    Introduction

    Bailey Elementary School is a rural school with a unique population. The multi-cultural flavor

    comes with the 34% Hispanic population. The free and/or reduced lunch population is 73%.

    However, all of our students in grades pre-kindergarten through fifth are learning as shown by

    EOG test results and K-2 assessment data. Since, 1998, Bailey Elementary has been a School of

    Distinction 9 times and an Honor School of Excellence once. In 1996-97, the end of grade

    proficiency scores were at 72.3 percent. In the 2005-2006 school year, the third through fifth

    grade students were 90.6 percent proficient. The "20 plus point gain" is the signature of a

    remarkable journey of transformation. EOG testing for 2009-10 showed high growth with

    93.65% proficiency in math and 78.69% proficiency in reading. There are high expectations for

    all students at this school.

    There are 21 teachers employed by Bailey Elementary School. The staff at Bailey is very

    professional. There are 21 highly qualified classroom teachers with forty percent of them having

    advanced degrees. These classroom teachers work with the exceptional children's teachers,

    specialists, and teaching assistants to provide the best education possible for each child. The

    custodians, cafeteria staff and bus drivers are also members of the educational community who

    give 110% daily.

    Mission Statement

    While the overall mission of education remains unchanged, the tools for creating lifelong

    learners and 21st century citizens has changed. Technology has quickly become a staple used for

    communication and learning. Teachers, students, parents, and administrators will be guaranteed

    the opportunity to better themselves through the use of technology. We will continue into the

    21st century with an open-mind, to change and mold our methods of education as needed, with

    the end goal being to prepare students for an ever-changing global future.

    It is the responsibility of each committee member to advocate for technology within the school.

    The committee works together to solve problems related to media and technology, as well as to

    create plans for increasing technology usage to better the students. MTAC should relay needed

    programs or hardware to SIT team and PTO to request funding as appropriate. Finally, MTAC

    should evaluate current technologies and should be knowledgeable and informed about

    upcoming technology changes.

    Software Selection Policy

    All computers purchased for Bailey Elementary School have been district approved. Software,

    such as Microsoft Office, Smart Notebook 10, and other standard software needed for computer

    use are already downloaded on each computer. The school technology committee must approve

    any additional software to be installed on any computer. No software or hardware personally

    purchased can be used on the school server. A technician and the technology committee must be

    aware of any and all modifications made to the machine as it was delivered to the classroom.

    The following guidelines will be used in software purchase for Bailey Elementary School:

    1. Software must align with the Common Core standards and NC Essential Standards.

    2. Information available for students must be reliable and accurate.

    3. Content and reading level must be appropriate for student use in grade levels.

    4. Tutorials are included, user-friendly, and efficient.

    5. Software must be free from racial, gender, or economic bias.

    6. Teachers must be able to monitor student production, either through search of history or

    performance reports.

    7. Software must have ability to be differentiated for all ability levels.

    8. Teacher should have management abilities to override any and all student accounts.

    9. The program must be compatible with current hardware.

    10. Software should be student-friendly, with few distractions.

    11. Software should be free from advertisements that are inappropriate for student use.

    12. Committee must be able to view a demonstration of software for approval.

    13. Software should be available for all teachers within grade level to allow for equitable

    distribution.

    Be aware that the technology committee will also need to be notified up-front about cost (yearly

    or one-time fee), support features (for both student and teacher), and any additional hardware

    needed. The technology committee reserves the right to remove any software previously

    approved if any of the guidelines are not continually met or if cost surpasses budget.

    All software purchased using school funds, including grants, becomes property of Bailey

    Elementary School. Should the teacher leave the school, all software must stay with BES. No

    personal software should ever be installed on any school computer without approval from

    technology committee.

    *Note: Teacher must fill out software selection rubric (Appendix A) prior to request for approval

    from technology committee.

    Flexible Access Policy

    The goal of flexible access policy is to allow teachers and students the ability to use technology

    when it is convenient to them. There are multiple technologies available to Bailey Elementary

    School for teachers to use with students. The current available technologies are listed below

    with procedure for checking availability and usage.

    IMPACT Lab in Media Center: Check the calendar for available times, set up in 30 minute

    increments. Teachers may also sign up for media specialist to help on days 4, 5, and 6. There

    must be a teacher present at any time students are in IMPACT Lab.

    Computer Lab: Check the calendar located in computer lab for available times. These times are

    set up in one hour increments. Computer lab is only available on days 1, 2, and 3. There must

    be a teacher present at any time students are in Computer Lab.

