I. Introduction 1.1 Project Description

The project aims to rehabilitate about 739.9 kilometers (km) of rural roads in 9 provinces, namely Takeo, Kampong Speu, Kamong Chhnang, Pursat, Battambang, Banteay Meanchey, Siem Reap, Kampomg Thom and Tbong Khmum to pave condition with double bituminous surface treatment (DBST) to provide a safer, cost-effective rural road network with all-year access to markets and other social services of poor rural provinces in Cambodia. The Connectivity Improvement for Mekong River Island Output is consistent with and contributes to the goals of the Rural Road Policy and Strategy of the Ministry of Rural Development (MRD), Cambodia in particular, to improve connectivity between road and water transport. The output proposes of the island improvement of 50 km of roads using reinforced concrete and the improvement of 11 jetties (7 are on the island and 4 connecting jetties are on the mainland). 1.2 Project Locations The RRIP II is located in 9 provinces and Mekong River Islands project namely Tbong Khmum, Takeo, Kampong Speu, Kamong Chhnang, Pursat, Battambang, Banteay Meanchey, Siem Reap and Kampomg Thom, and also Mekong River Islands (Kampong Cham and Tboung Khmum provinces). 1.3 Objective of Environmental Monitoring The Environmental Management Plan (EMP) report is required to implementation of the Environmental Monitoring Program (EmoP) including social safeguards monitoring during and after project maintenance stage. The consultant’s environmental specialist has responsibility for environmental monitoring, most during construction period. The main purpose of environmental monitoring is to ensure that the environmental impacts of project activities are adequately addressed and mitigated. In addition, the project also needs to comply with ADB’s SPS 2009 and Cambodia’s environmental laws as indicated in the loan agreement. The contractors have a duty to comply with the relevant legislation.

The contractors have a duty to comply with the relevant legislation. The DDIS consultant must check their activities and report to MRD. In the event of non-compliance issues related EMP implementation, the DDIS Consultant can instruct the contractor to comply with the environmental safeguards guideline. Given the nature of the work activities most monitoring is based on visual observations.

For the RRIP II, the Environmental Monitoring Program (EMoP) will be carried out throughout the construction and after construction period. The contractor will be responsible for all environmental monitoring activities under supervision from environmental monitoring team, with the collaboration of the MRD-PMU Social and Environmental Office (SEO). The Objective environmental monitoring program will provide information on:

• The potential environmental impacts along the rural road projects of RRIP II and at worker camps, with respect to the environmental and social safeguard management, especially during construction within and nearest project areas.

• Follow-up filed inspection for identifying the negative impacts, can be occurred or happened, to compare with Initial Environmental Examination (IEE) is approved.

• The potential impacts from all the project activities compared to the existing condition.

• Supervision and inspection of implementation of mitigation measure by the contractor

during the project construction activities in accordance with the EMP report and other relevant laws and policies.

• Identifying issues or problems and complains from affected communities or parties.

• Advising and comment of the identification of alternative mitigation measures that may

further mitigate the negative impacts on environments of the activities undertaken.

• Presenting of complains/impacts from project activities and proper implemented mitigation /corrected measures for reducing the negative impacts to contractors, implementing institutions, and relevant agencies.

II. Environmental Laws and Relevant Regulations The project is classified a environmental category B and an initial environmental examination (IEE) was conducted as part of project preparation in accordance with ADB Environment Policy (2002) and Environmental Assessment Guidelines (2003). An Initial Environmental Examination (IEE) is including EMP in compliance to the requirements of the Asian Development Bank–Safeguards Policy Statement, 2009 has been undertaken to assess the environmental impacts of the proposed Rural Roads Improvement Project II (RRIP II) which concludes that the construction impacts will be manageable if the mitigation measures are implemented thoroughly. The EMP is based on the type, extent and duration of the identified environmental impacts. The EMP has been prepared by close reference to best practices and in line with ADB’s Safeguard Policy Statement, 2009 and Environmental Assessment Guidelines. The Ministry of Environment (MoE) is overall response for environmental management is required to comply with the Cambodia National Environmental laws. Their main responsibility is for ensuring the implementation of the Law on Environmental Protection and Natural Resources Management. These provincial departments have the responsibility for enforcing the environmental legislation, under the supervision of the MoE. For the RRIP II, the EMP-EMoP should be conducted by the contractor, overseen by the project owner MRD/SEO and project consultant, in collaboration with the relevant environmental agencies. The follow up, monitor and take appropriate measures to ensure a Project Owner will follow the Environmental Management Plan (EMP) in including Environmental Monitoring Plan (EMoP) while project construction is taking place and accede to their EIA/IEE report's approval (Sub-decree on EIA Process MoE, 1999). The legislations and guidelines for managing of the environmental aspect of this project, under responsible of MoE and relevant laws and regulations are shown below:

III. Monitoring Mechanism 3.1 Introduction

The Environmental Monitoring Mechanism were established for mitigation measures and taken action on adverse environmental impacts during project’s implementation, as full implementation of the IEE, and EMP of the project. Therefore, the environmental specialist (National Environmental Specialist) is collaborated with International and National Social-Gender Development Specialist and other concerned agencies/parties for conducting filed monitoring activities on the project areas for preparation of the semi-annual environment monitoring report.

The report represented the activities of the contractors on the project sites in order to ensure compliance with ADB’s Social Safeguard Policy Statement 2009 and sub-decree on Environmental Impacts Assessment MoE, 1999. The Environmental monitoring describes the processes and activities that need to take place to characterize and monitor the quality of the environments. The environmental monitoring is used to following in the preparation of IEE, as well as in many circumstances in which human activities carry a risks or impacts of harmful effects on the natural and social environments. During site inspection, the DDIS consultant and the contractor’s representatives were conducting:

- Reviewing IEE and EMP reports of the RRIP II - Reviewing EMP implementation checklists of the construction packages. - Monthly progress reports of the construction packages - Conducting field visits and field investigations of rural road projects. - Inspection present activities of rural road construction, labor use, traffic management,

safeguards use, and other policies for response safeties/problems is including natural environment issues.

- Arranging for discussion meetings with local authorities, site managers, workers, and affected people who are living along/nearest the rural road projects were short (individual or group) interviewed as well.

3.2 Responsible Institutions

Following the award of the contract and before commencing work the Contractor will be required to prepare a Contractor’s Environmental Management Plan (CEMP) that addresses all the conditions of the construction EMP that has been attached to the Bid and Contract Documents. The CEMP will amplify how the Contractor will address the activities in the construction section of the EMP. The Contractor will submit the CEMP to the Engineer within a month after the contract is awarded and the IES and NES of the DDIS will review and evaluate the CEMP and make the necessary recommendation to the PMU-SEO through the Engineer for the ultimate approval of the CEMP by the PMU and the ADB before commencement of any civil works.

Base on sub-decree on EIA Process MoE 1999 in Article 3: the MoE has responsibilities as following:

a) Scrutinize and review the report of the Environmental Impact Assessment in collaboration with other concerned ministries;

b) Follow up, monitor and take appropriate measures to ensure a Project Owner will follow the Environmental Management Plan (EMP) while project construction is taking place and accede to their EIA/IEE report's approval.

During construction, the contractor will work according to the requirements of the CEMP as was prepared. In addition to regular monitoring, unannounced spot check can be made by SEO and Consultant on the contractors operations. All the above procedures should be carried out by the site inspectors in conjunction with SEO, and where appropriate MoE/DoE of provincial project areas. Supervision and monitoring of the CEMP activities will be undertaken as follows:

- The contractors have a duty to comply with the approved EMP and the relevant regulations.

- Contractor has the initial responsibility for supervising and monitoring of the CEMP as provided for in the supervision of the works contract.

- The ES of the PMU-SEO with the assistance of the IES and the NES of the DDIS will direct the Contractor with regard to compliance with the CEMP.

- The PMU-SEO will carry out independent monitoring of the work and can issue Defect Notices to the Engineer who will transmit these to the Contractor for the appropriate corrective action(s).

