1 EXECUTIVE SUMMARY

1.1 Introduction

The Shapoorji Pallonji Group (SP Group) is an Indian business conglomerate with a rich legacy of more

than 150years and a consistently superior track record, the group is committed towards excellence in

each domain of its operations. SP’s business interests cover construction (including residential,

commercial, industrial and infrastructure), real estate, infrastructure (comprising coal mining, power,

ports and roads), biofuels and agriculture, consumer products, electro-mechanical and MEP services,

facades and interiors, engineering, textiles, business automation and shipping and logistics. Group

employs over 23,000 people, has a group turnover of US $ 2.5 Billions and a strong presence in India

and internationally.

Simar Port Pvt. Ltd. (SPPL) - a wholly owned subsidiary of SP, is developing a deep draft, all weather,

multipurpose, direct berthing Chhara port, Village: Chhara-Sarkhadi, District- Gir Somnath, Gujarat

(the “Port”) under the concession granted by Gujarat Maritime Board to SPPL for the period of 30.

Chhara Port with the right marine conditions and sufficient back-up area is strategically positioned for

markets of North India, parts of West and Central India. M/s West Coast Liquid Terminal Pvt. Ltd. – a

100% subsidiary of SP Group, intends to build an independent third party terminal for LPG and bulk

liquids storage and handling at Chhara port (“Project”).

1.2 Terminal Features and Storage Capacity

The proposed project will consist of storage tanks and a dedicated liquid jetty for storage and handling

of LPG, POL and veg oils products as per the market demand; together with required infrastructure viz

unloading and loading facility at jetty and storage tanks, firefighting system, weigh-bridge, pipelines

between terminal and jetty etc.

1.3 Plot Area

Total Plot area for proposed project is 303,500 m2. Green Belt will be developed in 16,818 m2. Plot

area to be left undeveloped is 51,282 m2.

1.4 Water

Total water requirement for the proposed project would be 200 KLD out of which 120 KLD would be

fresh water and 80 KLD would be recycled water.

1.5 Waste Water

Wastewater will be disposed of in following manner.

Domestic Wastewater (80 KLD) will be treated in Sewage Treatment Plant and treated

wastewater will be used for Gardening.

Wastewater from pipeline, tank cleaning and floor washes (5 KLD) in LPG area will be treated

in Sewage Treatment Plant and treated wastewater will be used for Gardening.

Seawater will be used as source of inlet to heater. Before it enters heaters it is treated with

chlorine through dosing pumps in order to avoid formation of algae or other organisms with in

pipeline and heater. Heat transfer takes place within heater to increase the temperature of

propane/ butane to ambient temperature and the cooled water from heater will be again get

discharged into sea.

1.6 Power

During operation, power requirement shall be 83.915 kWh/day. (Contractual load at any single point

of time during operational period as per worst case scenario will be 1,465 kW)

During Construction phase DG Sets will be used for Power Generation and Power will be sourced from

Chhara Port’s main substation during Operation Phase.

Backup:

Proposed: DG set (2 sets) of capacity 600 KVA

1.7 Project Timeline

The expected timeline for completion of proposed project is 1 ½ to 2 years after receipt of

environment clearance and consent to establish.

The estimated project cost would be INR 25-27Bn.

2 INTRODUCTION

2.1 Identification of Project and project proponent

The Shapoorji Pallonji Group (SP Group) is an Indian business conglomerate with a rich legacy of more

SP Group has identified LPG and liquid terminalling as one of key businesses for diversification of

group’s business interest and Chhara port has been selected as one of the most suitable site for the

following reasons:

Chhara port offers excellent depth up to 20 mtr. suitable for large vessels.

Port has sufficient land bank for development of LPG and liquid terminal.

The proposed project will provide natural extension of LNG terminal for which SP has already

applied for environment clearance and has completed public hearing.

Port is very well located to cater to largest LPG and Veg oils deficit region of North India and

parts of West and Central India.

Vicinity of port area is a low population zone and does not have Natural forest and ecological

sensitive area.

2.2 Brief description of nature of the project

2.2.1 LPG

Proposed terminal will cater to imports of bulk-refrigerated propane, butane and distribution of

pressurized LPG to the market. The operations philosophy will be as under:

Refrigerated propane and refrigerated butane will be received in the terminal through ships and will be

first stored in refrigerated, full containment double walled storage tanks separately.

