    Scientific papers in Electra Rules regardingthe papers to be published in Electra

    Electra is the CIGRE's bilingual bimonthly Journal for Power System Professionals,essentially aimed at presenting the main results deriving from the activity of CIGRE WorkingGroups and of CIGRE Study Committees. In this respect, summaries of Technical Brochures

    are published in Electra to coincide with the publication of the full Technical Brochure. Inaddition, scientific papers, which are not necessarily related to the normal CIGRE activities,are published in Electra . To this purpose an ad hoc scientific committee has been recentlyappointed in order to accomplish a peer review process.This short note concerns this specific type of scientific publication, and in particular the rulesthat the candidate papers of this type need to follow in order to successfully complete thepeer reviewing process.Candidate papers to be published in Electra are expected to present to the internationalcommunity important results of work in the field of electric power systems, whether in theform of research, development or application (excluding design).

    These papers should be innovative and spearhead progress in the Power Sector. It ispreferred that the submitted papers be written outside the framework of the CIGRE StudyCommittees or Working Groups. They will be reviewed by an Editorial Committee composedof high-level experts from the four CIGRE work areas:

    - Pierre Boss, from SC A2, representing the A SCs, Equipment - Konstantin Papailiou, from SC B2, representing the B SCs, Subsystems- Ashok Manglick, from SC C1, representing the SCs C, Systems- John Densley, from SC D1, representing the SCs D. Horizontal Topics

    This Committee will be chaired by Olav Fosso from the Norwegian University of Science andTechnology , a leading expert in the Power Sector.After validation by this Committee (including possible suggested amendments) the articleswill be published in Electra. We would like to publish at least one article per Electra issue.

    The CIGRE Central Office will take care of the final editing according to the Electra style.The articles will be available to CIGRE members for download in the same way as theTechnical Brochures.

    Conflict of interest / Copyright

    All authors are requested to disclose any actual or potential conflict of interest including anyfinancial, personal or other relationships with other people or organizations within three years of beginning the submitted work that could inappropriately influence, or be perceived to influence,their work. They will be required to sign a third party licence agreement. In certain cases, thereverse situation may arise where the author requests CIGRE to sign a licence agreement.Acceptance of the agreement will ensure the widest possible dissemination of information. An e-mail will be sent to the corresponding author confirming receipt of the manuscript together witha 'third party licence agreement' form (or a link to the online version of this agreement).

    Submission declaration and verification

    The work presented in the paper must:not have been published previously (except in the form of an abstract or as part of a publishedlecture or academic thesis),not be under consideration for publication elsewhere,be approved by all authors and tacitly or explicitly by the responsible authorities where the work was carried out,if accepted, not be published elsewhere in the same form, in English or in any other language,including electronically without the written consent of the copyright-holder.

    Changes to authorship

    Before the accepted manuscript is published in an online issue, requests to add or remove anauthor, or to rearrange the author names, must be sent to CIGRE Edition ( [email protected] ) fromthe corresponding author of the accepted manuscript and must include:-the reason-written confirmation (e-mail, fax, letter) from all authors-confirmation from the author concernedRequests that are not sent by the corresponding author will be forwarded by CIGRE Edition to thecorresponding author, who must f ollow the pro cedure as described above. Note that: CIGRE Edition will inform the Editorial Board of any such requests and publication of the acceptedmanuscript is suspended until authorship has been agreed.

    Language and language services

    Please write your text in good English (American or British usage is accepted, but not a mixtureof these). The Editorial Board retains the right to decline the manuscript if it is poorly written.

    Submission

    Submission to Electra by email to [email protected] 12 weeks before due edition date. Use thefollowing guidelines to prepare your article.

    Manuscript preparation

    General :Authors are strongly recommended to follow the guide for authors. The editorial board reservethe right to adjust the style to certain standards of uniformity. Please contact CIGRE [email protected] if you have any formatting queries.

    Structure :The following structure is recommended: Title, Authors, Affiliations, Abstract, Keywords,Introduction, Theory/Methods, Results (which includes Calculation/Measurements), Discussion,Conclusions, Acknowledgements, References, Figure Captions, Tables and Figures. Thecorresponding author should be identified with an asterisk and footnote (see below for a detaileddescription of each point)

    Document length : Scientific Papers should not exceed 10 printed pages, including figures andtables.

    Introduction State the objectives of the work, contextualize the problem addressed by the paper, provide ashort but thorough survey of the work that has been done on the subjects (namely provide anadequate background, avoiding a too detailed/exhaustive literature survey) avoid a summary of the results.

    Methods/MethodsDescribe methods/methodologies used in a sufficient detail to allow the work to be reproduced.Methods already published should be indicated by a reference: only relevant modifications shouldbe described. Part of this section can also be put into an Appendix, especially if the mathematicalformalisms are too heavy and render the reading of the paper less fluent.

    Results Present in this Section the result obtained with the theory/method proposed. Results can beeither calculations or measures (encouraged) or both. Results should be clear and concise.

    Discussion This should explore the significance of the results of the work, not repeat them. A combinedResults and Discussion section is often appropriate.

    Conclusions The main conclusions of the study may be presented in a short Conclusions section, which maystand alone or form a subsection of a Discussion or Results and Discussion section.

