Why I/we are here today

• We have come to the JEB meeting today to talk about the work to be carried out under the new Engagement Contract.

• To make sure JEB members can oversee the work and to check/recruit members of 2 JEB sub Groups:

Service Delivery Monitoring Group, which will also recruit the engagement contract monitoring Panel.

Carer Group (now known as Experts Panel)

About the strategy/projectWe replaced a range of individual client group contracts with one single contract for Health & Adult Social Care Engagement.It is worth £550k per year, was signed on 18th July 2011 and lasts until 31 March 2013.

About the strategy/project

The contract is with a partnership of organisations, led by the Fusion Consortium, signed by Living Options Devon as the Fusion lead agency.The partners are:

• Older People – Senior Council for Devon

• Carers – Westbank • Mental Health – Be Involved Devon• Learning Disability – Devon LinkUp

and Devon People First• Physical & Sensory Disability – Living

Options Devon• User Led Organisation co-ordination

What the strategy/project will achieve

We will make sure our engagement matches the involvement & strategic commissioning requirements of NHS Devon and DCC Adult Social Care.

What we have done so far…….

We have developed a Work Plan to make sure our engagement activities for the first year of the contract match the relevant DCC and NHS Devon priorities.

3 levels:• Strategic vision• Change programmes and

projects• Service Monitoring

All must be checked against any individual client group issues and ‘bottom-up’ issues.

1. Strategic vision:The JEB itself will receive high level presentations on big issues, or use the newsletter and website if too urgent for quarterly meetings.Fusion will be given regular ‘heads-up’ by relevant Heads of Service.

2. Change programme:2 seats on each monthly DCC Adult Social Care ‘external’ Putting People First Programme Theme Boards:

• Choice & Control• Early Intervention & Prevention• Market Shaping• Quality Improvement

(there is also an ‘internal’ Way We Work Group)

• Experts Panel meets monthly to discuss items referred from Theme Boards – organised/managed via Fusion

2. Change programme:

Individual PPF projects may require more intense work than just Experts Panel discussion.

These projects will be identified at Theme Boards and Experts Panel.

Fusion will recruit service users prepared to give up their time for this more detailed work.

3. Service Monitoring:

The JEB will establish a Service Delivery Monitoring Group who will oversee how service users and carers are involved in checking the quality of services, both in-house and those commissioned from independent providers.

This Group will recruit members which will monitor the engagement contract itself – these people cannot be the same people who are involved in its delivery.

Service-user specific engagement

As well as programmes which cut across more than one type of service user, we want to maintain representation on the remaining client-group Boards:

– Learning Disability Partnership Board– Carers Strategy Board– other Boards if re-established

ANDwe will maintain reps on other specific projects or monitoring forums such as those for Mental Health and Learning Disability Carers.

BUT THIS WILL ALL BE JOINED UP!

How the JEB can support the work we need doing

JEB must understand the strategic commissioning approach.

JEB must ensure that the Experts Panel and Service Delivery Monitoring Group are set up and working – and engagement contract monitoring takes place.

JEB must ensure ‘bottom-up’ issues raised by networks and LINks are captured.

JEB must help join up NHS Devon and DCC adult social care issues with children’s issues and wider DCC issues.
