The fence has been damaged by Lesotho nationals who go in and out the through the paqama (Sotho name for an illegal entrance they make themselves by damaging the border fence). These illegal immi- grants have also been blamed for stock theft in the area. This was revealed when the Minister of Home Affairs Naledi Pandor visited the Qacha’s Nek border post, the aim of which was to assess and listen to the challeng- es experienced at the border post. Pandor said that it pointless try- ing to curb immigrants coming in illegally when South Africa doesn’t have proper infrastructure. “Clearly the issue of stock theft has been raised both by the police and Home Affairs officials. We identified the lack of security with regards to the fence of South Africa being down, so we really need to enhance our border security by putting up a proper fence,” she said. With regards to reports that there are Lesotho nationals who obtain South African identity doc- uments fraudulently, Pandor promised that counter-corruption within her department will look in- to possibilities of people fraudu- lently giving non-nationals South African IDs. “If this is found to be happening, any official involved in this will face criminal charges.” Some illegal immigrants end up living in Matatiele illegally and the women give birth to children who end up attending school, which then becomes a problem for Social Development as it cannot provide the children with grants. It is also difficult for Home affairs to provide the children with South African birth certificates because their parents are Lesotho nationals who came in illegally, and therefore have no South African IDs. Although there are 35 police of- ficers permanently deployed at Qacha’s Nek they find it hard to stop nationals from coming into South Africa as they reportedly come in during the night, usually to steal livestock. The hospital manager at Tayler Bequest, Mzingisi Tshaka, also ex- pressed frustration with the situa- tion caused by illegal immigrants from Lesotho. He said the women often come in to give birth and when they are sick. “They come here to deliver their babies and it becomes a challenge when we have to make out a birth certificate for the child because the parent does not have a South Afri- can ID. Also if they are sick and they die we are then stuck with the body of a Lesotho national because we don’t know where in Lesotho the person is from. “We cannot turn them away be- cause the law is that everyone has the right to health care, even if you came to this country illegally,” Tshaka explained. THE heavy wind that blew throughout Kokstadcaused major damage to a house in Horseshoe lastweek. This is after a tree fell on the roof of a housein Ward 1, resulting in the collapse of the roof and thewall.

The family didn’t want to talk to the Fever aboutthe incident as they were still in shock. It is reportedthat the accident left two family members injured.They were sent to the Usher Memorial Hospital wherethey were treated for minor injuries.

A community member, who lives nearby, but whodidn’t want to be identified, said she heard noises atabout 2am last Wednesday.

“It was very windy. I first heard noises — it was likethe tree was cracking. Minutes later I heard a big bang,that was when the tree fell.”

She said that it was not the first time a tree had

fallen over in Horseshoe.“We have raised the issue of huge trees near our

houses in meetings, but nothing has happened. Wefear for our lives because these trees fall wheneverthere is extreme weather and we know that it snowsin Kokstad.”

She also said it was interesting that the disastermanagement team responded so quickly to the inci­dent.

“Even though we are relieved that no one waskilled or badly injured, we suspect that theyresponded quickly because there is a lady who worksat the GKM municipality who lives in the collapsedhouse,” she said.

Cllr Nocanda said he responded as soon as heheard about the accident.

“I was saddened by what I saw at the house asit was badly damaged and I advised the family toclaim from the municipality so that it can claim insur­ance,” he said.

A COURT battle is looming between the Greater Koks­tad Municipality and a developer over the develop­ment of extension 7, an area in which middle­classpeople live.

Torgos (Pty) Ltd, the company in charge of devel­oping housing and infrastructure of the area will betaken to the High Court by the municipality.

Lishen Maharaj from Matthew Francis Attorneys,a legal representative of the Greater Kokstad Munici­pality, confirmed that the municipality has instructedthem to bring an application in the High Court to com­pel the developertoremedythestateofthebulkserv­icesinextension7, inparticulartheroads,stormwater,electricity and water infrastructure that are below thestandards required in terms of the approved designsand best practice standards in the engineering pro­fession.

He said that an independent engineer was com­missioned to audit the state of the services at exten­sion 7. and a report was compiled.