Propane and butane will then be heated, pumped to mounded tanks and stored separately.

Pressurized propane and butane will be transferred to mounded tanks for blending and making the

mixed LPG.

Pressurized propane, butane and mixed LPG will be dispatched from terminal through road tankers,

cross country pipeline, rails and/or ships.

Inter tank transfers and Pipeline transfers: The terminal would serve its customers by carrying out the

inter tank transfers via hoses.

Whenever required, product will be transferred from one ship to another ship using the shore pipelines

or through direct hoses.

2.2.2 POL and Vegetable Oils

Proposed terminal will cater to the bulk imports of POL and vegetable oil products and distribution to

the market. The operations philosophy will be as under:

Products will be received in the terminal through ships and also, through road tankers.

Product(s) will be stored in designated tanks and will be dispatched from terminal through road

tankers, cross country pipeline, rails and/or ships.

Inter tank transfers and Pipeline transfers: The terminal would serve its customers by carrying out the

inter tank transfers via hoses.

Whenever required, product will be transferred from one ship to another ship using the shore pipelines

or through direct hoses.

2.2.3 Jetty

A dedicated jetty (Maximum Length 350mt and Width 104.33mt) for loading and unloading of LPG and

liquid products vessels will be constructed by the project proponent to serve the customer’s ships

visiting the terminal. Turning circle will be approximately 7mt ahead from Jetty.

The terminal will also provide value added services like, blending, homogenization (circulation),

heating, chilling, tank cleaning etc as per the customer’s need. As part of the tank cleaning and

various other pipes cleaning, the wastes generated will be collected and stored in containers/tank and

disposed as per the approved guidelines of the MoEF & CC, Govt. of India.

2.3 Need for Project

More than 90% of country’s LPG consumption is in the domestic cooking segment, but a large

population still uses wood, bio-mass, kerosene etc for cooking, which creates health hazard for

7households due to unclean fuel. This project will be an important contributor in increasing LPG

penetration in the Northern, Western and Central parts of the country, for domestic cooking fuel

segment by enabling the LPG imports and thus, ensuring availability at the demand centres in cost-

effective manner. The project will also contribute to the needs of commercial segment and provide

impetus to industrial development in Northern, Western and Central parts of the country by making

clean fuel available and thus, replacing/ providing alternate to conventional solid and liquid fuels that

are not environment friendly.

2.4 Demand Supply Gap

India is the third largest LPG importer in Asia and country will remain long-term short on LPG as local

production will not suffice the growing demand. The imports have grown significantly in the past 5

years from 32% to 45% of total demand and will continue to grow in future as well.

For Veg oils, India is world’s largest importer and 3rd largest consumer. The demand is expected to

grow by 4.5%-6% pa for the next 10 years driven by increase in per capita consumption due to

economic growth and growing population. Currently, India’s import dependency is more than 50% of

veg oil demand and it is unlikely that local production will grow enough to match demand growth due

to various factors like low yield, farming practices, technology, alternate crops etc.

2.5 Domestic/Export Markets

The proposed project will primarily cater to domestic demand through imports from overseas

destinations.

2.6 Employment Generation (Direct and Indirect) due to the project

Temporarily, ~2,000 persons will be required during construction of terminal, jetty and associated

infrastructure. Upon commissioning of the terminal and for regular operation, ~70 persons will be on

direct employment and ~1,000 persons will be on indirect employment.

In addition to this, the proposed project will create a base for development of allied industries in the

region viz fabrication, construction, maintenance etc and thus, lead to further employments

opportunities.

3 PROJECT DESCRIPTION

3.1 Type of Project including interlinked and interdependent projects, if any

Proposed terminal will be inside the boundary limits of Chhara Port. Port has already received EC for

development of break-water and bulk berth. The copy of port EC and CRZ clearance is attached as

Annexure 1 and Annexure 2. Notified Chhara port limit under Gujarat Government Gazette

Notification is attached as Annexure 3

3.3 Details of alternate sites considered and the basis of selecting the proposed

site, particularly the environmental considerations gone into should be

highlighted

Chhara port provides very good marine conditions and the depth of 20mtr (max) that will enable

berthing of larger vessels and hence, will provide supply chain efficiency. Port is very well located to

the hinterlands of North, West and Central India. The port is located in seismic zone III. Vicinity of the

port area is a low population zone and does not have Natural forest and ecological sensitive area. This

greatly reduces the environmental risk and makes the port a good location for liquid and LPG storage

and handling.

