MULTI-MODAL TRANSPORTATION

There has been a global movement happening for a while to shift people away from their single occupancy vehicle and into alternative modes of transportation. Modes, such as heavy rail, light rail, transit, and cycling, are helping to improve measures in safety, traffic congestion, energy conservation, and delay. As these modes of travel are introduced, it is important that users understand the options that are available and that they are armed with the information to make the best choice. It is also important that network owners provide convenient and seamless transitions at nodes where different modes intersect.

TRAFFIC SIGNAL OPERATIONS

Transportation Operations is the effective management of various modes of Transport (rail, traffic, public transport, maritime etc.). From control room operations, to back office systems, Transportation Operations is at the heart of every network, and government entities around the world are making big investments in updating their control centres, installing state-of-the-art equipment, and overhauling their operational processes and procedures.

Transportation engineering and design is a field that undergoes constant change. We have experience in providing traffic signal design, channelization, street lighting, intersection and signing design.

NON-MOTORISED PLANNING

Non-motorized modes such as pedestrians and bikes are viable options when developing alternate modes of transport and are being implemented more often in urban planning and design.

TRAFFIC IMPACT STUDIES

1. DUBAI RTA ENTERPRISE COMMAND AND CONTROL CENTRE (EC3) SPECIALIST SUPPORT AND OPERATIONS

Surface Mobility Consultants currently carries out an integral part in providing strategic specialist support for the EC3. This included providing rare operational management of the city’s transportation network and existing multi-modal OCCs, coordinating between EC3 and emergency call centres, police liaison and public safety entities, managing and maintaining operational procedures, capabilities and standards of the EC3, monitoring transportation network performance and issues, and planning and implementing strategic EC3 programs and projects.

2. PTA CAR SHARE USER EXPERIENCE SURVEY

Surface Mobility Consultants was appointed to provide an overview of user interaction with the current car-sharing providers in Dubai (ekar and UDrive) with a goal of gauging user perception, possible usability issues and evaluate its current services. Surface Mobility assessed the overall ease of the car sharing process from a user’s perspective from registering with the service provider to using the service and provided feedback and recommendations on possible areas of improvement that can encourage a wider use of such services in the future.

3. DUBAI RTA ENTERPRISE COMMAND AND CONTROL CENTRE (EC3) DESIGN SUPPORT

Surface Mobility were commissioned to provide Operations Expertise and ITS Specialist Support on behalf of the RTA during the Design and Build phase of


the EC3 Project. As part of this commission Surface Mobility assisted in the development of Policy and Procedure Manuals, codes of practice, building design requirements, system operational requirements and testing, and reviews of all proposals from the System and Building Contractors.

4. ITS MASTER PLAN, DUBAI, UAE

The Dubai RTA revised a previously developed ITS Master Plan to capture current projects and include new initiatives as the organization ramps up to Expo 2020 and beyond. This revised Master Plan also laid the foundation for the RTA Smart Mobility Strategy defining RTA’s involvement in the Dubai Smart City Initiative.

5. SMART PARKING, DUBAI, UAE

The Dubai RTA developed a Smart Parking Strategy and Phasing Plan to network all of their parking facilities (on-street and off-street) within the next few years. Smart Parking will provide benefit to the user and operator, and is part of the larger Dubai Smart City initiative.

6. OPERATIONS CONTROL CENTRE, ABU DHABI, UAE

Abu Dhabi TMC has evolved in the last 5 years to become a hub of information and traffic management. Several initiatives such as a new traffic signal system (SCOOT), implementation of a Road Service Patrol and connectivity to other centres in the City have meant that Abu Dhabi TMC is a hub of communication, traffic management and incident response.

7. SMART DYNAMIC TRAFFIC MONITORING AND ENFORCEMENT TOWERS, ABU DHABI, UAE

The SDTME Towers are 70 towers strategically located on Abu Dhabi Highways to provide information to motorists, mainly relating to fog, but will be used for traffic management through the use of Variable Message Signs indicating heavy traffic or accidents. The Towers are unique in that they collocate multiple


technologies such as CCTV, Weather Sensor, Variable Message Signs and ANPR. The data is then shared with the Abu Dhabi Police in order that real time operational decisions can be made.

8. ACTIVE TRAFFIC MANAGEMENT (ATM), UK

London has been a global leader in the implementation of Active Traffic Management on major highways to improve traffic management capabilities. ATM systems typically include a concert of systems including hard shoulder running, lane control systems, CCTV, central control software, and extensive traffic detection. ATM has allowed the use of technology to improve safety and congestion measures to the benefit of society as a whole.

9. WASHINGTON STATE DEPARTMENT OF TRANSPORTATION, USA

The Washington State Department of Transportation has been a leader on the West Coast of the US in implementation of ITS systems and technology for freeway operations since the mid-90s. WSDOT has implemented innovative solutions to mitigate congestion including Active Traffic Management, Electronic Tolling with variable pricing, Ramp Metering using Fuzzy Logic algorithms, Automated Reversible Express Lanes, and High Occupancy Toll Lanes.

10. SEATTLE DEPARTMENT OF TRANSPORTATION, USA

The City of Seattle’s Department of Transportation (SDOT) faces severe pressure to find solutions to congestion as its growth rate increases exponentially. This is due to the enormous demand generated by the headquarters of several companies such as Amazon, Microsoft, and Starbucks. SDOT recently developed and implemented an ITS Master Plan to help mitigate the traffic impact of several major construction projects in the Central Business District of the city.

