EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Bali PostSINGARAJA - Within the past few

days, the fuel scarcity in Buleleng was taken advantage of by individuals to get profits by breaking the law related to subsidized fuel. The Criminal Investiga-tion Unit of Buleleng Police detained a suspect of subsidized fuel trafficking. The suspect was prooven to be guilty of misusing the transportation of the sub-sidized fuel and fuel transport activities without being equipped a transportation business permit.

The suspect is named Made Putu Artawan aka MPA, 60, from Kanginan hamlet, Menyali village, Sawan subdis-trict. The suspect was arrested by police on Sunday (Nov 2) around 3:30 a.m. The arrest of the suspect was based on public information obtained by police which staed that the petrol station on Jalan Ah-mad Yani Singaraja often sold subsidized diesel fuel and gasoline to someone using a pick-up truck which did not have the required paper work.

The Chief of the Buleleng Police Crim-inal Investigation Unit, I Ketut Adnyana TJ, along with the consent of the Buleleng Police Chief Benny Arjanto said that based on field investigatios, police found the pickup truck with license plate DK 9609 UY coming from the East to the West. Thhe truck pulled into the petrol station to look for Pertamax and Premium fuel. The suspect MPA was known to have purchase 104 liters of subsidized diesel fuel worth

IDR 577,500. which were put into four jerrycans. Then, the suspect bribed the petrol station attendant for IDR 15,000 to allow this illegal trasaction to take place. The total amount of money spent by the suspect reached IDR 592,500. At the scene the suspect could not escape and was im-mediately escorted to the Buleleng Police station for further investigation.

“The suspect was unable to present a permit for the fuel purchase, so we brought the suspect to the police station for further investigation. The suspect planned to first collect and then sell the fuel, taking advanttage of fuel price hike,” said Adnyana TJ.

This middle-aged man was arrested by police and the evidence consisting of eight jerrycans with 240 liters of Premium fuel, four jerrycans with 105 liters of diesel fuel, a unit of Suzuki pickup truck with license plate DK 9609 UY, key, vehicle registration and two receipts of purchase we seized. “I bought fuel by using jerrycan to put in my car and often bought at the petrol station on Jalan Ahmad Yani and Jalan Gajah Mada. I bought every week and it was also allowed by the petrol sta-tion attendants,” said the suspect MPA.

For his action, the suspect was charged with the Article 55 of the Law No.22/2001 about Oil and Gas, with the sanction of imprisonment for six years and a maxi-mal fine of IDR 60 billion, or a maximal punishment of four years and a maximal fine of IDR 40 billion. (kmb34)

Section Head of the Fire Bri-gade, Wayan Toya, admitted the matter, Wednesday (Nov 5). When being on duty to extinguish fire at the SMPN 3 Banjarangkan, many people had a pity on the fire-fighters of Klungkung. Amidst the spirit of the personnel, the existing fire truck was very limited. Even, a local resident claimed that it was in agony. The Klungkung Fire Brigade only had three fire trucks. Even, one of them was still out of order and being repaired. “For the time being, only two trucks can be operated,” he said.

As a result, when a fire oc-curred they could not do much. Sometimes it was forced to ask for a help from the fire brigade of Gianyar, Bangli and Karangasem. When extinguishing fire, the hose used to spray water got a lot of leaks. Thus, the spray of water from the hose to the hotspots was not optimal.

Even, local community should help clog the leaks from the base to another tip of the hose. Not only that, while on duty, the protec-tive equipment such as helmet, heat-resistant jacket and special fire-fighting boot shoes was still lacking. “We only have five sets of safety equipment, while our personnel amount to 30 people. Besides, our personnel do not have employment risk assurance,” he said.

The budget allocation for the Klungkung Fire Brigade was very minimal for years. Thankfully, the budget had been increased start-ing this year, where the allocation reached IDR 291 million. Mean-while, in previous years such as in the year 2011 it only came to IDR 50 million, IDR 80 million (2012) and IDR 180 million (2013). To realize a good manage-ment area, his party admitted to still lack for fire trucks. Ideally,

each subdistrict had a unit of fire truck, except for Nusa Penida that should have at least two units because the area was quite exten-sive. However, the Deputy Regent of Klungkung, Made Kasta, said that started in 2015, the local government began to add the fire truck by degrees. Next year, the addition of fire truck along with the personnel safety equipment had been drafted.

The fire truck was said to have the capacity of 4,000 liters to 5,000 liters. In the future, he said that the fire truck would be designed with the ideal capacity as expressed by Wayan Toya. Thus, when needed it would al-ways be alert and ready to serve the community. of Karangasem County to plant cherry trees is in vain. Dozens of cherry trees planted in line 11 or Jalan Veteran have been withered due to drought. Even, some of them dried up and died without any leaves. Allegedly the different climatic condition of Karangasem from Japan has caused the death of the cherry trees.

When asking for confirmation about the cherry tree, the Head of Karangasem Sanitation and Landscaping Agency, I Made Suama, admitted that some cherry trees planted in the Jalur Sebelas had been withered or dead. He reasoned the poor condition of the cherry trees planted by the government occurred due to different weather condition from its natural habitat. “Probably it is not appropriate with the weather in Indonesia. So, most of the cherry trees died,” said I Made Suama.

Due to many cherry trees died, Suama admitted that his party had withdrawn some of them. On that account, his party asserted that some pots indeed contained no cherry trees. However, it did not neces-sarily disappear, but had been withdrawn. “Some cherry trees were indeed with-drawn because they died,” said I Made Suama.

As condition in the field, a number of cherry trees fenced in by bamboo pieces looked dry, like unkempt. “It has always been like that. I often passed here, but the flowers remained like that. They did not want to grow, and the leaf is rare. Probably they lack for water so that they indicated such a growth,” said a resident of Jalan Untung Suropati, I Ketut Sulendra, Thurs-day. The leaves of cherry tree planted two years ago did not grow and only the stems looked to line. Even, some of them already disappeared. (dwa)

Evidently there was complaint from the Chief of Subak Aseman II, Nengah Sukanama, and subgroup head of Munduk Lantang, Made Wi-darma, who said that farmers at Subak Aseman II spreading in the area of 45.65 hectares were threatened to be unable to grow crops as their irrigation channel was closed.

Related to the problem, the gov-ernment was urged to stop the project. “If it indeed has deviated from the context of the land designation and is detrimental to farmers in the vicinity, it is better to close the project. Nevertheless, he still affirmed that any investment opened in Tabanan should be at least capable of generat-ing practical economic benefits since there was correlation between the investment and the public life. “We need to examine it first. World Pneumonia Day campaign on Friday (Nov. 7), at Niti Mandala Renon Field, Denpasar, to urge the people and government agencies to be heedful of the dangers of the disease.

“Let us save our children from the dangers of pneumonia and suppress the number of child death cases caused by the disease. As of now, pneumonia is still ranked fifth for the reason behind child deaths in the world,” Dr Putu Siadi Purniti, the chairman of the World Pneumonia Day Commit-tee, stated.

