit on alcoholuseas someof theirpupilswereolderand felt it would be proper to say“school-going” children should bebanned from buying alcohol. Theirconcerns were noted.

seeingmore development in their ar-ea in the 2014/2015 financial year.

This comes after she tabled themunicipality’s budget allocation forthe 2014/2015 financial yearrecently.

Nciki said as themunicipality theyare convinced that everyone will be

satisfiedwithwhat they have in storefor them.

“We have total budget of R148,7millionallocatedfordifferentprojectslike infrastructure development,youth programmes, social pro-grammes,which includethedevelop-ment of people with disabilities andwomen,” she said.

She said one of the biggestprojects the municipality will beembarking on is the upgradingof the landfill site in Harding, whichwill get R8.4 million.

An amount of R4.7 million isallocated to building access roadsNtlangweandMazibukweni inwards6 and ward 7 respectively.

“We also have R328 000 set asidefor youth development programmesparticularly arts and culture andsport,” she said.

“As we know unemployment is abig issue in our communities, andwewant tomake sure that young peopleare engaged in programmes that willempower them so that they don’tabuse drugs and alcohol, but rather

will play a role in boosting the localeconomy.”

She said now that there is a newmall inHarding, they encourage peo-ple to contribute toboosting theecon-omyofUmuziwabantubyformco-opsand small businesses.

“We want to see local people sup-plying vegetables and fruit fromtheir co-ops to the new mall.Everyonemustbepartof thisdevelopment.”

Nciki said senior citi-zens have R106 000 allo-cated to them for projectslike craft work and bak-ing. She said themunici-pality will also be con-ducting HIV/Aidsawareness pro-grammes around themunicipality.

Another R9 mil-lion will go towardsthe electrification ofwards 4, 6 and 10.

Taxi drivers donate uniforms

TAXI drivers in the Harry Gwala re-gion are starting with a clean slate totry to change the mindset of peoplewho say they behave badly.

This was evident on last Fridaywhentheychosetodonateschooluni-forms and shoes to destitute pupils.

TheeventwasheldatEnhlanhleniSchool in Bulwer under theKwaSaniLocal Municipality.

In attendance were South AfricanNational Taxi Council (Santaco) taximanagement and taxi drivers fromfive districts falling under the HarryGwala region.

More than 400 pupils benefitedfromtheprogramme,whichreceived

supportfromgovernmentsectorsandthe Harry Gwala District Municipali-ty.

A pupil, Siyabonga Jijana fromHorseshoe, said he was happy to geta new uniform since his uniformwasold.

He thanked the initiativebySanta-co saying they no longer regard taxidrivers as bad people.

Santaco chairman in the HarryGwala regionwho is also the associa-tion’s treasurer in theKwaZulu-NatalZibeleDavidKheswasaid it isof greatconcern to ensure they give back tocommunities because without themtheir business would not exist.

“It isourduty toensurewedogoodas we are no longer regarded as taxi

men, but business people,” saidKheswa. He added there were anumber of things they could do, butthey chose to help the pupils.

“Ouryoungpupils are thestrengthand pillar of our nation so it is impor-tant toencourage themineducation.”

Kheswa said they are not only fo-cusing on the youth but their driversare given free lessons on how to dealwithpassengers.Theyarealsotaughthow to drive safely.

FORMER ANC Harry Gwala regional secretary’s politi-cal dreams of contesting the current chairperson,Mluleki Ndobe, in the upcoming regional conferenceare dead and buried.

Amon Zondi has been strategically parachuted toprovincial legislature meaning he won’t be able tocontest Ndobe.

However, ANC insiders said it was strategic to ousthim in regional politics as he vacated his position asregional secretary to concentrate on his role as amember of the legislature.

Zondi denied the allegations claiming he regardshis move as successful because his party showed trustin him to move him from a regional structure to Parlia-ment. “I don’t think it is true that I have been removedfrom regional politics because of deployment by myparty in Parliament.” He said he resigned as the re-gional secretary after he took over as MP.

