Changes introduced by 2006 Act

• New duty to prepare development plans with the objective of contributing to sustainable development

• Replacement of structure plans and local plans with strategic development plans and local development plans

• New duty to review development plans on a five-yearly basis

• Some supplementary guidance gains status of being part of the development plan

• Requirement for a development plan scheme• Local plan inquiries replaced with plan examinations …• … the removal of the right to be heard at examinations• Reporters’ recommendations from examinations become

largely binding

Development plans should• Be succinct• Set out ambitious long term visions for their areas• Be prepared more quickly …• … and reviewed more frequently• Provide a practical framework for decisions so planning

applications can be decided with a more certainty and efficiency

• Ensure all interests should be engaged as early and as fully as possible

• Have a clear focus on high quality outcomes
