    After the installation dinner, the heroic Firemen of the Year were ceremoniously announced and presented: Mark Mianulli and Joseph Fasano the Asst. Chiefs of the Syosset FD who saved the life of a brother firefighter on July 7, 2012.

    RCVFA Treas. Mike Kramar noted that RCVFA supported Southern NY VFA with a full page ad, hopeful that all have a safe and successful year.

    FTC GRADUATES 77 MORE FF I & FF II

    On Tues., June 25th at RCC, the RC OFES held the

    16th Graduation Ceremony with James A. Burns,

    Pres. of FASNY, as key-note speaker. Congratulations to all graduates and their supportive families was vocalized by RCVFA Pres. Paul D. Schlegel during his remarks endorsing John Kryger “44-11” and his Housing Task Force to save lives from the illegal housing situation.

    Ex-Chief Frank Jewett, Pres. of RC Fire Instructors Assn., was Master of Ceremonies and had a Power Point presentation. Peter Byrne, Ex-Chief of Orangeburg & FTC Training Coord., noted others on the program included Chaplains Doug Voppicello Sr. of Sloatsburg and Frank Bilulco of Hillcrest, RC Firefighter Pipe and Drum Band, Sheryl Rose, Training Sec, Ex-Chief Tom Bierds photographer, and Training Coordinators, Ex-Chief Central Nyack Michael Healy and Ex-Chief Spring Valley Robert Capello. Loud was the applause for the FF I & FF II classes State Instructors, Dan Dennehy, Joe Tisbe and Andy Kolesar, all three active in Vol. Hose Co. 2 in West Haverstraw FD.

    Among the newly trained volunteers graduation were 10 from Pearl River, nine from Haverstraw FD and nine from Nyack FD. Spring Valley had seven, and

    Nanuet six. Several of this new class were 2nd & 3

    generations volunteer fire families. 19 Fire Depts. were represented. Eight graduates were from Orange County (Highland Falls, Vails Gate & Woodbury) noted Gordon Wren Jr. “44-1”

    Many college youth are currently training in this summer’s FF I “Triple Session Daily” program experiencing both the heat of summer and fires, attributed Peter Byrne.

    GLEANINGS FROM GARNERVILLE

    This year is the 150th Anniversary of the American

    Civil War! The war began on Fri., April 12, 1861 and ended on Tue., May 7, 1865. Mr. James O’Brien, early in life, had a fondness for the water. He became a sailor on a merchant ship, was on a whaling expedition, and was a “Blockade-Runner” during the Civil War.

    Eleven years prior of the organization of SW Johnson SFE Co. 1, O’Brien was a recognized citizen of Haverstraw. He was one of the 28 fire company charter members. O’Brien died on Jan. 12, 1909.

    FM GLOBAL GRANT $ TO FIRE INSPECTORS

    The Clarkstown Fire Inspector’s Office early this spring accepted a grant award of $1,197 from FM Global (one of world’s largest insurers of commercial properties). This grant will offset the cost of two digital cameras and accessories used by the Clarkstown Fire Inspectors when performing fire investigations and more efficiently help determine the cause and origin of fires, noted Vincent Narciso and Harold Straut at the Town Fire Inspectors Office.

    John Antola from FM Global stated for 35 years FM Global has awarded grants in fire prevention efforts to many fire service organizations worldwide.

    Sending farewell wishes to SO Treasurer Joe Jacaruso, Ex-Chief FD 17, who has relocated to Pennsylvania about ½ mile from West Virginia. He and his wife bought an 18 acre sheep farm. Joe says he has a special relationship with several of his wooly friends. He has also joined the local fire department which has two 1990 tankers and covers 50 square miles of dense woodland. They had 19 calls last year, a far cry from responding at Dept. 17.

    LEGISLATIVE NEWS

    The NY State Legislature is winding down the legislative session for 2013 and the following bills on the FASNY Scorecard have passed in both houses and will be forwarded to the Governor for his approval or veto.

    • Outlawing Novelty Lighters

    • Job Protection in Declared Emergencies

    • EMS Exemption for Glucometry Test Fee

    • VFBL Coverage for Non-Jurisdictional

    Response

    • Revolving Loan Fund Increases

    • LOASP Tax Relief

    Several bills have passed either in the Assembly or the Senate and others are still in committee for review. To stay updated on the status of bills, the Scorecard is updated weekly and can be accessed at FASNY.com under legislation.

    Important Date On September 22nd, in conjunction with Hudson Valley Day at the Fireman’s Home, the annual legislative meeting of the Hudson Valley Volunteer Fireman’s Association will be held to review the results of the 2013 Legislative Session and Scorecard. It is very important that the officers, directors and town vice presidents attend this meeting and any firefighters who are interested. Suggestions on amending existing laws and ideas for new legislation are encouraged for discussion. The meeting is at 10 am. Our recommendations for 2014 will be forwarded to FASNY for discussion at their legislative conference November 2-3 at the Desmond Hotel.

    FDNY CAREER FF SOUTH OF RC

    Rockland’s busy neighbors of fire and rescue in the “Big Apple” New York City (population 8,100,000) includes many personnel from RCVFA and RCFCA.

    The city during last year had 15.463 career trained on the active rolls, with 78 Chiefs to man 198 engines, 143 ladders and over 630 ambulances with 220 medics. Cost $1,800,000,000.00. They too put their

    lives on the line to protect and care for their city, being well-trained individuals and are RCVA members back here at their Rockland residences.

    PUBLIC SAFETY OFFICERS BENEFIT

    The PSOB benefit is currently $328,612.73 for LODD or permanently disabled from injury in the line of duty. The law is not FEMA administered. It is handled by the US Dept. of Justice and its interpretations, which have often been appealed or overturned by a federal court.

    The PSOB law was enacted during 1976. Now all EMS and Rescue Quad persons are included, even non-profit ambulance service. Authorized payments since 2012 amendments cover aneurysms, strokes, heart attacks and for counseling. Recent action by Congress covers both ground and air ambulance service responders. Have you designated your surviving beneficiary? Which survivor is eligible for your benefits? What’s your will say?

    As with any organization change is an important component of its growth. The Fire Service in Rockland County is no different. This year we have seen the departure of two well regarded and respected Deputy Fire Coordinators – Joe Jacaruso and Bob Sullivan. Both served faithfully for many years and we will miss them.

    As a sign of our strength several Ex-chiefs submitted their names to be considered as their replacements. All were very qualified and in the end Chris Kear and George Zayas were appointed. Rockland is fortunate that our fire service has so many talented and willing individuals. As we welcome George and Chris to the ranks of Deputy Fire Coordinator, we also thank all of those that stood up and offered their services, too.
