    -It leads to economic growth.

    -It increases the literacy rate; and

    -The abilities and talents of lowerincome groups students is not lost.Free education leads to loss in quality ofeducation.

    To combat this, the government:

    -Trains the teachers rigorously.

    -Evaluates the staffs weak points.