The campaign urges parents to immediately bring their children who are suffering pneumonia to medical centers for further treatment.

National Aviation and Space (Lapan) said Indonesia needs space technology of remote sensing that could draw the map of the country’s marine potentials altogether and systematically.

“In order to back development of the maritime sector a technology is needed that could monitor the entire sea territory systematically,” Chief spokesman of Lapan Jasyanto said.

Jasyanto said remote sensing tech-nology using satellite service would be effective to monitor and detect marine natural resources.

The technology could be used to spot ridges of rock and in planning development of the marine potentials for economy and tourism, he cited.

He added, with the remote sensing technology, the physical and biologi-cal aspects of the sea such as surface temperature and chlorophyll content could be detected.

Those elements are important to locate the potential fishing ground in the sea through the Indonesian fish catching potential zone (ZPPI).

“With the ZPPI, fishermen would be easy to find a location where there are many fishes,” he said.

Remote sensing is also important to get information about islands in outer areas for security purposes, he said.

“Monitoring of natural resources and sea security would be more efficient and effective as satellite could give informa-tion with wide coverage,” he said.

Development of remote sensing technology would be discussed in an international conference titled “Pan Ocean Remote Sensing Conference” (PORSEC) to be held by Lapan in co-operation with the state Udayana Uni-versity in Denpasar from Nov. 4-7.

SAO PAULO - Stella McCartney on Wednesday launched an exclusive range for Brazilian consumers at Sao Paulo Fashion Week, saying she was targeting a “cool and sexy” market.

“For me, Brazilian women are cool and sexy I have to say, and they are definitely aware when it comes to fash-ion,” the 43-year-old designer said.

“I think they’re very much at the forefront of fashion,” said McCartney, daughter of Beatles legend Paul, as she launched the apparel for C&A.

She added she was driven by a desire to take a sustainable and respon-sible approach to her work -- values she said came from her parents.

“I grew up in the countryside, on an organic farm, so I was very aware of the seasons of nature.

“So for me, when I went into fashion, I wanted to be responsible, and have a different take on luxury fashion, where I would not work with fur or leather,” said McCartney, adding she wanted her collection to be affordable options for the buying public at large.

TANAUAN, Philippines — The Saavedras waited for death as Typhoon Haiyan tore their roof, knocked down walls and unleashed torrents of seawater below them. All they could do was pray, say “I love you” one last time and take a picture. David Saavedra raised his cellphone in the chaos to snap a group selfie to record their final moments. He took it for his eldest sister in Manila, hoping to show that at the end, her family was together — even serene.

That explains his smile, incon-gruous against the wind-ripped scene and the terror-stricken faces of his younger sister, Veronica, and their mother. The picture was intended to go on top of David’s coffin, but instead it is a reminder of the family’s immense luck, and of the obligation they feel to help neighbors who weren’t nearly as fortunate when the massive ty-phoon hit Nov. 8, 2013.

More than 7,300 people died or went missing when Haiyan slammed the central Philippines, including the Saavedras’ laidback farming town of Tanauan, as one of the most ferocious typhoons ever to hit land. The monster storm displaced about 4 million people and turned a large swath of densely populated regions into a wasteland.

“I said ‘I love you’ to my parents because I felt at that time that it

was our last day alive,” Veronica Saavedra said in an interview in the family’s old house, now partially cleaned up and repaired. “I was so afraid I was trembling and I said, ‘Lord, if this is my last day, forgive me for everything.’”

The 21-year-old college student said even while praying, she was terrified by the loud hissing of the wind, and memories of the ris-ing water hounded her sleep for months. The Saavedras — David, Veronica, their brother JR, their mother and their father — all sur-vived. Three other siblings were in Manila, and one was in Kuwait. Many other families had much dif-ferent fates. In a nearby village, all but two members of a 45-member clan are buried in a mass grave.

When the rain and wind finally subsided hours after the storm hit, David, a 26-year-old accountant, left the cramped hallway on the sec-ond floor of the wood-and-concrete home where he and his family were huddled while hell broke loose. He saw bodies floating on the street outside. The next-door neighbors were drenched and shuddering on the second floor of their house, its walls gone. One paraplegic neigh-bor was clinging to a post near the roof of his house. Others were cry-ing, many in shock.

“In just one click, everything can be snatched from you,” David said, tears welling in his eyes. “But the feeling that you are still alive after that is really overwhelming.”

AMLAPURA - The fire in the protected forest on Mount Agung continues to escalate. During the day, thick smoke was seen billow-ing from the scene of fire. Dozens of hotspots which have been seen by residents since Friday (Oct 31) on the eastern slopes of the highest mountain in Bali have not gone out. In fact they continue to expand, and until Monday (Nov 3) had spread to the slopes leading to the southeast and approached the Tanah Aron area.

A number of residents claimed to fear that the Pasar Agung Si-betan Temple or the other temple on the mountain slopes could be threatened by the fire, It seems no effort to extinguish the fire has been made, only effforts to stop the fire from spreading.

The quick spread of the fire was not only caused by the dry ground and withered bushes in the forest, due to the prolonged dry season and high temperatures, but also due to strong winds on the mountain. Since the fire in the protected for-est began at the foot of the slopes

and higher up, reaching the eastern and southeastern top, the team of the Forest Service and the Karan-gasem Regional Disaster Mitigation Agency did not make any efforts to extinguish the fire. They have only monitored and prevented the fire from approaching residential and temple areas.

It is estimated that the fire in the protected forest has reached an area of hundreds of hectares. However, the Karangasem Forestry Service and the Forest Resort Manage-ment claim that it only reached 15 hectares.

The Chief of Abang Ranger, Nyoman Dadi, conveyed that large flames were seen by people start-ing on Saturday morning. The first hotspot was seen at two points around the milepost number 635 and 636 above or in the west region of Kedampal hamlet, Datah vil-lage, Karangasem. After that, the fire spread, and on Sunday (Nov 2) it already spread to 20 hotspots to milepost number 640, 642, 635, 636, 637, 638, 639, 640, 641 and 642 within the forestry land regis-ter of the Mount Abang complex. BANGLI - When holding a piodalan or temple anniversary, the Hindu community in Bali usually does it with great fanfare. It is always accompanied with the gamelan music performance, hymns and holy bell sounds. How-ever, different celebration occurs at Dalem Umbalan Temple, Yangapi village, Tembuku subdistrict, Ban-gli. Thus, the piodalan is held with a very quiet atmosphere.

Residents who come into the tem-ple area are not allowed to speak. This abstinence is not only valid when organizing the piodalan, but also on normal days. The temple priest of-ficiating over the ritual will only do pooja and chant the mantra by heart. Likewise, when instructing resident to do the five worships, the priest will only provide a direction by using a gesture or sign language having been understood by the residents.

A local village community leader, Nyoman Sutami, said the abstinence to speak at the Dalem Umbalan Temple, especially in the innermost courtyard, indeed had become a tradition to local community from time immemo-rial. The tradition was estimated to have been handed down since the temple was built. “Especially in the innermost courtyard, the residents are not allowed to speak. All com-munications are done simply by using a code or sign language,” he explained.

Residents were only allowed to speak, added Sutami, when they were already beyond the innermost courtyard, such as in the middle or outermost courtyard. Such absti-nence was based on the belief of local residents that the deities abid-

ing at the temple were not happy with noises. Anyone entering the temple was forbidden to whisper let alone speak.

Sutami also said that piodalan at the temple was usually held in the middle of the night, around 12:00 p.m. “And the piodalan will begin to be implemented after the sound of local deity’s property in the form of frog,” she said. Local people really believed in such tradition. If any people dared to violate, then disaster would soon befall them. It had been proved by some incidents having happened to the people of Umbalan. “About a year ago, there was a resident who died while car-rying out mutual cooperation in the innermost courtyard of the temple. At that time, the resident was break-ing the abstinence prevailing at the temple,” she said.

Actually, explained Sutami, the resident was already aware of the abstinence, but he still spoke. Shortly afterward he died in the temple area whereas he was not talking about bad things. What hap-pened to her resident, said Sutami, did not just happen at that moment. At least, the incident already hap-pened about twice. “Such incidents made the local residents adhere to the abstinence prevailing at the temple,” she said.

Other than the abstinence to speak, local people also had an-other belief related to the Dalem Umbalan Temple. Any personal belongings of residents were ac-cidentally left at the innermost courtyard of the temple, it might not be taken on the same day, but could only be taken in the next piodalan (six months later).

In the past, at the end of a pioda-lan one of the residents inadver-

tently left her tray inside the temple. When the owner tried to take it back into the temple area, the owner was made very surprised. Her tray made of woven palm leaf was seen to transform into a curled snake. Suddenly, she was frightened and

did not dare to take it back. Another story told that a house-

wife wanted to take back her left item in the innermost courtyard of the temple in the next morning. But when she wanted to take the object it was actually invisible. And

she really remembered well where the position of her possession was left behind. “On the next piodalan ceremony or six months later, the possession was found. Thus, local residents believe, so they are always obedient,” she added. (ina)

BRUSSELS - The European Union misspent nearly 7 billion euros ($8.76 billion) in 2013, an ombuds-man said Wednesday, warning that Brussels must focus on getting better results for its money.

The so-called error rate for spend-ing fell to 4.7 percent in the EU’s 2013 budget of 148.5 billion euros, against 4.8 percent the previous year, the Eu-ropean Court of Auditors said.

The report comes as Brussels faces increasing pressure from member states to tighten spending, especially amid a row with Britain over a huge demand for back payments.

“From now on, there has to be more careful management and control of EU funds,” said Vitor Caldeira, the head of the independent watchdog.

“Once again it is clear from our audit just how much of that spending is not in compliance with the rules.”

The European Commission, the powerful executive branch of the 28-nation EU, said the report showed its efforts to tackle misspending were “starting to pay off”.

The watchdog said the two most error-prone spending areas were re-gional policy, with a misspending rate of 6.9 percent, and rural development, on 6.7 percent, the auditor said.

It cited mistakes including a com-pany claiming funds as a small business

when it was actually owned by a large firm; the managers of an airport project adding to a contract without letting other firms bid; and a farmer claiming a subsidy for grassland that was partly covered by bushes and trees.

The EU’s focus on a “use it or lose it” approach, instead of checking how well money was spent, is a “funda-mental flaw in the design of much of the EU budget,” it added.

It said however that the figures were “not a measure of fraud, inef-ficiency or waste” but examined how EU money was not spent within the bloc’s rules.

Caldeira called for “more incen-tives to improve performance and to deliver value for money.”

The EU’s budget is a perennial source of debate at a time when the continent’s economy is in the dol-drums and many member states face tough decisions on austerity.

The European Commissioner for the budget, Kristalina Georgieva, said the commission would do more to stop spending errors but said they had to be seen in “context”.

“I am pleased that the court’s audit findings show that last years’ trend of increasing error rates has been stopped,” she said.

She said the EU had to work with member states to improve the situa-tion “without adding more costs and bureaucracy.”

It was announced by Secre-tary of the Karangasem AIDS Mitigation Commission (KPA), Ida Bagus Putra Udaya, in the in-teractive dialogue on HIV/AIDS in Radio SWiB, Tuesday (Oct 4) in Karangasem. He said that not all the HIV-infected pregnant women transmitted HIV to their children. It happened because children had its own immune sys-tem. But to prevent the children born from being infected by HIV through their mother, there was a management for that purpose. On that account, the mothers having

the risk of HIV infection should be examined first to VCT in order to prevent the transmission to children. “A mother living with HIV/AIDS will not necessarily transmit the HIV to her children, provided that she makes preven-tion,” said Udaya.

According to the Head of the Voluntary Counseling Test (VCT) clinic of Karangasem Hospital, Nariata, by maintaining the health of people living with HIV, it was expected their quality of life could be longer. Besides, it was also meant to avoid premature death

or the death ahead of the time. In developed countries, the death of people living with HIV had been below 20 percent, while in Africa it was reported to be more than 25 percent,” he said.

Nariata admitted that within the past few months more and more people came to his VCT clinic. He did not know why, but allegedly there had been an awareness of anticipating the infectious disease with VCT. He also suspected there was a rumor in the community mentioning that someone spread HIV. As a result,

people were aware and worried if they would be infected due to their behavior. Within a few months, approximately 60 people came to take VCT. Among the people coming to the VCT clinic each month, around 9 -10 percent was known to be positive. “It sounds bad because more and more people are recorded to be positive to HIV/AIDS. However, it is good for the future in order to break the chain of the transmission,” said Nariata.

Actually, added Udaya, the more people took the VCT services, the better would be. Though it was cat-egorized to be somewhat bad for the health agency because many people were infected in one area, it would be good for the future because it could perform anticipative measure

more effectively. By knowing for sure in advance, it could be antici-pated so that new infections could be avoided, while the quality of life of the people living with HIV would be well maintained.

From the existing data, the residents of Karangasem known to live with HIV/AIDS after taking VCT increased by 50 people in the past year. In 2013, the number reached totally 313 people and up to August increased to 363 people. They mostly belonged to produc-tive age of 19-49 years. Sufferers were found in all the subdistricts in Karangasem. Quantitatively, the most sufferers were found in Karangasem subdistrict and it was then followed by Kubu and Abang subdistrict. (013)

The US-based International Consortium of Investigative Jour-nalists (ICIJ) said a six-month investigation had found household firms such as Pepsi, IKEA and Deutsche Bank were among com-panies which had taken advantage of legal tax avoidance schemes with Luxembourg.

The ICIJ said it had reviewed around 28,000 pages of leaked documents which detailed complex financial structures that enabled companies to dramatically slash their tax liabilities.

The organization said hundreds of billions of dollars had been fun-neled through Luxembourg as part of the agreements, wiping billions

of dollars in taxes from the compa-nies’ bottom lines.

Global accounting giant Price-waterhouseCoopers had helped the companies in question secure at least 548 tax rulings in Lux-embourg between 2002 and 2010 according to an ICIJ analysis of the documents.

