INTRODUCTION

The Education, Audiovisual and Culture Executive Agency (EACEA) publishes Compendia of

applications selected for funding under the Erasmus+ Programme.

The present publication is dedicated to the grant decisions awarded in 2016 to the European

Quality Assurance in Vocational Education and Training (EQAVET) National Reference

Points (NRP) under Key Action 3: Support for Policy Reform1 of the Erasmus+ Programme.

For the first time, the funding of the activities of the EQAVET network was foreseen in the

Commission 2016 Annual Work Programme for the Erasmus+ Programme2.

The objective of the restricted call for proposals, addressed to the bodies designated by their

national authorities to act as EQAVET NRP, was to support the implementation of the tasks

assigned to them by the EQAVET Recommendation (2009/C 155/01)3 pursuing the following

specific tasks:

Keeping a wide range of stakeholders informed about the activities of the framework

network;

Providing active support for the implementation of the work programme of the

framework in the national context;

Supporting self-evaluation as a complementary and effective means of quality assurance

which allows the measurement of success and the identification of areas for

improvement in respect of the implementation of the work programme of the

framework network;

Ensuring that information is disseminated to stakeholders effectively.

In the context of the execution of these tasks, the three priorities defined in the EQAVET

Strategic Plan 2016-20174 should been taken into account:

Complementing the current EQAVET Framework in order to ensure continued

relevance to the needs of the policy context by developing an EQAVET+ Framework;

Strengthening mutual cooperation among NRPs in order to address implementation –

NRPs and the work with VET providers;

Deepening the culture of quality assurance of VET – the importance of feedback loops

and the review phase of the quality cycle.

Under this restricted call, 19 applications were selected for EU funding.

This Compendium is part of the EACEA's contribution to a better dissemination of information

about on-going projects and networking among NRPs.

In the Compendium you will find a short description of each application selected for granting,

the contact details of the NRPs, the grant awarded and the duration of the contractual period

concerned. In this case, this contractual period corresponds to the first EU action grant

allocated to the EQAVET network, from 1/04/2016 to 31/03/2017.

Description: Developing a set of activities aiming to promote Vocational Education and

Training (VET) visibility and raise awareness of VET are highly important

aspects for 2016. The project will promote the use of the European Quality

Assurance Reference Framework at national level (RO), will foster mutual

learning between Quality Assurance National Reference Points (QANRPs)

representatives (the project will organise a peer learning activity for QANRPs )

and will boost the institutional development of the Romanian National

Reference Point.

The results/products expected are the following:

A policy briefing of the peer learning activity (PLA) on promoting

visibility and raising awareness of VET, comprising key messages for

system and provider developments;

A compendium of good practices on promoting visibility and raising

awareness of VET, comprising a collection of examples such as:

campaigns to raise public awareness on VET benefits, platforms to

promote VET, career guidance and curricula elements to support

education & training orientation for gymnasium students, companies’

initiatives aiming to promote and support VET developments/students,

promotion of VET graduates’ success stories;

An updated website of the Romanian QANRP (www.gnac.ro), with

relevant national and European VET documents, in both English and

Romanian (where appropriate);

A national information session for awareness raising and dissemination

/ exploitation of results;

Promotional materials that will disseminate the project aims, objective,

scope and main results, as well as 3 newsletters focusing each on one

major outcome of the project.

OeAD - (Österreichische Austauschdienst) Gesellschaft mit beschränkter

Description: The main activities of the project are the following:

Joint activity of Austrian NRP and Finnish NRP “Exchange and

Development Group (EDG) with four other countries to involve teachers

in Quality Management Systems (QMS) and Quality Assurance (QA)

procedures”;

Strengthening communication and dissemination of the Austrian NRP

and Teacher training concept: Introduction in QM for teachers.

The project will contribute to all of the three priorities defined in the EQAVET

Strategic Plan 2016–2017. One of the main challenges of the QM

implementation is the rather thin involvement of the teaching staff. VET teachers

seem to be often reluctant towards QM work at school and do not easily perceive

the benefits and advantages of quality assurance for their work with students.

The project seeks better and deeper understanding of the phenomenon and to find

functioning solutions for better teacher involvement in QM implementation by

organising meetings of the EDG Group with other NRPs. Also participation in

peer learning activities of other NRP is foreseen. Strengthening communication

and dissemination of the Austrian NRP will be established during the project by

the re-launch of the external communication and presentation of the NRP that

addresses both the national and international stakeholders.

