Michael Procopio, MCSE, MCPDirector of Technology Services

Michael Procopio serves as the Director of Technology Services for the Educational Information and Resource Center. He has been working in the computer and telecommunication field for nearly 20 years.

During this time, he has held a number of leadership positions working as an architect/designer, an information systems manager, a consultant, a network/system engineer, and as an integration specialist.

Michael has held senior positions with PNC Bank, PFPC Global Investment Services, SJ Consultant, and Gateway.

He brings his depth of experience, technical skills and management capabilities to his position where he supports the administration and management operations as well as districts’ instructional and learning activities through its educational mission.

Combining leading-edge business strategy and IT knowledge, to develop efficient and effective solutions that keep businesses one-step ahead, Michael has grown EIRC’s technology offering.

As EIRC Technology Services evolves, we continue to look to the future – seeking out new educational technology, new opportunities, and more choices. We want to continue to provide educators with the communications products and services that connect them to what’s important in their lives.

Craig GibsonOperations Manager

Craig has over 20 years of diverse experience, with a career in both data and telecommunications

environments. He has an extensive background in network design and operations as well as data center operations. Craig holds a Bachelor of Science in Accounting from the Rutgers School of Business. He brings this IT and business background to his role as Operations Manager for EIRC Technology Services. As the Operations Manager, Craig oversees all aspects of the technician and engineering team.

Bryan LevensInstall/Service Coordinator

Bryan graduated from Rochester Institute of Technology in 2005 with a Bachelor of Science in Information Technology and

a minor in Business Management. He has over 15 years of experience in IT, holding multiple positions including management roles. Currently, he manages EIRC Technology Services’ installation division, developing and overseeing projects that include the deployment of interactive projectors, wireless systems, security cameras, and data runs. Bryan has worked with EIRC since 2011 and helped develop the install division as a major contributor to the services provided by EIRC.

Michelle SprowlAdministrative Assistant Coordinator

Michelle Sprowl serves as the Administrative Assistant Coordinator to the Technology

Department for the Educational Information and Resource Center. She has been working in the administrative field for fifteen years. She has spent the last three of those years with the EIRC.

She brings her depth of experience and administrative skills to her position where she supports the Technology Department. She is a member of the EIRC Site Council and Wellness Initiative.

Amy GibsonDesign Studio Coordinator

The Design Studio at EIRC offers graphic design and printing services. As the Design Studio Coordinator, Amy oversees all

aspects of production and customer service. She also provides graphic design services for internal departments and external clients.

Amy graduated from Rowan University with a Bachelor of Art in Public Relations. She brings her background in marketing communications to her work in Technology Services, especially in organizing project promotions and trade show events.

Charles Ivory, Ed.D.Executive Director

Dr. Ivory’s educational experiences over the last forty years have been varied across many areas of education. As a teacher, principal, assistant superintendent, superintendent, county superintendent and in positions at

the New Jersey department of education, Dr. Ivory has demonstrated his leadership abilities. His proven experience in curriculum and strategic planning as well as his innovative work in developing school-based planning models and academic career academies have infl uenced the scope of education throughout the state, nationally and internationally.

Steve has served as the EIRC Chief Financial Offi cer for the last 12 years and manages the Center budget that has tripled over the last 5 years. He coordinates services with over 70%

of the school districts in NJ who have Shared Service or Cooperative Agreements with EIRC for services ranging from Technology to Professional Development and includes contracts with the State of NJ for several Child Care programs across the State. Steve was instrumental in establishing the EIRC as the lead agency in NJ for National Cooperative Purchasing through TCPN...The Cooperative Purchasing Network and he is responsible for all purchasing for EIRC.

EIRC, created by state legislation in 1968, specializes in education related programs and services for schools, parents, communities, and nonprofi t organizations.

EIRC is an E-Rate Service Provider

Public schools, nonprofi t private schools, and libraries can receive discounted telecommunications and Internet services through the E-Rate program. EIRC’s E-Rate SPIN number is 143035557.

The E-Rate program is administered by the Schools and Libraries Division (SLD) of the Universal Service Administrative Company (USAC), under direction of the Federal Communications Commission (FCC). Up to $3.9 billion annually is available to provide eligible schools and libraries with discounts for authorized services.

Opening new opportunities

The demand for bandwidth in school districts continues to increase. According to the State Educational Technology Directors Association (SETDA), the minimum bandwidth requirements for school districts are 100 Mbps per 1,000 students and staff by the 2014-2015 school year and 1 Gbps per 1,000 students and staff by 2017-2018.

All EIRC-Connect services are backed by skilled helpdesk support. When you contact EIRC Helpdesk, our technicians and engineers will directly answer your call or email, then work to resolve your issues remotely or on-site.

EIRC-Connect is designed to meet the industry standard five 9s of uptime and availability. We are proud to report 100% service availability. No EIRC-Connect customer has had an interruption in service that was unrelated to a scheduled maintenance period or a problem local to the customer, such as a black out.

What if you need assistance?

EIRC will know if your location is offline within five minutes of the problem. Once we receive the notification, we will contact Comcast and the district’s designated contact person to begin resolving the problem.

EIRC In the News

In March 2015, EIRC Technology Services identifi ed the root cause of a ransomeware infi ltration within a school district. The district was hacked by malware that held the network hostage for 500 bitcoins, which disabled the entire computer system network and suspending PARCC testing. EIRC Network Engineers provided pro-bono work to quickly restore functionality and resume PARCC testing.

EIRC Network Engineers traced the virus to an internal Windows server that the attacker compromised by using a set of vendor credentials with a weak password.

This story was covered by local and national news, including USA Today.