The documents uncovered de-tails of Advance Tax Agreements -- deals which set out how companies will be taxed.

“It’s like taking your tax plan to the government and getting it blessed ahead of time,” the ICIJ quoted Connecticut School of Law tax expert Richard Pomp as saying.

“And most are blessed. Luxem-bourg has a very user-friendly tax department.”

The ICIJ said its investigation had involved a team of more than 80 journalists from 26 countries working for outlets including The Guardian, Le Monde and Ger-many’s Suddeutsche Zeitung.

The Guardian said in its report of the investigation that the ar-rangements forged between the companies and the tiny EU member state were “perfectly legal.”

But it said the agreements were enabling tax avoidance on “an in-dustrial scale.”

Other companies that benefited from the schemes included Burb-

erry, Procter & Gamble, Heinz, JP Morgan and FedEx.

The ICIJ said some companies had been able to achieve effective tax rates of less than one percent on profits channeled through Lux-embourg.

It said many cases involved Luxembourg subsidiaries of the companies in question, even if they maintained only a marginal busi-ness presence in the country. It said 1,600 companies were registered at one address alone.

The Guardian quoted US Trea-sury tax expert Stephen Shay as saying Luxembourg was akin to a “magical fairyland.”

“Clearly the database is evidenc-ing a pervasive enabling by Luxem-bourg of multinationals’ avoidance of taxes [around the world],” said Shay, a Harvard Law School pro-fessor who gave expert testimony during a US Senate investigation

last year into Apple’s tax avoidance structures.

The revelations come against a backdrop of mounting scrutiny by authorities worldwide of tax arrangements involving major firms.

Last month, the EU snagged Internet titan Amazon in a widen-ing probe into sweetheart tax deals for major multinationals, saying they were unfair to competitors and taxpayers.

The move follows similar probes announced in September into US tech icon Apple in Ireland, coffee-shop chain Starbucks in the Neth-erlands, and the financial arm of Italian automaker Fiat, also in Luxembourg like Amazon.

European Union anti-trust regu-lators will examine if Amazon’s tax arrangements with Luxembourg amount to illegal state aid, giving the company an unfair advantage.

The revitalization is in a bid to support the country’s ambition to become the world largest cocoa producer, Jokowi said during his visit to West Sulawesi, on Thursday.

“The revitalization is expected to take three to four years starting 2015,” he told cocoa farmers in Saletto in the district of Mamuju, West Sulawesi.

gas company said it is ready to supply crude oil to feed Indonesian oil refin-eries, an official said on Thursday.

Care taker Oil and Gas Director General Naryanto Wagimin said the Indonesian government welcomes the offer. “We will discuss that matter further in a working group,” Naryanto said after accompanying representa-tive of the Iranian Energy Ministry to a meeting with the Energy and Mineral Resource Minister Sudirman Said.

He said the Iranian embassy said crude oil from Iran meets the specifications needed by the Cilacap oil refinery of the state oil and gas company PT Pertamina.

He said Iran also wants to renew talks on cooperation to build an oil refinery, negotiations on which halted recently. Under the scheme the refin-ery would be built in cooperation with Indonesia company with crude oil to be supplied from Iran.

“The minister is enthusiastic with the plan to build the refinery. Therefore a working group would be formed,” he said.

As for the incentives asked by the

investor, discussion would be held further, he added.

“I have heard about an Indonesia investor wanting to build an oil refin-ery, but there was no progress made so far,” he said.

In 2007, Iran through its oil and gas state company National Iranian Oil Refining and Distribution Com-pany (NIORDC) indicated interest in building an oil refinery with a processing capacity of 300,000 bar-rels of crude oil per day to cost around US$6 billion.

The plan dated back to a meeting between former President Susilo Bambang Yudhoyono and former Iranian President Ahmadinejad.

The project was to be built in Bojanegara, Banten, in cooperation with Pertamina with NIORDC to have a 40 percent stake, Pertamina 40 percent and Malaysian Petrofield 20 percent.

The refinery would be operated by a joint venture company named PT Banten Bay Refinery. The project was already approved by the Oil and Gas Directorate General on 27 May, 2008 and the Capital Investment Coordinat-ing Board on 27 November 2008.

The first report on his wealth was made in 2001 while the second time was in 2004 when he became the minister of com-munication and informatics, and then in 2007 and 2009 (when becoming state enterprises min-ister), he said.

Though many of their families arrived from Bangladesh genera-tions ago, almost all have been de-nied citizenship by Myanmar and Bangladesh. CAIRO — A bomb blast aboard a train traveling in the Nile Delta north of Cairo killed four people and wounded nine, security offi-cials said on Thursday. They said the blast took place shortly before midnight on Wednesday and that two policemen were among those killed.

Also late Wednesday, three people were wounded when a home-made bomb went off aboard a commuter train in the Cairo suburb of al-Marg, said the officials. On Thursday morning in Cairo, a woman was slightly injured when a homemade explosive device went off near one of the city’s presidential facilities, the infrequently used al-Quba palace, they said. The officials spoke on condition of anonymity because they were not authorized to speak to the media.

No one immediately claimed responsibility for planting any of the three bombs, but the attacks bore the hallmarks of Islamic militants fighting the government of President Abdel-Fattah el-Sissi, a general-turned-politician who took office in June, nearly a year after he led the military ouster of Islamist President Mohammed Morsi.

Authorities have for years battled Islamic militants in the Sinai Pen-insula, but the unrest there has escalated into a full-fledged insurgency since Morsi’s ouster in July last year. The attacks, mainly targeting security forces, have spread to the Nile Delta and Cairo itself.

The attacks in Cairo have mainly involved small, homemade bombs that cause few casualties. But they have still revealed meticulous planning and execution by the militants and exposed the inefficiency of the police.

One such attack involved three homemade bombs that went off less than 20 meters (yards) away from the walls of Cairo’s presidential It-tihadiya palace, where el-Sissi conducts business on daily basis. Two senior police officers were killed, one of whom was trying to defuse a bomb while in civilian clothes and without wearing protective gear.

KABUL — The head of NATO paid an unannounced visit to Kabul on Thursday, where he vowed that the Western alliance would continue supporting the country after foreign combat troops withdraw at the end of the year.

“We are ending the combat mission and are starting a new chap-ter in which the future of Afghanistan is in the hands if the Afghan people,” NATO Secretary General Jens Stoltenberg said.

NATO has committed to continued funding for Afghan national forces of $4.1 billion annually and to an open-ended training and support mission to help the government combat a still-potent Taliban insurgency. Stoltenberg, who took over as the head of the alliance on Oct. 1, also visited a training center for Afghan special forces.

President Ashraf Ghani, who assumed office earlier this year following a protracted election dispute, accepted an invitation to attend a NATO ministerial meeting on Dec. 2. He said cooperation with the international community would focus on a wide range of non-security issues, including women’s rights, governance and environmental protection. “Give us a break,” he said, referring to the challenges facing his one-month-old government.

