Sanitary risks throughout the food chain are essential regarding public health and trade. The stakes of animal health management not only deal with the public health and food safety aspects of animal health but also deal with the economic costs that animal disease outbreaks can trigger as well as with the animal welfare considerations. At international scale, the World Organisation for Animal Health (OIE) is the International Standard Setting Body recognised by the World Trade Organisation. It gives the main trends for harmonised practices in this field. Given the impact that serious disease outbreaks can have on farmers, society and economy, the European Union has developed a strategy based on the principle: “prevention is better than cure”. Aiming to harmonize more and more its legal framework for animal disease surveillance and control, a project of common Animal Health Law is currently being discussed within the European Union. Public and private executives working in the Animal health sector need to have an extensive comprehension of these stakes to be part of the complex but necessary system of animal health and welfare management. On a practical level, sanitary standards implementation supposes that, through practical tools, the Veterinary Authority is not just able to manage outbreaks when they occur, but is also able to use risk analysis process to prioritise its action, focus on major impacts, and choose among methods for disease surveillance and control strategies. This 3 weeks course is organized to provide information, skills and know-how to participants through participative methods. Our challenge is to allow participants not only to gather and share experience but also, through the concepts of animal health and welfare management at international and European scale, to question Educational methods : Lectures, practical training based on cases studies, working group, field visits, European study tour. Speakers from : central and local veterinary services, risk assessment agencies, veterinary schools, professional sector, Research institutions, European Commission, ECDC, OIE, WHO, WTO… Language of Tuition : English (a good practice of English is necessary) Prerequisites : the trainees must have a degree of advanced studies in veterinarian sciences or agronomy, and a minimum of 5 years of relevant professional working experience. They should have basic knowledge on scientific basis of epidemiology and on legal and economic environment in the animal productions sector.

Prerequisites documentation: to be studied from an online platform before the course. Trainees should have a background in the notions of :- Animal welfare, physiological needs of livestock- Husbandry of production animals- Concept of “sanitary risk” and Notion of “health”- Transmission and propagation of diseases- OIE listed diseases and the EU regulated ones- Animal products and live animals trade, in, from or towards the EU- Animal health and welfare regulation in their own country- Management of government officers… A self-assessment of prerequisites will be proposed and distance learning offered in order to achieve the level of knowledge requested (please visit website for more details)

Week 1: Framework and concepts - lectures and working group, case studies• International and European governance framework and regulations• Stakes and impact assessment of animal health and zoonosis on public health and on the economy• Global concept of risk analysis, prioritisation of diseases, concrete tools

Week 2: Tools for sanitary risk assessment and management - lectures, field visits• Surveillance and control strategies : how to conceive and choose the correct one• On-farm biosecurity, traceability : importance and implementation• Animal Welfare : regulation, recent improvements, scientific tools to assess animal welfare on field• European regulation on import and export of live animals and animal products

Week 3: International and European Governance - European Study tour to Geneva, Brussels and Paris• International standard setting process, • European organisation and stakes of future animal Health Law• Tools for international cooperation in the Animal health sector

The course will allow participants to improve their knowledge and practical skills on :• Identification of standards and regulations at an international, European and national level, and standard setting process• Identification of new concepts and main trends of the regulation in Veterinary Public Health, in the fields of animal health and welfare within the European Union• Understanding the main rules for animal movements towards the European Union• Assessment of the impact of animal health on trade, economy and public health• Definition of the stakes and basis of the international and European risk analysis process (risk assessment, risk management and risk communication) in animal health, understanding the results and consequences in terms of management• Prioritisation of diseases to guide public action on disease control, use of practical tools and databases for notifications• Analysis and comparison of various strategies to prevent or control diseases• Identification of scientific tools to assess animal welfare throughout the production chain• Definition of contingency plans, understanding the importance of stakeholders coordination in contingency plans implementation

Tuition fees : €4 500, including field visits and the entire European journey logistic.To be added : living expenses (excluding the European journey) for about 20 days (around €2 000), travel fees, insurance and visa.