ANC insiders said a lobby group wanted him outof the region because there was tension and factionsahead of the regional conference which is supposedto be held in October.

The Fever understands that lobbing intensifiesand dissatisfaction is continuing as branches aredivided into two groups, some favouring the current

regional chairperson, while others favour that hemust not be re-elected.

Some branches have already thrown their weightbehind Ndobe’s re-election, while others favouredZondi to replace Ndobe.

“We are very happy and excited because Zondi isone of the tested cadres of our movement and webelieve his participation in the legislature will add val-ue not only for the region but for KZN,” said Ndobe.

He said Greater Kokstad Municipal Mayor NosisaJojozi is acting as regional secretary until the confer-ence in October.

Ndobe also denied rumours that some ANC re-gional leaders are unhappy about the lack of politicalleadership and poor performance of the GreaterKokstad Municipality.

“We are not aware about the rumours that wewant to oust the Greater Kokstad Municipal MayorNosisa Jojozi and they will remain rumours until pre-sented to the executive,” said Ndobe.

He said councillors, including mayors, were electedin 2011 until end of their term in 2016, and there areno plans to change any leader in the region, includingthe Greater Kokstad Municipality.

“We are working hard in Kokstad and we believethat we will overcome even the difficult challengesof finance as experienced by Greater KokstadMunicipality,” said Ndobe.

They also complained about the malad-ministrationof financesandsaidthatcertaincouncillors insult them. They also com-plainedabout thegrossviolationof their em-ployment conditions.

Themanagerssaidsomeofthemanagers’contractsaredeliberatelynotrenewed,nota-bly thecommunitysocial servicesmanager’scontract.

Managementmade it clear that under thecurrent senior managers the situation willnot improve. They also accuse managers ofbeing arrogant. Themanagers vowed to ex-pose more issues if their demands are notmet.

Greater Kokstad Municipality Mayor No-sisa Jojozi expressed shock about the situa-tion. “What I know is that themunicipality isrunning smoothly and I amnot aware of anypicketing by managers.”

She said most of the decisions taken bycouncil areonadvice frommanagementanddenied that the municipality is in crisis.

HONOURABLE MEMBERS,IMPROVING HEALTH CARE

The major R302-million Khotsong TB Hospital infrastructure project is underway and running smoothly. The projectinvolves demolition of some of the existing structures to make way for the new facility and part of the project includesconverting the pediatric wards to administration offices. The new facility is made up of a 120-bed hospital with gen-eral TB and multiple drug resistant (MDR) TB wards. The two phases are expected to create 350 jobs.

As government working together with our state owned entities we must make sure that this project is a catalyst forsocio-economic development in our area, thus benefiting the communities through: access to health care, the crea-tion of job opportunities, ensuring training and development take place as well together with the SMME support anddevelopment that comes through our infrastructure development programmes.

The Department of Health will build Nyaniso Clinic and has renovated the following clinics so that they provide qualityhealthcare services: Afsondering, Mt Hargreeves ,Mparane, Madlangala, Thabachicha, Queens Mercy ,Mthumaseand Mzongwana.

Our people were complaining that our local Hospital, Tayler Bequest do not have X-Ray machines, however their crywas respondent to by this government.

HONOURABLE SPEAKER,In response to shortage of Doctors in our Area, the Department of Health has initiated a programme to identify thepoorest of the poor students, who intend on progressing to study medicine after completion of their matric and areunable to pay for their tuition. Five pupils have left for Cuba coming from Matatiele.

This shows that Matatiele is a better place than it was before 1994.COMPATRIOTS,ON FIGHTING CRIME AND CORRUPTIONSouth African Police Services continues to play a critical role in fighting crime in our Area. Nevertheless, we are stillfaced with a challenge of stock theft with 586 reported cases, 635 cases for aassault with the intent to inflict grievousbodily harm, burglary at residential areas at 399 reported cases to mention but a few.This picture shows that we haveto work together going forward to address these challenges. We have to reform our Community Safety Forums andmake sure that they are well capacitated.