NATO and the United States are withdrawing combat forces from Afghanistan at the end of the year, after 13 years of fight-ing the Taliban. A residual force of up to 12,000 U.S. and NATO forces will remain to provide training and backup for Afghanistan’s 350,000 security forces.

The Taliban remain an imposing force in much of the country and continue to carry out near-daily attacks mainly targeting se-curity forces. On Thursday police in the eastern Paktia province received the bodies of 10 civilians who had been shot dead, ac-cording to provincial police chief Gen. Zalmai Huryakhil. He said police did not know when or why the people were killed.

The bodies were brought to the police by local village elders because the security forces cannot operate in the area where the bodies were found.

The revitalization is in a bid to support the country’s ambition to become the world largest cocoa producer, Jokowi said during his visit to West Sulawesi, on Thursday.

“The revitalization is expected to take three to four years starting 2015,” he told cocoa farmers in Saletto in the district of Mamuju, West Sulawesi.

The president asked Minister of Agrarian affairs Ferry Mur-sidan to immediately prepare the certificate for the people’s plantations.

gas company said it is ready to supply crude oil to feed Indonesian oil refin-eries, an official said on Thursday.

Care taker Oil and Gas Director General Naryanto Wagimin said the Indonesian government welcomes the offer. “We will discuss that matter further in a working group,” Naryanto said after accompanying representa-tive of the Iranian Energy Ministry to a meeting with the Energy and Mineral Resource Minister Sudirman Said.

He said the Iranian embassy said crude oil from Iran meets the specifications needed by the Cilacap oil refinery of the state oil and gas company PT Pertamina.

He said Iran also wants to renew talks on cooperation to build an oil refinery, negotiations on which halted recently. Under the scheme the refin-ery would be built in cooperation with Indonesia company with crude oil to be supplied from Iran.

“The minister is enthusiastic with the plan to build the refinery. Therefore a working group would be formed,” he said.

As for the incentives asked by the

investor, discussion would be held further, he added.

“I have heard about an Indonesia investor wanting to build an oil refin-ery, but there was no progress made so far,” he said.

In 2007, Iran through its oil and gas state company National Iranian Oil Refining and Distribution Com-pany (NIORDC) indicated interest in building an oil refinery with a processing capacity of 300,000 bar-rels of crude oil per day to cost around US$6 billion.

The plan dated back to a meeting between former President Susilo Bambang Yudhoyono and former Iranian President Ahmadinejad.

The project was to be built in Bojanegara, Banten, in cooperation with Pertamina with NIORDC to have a 40 percent stake, Pertamina 40 percent and Malaysian Petrofield 20 percent.

The refinery would be operated by a joint venture company named PT Banten Bay Refinery. The project was already approved by the Oil and Gas Directorate General on 27 May, 2008 and the Capital Investment Coordinat-ing Board on 27 November 2008.

CAIRO — A bomb blast aboard a train traveling in the Nile Delta north of Cairo killed four people and wounded nine, security offi-cials said on Thursday. They said the blast took place shortly before midnight on Wednesday and that two policemen were among those killed.

Also late Wednesday, three people were wounded when a home-made bomb went off aboard a commuter train in the Cairo suburb of al-Marg, said the officials. On Thursday morning in Cairo, a woman was slightly injured when a homemade explosive device went off near one of the city’s presidential facilities, the infrequently used al-Quba palace, they said. The officials spoke on condition of anonymity because they were not authorized to speak to the media.

No one immediately claimed responsibility for planting any of the three bombs, but the attacks bore the hallmarks of Islamic militants fighting the government of President Abdel-Fattah el-Sissi, a general-turned-politician who took office in June, nearly a year after he led the military ouster of Islamist President Mohammed Morsi.

Authorities have for years battled Islamic militants in the Sinai Pen-insula, but the unrest there has escalated into a full-fledged insurgency since Morsi’s ouster in July last year. The attacks, mainly targeting security forces, have spread to the Nile Delta and Cairo itself.

The attacks in Cairo have mainly involved small, homemade bombs that cause few casualties. But they have still revealed meticulous planning and execution by the militants and exposed the inefficiency of the police.

One such attack involved three homemade bombs that went off less than 20 meters (yards) away from the walls of Cairo’s presidential It-tihadiya palace, where el-Sissi conducts business on daily basis. Two senior police officers were killed, one of whom was trying to defuse a bomb while in civilian clothes and without wearing protective gear.

KABUL — The head of NATO paid an unannounced visit to Kabul on Thursday, where he vowed that the Western alliance would continue supporting the country after foreign combat troops withdraw at the end of the year.

“We are ending the combat mission and are starting a new chap-ter in which the future of Afghanistan is in the hands if the Afghan people,” NATO Secretary General Jens Stoltenberg said.

NATO has committed to continued funding for Afghan national forces of $4.1 billion annually and to an open-ended training and support mission to help the government combat a still-potent Taliban insurgency. Stoltenberg, who took over as the head of the alliance on Oct. 1, also visited a training center for Afghan special forces.

President Ashraf Ghani, who assumed office earlier this year following a protracted election dispute, accepted an invitation to attend a NATO ministerial meeting on Dec. 2. He said cooperation with the international community would focus on a wide range of non-security issues, including women’s rights, governance and environmental protection. “Give us a break,” he said, referring to the challenges facing his one-month-old government.

NATO and the United States are withdrawing combat forces from Afghanistan at the end of the year, after 13 years of fight-ing the Taliban. A residual force of up to 12,000 U.S. and NATO forces will remain to provide training and backup for Afghanistan’s 350,000 security forces.

The Taliban remain an imposing force in much of the country and continue to carry out near-daily attacks mainly targeting se-curity forces. On Thursday police in the eastern Paktia province received the bodies of 10 civilians who had been shot dead, ac-cording to provincial police chief Gen. Zalmai Huryakhil. He said police did not know when or why the people were killed.

The bodies were brought to the police by local village elders because the security forces cannot operate in the area where the bodies were found.

BANGLI - When holding a piodalan or temple anniversary, the Hindu community in Bali usually does it with great fanfare. It is always accompanied with the gamelan music performance, hymns and holy bell sounds. How-ever, different celebration occurs at Dalem Umbalan Temple, Yangapi village, Tembuku subdistrict, Ban-gli. Thus, the piodalan is held with a very quiet atmosphere.

Residents who come into the tem-ple area are not allowed to speak. This abstinence is not only valid when organizing the piodalan, but also on normal days. The temple priest of-ficiating over the ritual will only do pooja and chant the mantra by heart. Likewise, when instructing resident to do the five worships, the priest will only provide a direction by using a gesture or sign language having been understood by the residents.

A local village community leader, Nyoman Sutami, said the abstinence to speak at the Dalem Umbalan Temple, especially in the innermost courtyard, indeed had become a tradition to local community from time immemo-rial. The tradition was estimated to have been handed down since the temple was built. “Especially in the innermost courtyard, the residents are not allowed to speak. All com-munications are done simply by using a code or sign language,” he explained.

Residents were only allowed to speak, added Sutami, when they were already beyond the innermost courtyard, such as in the middle or outermost courtyard. Such absti-nence was based on the belief of local residents that the deities abid-

ing at the temple were not happy with noises. Anyone entering the temple was forbidden to whisper let alone speak.