    Mobile Laptop Carts: There are four laptop carts available throughout the school. Laptop Cart

    #1 (12 mini laptops) is for use by Kindergarten and 1st grades. Laptop Cart #2 (12 mini laptops)

    is available for 2nd and 3rd grades. Laptop Cart #3 (14 mini laptops) is available for classroom

    use by 4th and 5th grades. Laptop Cart #4 (10 DELL laptops) are available for use by 3rd, 4th,

    and 5th grades when Laptop Carts #2 and #3 are being used. (Note: Laptop Cart #4 only has

    internet access.) The calendars for Laptop Carts are available in grade level chair classrooms.

    iPods: Currently, iPods are housed in each classroom. There are 5 iPod Nanos available for use

    in each classroom, no check out necessary. There are 5 iPod Touches available in each grade

    level and are available for check out in grade level chair classroom.

    Grade Level Laptops: There is one lap top available for grade level use housed in grade level

    chair classroom. Grade levels are responsible for calendar and check out system for grade level

    laptops. (Note: These are only available for teacher use.)

    Smart Response Systems: There is one set of 30 student response remotes for each grade level.

    There is also one available in media center for use by check out.

    Smart Table: Two Smart Tables are available for use in the WBES classroom. These are only

    available for K-3 students, unless previously approved by media specialist. Calendar is housed

    in WBES classroom.

    Digital Cameras, microphones, web cams, Flip cameras, Dance Mats and SMART Boards are

    available in each classroom for teacher and student use as deemed by teacher.

    Each technology source is available on a first-come, first-served basis. If there is a scheduling

    conflict, please discuss conflict directly with related teacher.

    Website Development Policy

    Ray District will house one specified website for the entire district. Each school in Ray District

    must have, linked to the district website, an up-to-date, user-friendly, bias free website for parent

    and student perusal. The schools must have one person responsible for weekly updates made to

    school website. School websites should have a current school calendar and link to the district

    webpage. The school is responsible for information posted by their own faculty. The website

    developer must be aware of each staff members pages and the content therein. The district

    superintendent has final authority over any and all posted information.

    Each grade level within the schools should maintain an up-to-date, user-friendly, bias free

    website for parents and students. This should include information about upcoming events,

    homework help, as well as contact information such as e-mail addresses and school phone

    numbers. The grade level may assign one person responsible for weekly updates to website, or

    they may divide the responsibility among themselves.

    Website creation must come from Haiku Learning Management Systems (haikulearning.com).

    Teachers may create websites from here using embedded links and information from previously

    approved sites. Teachers must behave legally, responsibly, and ethically in all website

    development matters. Website developers must maintain and follow all copyright laws in the

    creation of websites. Student websites are permissible when created through Haiku Learning

    Management Systems under the given username and password. These websites will serve as a

    portfolio for graduation.

    Copyright Policy

    At Bailey Elementary School, we make every provision to follow all current copyright policies.

    We support the limitations on unauthorized duplication and use of copyrighted materials.

    Therefore, employees, students, and visitors are prohibited from the use or duplication of any

    copyright materials not allowed by copyright law, fair use guidelines sanctioned by Congress,

    licenses or contractual agreements. Intentional violations of copyright policy are considered to

    be in violation of expected standards of behavior for employees and students and will result in

    disciplinary action.

    Internet Copyright

    It is vital that employees and students understand that just because something is publicly written

    on the internet, it is not free from copyright policy. Any time an original work is created, the

    author owns that work. The same is true of internet original work. One must obtain written

    permission from the author to use their original work. Possible original works that may be used

    are housed under Creative Commons. Do not assume that all work is housed under this

    licensure. If unsure, contact the author of the work.

    Fair Use

    The federal fair use doctrine provides educators with the right to make reasonable copies of

    copyrighted materials, for such purposes as criticism, commentary, news reporting, teaching,

    scholarship and research, without the consent of the author. Unless allowed as "fair use" under

    federal law, permission must be acquired from the copyright owner prior to copying copyrighted

    material. Fair use is based on the following standards:

    1. The purpose and character of the use, including whether the use is of a commercial

    nature or for non-profit educational purposes

    2. The nature of the copyrighted work

    3. The amount of and the substantiality of the portion used in relation to the work as a

    whole

    4. The effect of the use upon the potential market for, or value of, the copyrighted work.

    The superintendent or designee is responsible for providing information and training to personnel

    and students, as appropriate, to provide further guidance on the fair use of copyrighted materials,

    including in the following circumstances:

    1. Single and multiple copying for instructional purposes

    2. Copying for performances and displays

    3. Off-air recording of copyrighted programs

    4. Use of for home use only DVDs or Blu-Rays

    5. Computer software

    6. Copyrighted materials on the internet and online databases

    7. Reproduction and loan of copyrighted materials by school media centers.

    Each classroom must have copyright laws poster visible for faculty, staff, and students. It is the

    responsibility of the faculty/staff to instruct students in appropriate copyright policies for

    classroom use.