- The Contractor will have his own representative on site for the duration of the contract the designated Environmental Officer (EO) who will be responsible for implementing the CEMP and complying with the environmental laws and regulations of the Kingdom of Cambodia and the Safeguards requirements of the Asian Development Bank (ADB) as stipulated in the Safeguards Policy Statement, 2009.

- Ministry of Environment (MoE would only be involved in the EMP/EMoP if an official complaint was made to them), after MoE checking or conducting site monitoring.

- Local authorities and local communities and also can be including concerned local NGOs.

3.3 Environmental Management Plan/Program

The MRD will ensure that the EMP is included in the tender documents for civil works. It will form part of the contractors between MRD and the selected contractors and the requirements of the EMP will be contractually binding on the contractors. The conformity of contractors with environmental contract procedures and specifications shall be regularly monitored by the Project Management Unit (PMU) through the Social Environmental Office (SEO) during project implementation. The PMU/SEO undertakes the EMP monitoring and prepare corresponding semi-annual reports for submission process. The Follow up, monitor and take appropriate measures to ensure a Project Owner will follow the Environmental Management Plan (EMP) in including Environmental Monitoring Plan (EMoP). The Project Owners or contractors will follow the Environmental Management Plan (EMP) while project construction is taking place and accede to their EIA/IEE report's approval (Sub-Decree on EIA Process, MoE, 1999). The EMP during the construction phase will form the basis of contractual obligations to be carried out by the road construction contractors. Field engineer under supervision of the Project Supervision Consultant will supervise and monitor the contractor performance (ADB’s Environmental and Social Safeguards Policies). The Environmental Monitoring Program is included in the Environmental Management Plan, so the EMP can be considered as an Environmental Management and Monitoring Plan. The Scope of Work or Major Tasks for the environmental monitoring program in construction stage include:

• Reviewing the environmental report or monitoring report in previous monthly reports that prepared by contractors

• Presenting and guidance to Contractor staffs and SEO environmental engineers on environmental monitoring aspect, in the field practice;

• Field monitoring on road construction activities and contractor’s environmental mitigation measure performance in all road projects;

• Consultation with local authorities and communities are along the road sites and including relevant agencies.

• Identifying impacts or issues will be happened during construction stage • Recommend to contractors to implement all EMP as stated in IEE report and other

environmental safeguards in construction contract documents; and • Take an action to mitigate or rectify on other issues that find out in the construction sites.

3.4 Contractor‘s Environmental Management Plan (CEMP)

The EMP is implementing by project owners (contractor-MRD), for this RRIP II project the EMP is implementing by contractors is under control by MRD/SEO with supervising from project consultant. After appointment and mobilization the contractors must prepare his/their own version of the EMP known as the Contractors EMP (CEMP). This must give specific details of locations of borrow areas, borrow roads, worker camps, and other facilities use. This must be submitted to the DDIS consultant for reviewing and approval before works commence. So the contractors shall be stabled the environmental and social unit or group for implementing environmental management plan and environmental monitoring plan, the environmental monitoring report shall be submitted consultant and MRD for checking and approval. The contractors have a duty to comply with the approved EMP and the relevant regulations.

The EMP included in the bidding documents is, of necessity, general in scope. This is because specific details such as location of contractors camps, borrow pit areas, batching plant, rock sources, crushing plants and the like are not known at the bidding stage. These details must be supplied by the contractor in his CEMP–Contractors Environmental Management Plan. All contractors had previously supplied a CEMP. This CEMP for the subprojects has been prepared to deal with mitigation and management measures to be taken during Project implementation to avoid, reduce, mitigate for adverse environmental impacts in compliance with the IEE and EMP in the Contract Documents.

IV. Result of Environmental Monitoring

Environmental Monitoring Report focuses on potential environmental and social resources, adverse environmental issues, and proposed mitigation measure were described in following paragraph, and the field record is included: (i) the results of monthly environmental monitoring checklists from January to June 2017; (ii) the results of monthly progress reports of all the packages from the contractors and resident engineers/assistant engineers/inspectors; (ii) the results from project consultants conducted filed visits, filed investigations of project activities on the project areas, and discussions with local authorities, communities, and relevant agencies. The national environmental specialist was collaborating with international and national social and labor specialists were conducting field monitoring works of all project areas. During field visit (roads projects, camp sites, and other project areas) and filed investigation of implementation activities of the contractors the environmental specialist and social-labor specialists were discussing with resident engineers, Assistant engineers, site inspectors, representative of contractors, site engineers, foremen, construction workers. The consultant team also consulted with local communities or affected people are living nearest the roadways, and local authorities. The results of these field visits are briefed as: 4.1 Contract Package CW1 in Tbong Khmum Province The roads in this province will be improved to DBST paved road, except KC12 in Prek Achi Commune, Kroch Chhmar District, Tboung Khmum is going to be paved in reinforced concrete. Construction activities for all roads are slowly progressing caused by rain. Contractor is implementing embankment, subgrade, clearing and grubbing, excavating and compacting including structural and drainage works.

4.1.1 Physical Resources

Project roads are located in the rural area. Most of roads are going through rice field, agricultural farm and rural residential areas. There are not big issues of air, noise and vibration to communities from construction works because air, noise and vibration issues can be very minor and short term impacts during construction. There are no major air, noise and vibration issue during the monitoring. During implementation of the embankment works and materials transportation may be emitted dust on the roads, is small impact. The dwellers said that they meet this dust condition in long time ago. They also said It is endurable for remaining construction period because they will have DBST paved roads soon. Meantime, contractor promised to spray water more frequently especially around residential areas and public facilities. Dwellers concern that some sections of roads are mudded and slippery during rainy season, so that contractor agreed to pay more attention maintaining existing roads in smooth passable condition for the public traffic. Based on field inspection, there are not main water bodies are located near project roads except KC12 along the Mekong River. But road construction activities do not or minor affect to water quality in these areas.

4.1.2 Ecological Resources There are not protected areas, protected forest and wildlife, and sensitive ecological sites located in the project roads. For works of clearing and grubbing, and roadway excavation, contractor removed some bushes and trees located along the roads, but authorities and communities are willing to donate for the project and this impact is not sensitive and not any complaints from local people. Consultant prepared and distributed to contractor to get donors’ signatures or thumbprint under witness of communes’ leaders and chief of villagers for our record. 4.1.3 Social Resources The some construction workers stay in site camps and the others, especially unskilled labors, stay at their houses near around project roads . The site camps of the contractor have been limited and with lack of garbage bins, but contractor agreed to increase garbage bins as many as they need. The platform space of contractor site camp is cleaned. The solid wastes are regularly collecting, keeping in rubbish bins, and give to local licensed waste subcontractor to transport out to public local disposal sites. The burning waste is prohibited and don’t dispose in public filed, private land, or water sources. This project is improving the roads without widening along the existing alignment, so there is no impacts to local utilities or properties, except KC12. The concerning of impacts by using donors’ land and trees within the ROW of KC12 is just a little bit, but donors, dwellers and communities did not complain and are supporting to the project (KC12) with all donors’ thumbprint to widen both sides of existing road in width of 50cm. The list of donors’ thumbprints or signatures to agree their trees or a few lands are weaved in the road widening is taken custody for our record. All the workshops and storage places have been equipped with extinguisher. The construction workers shall use the safety materials during working time, and traffic signs and safety devices should be installed at construction sites to reduce any safety issues.

