Binnekort is dit tyd vir die jaarlikse liggiehuis kompetisie en Fees in die Park.

Hierdie jaar word nog meer pret vir die kinders beplan!Kom kuier die Saterdagaand lekker saam met `n Bring en Braai Makiti.Sondag sluit ons af met ons tradisionele “Carols by Candlelight”.

Ons projekte vir hierdie laaste deel van die jaar: Ingang se nuwe tuin Opgradering van die waghuis Weerligafleiers by die ingang se kameras Eldopark kantoor word opgeknap.

Nog `n bedrywige maand wat voorlê met die afsluiting van huidige projekte.

`n Beroep word op elke lid gedoen om toe te sien dat hulle rekenings vooruitbetaalbaar is voor of op die 7de van elke maand. Regsaksie gaan volg teen diegene met uitstaande heffings. Beste Inwoner

In lyn met goeie skuld invorderingspraktyke, het die HEV besluit om te affilieër met ’n goedgekeurde kredietburo (TPN). Hierdie affiliasie sal ’n positiewe impak op daardie inwoners wat wel hulle heffingrekening betaal te wete ’n goeie kredietrekord.

Vir dié inwoners wat nie voor, of op, die sewende van die maand hulle heffingrekeninge betaal nie, sal dit ’n negatiewe impak op hulle kredietrekord hê asook “swartlysting” tot gevolg hê. Alle wanbetalers sal voortaan ’n SMS ontvang waarin hulle versoek word om hulle heffingrekening te vereffen binne die ooreengekome periode.

Gaan asseblief u maandstaat noukeuring deur om sodoende te verseker dat u betalings op datum is. Indien u rekening agterstallig is, kontak die HEV om reëlings te tref om dit op datum te bring voor die proses soos hierbo genoem, op 1 Januarie 2016 in werking treë.

Dear Resident.

In line with good debtor management practices the HOA has decided to affiliate with an approved Credit Bureau (TPN). For the vast majority of members who pay their levies on time, this will have a positive outcome as it will reflect a positive credit standing. 

However, for some members who do not keep their account up to date by paying their full levy in advance before or on the 7th of each month, this will result in a negative credit record that could result in them being "blacklisted". Henceforth, all non-payers will receive notification via SMS as to their outstanding levies and if not settled within the agreed period

Please peruse your monthly statement to ensure that your payments are up to date. If not, make arrangements with the HOA Office to get your statement up to date before the process is implemented on the 1 January 2016.

The prime objective of ELDOPARK Home Owners Association (NPC) (hereinafter referred to as “the HOA”)

is to promote, enhance a high quality lifestyle and protect the communal interests of its Members. This is

done through the management of the development of residences and related facilities parks,outbuildings, etc.) with an appropriate set of house rules.

Solar panels etc.

19.10 (a) External finishes must conform to good architecture, so as not to detract from the general appearance of the neighbourhood;

(f) The use of solar panels for the heating of water is encouraged. Only the solar panels (either the vacuum tube-type or flat panel-type) may be visible – no external geyser, header tanks or coiled pipes may be visible. The solar panels must be incorporated into the adjoining structure and may not – where visible – be placed on an elevated structure.

(p) All geysers fitted outside on flat roofs are to be enclosed in an aesthetical pleasing enclosure.

(s) All external water capturing/retainer reservoirs (e.g., water tanks may not be visible from the street or adjacent stands.

(t) All Heat pumps must comply with the minimum requirements. Heat pumps must be installed in such a way that it does not create a nuisance to neighbours’. In addition to the requirements above, it must be visibly screened and indicated on plans approved by the HOA.

19.18 (a) It is the Members responsibility to see that contractors abide by the rules as laid down by the HOA

19.19 The Architectural and Aesthetical rules and guidelines in this document will form the basis for the evaluation of plans. The evaluation process followed and resulting in approval or rejection of plans shall be at the sole discretion of the Aesthetic Committee (AC).

Submission of working drawings for approval by the AC

All external visible heating equipment, i.e. solar or heat pumps etc

The AC will inspect the progress of the building and terrain works.  This will ensure that the requirements are met and that there are no deviations from the approved plans. All construction will be brought to a halt until submission and approval of the new plan by the AC.

Pets

8.1 The Local Authority by-laws relating to pets are applicable and will be strictly enforced.

8.2 A Member or tenant may not keep more than two dogs on their property without the written permission of the HOA.

8.3 Poultry, pigeons, aviaries, wild animals or livestock may not be kept on the ELDOPARK ESTATE.

8.4 Pets are not permitted to roam the streets and dogs must be kept on a leash in all areas at all times.

8.5 Should animal excrement be deposited in a public area the pet owner shall be responsible for the immediate removal thereof.

8.6 Every pet must wear a collar with a tag indicating the name, telephone number and address of its owner. Stray pets without identification tags will be impounded and handed to the SPCA.

8.7 The HOA reserves the right to request the Member or tenant to remove his/her pet should it become a nuisance.

8.8 Where pets become a nuisance and where owners do not comply to municipal regulations regarding animal control/behaviour and complaints received by fellow residents, and after warnings issued by the HOA to such owners, the matter will be handed over to the local authorities requesting the pets to be removed from Eldopark without prejudice to the HOA to take appropriate further action.

8.9 No animal slaughtering.

Rules of the Street.

Although Eldopark is a child friendly environment, residents should bear in mind that the streets are still and will always will be part of the City Council and as such the same rules apply as on any other public road. 

It is becoming more and more a daily occurrence that children either play or ride on their bicycles in an unsafe manner in the streets. 

