Environmental Sustainability Report 2013

Introduction

TAFE Illawarra is mid-way through its 3-year Environmental Sustainability Plan

(2012-2015) that supports the aims of the Institute’s Environmental Policy, as well as

the focus and purpose of Towards 2015. This Report covers the achievements in

the 2013 calendar year and tracks performance against the Plan’s environmental

objectives and targets.

TAFE Illawarra implemented the new Environmental Sustainability Plan (2012 to

2015) with nine key focus areas. All key focus areas deliver objectives, targets and

action plans in environmental sustainability management; education for sustainability

(green skills); energy & emissions; water; waste & recycling; biodiversity & grounds;

transport; buildings; purchasing & consumption.

Awards and Recognition

TAFE Illawarra continued to achieve recognition in environmental sustainability in a

number of areas.

Excellence in Sustainability award.

Finalists in the Banksia

Sustainability Awards

Indigenous category for the

Moyengully Enterprise.

Finalists in the B-Hert award in a joint submission with the University of

Wollongong about the Solar Decathlon.

The Board of Management also approved TAFE Illawarra to progress towards

applying for GOLD partnership with NSW Government’s Sustainability

Advantage Program. The initial workshop has been held and an action plan

produced to finalise and polish our application. TAFE Illawarra has been a

Silver partner for 3 years.

Partnerships for Change

Solar Decathlon

TAFE Illawarra partnered with the University of Wollongong to win the International

Solar Decathlon Challenge. The competition, the largest sustainable building design

competition internationally, was hosted by the US Department of Energy, the

Chinese National Energy Administration and Peking University. It involved the

design and building of a Net Zero Energy efficient house and transporting it to China

for the competition. The Project - Illawarra Flame has included TAFE Illawarra

drafting, construction and hospitality students in collaboration with University of

Wollongong design students to design, build and operate a contemporary, appealing

solar-powered house that is energy efficient and cost effective to build.

New RRSB building at Yallah

A new building was constructed at Yallah campus in 2013 in partnership with the

University of Wollongong. The Transformational Technical Training (TTT) facility is

part of the larger Retrofitting for Resilient and Sustainable Building (RRSB)

project, and is specifically designed as a working example to:

1. work in conjunction with the University of Wollongong Sustainable Building

Research Centre (SBRC) and its industry partners;

2. deliver skills training in sustainability;

3. focus on the application and installation of leading edge sustainable

technologies to new and existing buildings.

The TTT building will be used for trade training courses and also for the new courses in cutting edge training areas such as Building Information Modelling systems.

The ongoing process to run the smart building in line with its parameters to achieve a

5 Star As-Designed Green Star and the Living Building Challenge Petal Recognition,

will be used as a case study for our environmental students and for industry.

The new TTT Building at Yallah is popular for meetings and classes.

Staff Engagement

An additional 48 educational staff undertook training in 2013, specifically in

nationally recognised units of Environmental Sustainability.

Campus managers also completed preliminary training in Environmental

Management Systems (EMS), as an initial stage of the roll out of an Institute-

wide EMS in accordance with the International Standard ISO14001.

Campus managers, MDOs and some horticulture teachers undertook the

Greenskills Carbon Accounting as part of the carbon inventory process. A

Moodle tool was also developed.

Sarah Phyllis was accepted for the National Sustainability Champions

program to study a Vocational Graduate Certificate in Education & Training

for Sustainability.

Campus managers did a short course in using Ausgrid’s Webgraphs

electricity monitoring program.

1.1 Maintain the certified Environmental Management System in accordance with ISO 14001:2004 International standard for Yallah campus

ISO 14001 Certification maintained for Yallah campus. A substantial amount of work has been undertaken to complete training manuals, guidelines and monitoring systems, these are all complete. The auditor was very complementary about work undertaken.

Extend certification to other campuses. A high level management review has been undertaken by the ESSG to determine actions for the Institute-wide roll out of a comparable Environment Management System. Local Environment management plans were developed as part of an ongoing communication and ownership.

1.2 Maintain an Environmental Sustainability Steering Group for the Institute (comprising representatives from key sections) to oversee sustainability and Education for Sustainability strategies.

Reviewed membership and rotated Campus Manager representation.

Meetings scheduled quarterly with summary report presented at each meeting.

1.3 Gather energy, water, waste, recycling and other necessary environmental data to allow for ongoing analysis of trends and performance.

Some data are available from supplier’s reports – e.g. fleet fuel data and waste data for the northern district. Other data is manually collated. In order to expedite data collection for the various reports every year, campus managers have allowed the ESC access to the campus sharepoint folders where the invoices are kept. Data collation and analysis is essential to compile the TAFE Illawarra annual environmental report, the DEC annual report, carbon inventory reports and the Sustainable Advantage bi-annual reports.

1.4 Prepare an annual environmental sustainability report to highlight the Institute’s environmental achievements.

This report covers off this item. ESC also undertakes a quarterly report to the ESSG.

1.5 Participate in relevant events to showcase the Institute’s environmental sustainability achievements and initiatives.

Dubbo on Moyengully Enterprise and kitchen sustainability programs.

World Environment Day held June 5 with a drop in environmental conference held at Wollongong campus, Wollongong library, West Wollongong, Ulladulla, Moss Vale and Nowra campuses.

TAFE Illawarra invited to participate in the Illawarra Sustainable Advantage cluster.

TAFE Illawarra has partnered with the University of Wollongong to win the International Solar Decathlon Challenge. Our students and staff have been involved in drafting and construction of an energy neutral house and were involved in the on-site construction and judging in China in August 2013.

All campuses took part in an Earth Hour competition run between campuses.

Nowra - Long Lunch for Sustainability

Wollongong and Yallah campuses have worked together towards sustainability outcomes across both sites. Yallah do a plant sale at Wollongong campus a few times a year, and V block students do a pop-up café at Yallah plant sale. Yallah also supplied Wollongong’s Café V with herbs and in season fruits and vegetables.

Wollongong held a carbon neutral lunch, with a speaker from Wollongong Council and gifting plants to participants to offset the carbon footprint.

1.6 Recognise outstanding contributions to environmental sustainability with awards, incentives and acknowledgement of staff.

The Moyengully project, a land conservation management program attached to Moss Vale campus, was a finalist in the 2013 National Banksia awards in the Indigenous category.

Illawarra Business Chamber awarded a highly commended to TAFE Illawarra in the Excellence in Sustainability award.

Finalists in the B-Hert award in a joint submission with the University of Wollongong about the Solar Decathlon.

TAFE Illawarra remains a Silver Partner in the NSW Government’s Sustainability Advantage Program. The BOM has granted permission to go for the Gold partnership.

Sarah Phillis accepted into the National Vocational Graduate Certificate in Education for Sustainability.

Social Sustainability Achievements

TAFE Illawarra has a great track record of social equity programs – a fundamental cornerstone of sustainability.

In 2013, most campuses took part in the following:

RUOK day – a not-for-profit organisation dedicated to

encouraging all people to regularly and meaningfully

ask 'are you ok?' to support those struggling with life.

This was undertaken at all campuses and generally

associated with a morning tea or display.

Australia Biggest Morning Tea fundraiser for the Cancer Council – this was organised by various

groups across the campuses including ITSA, faculties or the campus itself.

Nowra Campus - Youth Shoalhaven Training, Education and Employment (TEE) Sub-Committee - Meeting on Campus with

Careers Advisors, JSA's, disability services and other youth agencies to find out about 2014 course offerings and how to

Nowra campus - Southern House With No Steps - Campus Tour Teacher/Consultant Psychiatric and Neurological

Disabilities, Keith Bourke, taking 2 x group of Southern House With No Steps around Campus to assist participants get to

know more about TAFE and feel confident about enrolling in TAFE.

Nowra campus - Outreach talk to JSA's, community organisations, disabilities group. Careers Advisors, JSA's, disability services and other youth agencies attend to find out about course offerings, how to register/apply/enrol, and about support services available.

Shoalhaven Education Foundation Scholarship Launch - Provide much needed financial assistance and support to local youth to help them achieve their post high school education, training and vocation aspirations. Recognises that the cost of regional students pursuing their post high school goals is often much greater than those of their metropolitan counterparts and that sometimes these costs can be prohibitive.