Most of roads located in rural areas (rice field, farms, and village areas). Therefore, the road construction activities are not impacted to noise, vibration and air quality on the roads and near around these areas. The local communities are concerning about dust emission and mudded road at construction sections. But dwellers said that they have met this dust condition in long time ago. They also said It is endurable for remaining construction period because they will have DBST paved roads soon. Meantime, contractor promised to spray water more frequently especially around residential areas and public facilities. Based on field inspection, there are not main water bodies are located near project roads. 4.2.2 Ecological Resources

Based on field inspections, there are no protected areas, protected forest and wildlife and sensitive ecological sites are located in the project roads in Takeo province. But during clearing, grubbing and roadway excavation could affect to a few vegetations. Contractor agreed to mitigate clearing vegetation, and Inform and negotiate with local people and authorities if the vegetations should be affected. 4.2.3 Social Resources On the basis of discussion with local people, there are no social properties and utilities affected during roads construction, and no formal complaints from local people concerning social issues. The construction workers are using the safety materials such as helmet, gloves, safety boots, etc, during working time, and traffic signs and safety devices were installed at construction sites to reduce any safety issues. Contractors will ensure strict implementation of the safeguard measures during civil works ongoing and at the camp sites.

4.3 Contract Package CW3A in Kampong Speu Province Package CW3A consists of 3 roads in Kampong Speu province going to be improved in DBST paved roads. The construction of embankment, subgrade, clearing, grubbing, excavating unsuitable soil, leveling and compacting are progressing, but no structural and drainage works

are progressing. Lower productivity and sluggish progress achievement of this package is seriously affected to behind schedule due to contractor’s late mobilization and rain from April 2017. 4.3.1 Physical Resources Project roads belong to this package CW3A in Kampong Speu are located in rural area and most of roadways go through village areas, farms and paddy fields. There are small a few local markets located within the ROW. The results of consultation with local people, living near roads, there are no significant affection of air and noise from construction works to communities. Dwellers did not complain occurring a little dust, noise and vibration during construction. Based on field inspection, there are not main water bodies, located near project roads. 4.3.2 Ecological Resources As results of consultant’s site inspection, they found that any protect areas, protected forest, and sensitive ecological resources are not located in the project roads. So the roads construction is not impacted to ecological resources in the project area, but minor affection to vegetations in the roadways during clearing and grubbing activities. So, contractor agreed to mitigate cutting and removal of trees, bushes and other vegetations for management of environment and soil erosion. 4.3.3 Social Resources During consultation with local authorities and villagers, they were very happy of the rural road improvement project, to be paved in DBST, as it will provide the local people long-term positive impacts/ benefits such as easy access to schools, markets, health center/hospitals and other local facilities and no more dust as well. But during construction stage these roads are very dusty in dry season and muddy-slippery in rainy season, so more frequent water sprinkling in dry season and better maintenance in rainy season shall be provided, and contractor agreed to do it especially at residential areas. As same as in other provinces, Wastes are separately collected in hazardous and non-hazardous wastes, and is temporarily kept in safety containers until disposal to local dumping site.

4.4 Contract Package CW4A in Kampong Chhnang Province Package CW3A consists of 3 roads in Kampong Chhnang province going to be improved in DBST paved roads. The construction of embankment, subgrade, clearing, grubbing, excavating unsuitable soil, leveling, compacting and drainage work are progressing, but no structural works. Lower productivity and sluggish achievement of this package is affected to behind schedule due to contractor’s late and poor mobilization and rain from April 2017. 4.4.1 Physical Resources We observed that the noise, vibration and smoke are not big issues and are not impacted to local receptors such as schools,markets, hospitals/health centers along the project roads. The dust generation/emission was observed along the project road during site inspection. Contractor promised to spray water on the construction roads, especially residential areas, other public facilites and construction sections. The results of field observation and discussion with contractor’s site manager, there are not any sources impacted to water in these sites. The contractors should provide a suitable tank including built concrete platform, wall, security equipment and fence around the fuel storage. At the workshops and storage area, it was observed that (i) improper oil/fuel drum storage, (ii) insufficient housekeeping, but the wastes are not discharged or disposed to water bodies and public areas. Contractor assured to improve the fuel storage and workshop areas as per our instruction. 4.4.2 Ecological Resources During field inspection, we observed that protected areas, protected forest and wildlife, and sensitive ecological sites are not in the project roads. The clearing and excavation roadways could be affected to a few trees within ROW, but are not any complained from local people and authorities. 4.4.3 Social Resources During the monitoring, we found that limited traffic signs are installed for public safety, and most of the construction areas are not equipped with warning signs and safety devices and barriers for the road safety. As result of discussion with local communities, they are worried about dust generation, muddy and slippery roads can affect to smooth traffic passage. Contractor promised to provide and install enough traffic signs and safety devices at all of the construction site and detours promptly to mitigate any traffic issues, and also provide more frequent water sprinkling in dry season and better maintenance in rainy season.

