FORM OF ENVIRONMENTAL AND SOCIAL (E&S) MONITORING REPORT FOR FOUNDATION WIND ENERGY –I LIMITED (FWEL-I)
ANNUAL REPORT (JULY 2014 TO JUNE 2015)
A. Project/Business Name and Summary Information
(i) Location of project/business KuttiKun Tulka Gharo, District Thatta, province Sindh, Pakistan
(ii) Nature Wind Farm Power Project of Foundation Wind Energy-I Limited
(iii) Scale/size 50MW - 20WTG’s and Each Turbine 2.5 MW
Length of Access road for FWEL-II is 3.25KM
Length of access /connecting road for FWEL-I & II is 5.280KM
1,210 acres (about 490 hectares) of land had leased from Alternate Energy Development Board (AEDB), who have acquired this land from the Government of Sindh. Till now, there are no outstanding issues as far as land allocation for projects sites are concerned.
There is no restriction from project sponsor for Fisher folks to use the access road to reach the fishing area.
Documentation of sublease has been executed on 22-01-2013.
A length of 0.9KM from Coastal Highway belongs to Sindh govt for its use by Project Company and NOC was obtained from Sind govt authorities. Remaining portion of Access road up to Entrance point of FWEL-II belongs to Tenaga Generasi Limited (TGL) and land of Access road from FWEL-II to FWEL-I also belong to TGL. There is an agreement between TGL & FWEL regarding the use of acccess road for FWEL I & II and TGL has a 50 MW Wind Project which is under construction.
The 70 kilometer transmission line has been constructed and was made available by the Power Purchaser. As per the EPA, the ROW was the responsibility of the Purchaser. All modalities of ROW for construction of T/L have been settled and the T/L is made available to the project site for evacuation of power and T/L has been energized. There are no involuntary resettlement issues in relation to the construction of T/L
(iv) Date of construction/operation commencement Commencement Date: 12 August 2013, Schedule Commercial Operation Date: 13th November, 2014 and Actual Commercial Operation Date: 11th April, 2015.

C. Incidents of Violations or Non-Compliance
Name of Designated EHS person: Farooq ali khan
(i) Recorded dates and responsible agencies No recordable incidents were reported due to strict compliance of EHS guidelines. Only minor incidents in form of near miss, FA and Non-compliance were there which was in tolerable range. The responsible agency is SEPA (Sind Environmental Protection Agency).
Nature of non-compliance: Work at height without fall protection, work on uninspected scaffolding structure etc
(ii) Violation or non-compliance based on what environmental standards and regulations: Pakistan Environmental Protection Act, 1997, Regulation 2000
(iii) Recorded dates and authorities Minor Violations occurred by the sub-contractor on different occasions and it mitigated accordingly. No Recordable injury occurred.
(iv) Media or community reactions (if any):
Media and community both have positive responses and impacts, as this is green energy project has a lot of occupational and social benefits. Few projects requested by the community for Fresh drinking water, school and health unit have been included in the company’s plan and soon will be fulfilled.
(v) Corrective actions, deadlines, identification of responsible parties

D. Incidents of Environmental and Safety Accidents

(i) Incident recorded dates and responsible agencies No recordable incident happens yet, in spite of minor violations which were mitigated immediately. Responsible Agency is SEPA (Sind Environmental Protection Agency)

F. Environmental Capacity
Staff capacities in environmental management (as relevant)
Concerned personal for environmental management department of the Contractor are present on site.Degree of awareness of: (a) environmental management, (b) health and safety, (c) environmental laws and regulations

Training programs carried out at site a) First Aid on 02/06/2014 at site for 2 hours. No of participants were 10 b) Personal Protective Equipment conducted on each day prior start of activity c) Fire fighting on dated 20/8/2013, 09/11/2013 and 19/8/2014 at site for 1 hour
each. 30 to 40 workers on each session. d) Emergency Response Plan last conducted on dated 22/09/2014 at site where all
site workers included. e) Snake bite prevention on dated 09/05/2013 at site where no of workers was 13. f) Electrical Safety on dated 11/9/2014 where no of participants were 15 g) Emergency Evocation drill conducted every month. Probably No. Of Participants in training 08~10 Persons in one session

G. Stakeholder Consultation/Corporate Social Responsibility Activities
EPC Contractor’s personal for HSE/Admin is responsible and take care of all grevancies from local community
(i) Details of consultations, if any, with local communities, nongovernmental organizations, civil society groups, and other stakeholders, including affected people Consultation was done with the local community of the area near the project sites. FWEL, Descon and NORDEX representatives met the community peoples many time and agreed to fulfil their requests for the company to provide school hall, health unit and fresh drinking water facility. More than that, to provide some long term employments in unskilled sector.
(ii) Describe efforts to promote community relations and local development for inhabitants of the project area. Company forward necessary instructions to the Contractor to engage local personnel and contractor is providing jobs to local personnel as per their education/skill.
(iii) Details of community programs involving civil society/NGOs in implementation NIL
(iv) Project procedures for (a) hiring and (b) acquisition of goods and services As per O&M Companies own procedures

The total number of local commnuity members inducted in the profect site is 52.
H. Issues, Status of Implementation of Mitigating Measures in the Environmental Management Plan and Compliance with Environmental Qualities and Standards (national and international, as relevant) and Environmental and Social Requirements

(ii) Water (surface and ground water) Supplied from Gharo Filter Plant and also RO Plant has installed for further purification for drinking purpose.

(v) Occupational health and safety Implemented as per Descon Engineering Limited’s HSE Plan and SOP

1 Please note that the attached emission test report page 4 of 4 which indicate sampling opposite “cooling tower”
refers to the cooling tower which was part of the batching that was then dismantled in 2015.

I. Summary Assessment of Client Performance and Recommendations
FWEL-I is very much adherence to the EMP and Contractors has also adopted the EMP in letter & spirit.
FWEL-I is also adhering to the environmental legislation and regulations. FWEL-I is in compliance with respect to hiring of local labour. Status of compliance
with the labor laws and International Core Labor Standards of the company is summarized below:

TRANINGS
We all perform internally trainings at site on weekly & monthly basis as shown in pictures so every site personal should know what to do in emergency basis or in housekeeping for general safety purpose. We provide information on different topics so we can work all together as a team then work in site premises to protect environment of nature.
Waste Yard Area (Solid /Black
water waste)
In this exercise we check water area monthly or to make sure that environment must remain same or to avoid pollution in
environment. When water fills with waste material then we dump that material by the help of excavator
Tool Box Talk & Emergency
Drills On daily or weekly basis we discus about toolbox & conduct sessions of emergency drills as shown in pictures
so our workers must be aware about work related hazards & try to avoid any minor injury.
Safety/Road Signs
For road safety we place sign boards to help drivers or employees by the help of slogans to maintain road
safety at any cost for that we also placed turbine loops , speed limit sign boards to fulfill all the ru