    Appendices If there is more than one appendix, they should be identified as A, B, etc. Formulae and equations

    in appendices should be given separate numbering: Eq. (A.1), Eq. (A.2), etc.; in a subsequentappendix, Eq. (B.1) and so on. Similarly for tables and figures: Table A.1; Fig. A.1, etc.

    Essential title page information Title. Concise and informative. Titles are often used in information-retrieval systems. Avoidabbreviations and formulae where possible. No commercial brands should be included. Author names and affiliations. Where the family name may be ambiguous (e.g., a doublename), please indicate this clearly. Present the authors' affiliation addresses (where the actualwork was done) below the names. (Just name of Company/Institute etc..). Provide the full postaladdress of each affiliation, including the country name, and, if available, the e-mail address of each author. Corresponding author. Clearly indicate who will handle correspondence at all stages of refereeing and publication, also post-publication. Ensure that e-mail address and the completepostal address is provided. Contact details must be kept up to date by the corresponding author. Present/permanent address. If an author has moved since the work described in the article wasdone, or was visiting at the time, a "Present address" (or "Permanent address") may be indicated

    as a footnote to that author's name. The address at which the author actually did the work mustbe retained as the main, affiliation address. Superscript Arabic numerals are used for suchfootnotes.

    Abstract (6-8 lines)A concise and factual abstract is required. The abstract should state briefly the purpose of theresearch, the principal results and major conclusions. An abstract is often presented separatelyfrom the article, so it must be able to stand alone. For this reason, References should be avoided,but if essential, then cite the author(s) and year(s). Also, non-standard or uncommonabbreviations should be avoided, but if essential they must be defined at their first mention in the

    abstract itself.

    Keywords Immediately after the abstract, provide a maximum of 6 keywords, using American spelling andavoiding general and plural terms and multiple concepts (avoid, for example, "and", "of"). Besparing with abbreviations: only abbreviations firmly established in the field may be eligible. Thesekeywords will be used for indexing purposes.

    Abbreviations Define abbreviations that are not standard in this field in a footnote to be placed on the first page

    of the article. Such abbreviations that are unavoidable in the abstract must be defined at their firstmention there, as well as in the footnote. Ensure consistency of abbreviations throughout thearticle.

    Acknowledgements Collate acknowledgements in a separate section at the end of the article before the referencesand do not, therefore, include them on the title page, as a footnote to the title or otherwise. Listhere those individuals who provided help during the research (e.g., providing language help,writing assistance or proof reading the article, etc.).

    Math formulae Present simple formulae in the line of normal text where possible and use the solidus (/) instead of a horizontal line for small fractional terms, e.g., X/Y. In principle, variables are to be presented initalics. Powers of e are often more conveniently denoted by exp. Number consecutively anyequations that have to be displayed separately from the text (if referred to explicitly in the text).

    Footnotes Footnotes should be used sparingly.

    Artwork Electronic artwork General points Make sure you use uniform lettering and sizing of your original artwork.

    Save text in illustrations as "graphics" or enclose the font if other than the usual Word fonts:Arial, Courier, Times, Symbol Number the illustrations according to their sequence in the text. Use a logical naming convention for your artwork files. Provide captions to illustrations. Produce images near to the desired size of the printed version.

    Formats Regardless of the application used, when your electronic artwork is finalised, please "save as" orconvert the images to one of the following formats (note the resolution requirements for line

    drawings, halftones, and line/halftone combinations given below):EPS: Vector drawings. Embed the font or save the text as "graphics".TIFF: colour or greyscale photographs (halftones): always use a minimum of 300 dpi.TIFF: Bitmapped line drawings: use a minimum of 1000 dpi.TIFF: Combinations bitmapped line/half-tone (colour or greyscale): a minimum of 500 dpi isrequired.DOC, XLS or PPT: If your electronic artwork is created in any of these Microsoft Office applicationsplease supply "as is".Please do not: Supply files that are too low in resolution;

    Submit graphics that are disproportionately large for the content.

    Figure captions Ensure that each illustration has a caption. A caption should comprise a brief title ( not on thefigure itself) and a description of the illustration. Keep text in the illustrations themselves to aminimum but explain all symbols and abbreviations used.

    Tables Number tables consecutively in accordance with their appearance in the text. Place footnotes totables below the table body and indicate them with superscript lowercase letters. Be sparing inthe use of tables and ensure that the data presented in tables do not duplicate results describedelsewhere in the article.References

    Citation in text Please ensure that every reference cited in the text is also present in the reference list (and viceversa). Unpublished results and personal communications are not recommended in the referencelist, but may be mentioned in the text. If these references are included in the reference list theyshould follow the standard reference style and should include a substitution of the publicationdate with either "Unpublished results" or "Personal communication". Citation of a reference as "inpress" implies that the item has been accepted for publication.

    Web references As a minimum, the full URL should be given and the date when the reference was last accessed.Any further information, if known (DOI, author names, dates, reference to a source publication,etc.), should also be given. Web references can be listed separately (e.g., after the reference list)under a different heading if desired, or can be included in the reference list.

    References in a special issue Please ensure that the words 'this issue' are added to any references in the list (and any citationsin the text) to other articles in the same Special Issue.

    Reference style Text: Indicate references by number(s) in square brackets in line with the text. The actual authorscan be referred to, but the reference number(s) must always be given.Example: "..... as demonstrated [3,6]. Barnaby and Jones [8] obtained a different result ...."List: Number the references (numbers in square brackets) in the list in the order in which they