The communication of EQAVET+ and its relevance to the work of the Austrian

Reference Point for Quality Assurance in Vocational Education and Training

will be enhanced with a re-launch of the website (both German and English) and

with two new information leaflets. Accordingly, it is expected both to promote

the topic of quality and quality assurance to stakeholders. A workshop design for

teachers to give them an introduction in quality management in their basic

education is planned. In Austria, teacher training with focus on quality

management is rarely implemented in the core curricula of teacher training

institutions. The project aims to develop a workshop design which could be

integrated into the existing curricula of VET teacher training programmes. To

cope with the foreseen activities, a detailed project plan will be designed.

State Service of Education Quality (LV)

Description: Acting as the NRP for EQAVET, the State Education Quality Service (SEQS)

continues coordinating and implementing the European Quality Assurance

Reference Framework in VET, and the introduction of the common quality

assurance indicators in VET at a national level.

Following the sixth EQAVET Annual Forum which agreed priorities to be

developed in 2016 and the Riga Conclusions which presented the role of VET in

the context of the growth and jobs agenda and the Strategic Framework for

European cooperation in education and training (ET 2020), SEQS has set a

medium-term deliverables to reinforce the quality for VET.

It is planned to design and collect surveys on indicators 6 and 9 including VET

providers and their stakeholders. The survey also will be focused on mechanisms

to identify training needs in the labour market by determining the training needs

and evaluating the quality of VET.

During the project, concrete actions and documents will be established, for

example Policy Recommendations regarding VET quality assurance

development at a national level.

As many of the European instruments have close connections as each contributes

to the quality of VET, it is very crucial to strengthen the cooperation with EQF

(NQF) and ECVET. The collaboration on quality assurance will support the

design and recognition of learning outcomes and qualifications based on the EQF

(NQF) and ECVET principles. For mutual trust and successful cooperation

SEQS has planned to organize seminars including EQF (NQF) NCP and ECVET

experts during the project activities. The peer learning activities are planned

during the project. The nominated representative will continue the work in the

working group Complementing EQAVET with the objective of increasing the

value of the EQAVET Recommendation within the current policy context and

embedding a culture of quality assurance and will participate in other EQAVET

activities.

Department for the Economy (UK)

Description: The aim of the project is to more deeply embed a culture of quality assurance

practice into the activities of VET teachers and trainers through a collaborative

approach to curriculum development and sharing of good practice.

A collaborative portal of educational resources and support of technology

enhanced learning is being developed by the further education sector and this

portal will ensure that new curriculum materials are accessible centrally to

ensure consistency of approach that will support professional development to

deliver the new systems of learning.

In addition to hosting the agreed policy documentation and agreed frameworks,

the portal will allow for the development of sectorial pedagogical resources to

support specific course programmes and qualifications.

These will have a strong focus on work orientation and project based learning

which key features of the new qualifications are.

Resources will be peer reviewed and shared across the sector resulting in raised

standards while reducing costs by removing duplication of resources expended

in the production of materials.

It is recognised that this collaborative approach will be most effective if

supported through cultural change interventions: training to facilitate the

development of peer review and self-reflective skills and relevant attitudes,

appropriate and meaningful support, and evaluation, is provided.

This will be facilitated by a workshop approach to training and interventions

which will focus on quality assurance, using EQAVET tools and materials.

This proposal also aims to develop closer links with partners in the Basque

country making use of EQAVET material to promote mutual understanding and

the promotion of good practice.

Stichting CINOP - Centrum voor Innovatie van Opleidingen (NL)

Description: The Dutch EQAVET NRP has been working on improving the quality

assurance of VET providers in the Netherlands with the aim to reach the set

standards of quality of the provision. This is done by facilitating dialogues with

and between stakeholders, learning from each other and learning from the

experiences in other countries. In 2016, the Dutch NRP will focus on

enhancing quality culture in VET. The Dutch Ministry of Education has asked

the NRP to make a plan for the activities for 2016.

This Dutch plan consists of 3 parts:

1. Activities to enhance quality culture in the Netherlands;

2. Connecting European and Dutch developments;

3. Communication and information for stakeholders.

The Dutch EQAVET NRP has selected some specific activities from the Dutch

working plan to be implemented through this project. The Dutch NRP will

focus on the second and third priority of the call: strengthening mutual

cooperation among NRP’s in order to address implementation and deepening

the culture of quality assurance of VET. The Dutch NRP does participate in

complementing the EQAVET+ framework but does not ask European funding

for this activity.

