    Computer Literacy and Studies in Schools

    A pilot project on Computer Literacy and Studies in Schools (CLASS) was

    initiated in 1984-85 in collaboration with Department of Electronics.

    Environmental Orientation to School Education

    The National Policy on Education (NPE) 1986, provides that the protection

    of environment is a value which along with certain other values must form an

    integral part of curricular at all stages of education.

    To this end, a Centrally-sponsored scheme, Environmental Orientation to

    School Education was initiated in 1988-89. The Scheme envisages assistance to

    voluntary agencies for conduct of experimental and innovative programmes aimed

    at promoting integration of educational programme in schools with local

    environmental conditions.

    Science Education in Schools

    To improve the quality of science education and promote scientific temper

    as envisaged in the National Policy on Education. 1986, a Centrally-Sponsored

    Scheme Improvement of Science Education in Schools was initiated during

    1987-88.

    National Open School

    The National Open School (NOS) established as an autonomous registered

    society under the Ministry of Human Resource Development in November 1989 is

    vested with the authority to examine and certify students registered with it up to

    pre-degree level courses.

    MOS has launched the Open Basic Education Project for out of school

    children in the 6-14 age group and adult learners. This will have three levels:

    preparatory, primary and elementary, which are equivalent of formal school

    standards of III, V and VIII. In addition, NOS helps the NGOs in the area of

    elementary education by providing materials, standardization and certification at

    primary and upper primary levels.

    Navodaya Vidyalaya

    The National Policy on Education 1986 envisaged setting up of model

    schools one in each district of the country. Accordingly, a scheme was formulated

    under which it was decided to set up residential schools, called Navodaya

    Vidyalayas, on an average one in each district. Navodaya Vidyalayas are fully

    residential co-educational institutions providing education up to senior secondary

    stage.

    The Vidyalayas envisagd a new style of growth with identification and

    development of talented, bright and gifted children predominantly from rural areas

    who may otherwise be denied good educational opportunities.

    Migration is a unique feature ofNavodaya Vidyalaya Scheme whereby 30

    percent of students in Class IX from a Vidyalaya located in one linguistic are

    (Hindi speaking to non-Hindi speaking and vice-versa) spend one academic year

    in a Vidyalaya in a different linguistic region to promote national integration

    through understanding of the diversity and plurality of countrys cultures and

    people

    Kendriya Vidyalaya

    The Government of India approved the scheme of Kendriya Vidyalaya

    Sangathan in 1962 on the recommendations of the Second Pay Commission.

    In 1965, an Autonomous Body called Kendriya Vidyalaya Sangathan was

    established with the primary objective of setting up and monitoring Kendriya

    Vidyalayas to cater to the educational needs of the children of the transferable

    Central Government Employees including Defence Personnel by providing

    common programme of education. At present there are 874 Kendriya Vidyalayas

    out of which one each is in Kathmandu and Moscow.

    National Council of Educational Research and Training

    The National Council of Educational Research and Training (NCERT) is an

    apex resource organization set up in September 1961 with headquarters at New

    Delhi. It assists and advises the Central and State Governments on academic

    matters related to school education. The council is fully funded by the

    Government of India.

    NCERT provides academic and technical support for qualitative

    improvement of school education through its constituents Department of

    National Institute of Education (NIE) at New Delhi. Central Institute of

    Educational Technology (CIET) at New Delhi. Pandit Sunderlal Sharma Central

    Institute of Vocational Education (PSSCIVE) at Bhopal and Regional Institutes of

    Education at Ajmer. Bhopal, Bhubaneswar, Mysore and Shillong.

    Radhakrishnan Commission, 1944-49

    In November 1948 the Government of India appointed a Commission under

    the chairmanship of Dr. Radhakrishnan to report on university education in the

    country and suggest improvements. The important recommendations of the report

    submitted in August 1949 were as follows.

    1. Twelve years of pre-university educational course.

    2. The working days at the university should not be less than 180 in the yearexclusive of examination days. These working days should be divided into

    three terms each of 11 weeks duration.

    3. Higher education to have three main objectives: General Education, LiberalEducation and Occupational Education. More attention should be paid to

    subjects, such as Agriculture, Commerce, Education, Engineering and

    Technology, Law and Medicine.

    4. A University degree should not be considered as essential for theadministrative services.

    5.

    As three years are required to qualify for the first degree, it is not desirablethat the work during the period should be judged by a single examination.

    As far as possible, examinations should be held subject-wise at different

    stages.