It is a well-known fact that a country where corruption reigns will fail in its endeavours to create just and prosperousdispensation for its people. Corruption is not only bad for a government and reputation of the country but it is alsoharmful to the growth of the economy, job creation and the country’s overall development.

Government is committed to a clean, accountable public service as government officials involved in corruption aredealt with irrespective of status or rank. We need to fight the culture of corruption. Let us promote the culture thinkinghard, working hard, and of finding innovative ways of making money.

We call on all sectors in Matatiele Local Municipality to not turn a blind eye to corruption, or in any way encourageit to take place because if we do so, we are ultimately doing our Municipality a disservice and threatening the futurewe want to build for our children.

CREATING JOBSNational statistics shows that unemployment rate is still high. Matatiele Local Municipality Area also faces the samechallenge; conversely, the Municipality has worked towards creating job opportunities for Matatiele communitythrough Nkhoesa Mofokeng Programme and EPWP. These Programmes are aimed at maintaining municipal accessroads and has benefited more than Six Thousand (6000) people around Matatiele.

The Municipality will provide land and private sector to provide funding.Government is also assisting local farmers in rural development on grain production by giving them a loan.

BUDGETMadam Speaker, Fellow Executive and Honourable councillors, allow me to table to you our 2014/2015 budget asfollows:

Tariff charges will increase by 5% for all other services except the following:• Electricity charges will increase above 5% by 7.39%, this is because of the control by National Electricity Regula-

tor of South Africa (NERSA) who controls such increases.• Property rates Randages will be decreased as follows:

o Residential properties from 0.0150 to 0.00827 i.e 45% reductiono Commercial properties from 0.0180 to 0.0099 i.e 45% reductiono Farm properties from 0.0037 to 0.0020 i.e 45% reduction

• For other categories of properties like vacant land, mining land there will be no changes to what was charged inthe budget year of 2013/2014.

Further to these reductions madam speaker, the following exemptions and rebates will be provided to our rate payersas a relieve,

o First R55 000 of the valuation roll value will not be charged rates to all residential properties,o Further 35% discount on values of residential properties will be provided and 15% discount on values of all

commercial and industrial properties will be provided.o And 65% discount on all farms properties will be provided.

The above reductions, rebates and exemptions madam speaker have been considered after engagements with therate payers representatives and local government representatives. Because we are a caring municipality, we have seenit important to listen to the requests and proposals of the community hence members we have agreed to reduce rateRandages from rates of 2013/2014 and this has resulted us to reduce our draft budget revenue of rates by R10 million.

This then Madam Speaker gives us the revenue of the municipality to be R375, 4 million including grants and subsidiesfrom National and Provincial Governments as follows:Property Rates – R30, 7 millionMunicipal Services charges – R58, 4 millionGrants – R231, 1 millionOther revenue – R54, 9 million

On general expenditure madam speaker allow me to table budget of R257, 8 million operating, repairs and mainte-nance as follows:Staff Salaries – R90, 3 million, this includes filled posts, vacant posts to be filled and new post.Councillors allowances – R17, 1 millionGeneral expenditure – R137, 8 million, this is for day to day operations of the municipality to ensure that services aredelivered. This includes our strategic projects like music festival, special projects, LED projects, Indigent Support,electricity smart metering, revenue enhancement etc.Repairs and maintenance – R12, 2 million, this is for all maintenances of Infrastructure projects and buildings.

On Capital Budget Madam Speaker, allow me to table the budget of R117, 5 million as follows:Office of the Municipal Manager – R221 thousandCorporate Services – R2, 1 millionBudget and Treasury Office – R1, 8 millionCommunity Services – R7, 3 millionEconomic Development & Planning - R915 thousandInfrastructure Services – R81, 7 millionElectrical Services – R23, 3 million

Madam speaker, the following projects will be implemented from the above capital budget, surfacing of Matatiele townstreets and Cedarville streets, community halls, access roads of Manzi, Sabasaba, Mnqayi, Paballong, Masopha,sport fields of Mahangwe, Afsondering, Nkau, Nice Field, Majoro, Epiphany, LED Fresh Produce Market, Rolwenibridge and continuation of Budget and Treasury Offices, rural electrification, replacement of electrical cables and 5high mast lights.