The main activities in the Dutch EQAVET NRP are focused on:

Enhancing quality culture: deepening the dialogue between different

stakeholders on what quality culture is and how to enhance it. Round tables

will be organised, as well as a three day expert meeting and different

workshops to disseminate the main findings of the expert meeting. It is

planned to publish the results as guidelines for VET providers;

Orienting studies on the progress of quality assurance of VET providers

and on enhancing quality culture in adult education using the European tool

from 2015;

Quality assurance of work place learning (in cooperation with the German

NRP EQAVET that is organising an expert meeting at the beginning of

2017);

Exchange and Development Group (EDG) (in cooperation with 6 NRP’s

with the main challenge of improving impact);

NRP network meeting autumn 2016;

Thematic seminar on stimulating Erasmus+ projects on quality assurance.

BIBB - Bundesinstitut für Berufsbildung (DE)

Description: DEQA-VET is working on a study that will show how quality assurance and development of work based learning in the German VET system

works.

Additionally, DEQA-VET wants to bring out some measures and activities

which will have the following aims:

To increase the transfer potential of the study results at national and

European level and to support the EQAVET work program. The results

could be used to the further development of EQAVET framework

(priority 1);

To promote the exchange between the reference points about organizing

the quality assurance of vocational education with focus on dual forms

in other member states (priority 2);

The support of critical dispute with expectedly various quality

assurance systems in Europe and their way of presentation (priority 1);

The comparison of various national ways of quality assurance in work

based learning in order to discuss on this basis potential common

quality criteria, which could be useful especially for vocational

education and training (priority 1 and 2).

Specific actions:

1. The study results on quality assurance in VET should be translated into

English. To publish the results in an understandable and attractive manner,

they should be professionally designed. Furthermore, the development of

public relations products is planned (input for the DEQA-VET-portal, flyer

and others).

2. In addition, the implementation of a three-day study visit is scheduled in

Germany. The concept of the meeting will be designed with the above

stated objectives.

National Organisation for the Certification of Qualifications & Vocational

Guidance (EL)

Description: The project is aiming at further assisting the introduction of the learning

outcomes approach into the Greek VET qualifications systems by elaborating

methods and criteria for setting quality assured qualification standards, writing

curricula (providing a close link to relevant occupational profile) and agreeing

on assessment standards.

More specifically:

1. A study will be carried out with the main objective to contribute to the

development of principles and recommendations to policy makers, social

partners, practitioners and other stakeholders on how to guarantee the

quality of the certification process. The study will focus on the quality

assurance arrangements regarding the certification processes of

apprenticeship/work based learning, thus aiming to provide the Greek non-

formal education sector with relevant descriptors and indicators.

2. A pilot implementation will be carried out in the case of a specific sector,

most possibly the tourism sector with a view to formulate instructions and

guidelines for developing assessment standards and criteria defined in

terms of learning outcomes and to deepen relevant analysis and develop

assessment standards and criteria following the above-mentioned

guidelines.

3. Consultation activities with appropriate stakeholders will be provided in

order to reach a well-accepted set of clear and proper guidelines and

criteria. Particular attention will be paid to the involvement of labour

market representatives taking into account their important role in

certification and relevant quality assurance processes. As such stakeholders

like social partners (employers and employees associations), education and

training providers, state representatives, teachers/trainers, will be invited to

contribute to this process.

4. A series of information and communication activities promoting a dialogue

will be undertaken in order to create a common understanding of

certification regulations and requirements, whereas various stakeholders

will be involved.

5. There will be exchanging of experience and gaining of know-how through

participation in network meetings, seminars and workshops, as well as a

study visit.

Description: The project will focus on implementing 2 priorities of the call:

Strengthening mutual cooperation among NRPs in order to address

implementation – NRPs and the work with VET providers;

Deepening the culture of quality assurance of VET – the importance of

feedback loops and the review phase of the quality cycle.

The majority of VET providers have mechanisms in place to assess the

students and graduates, teachers, employers’ satisfaction with training/learning

and qualifications acquired. Nevertheless, they collect very different data, in

some cases with oral surveys and the tools that are in place are insufficient to

reflect differences in opinion. Moreover, the collected data are not always used

for strategic planning and improving VET provision.

Summarised reports of results of quality evaluations recommended national-

level survey tools/questionnaires which would ensure the comparability of

results on various levels: national, institutional, branch (according to sub-field

of education) and according to individual VET programmes within the same

institution.

With this project, the Lithuanian NRP will seek to improve the VET quality

culture by focusing on the review phase of the quality cycle. More specifically,

based on in-depth analysis of existing practice in Lithuanian VET sector,

EQAVET network materials and other countries experience, Lithuanian NRP

will prepare concrete instruments for the evaluation of:

Employers satisfaction with VET graduates qualification, knowledge,

skills and competence;

Graduates satisfaction with acquired qualification, knowledge, skills

and competence;

Learners satisfaction with individual learning experience and the

learning and teaching environment;

Teachers' satisfaction with training environment and work conditions.