“This report will be used to strengthen the munici­pality’s case against Torgos (Pty) Ltd. Currently, theparties are deadlocked in settlement negotiationsand Torgos will not willingly relinquish its rights to ex­tension 7, despite the fact that its potential liabilityto remedy the defects in extension 7 far outweighs

the profit it intends to make from the developing andselling of untransferred sites. We are now waiting forthe municipality to furnish us with instructions toeither set the matter down for trial or settle withTorgos by purchasing the undeveloped sites in exten­sion 7,” said Maharaj.

He said that they have been instructed to litigatefurther and will set the matter down for trial and ar­gue that Torgos has failed to comply with its legalobligations to maintain the services in extension 7 pri­or to a handover of the development to the munici­pality. If the matter is settled, then on payment ofthe purchase price and registration of transfer, themunicipality will become the legal owner of extension7 and will be able to remedy the defects.

Coetzee Torgos of Torgos (Pty) Ltd could notreached for comment as his cellphone rang un­answered.

The Greater Kokstad Municipality Speaker ZolaniMhlongo said they are compelled to go to courtagainst Torgos (Pty) Ltd because the extension 7community is paying rates to the municipality, but thedeveloper is blocking them.

“The area is not tarred, there are no streets lightsand there is no development at all,” said Mhlongo.

He said they have budgeted for the developmentof extension 7, but every time they try to do somethingin the area, the developer blocks them by taking themto court, saying that area belongs to him.

Man conned byRDP home owner

A HORSESHOE man, 33-year-old MbuleloMarareni, is crying after he was conned outof R30 000 by a Horseshow woman.

Marareni and his wife rent a house inHorseshoe, even though he knows it is illegaltobuyorsellaRDPhome,butsaidhewasdes-perate to own his own home as he is tired ofrenting.

Marareni said he heard from his landlordthat therewasawoman,NombusoMatabane(not her real name),whowas selling her RDPhouse.

“Wewent therewithmy landlord to speakto the ladybecause Iwas interested inbuyingthe house, and she told me that she is sellingthe house for R45 000,” he said.

He said Matabane seemed genuine andwas keen to sell. He said she also said that hecould move into the house if he gave herR20 000becauseshehadfoundaplacetostayin town. He claims that she told him that hecould pay the balance of the amount with in-stalments of R2 500 every three months, towhich he agreed.

“After I saw thehouse Iwas interestedanddecided that I would pay R30 000 upfront sothat she could move out and I could move in,andIwantedtofinishpayingquicker,”hesaid.

He said he took a loan of R30 000 fromCapitec as he did not have any money savedup and as soon as the loan was approved hetransferred the money to Matabane’s bankaccount (the Fever has a copy of the transac-tion).

Marareni said the trouble started whenMatabanewassupposedtomoveoutafter themoney transfer had been made.

“When I asked her when shewas going tomove out she made excuses saying that thehouseshewasgoing tomove into in townwasnot yet ready,” he said.

He said the excuses carried on for a whileuntil he was so fed up he told her he was nolonger interested in buying the house andwanted his money back.

“She said that was fine and asked for myaccountnumber,althoughshedidnotdepositor transfer themoney.When Iwent to ask formymoneyagain she toldme that she is trying

to sell the house again and when she finds abuyer she will transfer the money back intomy account.”

He said he had heard rumours that thewomanhassold thehouse toanotherperson,butstillshehasnotgivenhimhismoneyback.

ThesellingofRDPhouses inKokstad isnotnew as there have beenmany reports of RDPhouseownerssellingtheirhousestothreedif-ferent peoplewhile still occupying the house.

Marareni said he reported the case to thepolicebut saidhedidnotgetmuchhelpas thepolice said theywouldnot intervene inamat-ter between him and the seller.

“I even told the ward committees andCouncillor PhumzileNocandaasking them tohelpme solve this, but I did not get help, withthe councillor telling me that I must take thematter to court.

“I want to warn people not to buy RDPhouses, especially in Horseshoe becausethese people are con artists waiting to robpeoplewhoare desperate to ownhouses,” hesaid.

Marareni saidwhat frustrates himmost isthat he borrowed this money and he still hastorepayit, including theinterest.

The Department of Home Af-fairs will be holding an ID cam-paign from 2 to 5 December.

The aim of this campaign is toassist people and children whohaveno IDbooks toenable themtoexercise their right to vote.

On 2 December Home Affairswill be at Franklin Communityhall, then at the Horseshoe com-munity hall on 3 December.

On 4December the DoHwill beat the Shayamoya sports field andwillclosethecampaignat thecom-munity hall on 5 December.