Sutami also said that piodalan at the temple was usually held in the middle of the night, around 12:00 p.m. “And the piodalan will begin to be implemented after the sound of local deity’s property in the form of frog,” she said. Local people really believed in such tradition. If any people dared to violate, then disaster would soon befall them. It had been proved by some incidents having happened to the people of Umbalan. “About a year ago, there was a resident who died while car-rying out mutual cooperation in the innermost courtyard of the temple. At that time, the resident was break-ing the abstinence prevailing at the temple,” she said.

Actually, explained Sutami, the resident was already aware of the abstinence, but he still spoke. Shortly afterward he died in the temple area whereas he was not talking about bad things. What hap-pened to her resident, said Sutami, did not just happen at that moment. At least, the incident already hap-pened about twice. “Such incidents made the local residents adhere to the abstinence prevailing at the temple,” she said.

Other than the abstinence to speak, local people also had an-other belief related to the Dalem Umbalan Temple. Any personal belongings of residents were ac-cidentally left at the innermost courtyard of the temple, it might not be taken on the same day, but could only be taken in the next piodalan (six months later).

In the past, at the end of a pioda-lan one of the residents inadver-

tently left her tray inside the temple. When the owner tried to take it back into the temple area, the owner was made very surprised. Her tray made of woven palm leaf was seen to transform into a curled snake. Suddenly, she was frightened and

did not dare to take it back. Another story told that a house-

wife wanted to take back her left item in the innermost courtyard of the temple in the next morning. But when she wanted to take the object it was actually invisible. And

she really remembered well where the position of her possession was left behind. “On the next piodalan ceremony or six months later, the possession was found. Thus, local residents believe, so they are always obedient,” she added. (ina)

BRUSSELS - The European Union misspent nearly 7 billion euros ($8.76 billion) in 2013, an ombuds-man said Wednesday, warning that Brussels must focus on getting better results for its money.

The so-called error rate for spend-ing fell to 4.7 percent in the EU’s 2013 budget of 148.5 billion euros, against 4.8 percent the previous year, the Eu-ropean Court of Auditors said.

The report comes as Brussels faces increasing pressure from member states to tighten spending, especially amid a row with Britain over a huge demand for back payments.

“From now on, there has to be more careful management and control of EU funds,” said Vitor Caldeira, the head of the independent watchdog.

“Once again it is clear from our audit just how much of that spending is not in compliance with the rules.”

The European Commission, the powerful executive branch of the 28-nation EU, said the report showed its efforts to tackle misspending were “starting to pay off”.

The watchdog said the two most error-prone spending areas were re-gional policy, with a misspending rate of 6.9 percent, and rural development, on 6.7 percent, the auditor said.

It cited mistakes including a com-pany claiming funds as a small business

when it was actually owned by a large firm; the managers of an airport project adding to a contract without letting other firms bid; and a farmer claiming a subsidy for grassland that was partly covered by bushes and trees.

The EU’s focus on a “use it or lose it” approach, instead of checking how well money was spent, is a “funda-mental flaw in the design of much of the EU budget,” it added.

It said however that the figures were “not a measure of fraud, inef-ficiency or waste” but examined how EU money was not spent within the bloc’s rules.

Caldeira called for “more incen-tives to improve performance and to deliver value for money.”

The EU’s budget is a perennial source of debate at a time when the continent’s economy is in the dol-drums and many member states face tough decisions on austerity.

The European Commissioner for the budget, Kristalina Georgieva, said the commission would do more to stop spending errors but said they had to be seen in “context”.

“I am pleased that the court’s audit findings show that last years’ trend of increasing error rates has been stopped,” she said.

She said the EU had to work with member states to improve the situa-tion “without adding more costs and bureaucracy.”

It was announced by Secre-tary of the Karangasem AIDS Mitigation Commission (KPA), Ida Bagus Putra Udaya, in the in-teractive dialogue on HIV/AIDS in Radio SWiB, Tuesday (Oct 4) in Karangasem. He said that not all the HIV-infected pregnant women transmitted HIV to their children. It happened because children had its own immune sys-tem. But to prevent the children born from being infected by HIV through their mother, there was a management for that purpose. On that account, the mothers having

the risk of HIV infection should be examined first to VCT in order to prevent the transmission to children. “A mother living with HIV/AIDS will not necessarily transmit the HIV to her children, provided that she makes preven-tion,” said Udaya.

According to the Head of the Voluntary Counseling Test (VCT) clinic of Karangasem Hospital, Nariata, by maintaining the health of people living with HIV, it was expected their quality of life could be longer. Besides, it was also meant to avoid premature death

or the death ahead of the time. In developed countries, the death of people living with HIV had been below 20 percent, while in Africa it was reported to be more than 25 percent,” he said.

Nariata admitted that within the past few months more and more people came to his VCT clinic. He did not know why, but allegedly there had been an awareness of anticipating the infectious disease with VCT. He also suspected there was a rumor in the community mentioning that someone spread HIV. As a result,

people were aware and worried if they would be infected due to their behavior. Within a few months, approximately 60 people came to take VCT. Among the people coming to the VCT clinic each month, around 9 -10 percent was known to be positive. “It sounds bad because more and more people are recorded to be positive to HIV/AIDS. However, it is good for the future in order to break the chain of the transmission,” said Nariata.

Actually, added Udaya, the more people took the VCT services, the better would be. Though it was cat-egorized to be somewhat bad for the health agency because many people were infected in one area, it would be good for the future because it could perform anticipative measure

more effectively. By knowing for sure in advance, it could be antici-pated so that new infections could be avoided, while the quality of life of the people living with HIV would be well maintained.

From the existing data, the residents of Karangasem known to live with HIV/AIDS after taking VCT increased by 50 people in the past year. In 2013, the number reached totally 313 people and up to August increased to 363 people. They mostly belonged to produc-tive age of 19-49 years. Sufferers were found in all the subdistricts in Karangasem. Quantitatively, the most sufferers were found in Karangasem subdistrict and it was then followed by Kubu and Abang subdistrict. (013)

The US-based International Consortium of Investigative Jour-nalists (ICIJ) said a six-month investigation had found household firms such as Pepsi, IKEA and Deutsche Bank were among com-panies which had taken advantage of legal tax avoidance schemes with Luxembourg.

The ICIJ said it had reviewed around 28,000 pages of leaked documents which detailed complex financial structures that enabled companies to dramatically slash their tax liabilities.

The organization said hundreds of billions of dollars had been fun-neled through Luxembourg as part of the agreements, wiping billions

of dollars in taxes from the compa-nies’ bottom lines.

Global accounting giant Price-waterhouseCoopers had helped the companies in question secure at least 548 tax rulings in Lux-embourg between 2002 and 2010 according to an ICIJ analysis of the documents.

The documents uncovered de-tails of Advance Tax Agreements -- deals which set out how companies will be taxed.