4.5 Contract Package CW5 in Pursat Province Package CW5 in Pursat province has 10 rural roads will be improved in DBST paved roads. The site activities such as subgrade, embankment, clearing, grubbing, excavating, leveling and compacting including structural and drainage works are under progress. Contractor place subbase material at PS2 and PS3 roads, but there is no construction activities at PS4 depend on contractor’s own time schedule. Most of roads are connected to each other and also National road No5. 4.5.1 Physical Resources Project roads are located in the rural area and go through rice field, agricultural farm, and rural village areas. Therefore, there are not issues of air, noise and vibration during construction, but the villagers requested to spray water more frequently in front of residential areas for during dry season and they also requested better maintenance to avoid muddy roads in rainy season. Contractor assured to comply with specification requirement for local people’s satisfaction. Monitoring team also found that there are not any polluted sources, and construction works are not impacted to water quality. The wastes are regularly collecting and storing using safety containers and disposing it at locally available dumping site. We instructed to contractor, it is not allowed to discharge water to water bodies and dispose at public areas. 4.5.2 Ecological Resources All project roads are located at farm, rice fields, village areas, and no protected forest and protected ecology are located near around the project sites. Moreover, project roads in Pursat province of CW5 package are improving existing roads without widening roads and changing alignments, so that the construction activities does not affect any trees and valuable ecological resources. 4.5.3 Social Resource Monitoring team saw limited traffic signs for public safety. Most of the construction areas are not fully equipped with warning signs and safety devices for the safe traffic passage. Contractor

promised to provide and install enough traffic signs and safety devices at all of the construction site and detours promptly, to mitigate any traffic issues.

Road condition of PS7 Road condition of PS9 4.6 Contract Package CW5 in Battambang Province There are 7 rural roads, going to be improved in DBST pavement in Battambang province. The work activities of roads in Battambang province are a little sluggish progress to compare with other province belong to CW5 package. All the project roads are connected to national road No.5 and No.57. 4.6.1 Physical Resources On the base of project sites observation, we believe that construction works are not affected to air, noise and vibration since roads go through village areas, farm and rice fields. Contractor strictly complies with waste management plan for protection of water quality. 4.6.2 Ecological Resources Project roads in Battambang areas are similar to Pursat. There are not any ecological resources affected by the project sites. The Tonle Sap Biosphere Reserve (TSBR) and other protected areas are located far from project roads. 4.6.3 Social Resources

For the field inspections and discussion with local people, there are not any complaints of private

or public properties those are concerned to affection from construction works. The project roads are constructing along the existing road alignment and without widening. Therefore construction activities are not any impactions to utilities and local services

Road condition of BB3 Road condition of BB2 4.7 Contract Package CW5 in Banteay Meanchay Province 5 roads in Banteay Meanchay province will be improved to DBST paved roads located in 6 districts. Form progress reports and field visit, construction activities are implementing such as clearing, grubbing, embankment, subgrade, subbase, excavation and culverts construction. 4.7.1 Physical Resources During observed along the project roads, there are not big issues or impacted of air quality from project constructions to local receptors. No any complaints were received from local people about dust. The contractors have own activities for checking and maintaining the construction machines/equipment and strictly manage and control all the wastes flow to protect water quality. 4.7.2 Ecological Resources As project areas are located in rural area so that roads construction does not impact to protected or ecological areas, are far from the site, can be minor affection to vegetations within roadways construction during clearing and grubbing. The protected areas and TSBR are located far from roads. 4.7.3 Social Resources The results of discussion with communities, the local people living along the project roads are very happy because the roads will be improved to DBST pavement soon. They also mentioned that all dwellers in this area will be benefited by the roads improvement. There are no complaints from people living along the project roads. The contractor plans to provide safety materials to construction workers such as hard hat, gloves, masks and others personal protection equipment (PPE). Some local people interviewed and mentioned that they have not attended an HIV awareness but others stated they have participated, and the SEO staffs are actively conduct community-based road safety awareness/

training in the project areas.