IT is that time of the year again when South Africaand the world unite against the abuse and violenceon women and children. The 16 Days of Activism forNo Violence Against Women and Children is to makepeople aware of the impact of violence on womenand children and to act against abuse. It is a shamethat women and children abuse continues to engulfcommunities. We witness the rape of elderly wom­en, young girls and infants on a daily basis, and itis extremely saddening.

In order to break the cycle of abuse, stakeholdersneed to speak out and condemn rape, the abuse ofwomen and children, not only during this period ofactivism, but throughout the year.

As Mahatma Gandhi put it: “A society will bejudged on the basis of how it treats its weakestmembers and amongst the most vulnerable aresurely the unborn and the dying.”

WARM greetings to NMZ peopleWe really appreciate IDP roadshows

which have culminated after two weeks.Our people have contributed immense­

ly towards the enrichment of Umzimkhulu.Some of the projects that have been raised

are still part of the IDP roadshows for theentire term which is anticipated to end in2016, therefore they are being spreadthroughout these years.

However, it is not disputed that peopleare impressed with the strides that the

Umzimkhulu council has made — the mainissues are about the electrification of ruralareas. This comes after the completion ofthe Corinth substation enabling our peopleto have electricity.

The main hurdles are to do with fundingand the Department of Energy is doingeverything in its power to ensure it makesfunding available.

We have come to a stage where the AGhas completed the audit for 2012/2013financial year and an opinion about theaudit is expected. For a long time the Um­zimkhulu Municipality has received an un­qualified audit, which is good in terms offinancial prudency.

This time around we wish to retain the

opinion rather than regressing becauseKwaZulu­Natal has set a target of 2014 fora clean audit. If the momentum is kept upwe are determined not to regress.

Projects that we have made progresson are access roads and the memorial hall.ContractorsshouldbeonsitebeforeChrist­mas so they can start.

The building of the traffic offices alongR56 is moving well after some dragging,which has been evident.

Due to the intervention of the munici­pality the subcontractor’s contract wasterminated and a new subcontractor wasappointed.

The One Stop Centre in Riverside iscomplete.On12November wehadtheoffi­

cial handing over of the structure.We commend the Department of So­

cial Development for its commitment inensuring that our people are getting near­by service.

The people from zones one and two willnot have to go into town for the registra­tion of the grants and the renewal of thepensions because all departments will betogether to better serve our people.

The 16 Days of Activism campaign is anational campaign that takes place annu­ally from 25 November to 10 December.This year marks the 13th anniversary of thecampaign, and as it matures it has evolved

to include issues relating to violenceagainst children as well. The campaign’sobjectives are to eliminate all forms of vio­lence against women and children and cre­ate awareness to that people will reportcases of abuse to their police stations andsocial development offices. Other key daysthat are commemorated during this 16­

day period include World Aids Day on 1 De­cember and International Day for Personswith Disabilities on 3 December. In Mata­tiele there will be numerous activities incommemoration of 16 Days of ActivismAgainst Women and Children Abuse. Thisyear the programme is commemoratedunder the theme “Vikela Mzansi –Kwanele” (communities united in prevent­ing violence against women and children).Farewell for pupils leaving for Cuba

The Matatiele Local Municipality, theDepartment of Health and the Depart­ment of Education held a farewell party for

Matatiele pupils who will be leaving forCuba to study medicine. The event tookplace at the Matatiele town hall.

This programme emanates from ashortage of doctors within the Alfred Nzoand Matatiele areas in particular.

The team’s aim is to identify the poor­est of the poor students who want to studymedicine after completing matric, but whocan’t afford to pay for their tuition.Matatiele Music Festival prepara-tions under way

Amajuba dominate Summer Cup

AMAJUBA District continued todominate traditional horse rid-ing in the province when they

were crowned overall winners of the2013SisonkeSummerCupheldatKili-mon near Underberg in the HarryGwala District Municipality over theweekend.

This is the only other major tradi-tionalhorse race inKwaZulu-Natal af-ter the famous Dundee July. Bothevents are initiatives of the KwaZulu-Natal-DepartmentofSport andRecre-ation together with the local and dis-trictmunicipalitiesaswell asGoldCir-cle as one of other major partners.

Like the Dundee July, the HarryGwalaDistricteventcontinuestoshowgrowth both in participation andcrowd attendance.