Vehicle owners are requested to drive within the speed limit and obey street signs - we request children to do the same. Residents are urged to ensure that their children do not engage in any unsafe road behaviour.

13.1 The streets of ELDOPARK ESTATE are for the use of all residents, whether it be on foot, bicycle, motorcycle, trucks, delivery vans, busses or cars.

13.2 Cars are considered to be part of the street environment, but not necessarily the dominating factor:

13.3 The National Road Traffic Act, 1996 (Act No. 93 of 1996), and the Regulations made there under, as well as the by-laws of the TSHWANE Metropolitan Municipality, shall apply to the streets in the ELDOPARK ESTATE.

13.4 The following rules are, notwithstanding rule 13.3, applicable to the streets in the ELDOPARK ESTATE:

(a) The streets are for the use of all residents of the ELDOPARK ESTATE, their visitors, contractors and emergency vehicles.

(b) The speed limit is restricted to 30km per hour.

(c) All traffic signs on the streets must be adhered to.

(d) No Member, a member of their household, their guests or lessees may use the communal areas situated at Park 1 and Park 2 as a parking facilities for any type of vehicle.

(e) The use of any motor vehicle with e.g. noisy exhaust systems is prohibited.

(f) Only licensed persons may drive any engine-powered vehicle on the streets of the ELDOPARK ESTATE.

(g) Only licensed motorcycles and motorized vehicles may be driven on the streets of the ELDOPARK ESTATE.

(h) Parents must oversee the safety of their children on the streets of the ELDOPARK ESTATE.

(i) No person may drive any vehicle that requires the driver by law to wear a helmet without a helmet.

(j) No vehicle, except a vehicle that is ordinary used for transporting goods, may park on a loading zone.

(k) Failure of residents, tenants, visitors, contractors and service providers to adhere to aforementioned traffic rules and regulations, can be fined and/or penalised by the HOA. The nature of such fines/penalties will be determined by the board of directors.

NO pedestrian access through enter or exit booms

365 Security is contracted to manage access into Eldo Park and as such has the authority to stop and/or deny someone access to the Park and query someone that wants to leave the Park without being either on the system or did not sign in as a visitor.  Considering that 365 Security is not required to know every resident and that they also have staff turnover from time to time, it is expected that 365 Security do not allow anybody access into or out of the Park if they do not swipe their finger at either the turnstile or boom.

In the times we currently live in, the following example might be worst case but could easily become reality…... a resident is looking for a family member and asks 365 Security to confirm whether the person has left the Park.  365 Security interrogates the system and confirms that the person has not left the Park. In the meantime, the person left the park by ducking under the boom without swiping their finger.  This same person could be in distress outside the Park whilst the resident is looking for the person inside the Park.

Residents are requested to follow the house rules and co-operate with 365 Security to keep our Park safe from unwanted people entering or leaving the Park.

Reduce energy around the house:

Here are some handy tips from HOMEAKERSonline

In the Kitchen:

Always match the size of the pan with the size of the stove plate. Use a microwave to cook as it is quicker and cheaper, 1 oven uses the same power as 18

microwaves. Only fill kettle with the amount of water that you need. Cut food into smaller sections before cooking to help it cook quicker. Make your toast in a toaster, not under the grill. Don’t keep opening the oven door while you are cooking. Always put a full load of washing in the washing machine, and if the weather is good, dry the

clothes on the line outside.  If you have a stove with heavy solid plates that retain heat, switch off the plate a few minutes

before removing the pot. When you open your fridge door for more than a moment, it loses cold air. Cooling it down

again will take a lot of electricity. So be quick and don’t let all that cold air out. Do not place hot food in the refrigerator or the deep freeze, rather allow it to cool outside

first. Ensure that the door seals are in good condition and don’t put the refrigerator near the oven. Every time you switch on your dishwasher, it’s the same as switching on 120 CFL energy-

saving light bulbs. Wait until the dishwasher is full before you switch it on. Use the economy programme wherever possible.

Clothes should never be placed in the tumble dryer while they are still dripping with water, so be sure to remove excess water.

Lights:

In most homes, lighting accounts for around 17% - 20% of the electricity bill. A considerable amount of electricity can be saved by replacing your conventional tungsten bulbs with compact-florescent lamps (CFLs). They are more expensive, but CFLs last 8 times longer.

Turn off the lights that you don’t need on and use lighter lampshades as they will make the most of the energy.

Fit lower wattage bulbs wherever possible and avoid leaving spot lights on for too long, as they use more electricity.

In the Lounge:

Switch the TV off when not in use, leaving it on standby mode uses up to 50% of the power the TV would use if it was actually on, the same goes for the Hi-Fi’s and computers.

Rather use a gas heater or a temperature-controlled oil heater for space heating and switch of the heater if you leave the room.

Curtains help to retain the heat, so draw them early in the evening.

In the Bathroom:

Shower instead of running a bath, as a shower uses much less water and therefore, less hot water and less electricity.

Fit low-flow shower heads, this will not only save water, but electricity too.

A geyser blanket will insulate your geyser not allowing the heat to escape. To save even further, insulate the water pipes and turn the geyser’s thermostat down to 60°C.

Fix any dripping taps, especially hot water taps.

The Swimming Pool:

The swimming pool filter pump is one of the largest consumers of electricity. So try to use the pump only when necessary. There are a number of timers available that can be fitted to the pump.

During winter you can use the pool filter even less, as algae growth is limited, so the cleaning filter can be reduced to once every few days.

Consider Solar Water Heating Panels and Heat pumps.