“It’s like taking your tax plan to the government and getting it blessed ahead of time,” the ICIJ quoted Connecticut School of Law tax expert Richard Pomp as saying.

“And most are blessed. Luxem-bourg has a very user-friendly tax department.”

The ICIJ said its investigation had involved a team of more than 80 journalists from 26 countries working for outlets including The Guardian, Le Monde and Ger-many’s Suddeutsche Zeitung.

The Guardian said in its report of the investigation that the ar-rangements forged between the companies and the tiny EU member state were “perfectly legal.”

But it said the agreements were enabling tax avoidance on “an in-dustrial scale.”

Other companies that benefited from the schemes included Burb-

erry, Procter & Gamble, Heinz, JP Morgan and FedEx.

The ICIJ said some companies had been able to achieve effective tax rates of less than one percent on profits channeled through Lux-embourg.

It said many cases involved Luxembourg subsidiaries of the companies in question, even if they maintained only a marginal busi-ness presence in the country. It said 1,600 companies were registered at one address alone.

The Guardian quoted US Trea-sury tax expert Stephen Shay as saying Luxembourg was akin to a “magical fairyland.”

“Clearly the database is evidenc-ing a pervasive enabling by Luxem-bourg of multinationals’ avoidance of taxes [around the world],” said Shay, a Harvard Law School pro-fessor who gave expert testimony during a US Senate investigation

last year into Apple’s tax avoidance structures.

The revelations come against a backdrop of mounting scrutiny by authorities worldwide of tax arrangements involving major firms.

Last month, the EU snagged Internet titan Amazon in a widen-ing probe into sweetheart tax deals for major multinationals, saying they were unfair to competitors and taxpayers.

The move follows similar probes announced in September into US tech icon Apple in Ireland, coffee-shop chain Starbucks in the Neth-erlands, and the financial arm of Italian automaker Fiat, also in Luxembourg like Amazon.

European Union anti-trust regu-lators will examine if Amazon’s tax arrangements with Luxembourg amount to illegal state aid, giving the company an unfair advantage.

In a joint news conference with Abbott, Dutch Prime Minister Mark Rutte revealed that investigators had retrieved more human remains this week from the rebel-held site in eastern Ukraine where Malaysia Airlines Flight 17 was shot down on July 17 with the loss of 298 lives, mostly Dutch and including Australians.

Abbott said Thursday that he and Rutte were united in expecting full Russian cooperation with the Dutch-led investigation. “We don’t

want the investigation ridiculed; we don’t want the investigation compromised or sabotaged,” Ab-bott said.

Rutte said he gave Putin a similar message on the sidelines of an Asia-Europe Meeting, or ASEM, summit last month in Milan, Italy.

“I used the opportunity again to tell him that I expect him to do everything he can to put pressure on the separatists to allow unhin-dered access to the crash site,” Rutte said.

During the meeting with Putin, Rutte said he compared the disaster to the Russian nuclear submarine K-141 Kursk which sank with the loss of all 118 lives aboard in the Barents Sea in 2000 and was sal-vaged by a Dutch consortium. All they could do was pray, say “I love you” one last time and take a picture. David Saavedra raised his cellphone in the chaos to snap a group selfie to record their final moments. He took it for his eldest sister in Manila, hoping to show that at the end, her family was together — even serene.

That explains his smile, incon-gruous against the wind-ripped scene and the terror-stricken faces of his younger sister, Veronica, and their mother. The picture was intended to go on top of David’s coffin, but instead it is a reminder of the family’s immense luck, and of the obligation they feel to help neighbors who weren’t nearly as fortunate when the massive ty-phoon hit Nov. 8, 2013.

More than 7,300 people died or went missing when Haiyan slammed the central Philippines, including the Saavedras’ laidback farming town of Tanauan, as one of the most ferocious typhoons ever to hit land. The monster storm displaced about 4 million people and turned a large swath of densely populated regions into a wasteland.

“I said ‘I love you’ to my parents because I felt at that time that it

was our last day alive,” Veronica Saavedra said in an interview in the family’s old house, now partially cleaned up and repaired. “I was so afraid I was trembling and I said, ‘Lord, if this is my last day, forgive me for everything.’”

The 21-year-old college student said even while praying, she was terrified by the loud hissing of the wind, and memories of the ris-ing water hounded her sleep for months. The Saavedras — David, Veronica, their brother JR, their mother and their father — all sur-vived. Three other siblings were in Manila, and one was in Kuwait. Many other families had much dif-ferent fates. In a nearby village, all but two members of a 45-member clan are buried in a mass grave.

When the rain and wind finally subsided hours after the storm hit, David, a 26-year-old accountant, left the cramped hallway on the sec-ond floor of the wood-and-concrete home where he and his family were huddled while hell broke loose. He saw bodies floating on the street outside. The next-door neighbors were drenched and shuddering on the second floor of their house, its walls gone. One paraplegic neigh-bor was clinging to a post near the roof of his house. Others were cry-ing, many in shock.

“In just one click, everything can be snatched from you,” David said, tears welling in his eyes. “But the feeling that you are still alive after that is really overwhelming.”

AMLAPURA - The fire in the protected forest on Mount Agung continues to escalate. During the day, thick smoke was seen billow-ing from the scene of fire. Dozens of hotspots which have been seen by residents since Friday (Oct 31) on the eastern slopes of the highest mountain in Bali have not gone out. In fact they continue to expand, and until Monday (Nov 3) had spread to the slopes leading to the southeast and approached the Tanah Aron area.

A number of residents claimed to fear that the Pasar Agung Si-betan Temple or the other temple on the mountain slopes could be threatened by the fire, It seems no effort to extinguish the fire has been made, only effforts to stop the fire from spreading.

The quick spread of the fire was not only caused by the dry ground and withered bushes in the forest, due to the prolonged dry season and high temperatures, but also due to strong winds on the mountain. Since the fire in the protected for-est began at the foot of the slopes

and higher up, reaching the eastern and southeastern top, the team of the Forest Service and the Karan-gasem Regional Disaster Mitigation Agency did not make any efforts to extinguish the fire. They have only monitored and prevented the fire from approaching residential and temple areas.

It is estimated that the fire in the protected forest has reached an area of hundreds of hectares. However, the Karangasem Forestry Service and the Forest Resort Manage-ment claim that it only reached 15 hectares.

The Chief of Abang Ranger, Nyoman Dadi, conveyed that large flames were seen by people start-ing on Saturday morning. The first hotspot was seen at two points around the milepost number 635 and 636 above or in the west region of Kedampal hamlet, Datah vil-lage, Karangasem. After that, the fire spread, and on Sunday (Nov 2) it already spread to 20 hotspots to milepost number 640, 642, 635, 636, 637, 638, 639, 640, 641 and 642 within the forestry land regis-ter of the Mount Abang complex. World Pneumonia Day campaign on Friday (Nov. 7), at Niti Mandala Renon Field, Denpasar, to urge the people and government agencies to be heedful of the dangers of the disease.

“Let us save our children from the dangers of pneumonia and suppress the number of child death cases caused by the disease. As of now, pneumonia is still ranked fifth for the reason behind child deaths in the world,” Dr Putu Siadi Purniti, the chairman of the World Pneumonia Day Commit-tee, stated.