    6. The examination standards should be raised and made uniform in all theuniversities and university education placed on the concurrent list.

    7. A University Grants Commission should be set up to look after universityeducation in the country.

    University Grants Commission

    In pursuance of the recommendation of the Radhakrishnan Commission,

    the University Grants Commission was constituted in 1953. The Commission was

    given an autonomous statutory status by an Act of Parliament in 1956. Most of the

    matters connected with the University education including the determination and

    co-ordination of standards and facilities for study and research have been

    committed to the care of this body. The Central Government annually places at the

    disposal of the University Grants Commission adequate funds from which are

    made to different universities and development schemes are implemented.

    Kothari Education Commission 1964-66

    An Education Commission under the Chairmanship of Dr.D.S. Kothari was

    appointed by the Government of India in July 1964. Objective: to advise

    Government on the national pattern of education and on the general principles and

    policies for the development of education at all stages and in all aspects.

    The Commission recognized that education and research are crucial to the

    entire development and progress of a country economic, cultural and spiritual. It

    condemned the rigidity that characterized the existing system and emphasized the

    need for flexibility in educational policy to suit the changing circumstances. It

    expressed the hope that the Report would provide some basic thinking and

    framework for taking the first step towards bringing, what is called, and

    educational revolution in the country.

    The Report made recommendations touching various sectors and aspects of

    education, the principal among those being:

    1. Introduction of work-experience (which includes manual work, productionexperience, etc.) and social service as integral parts of general education at

    more or less all levels of education;

    2. Stress on moral education and inculcation of a sense of socialresponsibility. Schools should recognize their responsibility in facilitating

    the transition of youth from the world of school to the world of work and

    life;

    3. Vocationalization of secondary education;4. The strengthening of centers of advanced study and the getting up of a

    small number of major universities which would aim to achieve highest

    international standards;

    5. Special emphasis on the training and quality of teachers for schools;6. Education for agriculture and research in agriculture and allied sciences

    should be given a high priority in the scheme of educational reconstruction;

    and7. Development of quality and pace-setting institutions at all stages and in all

    sectors.

    National Policy on Education

    Largely based on the recommendations of the Kothari Commission, in 1968

    the Government of India adopted a resolution on education which stressed (i) free

    and compulsory education up to the age of 14; (ii) improved status and

    emoluments of teachers; (iii) adoption of the three-language formula and

    development of regional languages; (iv) equalization of education of science and

    research; (v) development of education for agriculture and industry (vi)

    improvement on quality and production of inexpensive text-books; and (vii)

    investment of 6% of national income in education.

    New Education Policy, 1986

    The aim of New Education Policy is to transfer a static society into one

    vibrant with a commitment to development and change. The long-term programme

    and strategy consists of

    1. Increase in literacy rate from the present 36% of the population to 56% by2000 A.D.

    2. Universalisation of Elementary Education.3.

    Vocationalization of Higher Secondary Education. The target is to bring10% of school children within its preview by 1990 and 25% by 1995.

    4. Improvement of Higher Education and to train motivated manpower to newchallenges inherent in modernization and globalization of economy.

    5. Education should have special relevance and the curricula should be sodevised to imbibe in the students the noble principles and ideals enshrined

    in our constitution viz., (a) Pride in the national heritage (b) commitment to

    principles of secularism and social justice (c) devotion to the cause of unity

    and integrity of the country (d) firm belief in principle of international

    understanding.

    Open Education in India

    Indira Gandhi National Open University (IGNOU) established by an Act of

    Parliament in September 1985 is responsible for the introduction and promotion of

    Open University and distance education system in the educational pattern of the

    country and for the coordination and determination of standards in such systems.

    The major objectives of the university include widening access to higher education

    to larger segments of the population, organizing programmes of continuing

    education and initiating special programmes of higher education for specific target

    groups like women, people living in backward regions, hilly areas, etc.

    National Open School

    The National Open School (NOS) established as an autonomous registered

    vested with the authority to examine and certify students registered with it, up to

    pre-degree level courses. NOS provides opportunities for continuing education tointerested learner through its foundation, secondary and senior secondary courses.

    Pre-Primary Education

    The Education given to the children in the age group of 3-4, prior to

    primary education is called pre-primary education. In India, the children in the age

    group of 2 - 5 are given the pre-primary education. Pre-primary education is a

    preparation to the primary education.

    Pre-primary education is called different names such as Kindergarten,

    Nursery Schools, Play Group etc. all over the world.

    Education Commission of India (1964-66) has recommended eight

    objectives for pre-primary education.