A new initiative for Nowra campus is supporting the Shoalhaven Women's Wellness Festival. The Festival promotes community services and the strengths of women; brings the community together for inclusiveness; supports International Women's Day. This event eventually took place in early 2014 and aimed to break down the barriers to women and learning.

Ulladulla campus – supported Ulladulla & Districts Community Resources Centre Antipoverty event with a display promoting education as a way of ending poverty.

Ulladulla campus - Tutorial Mentoring Programme Graduation - High School students are involved in a mentoring

programme and learn skills how to mentor younger students. Held at the end of each year over a couple of weeks and concludes with a lunch and gradation. This is a partnership between the local high school and TAFE.

Ulladulla taster programme to provide Yr 10 students a taste of what is available at Ulladulla Campus. These students are at risk of being disengaged from school. It is a great opportunity to learn new skills and what opportunities are available to them.

2. EDUCATION for SUSTAINABILITY (GREEN SKILLS)

2.1 Implement a detailed Skills for Sustainability Action Plan for 2013.

Not completed. Staff and student training in sustainability did, however, continue in 2013.

2.2 All staff to access and complete the TAFE NSW Education for Sustainability staff induction online training program.

Not all staff have completed this training although every year another cohort of staff do complete sustainability training.

An EfS online training course (part of the TAFE NSW induction program) was made available in 2013.

Training was promoted through OL&D and encouraged within Staff Capability Plans.

2.3 Deliver green skills/sustainability awareness training program to all staff.

48 educational staff undertook training in 2013, specifically in nationally recognised units of Environmental Sustainability i.e. BSBSUS201A or equivalent.

Greenskills carbon management completed by most campus managers.

Greenskills carbon management converted into a Moodle tool.

Training into using and interpreting Ausgrid’s Webgraphs electricity data undertaken with campus managers.

EMS training undertaken with Yallah staff as part of ISO 14001 program.

EMS training undertaken with campus managers as part of initial review of site wide EMS rollout.

2.4 Offer and deliver a range of green skills units to students across all faculties.

Sustainability Units are now being included as core units in a range of Apprentice’s Full Training Plans, Hospitality and Children’s Services. A system improvement in data collection on unit enrolments in sustainability has been instigated, informing the ongoing development of the new SALM system.

2. EDUCATION for SUSTAINABILITY (GREEN SKILLS)

A new Board Certified TVET program was added to the curriculum. The Diploma of Environmental Monitoring and Technology is an approved pathway to a Bachelor of Science degree.

2.5 Promote Green Skills Training Australia’s products and services throughout the region.

Greenskills programs have been commercialised and website updated.

TAFE Illawarra also has promotes sustainable education industry wide by sharing our knowledge with other areas.

Nowra - Industry visit Children's Services to see the sustainable play area in operation.

Some other educational programs and events by faculty and campuses include;

Illawarra Flame Trees were presented to Yallah’s 2013 graduating students to help green the community. Installed indoor plants

were supplied to Faculty Offices, Café V and the Wollongong Library to green up the workplace and help improve office air quality.

Electrotechnology - Sustainability is now a core topic (UEENEEK142A Apply environmentally and sustainable procedures in the

energy sector) in the new Electrotechnology package.

Information management and communication

o A SUSTAINABILITY subject guide has been added to the library subject guide website. This will hold generic sustainability information on water/waste/energy etc. The long term plan for this is get a sustainability tab or section on each subject guide to add trade /subject specific information to http://illawarratafe.libguides.com/sustain.

o The website SUSTAINABILITY.EDU.AU has been established by the University of Technology, Sydney as a place to collect and list

the sustainability-related courses taught in Australian tertiary institutions and to collect leading resources on sustainability. TAFE Illawarra has a presence on the site.

3. ENERGY & EMISSIONS

Indicators of Environmental Performance

Reduce facilities energy (electricity and gas) consumption and associated greenhouse gas emissions by 10% by the end of 2014, compared to 2010 levels.

Electricity savings: 2010 = 8,509 MWh 2011 = 8,204 MWh 2012 = 7,943 MWh 2013 = 7,673 MWh – a 10% reduction so far since 2010

Reduce greenhouse gas emissions associated with TAFE Illawarra’s fleet vehicles by 20% by the end of 2014, compared to 2010 levels.

