AWARENESS PROGRAM FOR THE NATIONAL
MICROFINANCE POLICY
1. INTRODUCTIONFollowing launching of the National Microfinance Policy in October 2017 and enactment of the Microfinance Act 2018, the Ministry of Finance and Planning in collaboration with key stakeholders hosted a meeting to develop a comprehensive strategy on public awareness on the National Microfinance Policy 2017, the Microfinance Act 2018 and its regulations. The meeting was held at Nashera Hotel in Morogoro involving officials from MoFP, PO-RALG, BoT, NEEC, TCDC, TAMFI and FSDT, where the draft awareness concept and program were crafted.
The design of the Program was motivated by the fact that there remain gaps in the public awareness of NMP 2017 and in the newly enacted Microfinance Act of 2018. These gaps in awareness leave room for public to speculate and to build anxiety on the spirit of the NMP 2017 and the purpose of the Microfinance Act 2018. The speculations and resulting anxieties may have negative impact on the reception of NMP 2017 and the Microfinance Act 2018.

3.0 OBJECTIVES OF THE PROGRAMThe main objective of the Program is to create awareness to the public on the National Microfinance Policy 2017, Microfinance Act 2018 and its regulations. The specific objectives of the Program are to:
i. Inform the public on importance of the Policy and the purpose of the Act and its regulations and provide general understanding of the Microfinance sub-sector;
ii. Ensure key microfinance stakeholders become aware of the new legal and regulatory framework and the changes made in order to facilitate compliance with the Act and its regulations;
iii. Make stakeholders and public aware of their roles, responsibilities and opportunities; and
iv. Raise awareness on the microfinance promotion in accordance with the Act and relevant regulations.
3.0 TARGET AUDIENCEThe awareness program targets the following groups;
a. Implementers – PO-RALG, MoFP, MA, TCDC, NEEC and BoT;
b. Users – All individuals and micro-enterprises but with specific emphasis on women, youth and people with special needs including clients of microfinance service providers;
c. Associations of service providers - including TAMFI, VICOBA FETA, TIMAP, IR-VICOBA, SCCULT, COBAT and TFC;
d. Microfinance Services Providers – Community Microfinance Groups (CMG), Microfinance Institution (Credit only), Money Lenders, Commodity Lenders, and SACCOS (Lender);
e. Microfinance service promoters such as Individual promoters and NGOs including Care International, Plan international, WAMA, Agha Khan Foundation, UYACODE, SEDIT etc;
f. Media; and
g. Other relevant stakeholders when need arises.

To facilitate adoption of the NMP 2017 and MA 2018 and to stem a drop in supply and demand of microfinance services due to the changes in the laws and regulations, the Program utilizes a Market Systems Approach to effect action towards application for licensing and registration by microfinance service providers and to effect positive behavior towards new rules and regulations and continued usage of microfinance services by users.

The Program notes that the main challenge to successful adoption of the MA 2018 and its regulations is misinterpretation and misinformation on the objectives and potential of NMP 2017 and MA 2018. This risk is present because prior to MA 2018, the rules and relationships in the subsector were mostly informal and lacked standards thus did not rely on standard information to induce usage. The Program will therefore focus on leveraging a key supporting function, information, in order to provide structured and strategic information to raise understanding and awareness that will lead to continued supply and demand of microfinance services within the new legal and regulatory framework.
Information will be provided in a direct and indirect manner with an aim to raise awareness and induce action. Where information is provided directly, it will do so through mass media and will aim to influence service providers and users of microfinance services. Where information is provided indirectly, it will do so through workshops, seminars, and meetings where various tools will be utilized including official publications, presentations, popular publications and will
aim to influence local level leaders and key implementers including regulators, promoters, and service providers.
To ensure that the objectives of the Program are achieved, different approaches and tools will be used including:
i. Workshops and seminars: these will facilitate capacity building and awareness to implementers, service providers, and users through face to face engagements. The sessions will be customized based on audience and their role to enabling successful implementation of the Microfinance Act.
ii. Publications: these publications will be distributed physically via workshops and seminars but also electronically via email, websites, and social media. The publications will have information on the rules and regulations and also offer some direction on the process for registration and licensing. Among the publications include:
• NMP 2017, MA 2018 and its regulations

