EVERSLEY IS UNDERTHREAT
ACTION IS NEEDED NOW
DearResident,
Wokingham Borough Council has received a planning application
for
partoftheArborfieldNewTown.Itwantsyourviewsandithassent
youaletterwithsomedetailsoftheapplication:2,000newhouses;
a care home for the elderly; district and neighbourhood
centres;asupermarket,otherretail,leisureandofficeuses;
primaryandsecondaryschools;and,publicopenspace.
For Eversley, that adds up to a whole lot moretraffic on our
roads and our country lanes.
The impacts of the additional traffic in Eversley could
include:
increasedcongestionandqueuingatjunctions;morerat-
running;increaseddangertoallroaduserscyclists,horse
ridersandmotorists;morenoiseandfumes;morevibration
damage to old buildings; detrimental impacts on our
historicConservationAreas;achangetotheruralcharacter
ofthevillage;difficultiesindrivingoutofyourpropertyor
gettingacrosstheroad,especiallyinthelongerrushhours;moredangertothosewalkingtoschool,theshop,etc.;and,
adiminishedqualityoflifeforeverybody.
Howistheincreaseintrafficlikelytoaffectyou?
WokinghamBoroughCouncillorsneedtoknow.
So,youneedtotellthem.
HampshireCountyCouncilhasraised detailedobjectionson
technical
issues and on the Transport Assessment that accompanies the
application-itserrors,itsunfoundedassumptions,thelackofdetailand
thecompleteabsenceofanymeasurestoaddresstheproblemscaused
byincreasedtrafficlevelsinHampshire.
Itisnotablethattheapplicant
hasputforwardnoproposalstorelieveanyoftheadverseimpactsthat
thedevelopmentanditstrafficwillbringtoHampshire.
There are things that could be done in Eversley, such as:
highway
and/or junction improvementsto ease traffic flows; wider
pavements for pedestrian safety; off-road cycle-ways and
bridlewaystoprotectvulnerableusers;measuresto reduce
roadspeedsandenforcespeedlimits;and,newbusservices
tohelpreducetrafficvolumes,amongstothers.
Whatdoyouthinktheapplicantsshouldbe
helpingtoprovideinEversley?WokinghamBoroughCouncillorsneedtoknow.
So,youneedtotellthem.
This isthefirstof twoplanning applications and onlycovers the
new
developmentinthenorthofthesite.Thevastmajorityofthelandis
being sold by a Government Agency. Wokingham Borough Council
needs sufficient feedback to enable it to require the Government
to
takelessinprofitsandtoenablegreatersumstobespentoffsettingthe
damagethatthisdevelopmentwillcausetoneighbouringcommunities.
Thereisalsotheproblemof12yearsofconstructiontraffic,withthe
possibility ofmany more HGVs onEversleyroads. If you think
that
thereneedtoberouting&timingagreementstoprotectEversley,then
WokinghamBoroughCouncillorsneedtoknow.
So,youneedtotellthem.

HartDistrictCouncilhasraiseddetailedenvironmentalobjectionsand
ourlocalParishandTownCouncilsarealsoobjectingtotheplans.The
technical arguments are being covered, but Wokingham Borough
Councilwantsyourviewsonhowyouthinktheplanswillaffectyou.

Wokingham Borough Council, its members and its officers have
all
givenassurancesthatanildetrimentapproachwillbetakentowards
capacity ofthe highway network, inline with nationalpolicy.
This
requiresthatthetransportnetworkshouldbenoworseoffwiththe
development than it would be without. The evidence ofthe
latest
Wokingham Strategic Transport Model (WSTM3) and the
Transport
Assessmentthataccompaniesthisapplicationisthatnildetrimentis
notgoingtobeachievedinHampshire .WokinghamBoroughCouncil
must honour its written commitment that where the evidence
supportsanymitigation(inHampshire)thiswillberequiredatthetime
thatanyplanningapplicationfortheAGSDLisdetermined.
WokinghamBoroughCouncillorsneedtoknow.