3.1 Identify and progressively implement energy savings measures at all campuses, including conducting energy audits, demand management and energy efficiency measures.

Investigation and cost analysis into solar panels for all campuses undertaken and 120 kWh of solar panels production added to minor capital infrastructure.

Electrical energy analysis undertaken monthly and around holiday period to show progress in reducing energy consumption.

Fuji Xerox undertook a review of photocopiers and removed 44

3.2 Implement staff/student engagement programs to raise awareness about saving electricity at TAFE.

3. ENERGY & EMISSIONS

3.3 Regularly monitor electricity usage at all campuses and report on trends to management.

Solar panels at Wollongong campus submitted as an initiative for Environmental Investment Initiatives.

3.5 Continue to purchase 6% accredited Green Power for all campuses.

3.6 Lease passenger fleet vehicles with a minimum Green Vehicle Guide Environmental Performance Score of 13.5 to minimise greenhouse gas emissions.

3.7 Provide training in online telecommunication and video-conferencing for staff to reduce the need for travel.

Training could be increased in this area as many staff still rely on car travel for routine meetings. Adobe Connect training needed.

3.8 Investigate further power management options for PCs in association with the automatic PC shutdown.

This is set down for 2014 as part of the Sustainability Advantage Program’s Green IT project. First meeting scheduled for 16 July 2014.

4.WATER

Indicators of Environmental Performance

Reduce TAFE Illawarra’s purchased water consumption by 10% by the end of 2014, compared to 2010 levels.

Water consumption: 2010 = 38965 kL 2011 = 43469 kL 2012 = 45681 kL 2013 = 41088 kL – a 5% increase so far since 2010

4.1 Relevant staff to be aware of current water restrictions for their campuses to ensure there are no breaches

No existing water restrictions, just an awareness of water efficient usage and Sydney Water Waterwise rules which apply in the Northern District.

4.2 Identify and progressively implement water savings measures at all campuses, including conducting routine water audits

Campus managers routinely review water usage particularly over the holiday period. Additional dual flush toilets could be installed at a number of campuses.

Water leaks comprise up to 50% of the Institute’s total water usage so leaks need to be identified and rectified ASAP to enable the water savings target to be achieved.

Student Environmental Projects in 2013

TAFE Illawarra Land Care Management and horticulture students were involved in conservation works on sites across the

Illawarra and Highlands. A great example was the Southern Highlands’ Cecil Hoskins Nature Reserve, where Indigenous

Land Management students from Moss Vale Campus played a special role in the project, using the skills from their studies to

build a beautiful sandstone retaining wall and bush tucker garden for visitors to enjoy (photo below);

Shellharbour Aboriginal Community Youth Association (SACYA), the Yallah TAFE and Killalea park management in

partnership involved 16 indigenous students taking part in a conservation and land management course with practical work

centered at the Killalea State reserve (photos below);

During 2013, TAFE Illawarra students undertaking the Certificate II and III in Conservation and Land Management were

engaged by the Mogo Local Aboriginal Land Council as Environmental Officers. They worked on a number of projects with

one in particular involving environmental protection and rehabilitation of Pedro Beach at Moruya Heads. This beach was

recently announced the South Coast winner for the Keep Australia Beautiful Clean Beaches Connecting Our Coast Awards

in the Cultural and Historical Heritage Section for 2013.

Paper savings actions around the Institute:

A number of Faculties changed or trailed how they were supplying data to

students, trialling USB and online programs to reduce paper use. These

include: Conservation and Land Management – Cert III Horticulture students,

with USBs issued containing notes to reduce copying, John Gabrielle, HT,

Yallah.

Electrical engineering, Wollongong campus - all learning resources for the

year provided on a USB. We are rolling this system out for ALL our classes in

significant change that we implemented in

Community Services courses this year was to

distribute course documents to students via

a USB rather than paper based resources.

Not as exciting as starting a veggie garden or

worm farm I know but nonetheless, small

changes all count. We are very aware of the

importance of environmental sustainability

in our section and are always looking at ways

of improving our practices. Paper is one of

our largest resources and so we are looking

at changes such as electronic submission of

three years of phasing this in all of our