Madam Speaker it is important that I must also table that, on the Capital Budget we have budgeted an amount of R20million to construct new council chambers and offices and this has been awarded to commence soon.

The tabled Capital Budget of R117 million is funded as follows:MIG – R45, 2 millionElectrification grant – R19, 3 millionCouncil funding from Capital Replacement Reserve – R59, 4 million.

Madam Speaker, Honourable EXCO members and Honourable Councillors, allow me therefore to table to you theMatatiele Local Municipality total operating and capital budgets for 2014/2015 as follows:

This therefore Madam Speaker gives me an opportunity to table to this Council for approval a total budget of R375, 4million for 2014/2015.

Let me assure the council madam speaker, that, the budget tabled today has been prepared according to the issuedguidelines, legislations and priorities of the people of Matatiele.

Public consultative meetings have been conducted and draft budget was publicized for further comments and sugges-tions as required by law and I want to inform council today that, no written comments from communities or stakehold-ers were received on draft budget and only those comments were raised in consultative meetings were received andconsidered for the finalization of this budget.

Provincial Treasury Budget comments on Draft Budget were received and all necessary corrections were done as pertheir advice.

Madam Speaker requests and suggestions received from Rate Payers Association with regards to General ValuationRoll during the engagements between municipality, local government officials were considered and we have madereductions of almost 45% on rate Randages. I further advise madam speaker that, Rate payer feeling aggrieved withtheir property values as per valuation roll must follow requirements of law and appeal to appeals board who will lookat their objects and make final ruling.

Madam Speaker, let me quote from Calvin Coolidge the 30th President of United States of America when he said, “Allgrowth depends upon activity. There is no development physically or intellectually without effort, and effortmeans work.”

As I have tabled this budget, I want us all sitting here in this house to remember our responsibilities and political man-dates that, we are here to work and provide better lives to all our communities. We must put more efforts and work hardthrough implementation of this budget and if we don’t work hard then we will put no effort to achieve our mandates.I say this Madam Speaker also to the Management, our performance needs to improve on service delivery and ourexpectations are that, by Mid Term assessment of performance, only performance of above 50% will be accepted.

As our father of the nation the late President Nelson Rolihlahla Mandela Said, “Real leaders must be ready to sac-rifice all for the freedom of their people” we must all of us today leave this house and put all our dedications andefforts to free our people from poverty and non services.

Honourable Members of Council, Management and Communities let me extend a word of gratitude to you all for yourefforts and cooperation on the preparation of this budget and hope that this will be delivered as planned to improvethe lives of our people.

SOMLOMOThe Community Services through its Public Safety Unit has successfully managed to purchase Rescue Equipment.The Unit has also managed to license eight hundred and ninety six (896) vehicles from October to December 2013.Matatiele Local Municipality bought four (4) brand new traffic vehicles to try reduce the number of people who do notobey traffic rules.

tation plan (SDBIP) is supposed to be finalised14 days after the council adopted the budget.

The Umzimkhulu Municipality is proud toannounce that the IDP and budget have beenaligned. The council has a responsibility to en-sure that they monitor the implementation ofthe budget. The SDBIP is a tool that the over-sight structures will use to measure perform-anceof themunicipality.Thedocument iswait-ingforthesignatureofthemayortoendorsethedocument on behalf of council.

The consultants for the Nsikeni electrifica-tion project have been appointed. We expect

themto startworking in the secondweekof Ju-ly.

Consultants will carry on with work wheretheotherconsultantshaveleft.Aswehighlight-ed initially, theelectrification in theareawill bedone in phases due to budgetary constraints.

For theFile/GayBrookproject, the contrac-tor should be appointed before the end of themonth.Thecontractorwill beonsite in thesec-ond week of July. The council of Umzimkhuluis committed in expediting the process.