3.4 Size or Magnitude of Operation

The maximum capacity of the proposed terminal will be approximately 10 Million tons of product

throughputs every year. Maximum storage capacity will be 185,200cbm for LPG and 400,000cbm for

liquid products.

3.5 Project description with process details (a schematic diagram/ flow chart

showing the project layout, components of the project etc. should be given)

West Coast Liquid Terminal Pvt. Ltd. will use their expertise and experience to build the terminal and

jetty to highest operational and safety standards and will provide storage and handling services for

LPG and liquid products. The terminal will play pivotal role in customer’s supply chain and facilitate

trade flow on import side. The terminal activities do not involve any sort of processing and/or

manufacturing. The storage terminal will receive the LPG from jetty through dedicated cryogenics

pipelines and will dispatch LPG through road tankers/vessels/pipelines/rails to the end markets. For

liquid products (POL and Vegetable Oils), the storage terminal will receive the products from ships

through dedicated jetty pipelines/ road tankers and will dispatch through

tankers/vessels/pipelines/rails to the end markets.

3.6 Raw Materials

The principal activity of the terminal is to provide storage and handling services only for LPG liquid

products (POL and Vegetable Oils). No manufacturing or processing activities are envisaged in the

project; hence no raw material is required for the proposed facilities.

3.7 Resource optimization/ recycling and reuse envisaged in the project, if any

should be briefly outlined

Wastewater generated from domestic activities, floor washes will be treated in STP and reuse for

gardening purpose.

Total water consumption will be 200KLD (out of which 120 KLD will be fresh water and 80 KLD will be

from the recycled water). Water consumption and break up of use is provided in Table 3-3.

period as per worst case scenario will be 1,465 kW)

During Construction phase DG Sets will be used for Power Generation and Power will be sourced from

Port’s main substation during Operation Phase.

Same time DG set (2 No.) of capacity 600 KVA will keep for backup during operational phase.

3.9 Quantity of waste to be generated (liquid and solid) and scheme for their

management /disposal

3.9.1 Waste Water Treatment and Disposal

Wastewater will be disposed of in following manner where Domestic Wastewater (80 KLD) will be

treated in Sewage Treatment Plant and treated waste water will be used for Gardening.

Wastewater from pipeline, tank cleaning and floor washes (5 KLD) in LPG area will be treated in

Sewage Treatment Plant and treated wastewater will be used for Gardening.

Seawater will be used as source of inlet to heater. Before it enters heaters it is treated with chlorine

through dosing pumps in order to avoid formation of algae or other organisms with in pipeline and

heater. Heat transfer takes place within heater to increase the temperature of propane/ butane to

ambient temperature and the cooled water from heater will be again get discharged into sea.

The quantity of wastewater generation will present in Table 3-5.

4 SITE ANALYSIS

4.1 Connectivity

4.1.1 Road Connectivity

Chhara is at a distance of about 6.5 kms from Kodinar town, which is approx. 2 km from National

Highway NH-8E (connecting Rajkot-Junagarh-Una - Bhavnagar). Una is the sub-divisional headquarter

in Junagarh district of Gujarat. Chhara is connected to Kodinar by a single lane village road of 3.5 km

wide bituminous top. Kodinar town being well developed, a bypass around Kodinar has already been

constructed which is of recent construction and in good condition. This bypass meets NH-8E around

2.0 km from Kodinar town towards Una-Bhavnagar.

Chhara will be connected to NH-8E by two lane carriage way. The length of road will be approximately

10.0 kms. Existing single lane road passing through Malashram and Bavana Pipalva is presently under

development with two lane configured road. Last 2.0 Kms will be newly constructed.

