Maine’s most significant job producingsector over the last 10 years has beenhealth care and for the next 10 years itis projected to have the highest demandsand job growth in our state, accordingto information provided at the MaineHealth Workforce Forum Summit on Oct18 in Orono.The Summit is one of a number ofongoing initiatives of the Maine HealthWorkforce Forum, a statewide groupcreated by the Maine Legislature in2005 of public and private sector healthcare stakeholders. (See sidebar 1)More than 160 Health careprofessionals and employers, stategovernment leaders, policy makers,college and university leaders, andworkforce specialists from around thestate attended the Summit to learn abouthealth care workforce data, trends,issues, strategies and solutions from stateand national experts, and howworkforce planning is essential to ensurea sufficient supply of qualifiedprofessionals to meet health care, long-term care, and public health needs inMaine.“I think it went great,” said GarretOswald, Director, Maine Jobs Council.“There was a packed house with a greatmix of employers, educators from variousinstitutions – both secondary and post-secondary – policy makers, and the four

Commissioners from Labor, EconomicDevelopment, DHHS, and Education.”Oswald said the goals of the Summitwere to present trends and issues withinthe health sector to the audience and toestablish an understanding of the dataand demographics of the healthworkforce, including hearing from policymakers how the State is addressingissues both current and future. (Seesidebar 2)Focus on JobsStats provided at the Summit say currentMaine Department of Labor (MDOL)data shows that:• Projected health sector job growththrough 2018 exceeds all other industrysectors in the state; • The over 60 occupational titles havejob requirements ranging from a highschool diploma/GED with on-the-jobtraining, to professional certificationprograms and advanced degrees, andprofessional credentials, some of whichare among the highest paying jobs in thestate, and provides employment in everycounty;• In addition to direct care and healthprofessional occupations the industryemploys a wide array of technical andsupport staff and computer/healthinformation technologists, jobs thatextend into Maine’s private and public

sectors, working in biotechnology,research, regulatory and administrativejobs, and education and trainingorganizations; • The health care sector wages inMaine are relatively high, and thenumber of jobs in health occupations willincrease by 12% (approximately 7,500jobs) over the 2008–2018 period.Projected retirements and attrition addsto the demand with current projectionsestimating approximately 10,000 ofMaine’s health care workers willpermanently exit the workforce by2018, potentially adding an additional10,000 jobs to the 2018 demandlevels.Layoffs vs. ProjectionsWith so many stats showing growth buthospitals laying off in today’s economy,one has to wonder how they coincide.“Layoffs are in the short-term; projectionsare for the long-term. However it doesn’tnegate the fact that there will be growthin the health sector over the next 10years,” Oswald reminds us. “(The MaineCenter for Workforce Research andInformation) does a good job forecastingbut the one thing they have not beenable to nail down is when layoffs (in theprivate sector) will happen. We can’tsay spcecifically when the needs existbut there will be growth.”

And as the needs of the sector evolve, sotoo must that of the Maine workforce.“We focused a lot of our attention ondirect care workers (when collectingdata) because of immediate need.Various positions in direct care areprojected to have shortages,” saidOswald. “Health informationtechnology, electronic medical records –that facilitate record sharing whereveryou are – have infused the health sector.Training programs are getting up andrunning, and curriculum being created tomeet these needs in the future as well.”The Summit“This was the first (Summit) and it waswell done and well received,” saidOswald. “I think it’s a very productiveway to connect education, training,workforce development, and business tomake sure we meet demands of thesector.”Support for the Summit is provided bythe Maine Health Care Sector Grant,which is funded by the AmericanRecovery and Reinvestment Act throughthe United States Department of LaborEmployment and Training Administrationand the Maine Department of Labor.Additional support for the Summit isprovided by the University of MaineOffice of Academic Affairs, School ofNursing and the College of NaturalScience, Forestry and Agriculture.

$4.9 million, three-year Health CareSector Grant to the Maine Department ofLabor to increase the supply andemployment of credentialed health careworkers in high-demand occupations. Asof October 2011, half-way through thegrant period, the overall target of training400 people has been surpassed, with427 individuals participating in trainingprograms for clinical instructors, alliedhealth professionals, associate andbachelor degree nurses, and CertifiedNursing Assistants.1

The Health Resources and ServicesAdministration (HRSA) of the USDepartment of Health and HumanServices provided funding to help createa strategic plan for the state’s healthworkforce development.2

The Organization of Maine NurseExecutives (OMNE) and the Bingham

Program are partners in the MainePartners in Nursing Education & PracticeCollaborative, a Robert Wood JohnsonPartners Investing in Nursing Grant, whichwill focuses on the educationalinfrastructure and faculty developmentas a way to develop Maine’s nursingworkforce.3