Kwa Sani Municipality advocates service deliveryand puts community at the centre as recipients

The municipality has begun the IDP and budgetroadshows for 2014/2015 financial year whereby theleadership as well as the municipal management visitcommunities around Kwa Sani to consult and informthe communities about the developmental projectsthat have been implemented as well as futureprojects that will bring about change in the communi-ties. The communities get a chance to engage withtheleadershipaswellasmanagementandraiseques-tions regarding the past projects that were includedin the IDP as well as the projects they wish to prioritisefor the next financial year. These meetings providesclarity of what needs to be done by the municipalityand projects to prioritise before the adoption of thebudget at the end of this month.

The Kwa Sani Municipality has taken a differentapproach when consulting communities — it is thefirst municipality within the Harry Gwala District toapply the community- based plan (CBP) processwhen conducting the IDP meetings, and this processallows the community to input to the developmentplan of their area using a bottom-up approach. Themunicipal leadership and management therefore lis-ten to the views, opinions and suggestions from thecommunity, jot them down and after that exercise hasbeen done the municipality requests the communityto mention a few out of the list of service deliverywishes they feel must be prioritised by the municipali-ty.

This process of conducting the IDP meetings notonly assists the community, but also prevents social

protests from taking place around the Kwa Sani Mu-nicipality.

As the municipality we are very aware that the mu-nicipality is there to service the community, hence thepeoples’ voice is vital in the way the institution shouldfunction. The Kwa Sani Municipality therefore ex-tends an invitation to all Kwa Sani stakeholders toparticipate in these public meetings and that will as-sist with the questions or concerns that can be raisedby community members which require a responsefrom a relevant stakeholder, therefore that mattercan be addressed immediately.

sweet Matat are fed up with the dou-ble standards and lies that are advocated bythe municipal manager Dr. D.C.T. Nakin.

Inhisarticle in theEastGriqualandFeverdated 6 June , he maintains, among otherthings, that the ratepayers’ associationagreed that “in terms of the law the valuerhad done nothingwrong during the processof valuation”.

The ratepayers’ association stated cate-gorically from the very onset that the entirevaluationprocess isgrossly flawed.Wehaveshown examples of astronomical increasesin valuations. Weshowed that vacantland is valued similarto land with proper-ties. We showed apensioner’s RDPhome valued atR313 000,whilst oth-er properties in thesame area, that havebeen renovated andextended, are valuedbelow R100 000.

Please don’t lie MrNakin.

The reason whyyou had to revisit thetariff rate was be-cause of pressurefrom the ratepayersand residents ofMatatiele. The resi-dents are fully awarethat Dr. Nakinwas to-tally against any re-duction of rates.

And still more liesin respect of the blindpensioner “the

electricity discon-nectionwasasaresultof illegal tamper-ing …”

The residentswanttoknowhowcanablind65-year-oldla-dy with young chil-dren tamper with themeter.Evenif thiswasdoneis ityourprerog-ative to deny an old blind pensioner andyoung children electricity forever. Whenwereyougoingtoreinstateelectricitytoher?We the ratepayers’ association contend thathad we not exposed

thiscasetothepublicyou,DrNakinwouldhave allowed these horrific conditions tocontinue.

And even more lies “the water to thehouse was not disconnected …”

We put it to you Dr. Nakin that this househasnowater since 2012.When interviewedby members of the ratepayers’ associationon the 10

June (Tuesday) the pensioner stated thatshe still does not have lights andwater. Thisis approximately 21 days after our meetingwithNakinandtheProvincialDepartmentofLocal Government and Traditional Affairs.How longdoes it take to reinstatewater sup-ply to a home Mr Nakin?

The plight of the indigent and the poorgoesunnoticedbyNakinandhismunicipali-ty. The residents have long been requestingtheMECtoremoveNakinasmunicipalman-

ager as they, the resi-dents have passed avote of no confidencein him.