    Faculty/Staff Acceptable Use Policy

    At Bailey Elementary School, we go above and beyond to supply our faculty and staff with any

    and all necessities to teach effectively and efficiently. One of the necessities of a 21st century

    classroom is technology. Our faculty/staff are expected to use sound judgment in any and all

    experiences with technology. All faculty and staff are to promote and model appropriate use of

    technology within the classroom. Please review guidelines and sign below.

    1. Technology resources are to be used for educational, organizational, and communication

    purposes directly related to Bailey Elementary Schools mission.

    2. Personal use of technology resources is not permitted, unless it is consistent with these

    policies, is limited, and does not interfere or compromise the operations of the classroom.

    Final administrative decisions are made at the school level.

    3. Bailey Elementary School reserves the right to supervise, control, monitor, and search

    any and all technology resources issued by the school to employees to the extent allowed

    by law.

    4. All electronic files are considered to be public record.

    5. Personal data stored on technology resources is not public record, but can be inspected

    and controlled by the administrators.

    6. Intentional misuse or damage of resources, hardware or software, may result in loss of

    privilege and possibly payment of any and all repairs to machine.

    7. Faculty/staff may not use school technology to promote religious nor political

    propaganda.

    8. Faculty/staff must observe all copyright policies and laws.

    Failure to follow AUP for Bailey Elementary School may result in warning or reprimand, loss of

    technology privileges, suspension (with or without pay), and loss of salary, termination of

    employment, licensure sanctions, civil liability, and conviction of criminal offense.

    Student Acceptable Use Policy

    At Bailey Elementary School, our students have access to instructional technology tools

    frequently throughout the school day. Our desire is to teach students to use these tools, not only

    in school, but to promote a desire for life-long learning through technology.

    Bailey Elementary School has taken proper precautions to ensure that students are using the

    Internet and other instructional technology tools for appropriate educational use. Use of the

    internet will be supervised; however we cannot guarantee that inappropriate sources will not

    arise. Please review Bailey Elementary School guidelines and sign below.

    1. Student use of instructional technology will be for educational use in grade-level

    appropriate venues.

    2. Students will show respect and proper care of all equipment. Anyone found to be

    intentionally damaging software or hardware will lose privileges to use equipment, and

    may be asked to pay any costs to repair said damage.

    3. Students are expected to abide by security placed on the computer. Attempts to bypass

    security will result in forfeiture of technological abilities.

    4. Students will observe all software copyright laws.

    5. No student may place software from home onto school computers.

    6. Students must know that when using the internet, they are being closely supervised.

    They are held responsible for any and all information viewed, received, and sent.

    7. Students must be aware that history may be checked at any time.

    8. Students are expected to respect the work and ownership rights of students, staff, and

    people outside the school building.

    Failure to follow guidelines includes any one or more of the following: warning or reprimand,

    loss of technology privileges, in-school suspension, out-of-school suspension, and payment of

    repairs to resources. If the offense is of great severity, civil or criminal actions may occur.

    Program Evaluation Plan

    Each year, teachers and students will be asked to evaluate technology throughout the school.

    Evaluations will be taken seriously and will be used as a tool by MTAC for adding new software

    and technology, as well as removing inefficient software and technology. Each year the MTAC

    will send out two Google Docs. One will be for teachers and staff; the other is for students.

    MTAC asks that you fill out evaluation openly and honestly. The survey URL will be sent

    during the week following state testing. MTAC will meet during the final workdays of the school

    year to evaluate technology and discuss changes for the following school year. Results of survey

    and decisions about technology will be available on the last teacher workday of the school year.

    Managing Change

    As quickly as technology becomes available and becomes outdated, Bailey Elementary School

    must enlist the help of teachers, parents, students, community helpers, and administration. We

    ask that the line of communication stay open at all times throughout our community, parents, and

    businesses in relation to technology usage in our schools. We ask that our teachers and staff

    remain open-minded and flexible as we work through the frequent changing of technology and

    policies. Due to the constant transformation of technology, our Technology Policies and

    Procedures Manual will update yearly, or as needed throughout transformation. Should there be

    a need for more frequent changes, parents, community, teachers and staff, business leaders, and

    administration will be notified through e-mail and Alert Now messaging.