11. TORONTO RESCU CENTRE, CANADA

The City of Toronto’s RESCU centre provides real time traffic information and incident management services through their City Wide CCTV Cameras, adaptive signal control


and maintenance and dispatch. A number of Variable Message Signs guide motorists on their commutes and a website is available for traveler information.

12. DUBAI DOWNTOWN TROLLEY SYSTEM (DDTS) TRAFFIC SIGNAL AND ROAD GEOMETRIC DESIGN

EMAAR has planned a trolley system to move visitors and residents around the Downtown Dubai neighborhood. The first phase of the project was completed in 2015, which laid the first section of tracks within the median of Sheikh Mohammed Bin Rashid Boulevard and built the Trolley Maintenance Building. This project also involved the operational integration of multiple signal junctions along the Boulevard.

13. EMAAR TRAFFIC MANAGEMENT CENTRE, DUBAI, UAE

The EMAAR Traffic Management Centre operated the traffic signal system along the Sheikh Mohammed Bin Rashid Boulevard for the developer. The TMC also provided expert review of signal plans for new or modified deployments and construction. It was also the TMC responsibility to coordinate work zones inspections, traffic inquiry investigations, public requests, reviews of traffic signal and control systems, field inspections, and assist in traffic and signal studies, preparation of design drawings, and various other signal systems related work.

14. KAMPALA BRT, NATIONAL ROADS AUTHORITY, UGANDA

The National Roads Authority of Uganda implemented a Bus Rapid Transit system in Kampala. The effort took extensive development of traffic signal design and geometric design to aid in providing bus priority through junctions associated with the Kampala BRT. The traffic signal design was developed in conjunction with the traffic management and junction layout designs. The project also involved carrying out a selection process to identify the most appropriate adaptive control system to meet the scope and the objectives of the Kampala BRT scheme.


15. TS SCOOT UTC SYSTEM, CORK CITY COUNCIL, IRELAND.

The Cork City Council implemented a UTC SCOOT MC3 system to operate their signal system. This included the validation and commissioning of the new regions and implementation of a vehicle-based units which will continually transmit positions and speed via GPS providing bus priority to public transport vehicles eliminating the need for a loop based detection system. This region included 10 junction nodes and 1 multi-node connected by a fibre/wireless communications network to Cork City Council’s Traffic Management Centre.

16. DESIGN AND OPERATIONS, KILDARE COUNTY COUNCIL, IRELAND

The Kildare County Council in Ireland built a state of the art Traffic Management Center to enhance traffic management capabilities for the region. The systems that operated from the TMC included variable message signs, ANPR, voice and communications, CCTV (wireless), Vehicle Classification, and various signal control systems (SCOOT, MOVA) etc.

Nabeel is the Executive Director and the Director of Smart Mobility Services. Nabeel has nearly 2 decades’ worth of experience in the Transportation sector, spanning 3 continents. Nabeel’s particular expertise is in the integration, operations and integration of transportation systems. Nabeel is an internationally recognized expert in emerging technology, such as Smart City/Smart Mobility, Connected and Autonomous Vehicles, alternative transportation, integrated networks, enterprise command and control centers, sustainable transportation and non-motorized transportation. His experience in Smart Mobility includes Strategic Planning, Master Planning, and Roadmap Development for government entities. Nabeel has a Master’s Degree in Computer Science (UK) and a Bachelor’s degree in Electronics Engineering (Jordan).

Kevin is the Director of Mobility Operations Services. A strategic leader with 17 years of experience supporting several high-profile ITS/Technology transportation projects in the US and the Middle East. His accomplishments reach across multiple areas of transportation including Smart City strategic planning, electronic tolling, traffic engineering, traffic operations, traffic analysis, traveler information, project management, strategic planning, policy development, and finance. Kevin has extensive experience working on local and regional government projects under high public scrutiny. Kevin is a licensed Professional Engineer from the State of Washington (USA). He has a Master’s Degree in Civil Engineering from the University of Washington (USA) with an emphasis on Transportation and a MBA from Seattle University (USA) with a focus on Executive Leadership.

HADI JAMMALDIRECTOR,

Hadi is the Director of Innovation Services. He specializes in the areas of ITS, Traffic Management Centre (TMC) Operations, Command Centre Operations, Traffic Simulation and impact studies, Variable Message Sign design and implementation. Hadi’s expertise lies in bringing in innovation into the fields of Transportation Operations, ITS, Smart Services and Engineering such as state of the art information dissemination systems, detection systems, unmanned drones and big data solutions. He has also managed TMC’s in the USA, Canada, and the UAE. He has a successful 17-year track record in project management, operations and design. Hadi is a licensed Professional Engineer in Ontario (Canada). He has a Bachelor’s Degree in Civil Engineering from Ryerson University (Canada).

Scott is the Director of Transportation and ITS Services. He is an experienced Project Manager and Civil / ITS Engineer. He specializes in the areas of ITS, Adaptive Traffic Signal Control (including SCOOT, SCATS, SPOT, UTOPIA and MOVA) Tram and LRT design, Real Time Passenger Information Systems, Urban Traffic Control, traffic engineering and civil infrastructure design, with a successful 15-year track record in both large and small-scale project management, design and site supervision. Scott is a Chartered Member of the Institute of Logistics and Transport and a founding board member of ITS Ireland. He has a Bachelor’s Degree in Civil Engineering from the Institute of Technology, Carlow (Ireland).