4.1.2 Rail Connectivity

Chhara Port is proposed to be connected through broad gauge (BG) line with Kodinar. BG line from

Somnath to Kodinar will be developed by Indian Railways. Railway Board has provided in-principle

approval for Kodinar-Chhara rail line under Non-Government Railway policy. Connectivity to Chhara

Port up to Kodinar has been included in Rail budget 2015-16 under Coastal Connectivity Program. The

nearest rail station is Kodinar, about 6.5 km away located on Western Railway’s Bhavnagar Division.

Kodinar, is a meter gauge (MG) station on the Saurashtra coast. The railways will enable the

evacuation of POL and Vegetable Oils from the proposed terminal.

4.1.3 Air Connectivity

Diu airport is 45 km in East direction from proposed site.

4.1.4 Pipeline Connectivity

The project has been planned to cater increasing demand of LPG in Western, North, Central India.

There is an existing LPG pipeline of 2.5 MMTPA from Jamnagar to Loni which is getting expanded to

3.25 MMTPA. Another LPG pipeline from Mundra/ Kandla to Gorakhpur of 3 MMTPA is also proposed to

cater North and Central India. The evacuation of LPG from proposed terminal is planned through the

intermediate connection to these pipeline from Chhara so as to cater above mentioned markets.

4.2 Land Form, Land Use and Land ownership

The Isolated storage facility will be developed within backup area of Chhara Port, Village: Chhara-

Sarkhadi, District- Gir Somnath, Gujarat

4.2.1 Land Form

The proposed LPG site at Chhara is characterized by undulating land except those raised by roads and

nallas. The area shows a rising gradient from ease to west with much greater and steeper descent to

the South than to the North. The Coast line is rocky in general, with cliffs overhang the sea at places

and has submerged rocks that get exposed during low tides.

Agricultural crops mainly comprises of Cotton, Bajra, Jowar, Groundnut and Wheat, exposed rocky

substrate, habitation with vegetation, manmade plantation, open/vacant land, open scrub, road, sandy

area with moderate vegetation.

4.2.2 Land Use/Land Cover

The land use has been prepared by Survey of India Topographical sheets and HTL from IRS P6 L4X

image and the satellite data has been processed for arriving at the exact land features within 15 kms

of project site.

The land use classification comprising lands under agriculture, exposed rocky substrate, habitation

with vegatation, manmade plantation, mangrove sparse, mudflat with algal growth, mud flat with

sparse vegetation, open/vacant land, Open scrub, river, road, salt pan, sandy area with moderate

vegatation, sandy area with sparse vegatation, sandy tidal flat, sea, water body

4.2.3 Land Ownership

Entire port land is owned by SPPL.

4.3 Topography (along with map)

Chhara project site comprises of undulating terrain with an elevation from +1.0 m to +9.0 m from

mean sea level (MSL). The total plot is roughly bisected as northern & southern part by a canal

running west to east. The northern area of the canal is generally sloped towards south-east. The

western portion of the land is sloped towards north-east. The coast line is rocky in general, with cliffs

overhang the sea at places and has submerged rocks that get exposed during low tides.

4.4 Existing land use pattern (agriculture, non-agriculture, forest, water bodies

(including area under CRZ)), shortest distances from the periphery of the

project to periphery of the forests, national park, wild life sanctuary, etc

sensitive areas, water bodies (distance from the HFL of the river), CRZ. In case

of notified industrial area, a copy of the Gazette notification should be given.

4.4.1 Land cover

Proposed Chhara port land cover characterized by undulating land except those raised along the road and Nalla. Generally comprising under non agriculture, exposed rocky substrate, vegetation, manmade

plantation, open/vacant land, open scrub, road, sandy area with sparse to moderate vegetation.

4.4.2 Forests

There are four reserve forests and five patches of unclassified forest within 10 km of the proposed

site. The forest types are open shrub type with dominant bushes which are found abundantly in arid zone.

4.4.3 Wild life Sanctuary and National Park

Gir wildlife sanctuary and national park is located at a distance of approximately 22kms from the

proposed port site.

There are two fresh water bodies within 10 km radius of the proposed port site. These are Panch Pipalva bandhara and Sodam bandhara. Panch Pipalva is approximately 9 kms towards North-East and

4.5 Existing Infrastructure

Chhara is a small village. The road connectivity to proposed site via NH-8E is. The road connecting to

project site is 6.5 kms is being widened to two lane with paved shoulders.