The campaign urges parents to immediately bring their children who are suffering pneumonia to medical centers for further treatment.

National Aviation and Space (Lapan) said Indonesia needs space technology of remote sensing that could draw the map of the country’s marine potentials altogether and systematically.

“In order to back development of the maritime sector a technology is needed that could monitor the entire sea territory systematically,” Chief spokesman of Lapan Jasyanto said.

Jasyanto said remote sensing tech-nology using satellite service would be effective to monitor and detect marine natural resources.

The technology could be used to spot ridges of rock and in planning development of the marine potentials for economy and tourism, he cited.

He added, with the remote sensing technology, the physical and biologi-cal aspects of the sea such as surface temperature and chlorophyll content could be detected.

Those elements are important to locate the potential fishing ground in the sea through the Indonesian fish catching potential zone (ZPPI).

“With the ZPPI, fishermen would be easy to find a location where there are many fishes,” he said.

Remote sensing is also important to get information about islands in outer areas for security purposes, he said.

“Monitoring of natural resources and sea security would be more efficient and effective as satellite could give informa-tion with wide coverage,” he said.

Development of remote sensing technology would be discussed in an international conference titled “Pan Ocean Remote Sensing Conference” (PORSEC) to be held by Lapan in co-operation with the state Udayana Uni-versity in Denpasar from Nov. 4-7.

“I grew up in the countryside, on an organic farm, so I was very aware of the seasons of nature.

EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

Bali PostSINGARAJA - Within the past few

days, the fuel scarcity in Buleleng was taken advantage of by individuals to get profits by breaking the law related to subsidized fuel. The Criminal Investiga-tion Unit of Buleleng Police detained a suspect of subsidized fuel trafficking. The suspect was prooven to be guilty of misusing the transportation of the sub-sidized fuel and fuel transport activities without being equipped a transportation business permit.

The suspect is named Made Putu Artawan aka MPA, 60, from Kanginan hamlet, Menyali village, Sawan subdis-trict. The suspect was arrested by police on Sunday (Nov 2) around 3:30 a.m. The arrest of the suspect was based on public information obtained by police which staed that the petrol station on Jalan Ah-mad Yani Singaraja often sold subsidized diesel fuel and gasoline to someone using a pick-up truck which did not have the required paper work.

The Chief of the Buleleng Police Crim-inal Investigation Unit, I Ketut Adnyana TJ, along with the consent of the Buleleng Police Chief Benny Arjanto said that based on field investigatios, police found the pickup truck with license plate DK 9609 UY coming from the East to the West. Thhe truck pulled into the petrol station to look for Pertamax and Premium fuel. The suspect MPA was known to have purchase 104 liters of subsidized diesel fuel worth

IDR 577,500. which were put into four jerrycans. Then, the suspect bribed the petrol station attendant for IDR 15,000 to allow this illegal trasaction to take place. The total amount of money spent by the suspect reached IDR 592,500. At the scene the suspect could not escape and was im-mediately escorted to the Buleleng Police station for further investigation.

“The suspect was unable to present a permit for the fuel purchase, so we brought the suspect to the police station for further investigation. The suspect planned to first collect and then sell the fuel, taking advanttage of fuel price hike,” said Adnyana TJ.

This middle-aged man was arrested by police and the evidence consisting of eight jerrycans with 240 liters of Premium fuel, four jerrycans with 105 liters of diesel fuel, a unit of Suzuki pickup truck with license plate DK 9609 UY, key, vehicle registration and two receipts of purchase we seized. “I bought fuel by using jerrycan to put in my car and often bought at the petrol station on Jalan Ahmad Yani and Jalan Gajah Mada. I bought every week and it was also allowed by the petrol sta-tion attendants,” said the suspect MPA.

For his action, the suspect was charged with the Article 55 of the Law No.22/2001 about Oil and Gas, with the sanction of imprisonment for six years and a maxi-mal fine of IDR 60 billion, or a maximal punishment of four years and a maximal fine of IDR 40 billion. (kmb34)

Section Head of the Fire Bri-gade, Wayan Toya, admitted the matter, Wednesday (Nov 5). When being on duty to extinguish fire at the SMPN 3 Banjarangkan, many people had a pity on the fire-fighters of Klungkung. Amidst the spirit of the personnel, the existing fire truck was very limited. Even, a local resident claimed that it was in agony. The Klungkung Fire Brigade only had three fire trucks. Even, one of them was still out of order and being repaired. “For the time being, only two trucks can be operated,” he said.

As a result, when a fire oc-curred they could not do much. Sometimes it was forced to ask for a help from the fire brigade of Gianyar, Bangli and Karangasem. When extinguishing fire, the hose used to spray water got a lot of leaks. Thus, the spray of water from the hose to the hotspots was not optimal.

Even, local community should help clog the leaks from the base to another tip of the hose. Not only that, while on duty, the protec-tive equipment such as helmet, heat-resistant jacket and special fire-fighting boot shoes was still lacking. “We only have five sets of safety equipment, while our personnel amount to 30 people. Besides, our personnel do not have employment risk assurance,” he said.

The budget allocation for the Klungkung Fire Brigade was very minimal for years. Thankfully, the budget had been increased start-ing this year, where the allocation reached IDR 291 million. Mean-while, in previous years such as in the year 2011 it only came to IDR 50 million, IDR 80 million (2012) and IDR 180 million (2013). To realize a good manage-ment area, his party admitted to still lack for fire trucks. Ideally,

each subdistrict had a unit of fire truck, except for Nusa Penida that should have at least two units because the area was quite exten-sive. However, the Deputy Regent of Klungkung, Made Kasta, said that started in 2015, the local government began to add the fire truck by degrees. of Karangasem County to plant cherry trees is in vain. Dozens of cherry trees planted in line 11 or Jalan Veteran have been withered due to drought. Even, some of them dried up and died without any leaves. Allegedly the different climatic condition of Karangasem from Japan has caused the death of the cherry trees.

When asking for confirmation about the cherry tree, the Head of Karangasem Sanitation and Landscaping Agency, I Made Suama, admitted that some cherry trees planted in the Jalur Sebelas had been withered or dead. He reasoned the poor condition of the cherry trees planted by the government occurred due to different weather condition from its natural habitat. “Probably it is not appropriate with the weather in Indonesia. So, most of the cherry trees died,” said I Made Suama.

Due to many cherry trees died, Suama admitted that his party had withdrawn some of them. On that account, his party asserted that some pots indeed contained no cherry trees. However, it did not neces-sarily disappear, but had been withdrawn. “Some cherry trees were indeed with-drawn because they died,” said I Made Suama.

As condition in the field, a number of cherry trees fenced in by bamboo pieces looked dry, like unkempt. “It has always been like that. I often passed here, but the flowers remained like that. They did not want to grow, and the leaf is rare. Probably they lack for water so that they indicated such a growth,” said a resident of Jalan Untung Suropati, I Ketut Sulendra, Thurs-day.