4.8 Contract Package CW6A in Siem Reap Province There are 2 project roads in Siem Reap province, covered by CW6A, will be improved to DBST paved roads located in 3 Districts (Sotr Nikum, Puok, and Angkor Chum). Construction activities are going on such as clearing, grubbing, spread and compaction of subbase material, excavation including box and pipe culverts construction. Some roads sections are slowly progressing caused by rain. 4.8.1 Physical Resources From field inspections during construction, there are not any main issues about smoke, noise, and vibration from construction activities, which are affected to air quality in these project areas. By visual investigation, the water quality in canals and streams is good condition since there are not any construction works and not material sources can be stressed to water quality. Contractor strictly manages project’s wastes flow/generation with complied to national and local waste management. 4.8.2 Ecological Resources Most of project areas are located in rural area, so there are not impacted to protected or ecological areas. Meanwhile, road construction activities of clearing and grubbing can affect minor vegetations within the roadways, but no any complaints from local people and authorized communities. The protected areas and TSBR are located at far from roads. 4.8.3 Social Resources There are very small impactions to local properties from construction activities at beginning point of SR7 road, but are not any complaints from affected families. Results of consultation with communities and local authorities, they are very happy with the project roads are being improved to DBST pavement, and willingness to support project. They also mentioned that most of families are in this area will be benefited by the improved roads soon. The local people concerned about muddy roads in rainy season so that contractor was instructed to focus on maintenance of existing road for safe and smooth traffic passage.

The contractor is strictly implementing to provide safety materials such as hard hat, gloves, masks and others personal protection equipment to construction workers. The local people knows how they can raise their complaints to where and whom according to Grievance Redressing Mechanism (GRM).

Road condition and activities of SR7 4.9 Contract Package CW7A in Kampong Thom Province Package CW7A in Kampong Thom Province has only 1 but long road in length of 40 km and is located in Stung and Prasath Ballang Districts. Some construction activities, such as clearing, grubbing, spreading and compacting, but not structural and drainage works are going on to improve existing unpaved road into DBST road. 4.9.1 Physical Resources During field investigation and consultation with local communities, the air pollution, noise and vibration from construction machines and equipment is small issues not significant because those are only short term impact at designated section during construction. However, the checking and maintaining plan of construction machines/equipment are regularly implemented by the contractors. Air pollution by dust generation is not issued during the monitoring and consultation with local authorities. The visual investigation of the water quality in canals and streams is good since there are not any construction works and not material sources can be stressed to water quality. Dust generation was observed along the project road during site inspection, while water sprinkling trucks are standby on the road. Water sprinkling should be provided on dusty areas and sensitive locations such as school zones, residential areas and health care centers. 4.9.2 Ecological Resources There are not protected areas or ecological areas located in the road project, and the TSBR is far from project road. Meanwhile, road construction activities of clearing and grubbing can affect minor vegetations within the roadways, but local people and authorities are happy to support or contribute for project because they have waited with impatience for their heart’s desire, pave road, for long time, and they also know that most of families are in this area will be benefited by the roads improvement project. Therefore, we did not found any complaints during consultation with them.

4.9.3 Social Resources On the field observation of the monitoring, the traffic signs and other public/social safety devices are limited on the road construction site. Some of the construction areas are not equipped warning signs, any safety devices and barriers for the road safety. Also signs of traffic speed reduction should be in place at the dangerous areas such as deeply excavated and narrow areas. The local people concerned that existing road can be slippery and muddy road in rainy season. Contractor promised to redress local people’s any complaints regarding safety, dust and road maintenance issues. There are a few local properties are affected from clearing and grubbing of roadway, but the result of the consultations with local people and authorities, they are happy with DBST paved road in the near future so that they are willing to support and contribute for project and not any complaints from local communities.