There is no rail connectivity to project site. The nearest rail head is Kodinar which is about 6.5 kms

with meter gauge (MG) link. The nearest broad gauge (BG) link is Somnath

Based on the latest land cover details, the proposed area is covered with agricultural land with

habitation with vegetation, manmade plantation, open/vacant land, Open scrub, river, road, sandy

area with moderate vegetation, sandy area with sparse vegetation, it is imperative that no

development took place. There is no existing infrastructure other than connectivity to the project site.

4.6 Soil classification

The soils in and around the project site is of two types. One is mixed, calcareous, fine, loamy soil

while other one is clayey to fine calcareous, montomorillonitic soil.

Based on the geotechnical investigation report the soil profile has been outlined with details of

classification

4.6.1 Marine Soil Classification

The top layer is very thin Silty fine to medium sand with rock or shell fragments at some

places (approx. 0.5m) with dense layer.

The second layer is a very weak to moderately dense weathered sandstone (thickness ranging

from 1.5m to 7m).

In the third layer (below the weathered sandstone layer), there are variations. This layer

consists of Conglomerate and Sandstone at some locations. SPT values vary between 6 and

100.

In the layer below at a depth of 9.0 m, there are alternate layers of hard

Sandstone/Calcarenite in which SPT values exceed 40.

4.6.2 Land Soil Classification

The top layer is yellowish brown silty sand 0.5 m below ground level formed by disintegration

of parent bed rock materials.

The second layer is a brownish grey or yellowish brown sand stone bed rock. The bed rock is

completely weathered.

Soils in the study area are mostly loamy and calcareous in nature

Ground water levels are observed which varies from 1.5 m to 6.5 m below ground surface.

4.7 Climatic data from secondary sources

The past meteorological data collected from IMD observatory at Veraval for a period of 10 years

4.7.1 Temperature

The temperature though out the year is high expect the month of January being the coldest month

with the monthly average minimum temperature of 15.6ºC and maximum of 29.6ºC. February

onwards the temperature begins to rise. The maximum temperature is observed during the month of

April (36 ºC).

From October to January, both day and night temperatures begin to decrease rapidly. January is

generally the coldest month with mean daily minimum temperature of about 9°C and lowest mean

temperature in the month recorded in January is 4.6°C.

During the post-monsoon months of October and November, day temperatures remain between

15.5ºC to 35.9ºC. In winters, i.e. December, January and February, day temperatures remain between

9.0ºC to 29.8ºC.

4.7.2 Rainfall

Moderate rainfall occurs through the south-west monsoons that starts in middle of June and lasts till

October. The remaining period of the year, November to May, is mostly dry with little rainfall. The four

monsoon months (June to September) contribute about 95% of the total annual rainfall. Rainfall peaks

during the month of July followed by August. The maximum rainfall observed in a year is 1705.3 mm

and minimum in a year is 456.4 mm and 24 hrs heaviest rainfall in a year is 503.8 mm.

7 PROJECT SCHEDULE AND COST ESTIMATE

7.1 Likely date of start of construction and likely data of completion (time schedule

for the project to be given)

The construction work of the proposed isolated storage terminal is likely to commence after the

receipt of Environmental Clearance and Consent to Establish. The project completion is expected to

take 1 ½ to 2 years from the date of start.

7.2 Estimated project cost along with analysis in terms of economic viability of the

project.

The proposed project of storage tanks, dedicated liquid jetty and associated infrastructure for storage

and handling of LPG, POL and veg oils products will cost approx. INR 25-27Bn

8 ANALYSIS OF PROPOSAL

8.1 Financial and social benefits with special emphasis on the benefit to the local

people including tribal population, if any, in the area

The project is expected to employ ~2,000 persons during construction of terminal, jetty and

associated infrastructure. Upon commissioning of the terminal and for regular operation, ~70 persons

will be on direct employment and ~1,000 persons will be on indirect employment.

In addition to this, the proposed project will create a base for development of allied industries in the

region viz fabrication, construction, maintenance etc and thus, lead to further employments

opportunities, improvement quality of life of people in the project region especially area around

Chhara