• Popular version of the rules and regulations
• Cartoon booklet
• Fliers and posters
• Supplementary publications
iii. Media: this is an important channel for the Awareness Program, particularly in reaching the users of microfinance services and influencing behavior change across all the actors, including regulators, implementers, service providers, and promoters. The Awareness Program will use various mass media and local channels including television, radio, newspaper ads and articles, social media, websites etc. with specific intention that each channel will be effective in reaching a specific set of audience.
5.0 COVERAGEThe Program is expected to cover all regions of Tanzania Mainland by grouping them in eight zones. The zones are Coast Zone (Dar es Salaam, Pwani, Morogoro); The North Zone (Arusha, Manyara, Tanga, Kilimanjaro); Lake Zone 1 (Mwanza, Mara, Kagera); Lake Zone2
(Shinyanga, Simiyu, Geita); Western Zone (Kigoma, Katavi, Tabora) Southern Highlands (Mbeya, Rukwa, Songwe, Njombe); and the Southern Zone (Mtwara, Lindi, Ruvuma). The team may conduct the Program to a specific region or group where deemed necessary.
6.0 COORDINATIONIn order to ensure effective coordination of the awareness program MOFP will continue to lead the implementation. The MoFP formed a task force comprising of different officials from various Ministries and Government Agency/Institutions from PO-RALG, TCDC, NEEC and BoT for the purpose of developing and implementing awareness program.
7.0 FACILITATIONThe Ministry will partner with the Financial Sector Deepening Trust (FSDT) and other institutions in the implementation of this program, specifically in development, coordination and co-financing.

9.0 MONITORING AND FEEDBACK
i. Establishment of a Monitoring Team
Monitoring of the effectiveness of the Awareness Program in influencing capabilities of service providers either to register or to acquire the necessary license will be made on a bi-annual basis. A Monitoring Team will be established by Coordinator of the Awareness Program, namely the Ministry of Finance and Planning in close collaboration with the Facilitator, namely FSDT. The Monitoring Team will be comprised of members or representatives from the following offices or agencies: MoFP, BoT, FSDT, PO-RALG, TAMFI (and or any other relevant industry association).
ii. Data collected by Monitoring Team
The Monitoring Team will visit areas that were visited by the Awareness Program and be responsible to collect the following data:
1. The number of CMGs, MFIs, Money Lenders, promoters, and SACCOS re-ported to exist in the particular region, district, municipality, or relevant unit;
2. The number of CMGs, MFIs, Money Lenders, promoters, and SACCOS that expressed interest to register and be licensed and have started the process;
3. The number of CMGs, MFIs, Money Lenders, promoters, and SACCOS that have been registered and licensed;
4. The number of people reported to be serviced by CMGs, MFIs, Money Lenders, promoters, and SACCOS in the particular region, district, munici-pality or relevant unit;
The Monitoring Team will also conduct interviews with key persons to assess effectiveness of Awareness Program and its tools, given the performance of registration and licensing and continued usage of microfinance services. The interviews will collect feedback on the Awareness Program given the specific contexts.

iii. Feedback on progress from monitoring results.
Following the collection of data and insights, the Monitoring Team will provide a report on the monitoring results to the Coordinator and Facilitator and will be further shared to Awareness Program member institutions. The report will be an important document to inform further decision on the Awareness Program. The Coordinator and other Awareness Program member organization can hold an information and feedback session with stakeholders to inform on progress.
iv. Timing for monitoring and feedback
It is recommended but subject to availability that the first monitoring visit take place in March/April 2020 and the second one in September/October 2020. The visit areas will be determined by the Monitoring Team once established.
It is further recommended that information and feedback sessions, which will also potentially inform on any changes, be held in May/June 2020 and November/December 2020.