Road and environmental condition of KT1

Road and environmental condition, KT1 Discussion with people, KT1 4.10 Contract Package CW8 of Mekong River Islands in Kampong Cham and Tbong Khmum Provinces Package CW8 consists of many shot roads in total 50km in 5 Mekong Islands and 11 jetties in Kampong Cham and Tboung Khmum provinces. 50 km of roads will be improved into reinforced concrete pavement and 11 jetties will be newly constructed. There are some roads construction activities such as earthworks, cement stabilized subbase, concrete pavement, structural work and drainage construction. The roads in Koh Pir Island planned to start work in next dry season and jetties are not started yet. 4.10.1 Physical Resources The air, noise and vibration are very minor impaction from construction activities only during construction stage, but there are not any complaints from local people and authorities since the project roads go through farm, village gardens and rural residents. However, contractor should regularly implement plan for checking and maintaining of construction machines/equipment to reduce negative impacts. There was no major air, noise and vibration issues during the

monitoring.

As result of visual inspection, we found that there are not material sources and activities can be affected to water quality in this area. In general, there was no sign of soil erosion during the site monitoring. Most of the earthwork and other construction activities along the road are far away from the water sourses. When soil erosion can be increased a little during the wet season, contractor will stop the works. 4.10.2 Ecological Resources There are not protected areas and protected ecology in road section except Mekong River. The project roads are constructing along the existing roads alignment without widening so, almost nothing are impacts on vegetation, trees, and local utilities. 4.10.3 Social Resources The project roads are improving along the existing alignment without widening, so construction work does not affect to any local properties and utilities. The communities concerning about slippery and muddy road when contractor do earthworks during wet season and dusty condition in dry season. Contractor assured to focus on spraying water more frequently in dry season and maintaining the existing roads in wet season for the smooth passage of public traffic. The traffic signs, safety devices and barriers for the road safety and other social safety signs should be in place at the dangerous areas such as deep excavations, narrow areas and in front of markets and schools. Contractor strictly manages project’s wastes flow/generation with complied to national and local waste management.

V. Conclusion and Recommendation The environmental monitoring report is conducted for all project activities during construction stage. The monitoring program and process include checking progress report of individual packages, implementation of EMP, field investigations, discussion and consultations with resident engineers, assistant resident engineers, site inspectors, contractor’s site engineers, and consultations with local people and local authorities. The result on the field observations of roads improvement/construction activities, here are minor or not affected to environmental and social resources from the project activities and there were no any complaints regarding project impacts and donation to the project. The interview, however, shows that they are very happy with the project that they prefer the new DBST road with good access to road facilitate in travelling and all of donors expressed their gratitude as well as for improvement of their quality of life. In the event very minor affects and not complaints, contractors should:

- Closely collaborate with local authorities and communities to provide working schedule, time and places.

- Regularly implement plan for checking and maintenance of construction machines/equipment to reduce negative impacts.

- Drive in limited speed especially at residential areas, under construction sites and other sensitive areas.

- Temporary stop earthworks during heavy rain for reducing soil erosion.

- Alternate or select suitable working time at residential areas, local markets, and other sensitive areas.

- Regularly provide sprinkling water at the construction sites for reducing dust pollution.

- Monitor sensitive issues on construction section for providing temporary access especially schools, hospitals and markets.

- Provide enough traffic safeties and other safety use on the construction sites.

- Separately store hazardous and nonhazardous water in safety containers until those are transported and disposed to the licensed local dumping sites.

- Try to reduce the clearing and cutting vegetation and trees on the project roads.

- Inform and negotiate with local affected families for authorized donor’s properties within project roads construction.

- Provide safety materials and protection equipment for construction workers.

- Prepare emergency response plan at the constructions sites such as safety materials/equipment, responsible staffs and emergency places.

- Strictly carry out to follow environmental monitoring in accordance with EMP, CEMP and other relevant environmental contracts. The contractor’s field activities shall be complies with the requirements in the EMP and CEMP.
