SAFE City has received a clean audit from the Auditor­General (AG). They are also being recognised asamong the best entities in the country.

To celebrate this milestone, Msunduzi mayor ChrisNdlela presented the trophy to Safe City on behalf ofthe AG.

Safe City was one of eight municipal entities in thecountry to receive a clean audit, and one of three inthe KZN province to receive the accolade.

Safe City chairperson and director, Zinhle Sokhela,thanked the municipality and the office of the AG.

“It is good to hear that we can see the lightconsidering where we come from. We have acceptedthe fact that the amount of work that we do at thisstage is more than the funding we get. The fundingwe are receiving is far less than what we are expectedto do. There is some money that we can generate toextend our CCTV footprint.

“In September of 2010, we handed over anautomatic number plate recognition system to thecouncil so that we are able to catch traffic offendersand issue warrants of arrests to get the money sittingout there,” said Sokhela.

She said that from September 2010 to June 2011,Safe City was able to generate R1,5 million from traffic

offenders.“From 2011 to 2012 we were able to generate

another R1,5 million. In 2010, we were able to make2362 arrests and issue 3032 warrants of arrest. FromJuly 2011 to June 2012, we were able to generate R1,5million with 1682 arrests and 2155 warrants of arrest.We saw a decline from 2012 to 2013. I think this wasdue to the challenge of manpower. We saw the moneythat was generated sitting at only R757 000,” saidSokhela.

She said that the 2014 collections were very poor,with only R169 000 generated for council.

“I have no doubt that there is about R11 to R12million sitting out there that we should still be able

“We still need to make sure that we get fundingto install cameras in areas like Edendale andNorthdale. There is quite a list of areas that needCCTV cameras. Besides that, within the city therehas been reduced crime in areas where there arecameras. However, we have identified hotspots inareas where we need to install more cameras. Allwe require is more funding,” said Sokhela.

“We believe that if we work together, thereis a possibility that we can reach out to allthe corners of the city because crime is all over.It is not just confined to the CBD; howeverthe face of the city is the CBD.

“What the cameras are doing for us is wonderfulwork which we do appreciate. The work you aredoing has value for money and there is no questionabout that,” said Ndlela.

THE HIV Incidents Provincial SurveillanceSystem Project (HIPSS) launched the pilotprojectofathreeyearsurveyonHIVpreventionand treatment in the UMgungundlovu districtmunicipality.

Epicentre is a dynamic company with aproven track record in delivering healthprogrammes across the country, with the aimof preventing health problems by implement-ing educational programmes, developingpolicies and conducting research.

CEO of Epicentre, Cherie Cawood, said thatHIPSS would give some indication of whetherornot these interventionswere likely to reducethe number of new HIV infections.

HIPSSis fundedbytheAmericanCentres for

Disease Control and Prevention (CDC) whichaims in assisting non-governmental and com-munity-basedorganizationsworkingwithHIV.

“The HIPSS study provides an importantopportunity to study the effects of plannedinterventions on HIV incidents in a provincethatisaffectedbytheHIVepidemic,”saidNancyKnight, CDC South Africa’s country director.

The HIPSS project involves workers fromEpicentre visiting previously identified com-munities and conducting tests on participants.The information is recorded on a tablet andimmediately imported toaresourcecentreandstored for analysis.

“There is no concern about the privacy ofresults should the tablet get lost, asall informa-tion is exported immediately off the tablet intothe resource centre. Participants are not regis-tered by name but rather identified by theirfingerprint so privacy is at a high level,” saidCawood.

Thesurveycurrently includes10000peoplewith a follow up selecting 7 000 of the originalparticipants 12 months later to determine iftheir education onHIV/Aids has been success-ful as well as what has influenced new cases ofHIV.

The project began in the Vulindlela and

Greater Edendale areas in July this year.Cawood said that they have received great

receptionandparticipationfromthecommuni-ties involved. She added that each householdhead and participants would be referred toclinics to access health care needed.

In addition, they would have immediateaccess toall the laboratoryresultswhichwillbeimmediately linked to care and support.

“The difference with this research is that itoccurs in real time so people don’t have towaitmonthsfor theinformationtobeanalysed, theyget results immediately,” said Cawood.

Speaking at the launch David Khanyile,HIPSSprogrammemanager,saidthatalthoughthe programme may be restricted to certainareas, he hoped to make an impact on humanlives through HIPSS.

“If the project is successful in the pilot area,UMgungundlovu, thenthere ispotential for it tobe rolled out throughout the province andpossibly across the country,” said Khanyile.

INabid to improve themathsandscience pass rate in underprivi-leged schools, Busisizwe

communications, in partnershipwith Izikhokho ze-Chieta organiza-tion, have started a programme toconduct after hours classes inschools around the province.

The programme, targeting ruraland township schools, is funded bythe Chemical Skills EducationTraining Authorities (Seta) sector,and classes are conducted free ofcharge. Schools that are currentlybenefiting from the programme arein the Greater Edendale area,Impendle, Bulwer, Msinga and

Nquthu.“Based on research, KwaZulu-

Natal and the Eastern Cape are thepoorest performing provinces inmathsandscience.Wecameupwiththe name Izikhokho zeCheatabecause “isikhokho” is someonewho is an expert in the field, andwewanted to create future generationswho will be experts and fearless.“Wetarget thoseschools thatarenotdoing well in these subjects andrecruit the best maths and scienceteachers from different schoolsaround the province.

“They conduct classes fromMondays to Saturday after schoolhours and during school holidays,”said Busisizwe Msimang of Busi-sizwe Communications.

The project also offers careerguidance, revision programmes,study skills and exam techniques.

Currently, it is also runningin Further Education and Training(FET) Colleges, and there are plansto expand it tomore schools aroundthe province.

“We want to expose our youth toscarce and critical skills, as there isa huge shortage of artisans in thiscountry.We are also grateful to Setafor investing in the youth. There is adire need for pupils who areexcelling in these subjects,” endedMsimang.

THE new Volkswagen Golf R can now be or-dered with a manual transmission. Since itsocallaunchinFebruary,thenewGolfRhassoldover 740 units in spite of only being availablewith DSG transmission.

It is powered by a newly designed 206 kWengine (380Nm of torque available from1800rpm).

According to Sasfa deputypresident S’pha Khumalo, whilethere is a big shortage of playinggrounds within the municipality,the majority of the existing onesare in a bad condition.

Khumalo said most of thegroundsaroundthecityare leasedto Maritzburg College and it is a

battle to fixture games.“Wereallyneedourmunicipali-

ty to come on board on this one.There is a huge shortage ofgrounds and Sasfa is battling tostage events.

“You will remember that localschools used to use Qokololostadiumbutitwasdemolishedandnever replaced. Also, Tatham andManor grounds are unplayableand neglected. Even the groundsnear Camps Drift are not open toeverybodybecausetheyareleased

to Maritzburg College,” saidKhumalo.

Arsene Wenger calls it a spiritualthing ­ having football interest comingbefore your interests. How manyfootballers in this country do extrawork to improve their technical quali­

ty? Footballers who train and competewith a smile do well in football. Theydo not feel any pressure or tiredness.

The correct mindset has to startwith coaches and officials. South Afri­can players are a product of their foot­ball administrators and coaches.Coaches need to take their jobs very se­riously. We need to spend lots of timebeforeandaftertrainingworkingonim­proving training of players.

Are we detailed enough? Do wespend enough time looking at the de­tails,researching topics, observingmatches and studying the game? Idoubt if this is happening at present.Our players also need to push them­selves beyond their comfort zones.

We need players that push them­selves to be better and coaches thatfully understand their roles.