The ratepayersnote further that themunicipality totallydisregarded the con-ditions and agree-ments of the three-daymeetingheldwiththe provincial DLGTAand the municipality.At thatmeeting it wasnoted that any deci-sion regarding a re-ductioninrateswillbediscussed, deliberat-ed and agreed uponbyall threestakehold-ers. Surprisingly, Na-kinandhismunicipal-ity published the newrates structure with-out consulting eitherthe ratepayers’ asso-ciation or provincialDLGTA.Inatelephon-ic discussion with thechairperson of theratepayers’

association, Mr S.Dlulani the chairper-son of the DLGTA ex-pressed total shockthat the municipalitycouldpublish thenewrates tariff withouthaving discussed thiswith either him or theratepayers’ associa-tion.

The ratepayers will not accept any newtariffuntilthismatterisdiscussedwiththem.Onceagainwesee that thismunicipalityhasno intention of being open and transparent.They have always engaged with us in badfaith.

Response to farm worker allegations

IT is great concern that the Mt Currie Farm-ers’ Association note the item on the backpage of the Fever 6 June.

The GKM speaker, Mr Zolani Mhlongo,makes allegations of mistreatment of farmworkers in EG.

There are allegations of staff being lockedinto the yards of farms putting their safety atrisk by not enabling them to leave or haveservice providers access the property.

No farmer locks gates to put his staff atrisk – farm gates are locked at night to en-sure that security is not compromised.

With regard to the issue of the lady inlabour on the farm, the farmers are notaware of due dates of each and everymember of staff and the responsibility formedical care thus rests with each staffmember.

With regards to the allegation of a childdrowning in a dam on a local farm there aremany issues to consider.

A number of farms in EG have dams forirrigation and for water for livestock andthese are not for recreational use, shouldthey be used without permission of thefarmer he is not responsible and is often noteven aware.

Farmers are not obliged to allocate graz-ing for their staff’s livestock. In the currenteconomy, very few farms have the capacityto carry additional stock with no hope of anyfinancial returns.

With regards to the supply of drinkingwater, this is often a supply shared by the

farmer and his family so claims of drinkingwith cattle and frogs seems to be a wild alle-gation made by a possibly disgruntled la-bourer.

The issue of working hours and poorhousing and sanitation is a serious allega-tion and following a recent blitz by the De-partment of Labour requested by GKM,these do not ring true.

If any farm workers can provide more in-formation on these issues they should imme-diately be taken up with the Department ofLabour.

The Mt Currie Farmers’ Association havealways been willing to engage with farmersin conjunction with and on behalf of the Mu-nicipality & Government Departments to en-sure that organised agriculture complies inevery way with legislation.

Often those who are new to farming arenot aware of the many legal and moral re-quirements involved in organised agricultureand this lack of awareness on the part ofthese new farmers can be seen as normalfor all farmers.

The GKM is welcome as always to ap-proach the Mt Currie Farmers Associationand we will be more than happy to speak toany farmers contravening the law whetherthey are or are not members.

The issue arises when an apolo-gist uses unsupported claims to at-tack the other’s belief or defend his own.In many a debates between Christiansand atheists, I find myself hopping be-tween the two parties when I find thatthe side I have chosen uses bad apolo-getics.

One Facebook encounter occurred afew hours before I started writing thiscolumn. It involved a friend who is a self-proclaimedatheist.Wemetduring a “sci-ence communication” competition inGrahamstown.

This is the status he shared, updatedby a friend of his:

The reality is, Jesus was a mythical fig­ure. It was the political establishmentthat sought to [historicise] the Jesus fig­ure for social control… thus began a longhistory of Christian bloodshed and spirit­ual fraud.

And for the next 1600 years, the Vati­can maintained a political strangleholdon all of Europe, leading to such joyousperiods as the Dark Ages, along with en­lightening events such as the Crusades,and the Inquisition…Christianity, alongwith all other theistic belief systems, isthe fraud of the age.

There are many flaws in this state-ment, but I will mention only a few. Themost obvious error is the utterance thatJesus Christ was a “mythical figure”.

While I am unable to offer anythingon the divinity of Christ, the issue athand is if he existed.

