2.0 BACKGROUND
2.1 Site History
The property required radiological characterization of the structure, and wasperformed with the intent of determining what materials require removal torelease the structure for unrestricted use.
The contamination consists of natural radium an its parent and daughter products.The source of the contamination is a radium extraction process which operatedin Lansdowne between the years of 1915 and 1922. The sites were contaminatedduring the years 1915 to 1922, when tailings from the radium extraction processwere included in building masonry and plaster in place of sand. Sitecharacterization consisted of determining the levels of fixed and removableradioactive contamination in the structures. Surveys also included sample analysisto determine specific activity to satisfy safety, transportation, and disposalrequirements. :, ^ :-^, ; , • C
•2.2 Preliminary Surve '':'
The EPA has performed preliminary radiological surveys of the living areas ofthe property. The measurements were taken to assess exposure of the residentsto decide on the need for relocation, and were taken to access the need forrelocation, and were taken on beds and in locations where people spend themajority of their time. The measurements provided by the EPA includebackground levels of 10-15 /zR/hr.
These four houses (two semi-detached homes) are adjacent and were built aboutthe same time. Gamma levels on brick wall on the front porches are 180-280/iR/hr. Gamma levels on the brick veneer on the front wall appears to be themain area of contamination. Gamma levels in all four houses are similar, anddecrease toward the back of the houses. Gamma levels are 70 pR/hr in the livingroom centers, 40 pR/hr in the dining room centers, 30 /xR/hr on the bed in twobedrooms, 55 fiR/hr in a third bedroom, with a maximum of 80 pR/hr against afront wall.

2.3 CNSI Survey ' • ;
The CWM survey team arrived at the property on April 13, 1992 atapproximately 9:25 AM, received a brief on the preliminary survey results,ventilated the property and commenced surveying in accordance with the Healthand Safety Plan and the Operations Plan. Surveys continued on April 14, 1992,and were completed on April 15, 1992 at 4:00 PM.
3.0 SURVEY METHODOLOGIES
Surveys and sampling activities were conducted in accordance with EPA - LansdowneSite Health and Safety plan and the EPA -Lansdowne Operations Plan. A briefdescription of the methods utilized is included below:
3.1 Direct Exposure Rate Surveys
Direct exposure rate surveys were performed to determine what material in eachproperty requires removal in order for the property to be released for unrestricted

Direct surveys were performed to determine what material in each propertyrequires removal in order for the property to be released for unrestricted use.These surveys were performed only as needed to conclude that (for example) theplaster in wall or a section of foundation must be* removed. Once a section ofwall or foundation has been found to be contaminated, it was assumed that thewhole wall or a whole linear section of building foundation was consideredcontaminated unless the contamination was highly localized.
Direct contamination surveys were performed using a HP-210 detector with anappropriate instrument. Direct contamination surveys were also performedutilizing a 2"x2" Na-I detector with an appropriate instrument.
3.3 Removable Contamination Surveys•
Removable contamination surveys were performed to determine the levels ofloose surface contamination that existed in the property. Removablecontamination surveys will be performed by wiping a smear over an area of 100cm2. Smears were counted on a Tennelec LB5100 automated Alpha/Beta countingsystem in an oil-site laboratory.

3.4 Specific Activity Sampling
To the maximum extent possible, gamma spectroscopy was be used to determineradionuclide content and specific activity. Samples of hidden areas were takenas needed to assure that removal of an affected building component would besufficient. For example, once it was determined that the plaster is contaminated,it was necessary to remove a small sections of the wall to examine theradiological content of the underlying structure (studs, etc.). Samples of anymaterial (stucco, plaster, mortar, etc.) found to be contaminated were also takento assure necessary information for safe removal, transportation and disposal havebeen obtained.
4.0 SAMPLE RESULTS
4.1 Direct Exposure Rate Survey
Exposure rate surveys were obtained using a Eberline PRM-7 micro-R surveyinstrument. The exposure rates were obtained on contact with all of the wallsinside the structure. The results of this survey are shown on theContamination/Radiation report contained in Attachment A.
4.2 Fixed Contamination Survey
Fixed contamination surveys were performed using a Eberline ESP-2 with a HP-210L beta/gamma geiger-muller probe. Fixed contamination surveys were alsoperformed using a Ludlum Model 2221 with a 44-10 2"x2" Na-I detector. Thefixed contamination reading were obtained on contact with all accessible surfacesin the structure. The results of this survey are shown on theContamination/Radiation report contained in Attachment A.
4.3 Removable Contamination Survey
Removable contamination surveys were performed by wiping a smear over anaverage area of 100 cm2. Smears were counted on a Tennelec LB5100 automatedAlpha/Beta counting system in an on-site laboratory. The results of this surveyare shown on the Contamination/Radiation report contained in Attachment A.

4.4 Specific Activity Sampling
Various samples v. '.re obtained in areas with elevated count rates/exposure ratesand counted on a nigh purity germanium Qscector in an on-site laboratory. Dueto the difficulties involved with obtaining a constant sample geometry, the resultsare only accurate within the percent error listed on the report. The results ofthese samples are shown on the Contamination/Radiation report contained inAttachment A, a brief summary of these samples is also provided in Table 4.1 to4.4.

5.0 CONCLUSIONS
The conclusions below have not taken into account the economic feasibility ofdecontamination and repair of each component. These conclusions are limited toidentification of which building components must be removed to allow for release of thestructure for unrestricted use.
5.1 617. 619 Pine Street
Based on Survey results the following building components (but not limited to)must be removed to allow for release of the structure for unrestricted use:
