The Employment & Human Services Department is the second largest department in Contra Costa County; with a workforce of 2,000. Our seven division Bureaus include: Aging & Adult Services, Children & Family Services, Workforce Services, Community Services, the Workforce Development Board, Administrative Services and Finance. We provide more than 60 programs that serve over 200,000 citizens who are in need of basic protection or support services. The majority of the services we provide are to children and families, the elderly, the disabled, as well as those on public assistance, to whom services are mandated by federal and state laws and local ordinances.

Contra Costa County is seeking a Director of Aging and Adult Services for their Employment and Human Services (EHS) Department. This position is part of the department’s executive team and is a valued business partner and peer to six other Bureau Directors and reports directly to the EHS Department Director. This position is exempt from the Merit System and reports to the Director of EHS, manages

a Department budget of $52 million, and leads seven direct reports who oversee 220 dedicated professional and support staff. Aging and Adult Services Bureau provides protective and supportive services to over 15,000 disabled adults and seniors. Programs include: In-Home Supportive Services (IHSS); Adult Protective Services; Area Agency on Aging Services; General Assistance (GA); and other senior support services. This Bureau Director also manages the volunteer and emergency services program, and organizes fundraising for a nonprofit 501c3 agency (public/nonprofit partnership), and coordinates and collaborates with health and nutrition programs and agencies serving the elder population (e.g., Meals on Wheels, Public Health Department, etc.).

• In-Home Supportive Services: supports over 8,000 clients and 7,000 caregivers to assist seniors to remain in their homes

• Adult Protective Services: investigates approximately 120 elder abuse referrals per month and coordinates with residents, and private/public community organizations (hospitals, family members, etc.)

• Area Agency on Aging: general senior services that support a large demographic of seniors in Contra Costa County

• Work with fiscal services to use analytics to assess budget performance and identify fiscal opportunities and course corrections

• Oversee administration of Bureau contracts and grants

• Review, develop and implement new policies and procedures

• Knowledge of state and federal mandates related to aging and adult services

Employment Standards/Preferences:License Required: Possession of a Valid California Motor Vehicle Operator’s License. Out of state valid motor vehicle operator’s license will be accepted during the application process.

Education: Possession of a Bachelor’s degree from an accredited college or university with a major in social work, gerontology, public health, business or public administration, or related field; master’s degree desirable and

Experience: Five (5) years of experience, or its equivalent as a public human service program manager, or administrator in a public or non-profit agency with responsibility for the administration of services for adults, seniors, and disabled populations.

Experience/knowledge of: California adult and aging compliance is desirable.

SALARY: $108,263 – $131,595 negotiable within step range DOE/DOQ