Secular and religious historians tell usthat his existence is almost a certaintyas far as the Bible’s historical integrityis concerned.

The Dark Ages (formerly Middle Ag-es) are marked by the collapse of theRoman Empire in the 4th century andconsidered “dark” by historians due to thedecline of historical records from theperiod, and not so much Christian vio-lence, as the statement may suggest.

Petrarch, an Italian scholar and his-torian who coined the term “dark ages”saw the post-Roman centuries as “dark”compared to the light of the Age of Clas-sical Antiquity. He also considered theage he lived in dark because of the“lack of cultural achievements” as com-pared to the previous age.

Protestants of the 16th and 17th cen-

turies considered the Middle Ages as a pe-riod of Catholic (not Christian) corrup-tion.

Like Petrarch, who did not attackChristianity per se, the protestants wereseeking a restoration of biblical Christi-anity.

British historian, Gilbert Burnet, in thelast quarter of the 17th century in one ofhis earliest works:“TheEpistleof Dedica-tory to Volume I of The History ofReformation of the Church of England”said, the design of the reformation [theProtestant movement] was to restoreChristianity to what it was at first, andto purge it of those corruptions, withwhich it was overrun in the later anddarker ages.

The purported evidence of the vio-lent nature of Christianity (sometimesconsidered a vehicle of many wars) isin many ways flawed.

This is because the mentioned peri-ods of conflict are not in fact attributedto the ideals of Christianity but are theresult of some individuals in authoritywho saw Christianity as a means todominate and rule the masses.

My stating these facts is not to dis-credit atheism or support Christianity, butto try to do away with the use of unsup-ported assumptions. Atheists and the-ists alike should refrain from making ar-guments and stating “facts” that theyhave not verified.

Also of great importance is the per-sonalslanderandinsultsthrownbyeitherside when the “facts” run out.

Defend your belief by doing a littleGoogling and actually reading the biblebefore attacking or defending Christiani-ty. In the words of Archbishop EmeritusDesmond Tutu: “Don’t raise your voice.Improve your argument.”

town hallThe Greater KokstadMunicipality

is happy to announce the completionof the townhall renovations. The hallhas been handed over to the munici-pality by the contractor. This is goodnews to the people of Kokstad. Thehall is an important building of coun-cilbecauseof itshistoricalmeaningtothepeopleofKokstad.Besides that itscompletion means that there will bemore office space for the council toperform its duties in a respectedplace. The newly renovated councilchamber inside the hall symbolisesthedignifiedplace thatwill beused tomake developmental decisions thatwill change the lives of the people.

The town hall is also used to stageevents forcouncil and thecommunityand its completion means we havethat honour back again. I was alsohappy tosee thecompletionofHorse-shoe taxi route, Groom Street andBrownleyandWylderoads.Thecom-pletion of these roads justifies our se-rious attention to the state of our

roads. If it wasn’t for budgetary con-straints we would have done all theroads in Kokstad. I urge the commu-nity to bepatient aswe continue todomore roads. We want to see all theroads rehabilitated. I am also im-pressed with progress of Phase 2 ofthe upgrade ofMain Street andhope-fully it will be completed in time to al-lowthesmoothoperationofbusiness-es next to the project.

Youth Month celebrationAspartofcelebratingYouthMonth

therewillHubFestivalwhichincludesall sports codes. The festival is spon-sored by KZN Sports and Recreationat theRiverviewStadiumon16 June,startingat9amandwill last until late.The youth is invited to participate asweallknowthatthroughsportwecanbuild unity.

Ugu ready for2014 Jazz FestUGUDistrictMunicipality (UDM) andpartnersarereadyforthe2014annu-al jazz festival implementation plansfor 2014, an improvement of thewellexecuted plans of the 2013 festival.The 2013 fest smoothly-sailed givingpatrons more value for money interms of entertainment, security,park and ride services.

UDM spokesperson Sipho Khuz-wayo said last year this time, only afewhundredsof ticketsweresold,butthis year’s sales have drastically im-provedwith just over3 000 tickets al-ready sold.