During the project, visits to VET providers, focus groups with various

stakeholders and national final conference will be organised. Also NRP staff

will participate in events organised by other NRPs.

NSZFH - Nemzeti Szakképzési és Felnőttképzési Hivatal (HU)

Description: Before the establishment of the EQAVET NRP, national experts have been

working on topics relevant to EQAVET, and taking part in the various EU

working groups in the last 10 years.

Hungarian NRP's project will target all the three specific objectives of the Call.

It will adapt the EQAVET+ Framework and the related guidelines developed

on European level (depending on their availability) for the national context

both on VET system (policy) and VET provider levels. It will also implement

activities to strengthen cooperation with other NRPs and learn from their good

practises and share experiences. During the project lifetime the Hungarian NRP

will make efforts to deepen the culture of quality assurance in VET via specific

activities.

It will set up and operate a National EQAVET Expert Network, which will

initiate and maintain professional dialogue and serve as a consultant group.

Moreover the Expert Network will develop a procedure for EQAVET labelling

to promote excellenece in VET and for those institutions and organisations

who would like to acquire the status of a nationally approved EQAVET compatible VET provider.Dissemination activities will include developing professional materials and

guidelines, primarily in Hungarian and their introduction to stakeholders on

different professional events.

The NRP will update the national website with up to date materials and will

adapt the EQAVET on-line tool and make it available in Hungarian for VET

and ALE providers. An international workshop will address VET quality

assurance in a wider European context.

Members of the National EQAVET Expert Network will take part in project

events organised nationally and by other countries’ NRPs. Hungarian NRP will

also develop a further training for EQAVET users on a systematic feedback and continous quality improvement and pilot the training in the form of a

practice oriented session. This project will strengthen the work of Hungarian NRP, it will keep a wide

range of stakeholders informed about the activities of the framework of EQAVET Network and take concrete initiatives to promote further

development of the EQAVET Framework in the national context, ensuring that

information is disseminated to stakeholders effectively.

Opetushallitus (FI)

Description:

The project's aims are to support the EU policy goals of QA in VET, VET

reform in Finland and the improvement of activities based on national external

evaluation of QA systems of VET providers. Challenges are connected with

quality culture, review phase and increase of work-based learning.

The main results will be:

An updated version of the criteria for self-assessment of the system

supporting quality management and continuous improvement of quality

at VET provider level and guidelines in Finnish and Swedish;

The report on proposals to enhance QA of the preparation, assessment

and certification of qualifications;

Dissemination of the main results of Leonardo da Vinci project, the Q-

KULT (coordinated by Austrian QANRP) and modification of them to

fit into Finnish VET system based on the results of piloting the main

instrument OCAI in Finland. The OCAI tool provides support to deepen

the knowledge of quality culture in schools and the possible factors

influencing on it and the understanding of relations between quality

culture and QA systems;

The report on how to involve teachers/trainers in quality management

systems and quality assurance procedures as a joint activity with

Austrian QANRP;

Increased awareness of the review phase in EQAVET to promote

continuous development culture by looking at the results of WG

Complementing EQAVET and the material developed in EQAVET

Network. Most relevant material will be translated into Finnish and

proposal made on how to integrate the results with the review phase in

Finnish VET;

Policy briefing prepared by all participants of the PLA on promoting

visibility and raising awareness of VET. The PLA will be organized by

Romanian QANRP. The summary report in Finnish on good practices

and suggestions how to further promote the activities targeted to

visibility and awareness of VET at VET provider level.

Main activity as NRP is also to disseminate all results and good practices and

cooperate with other QANRPs.

implementation and deepening the culture of quality assurance of VET.

The project will focus on cooperation among NRPs through series of

peer learning activities on the issues of VET QA and EQAVET. This

cooperation will be bilateral between Croatian NRP and one more

country and multilateral through participation in targeted QA/EQAVET

related events. In addition, Croatian NRP will organize 1 two-day peer

learning event in Croatia for 5-6 countries on QA of WBL and self-

assessment of VET schools. A report and recommendations will be

issued.

A second focus will be on evaluation and review phases of the QA

cycle in national context, more specifically analysis of Croatian VET

schools self-assessment reports and matching them with EQAVET

quality cycle. Guidelines for improvement of self-assessment of VET

schools in light of EQAVET will be prepared.

A special focus will be on keeping a wide range of stakeholders informed

about the activities of the EQAVET network and project, as well as on

ensuring that information is disseminated to stakeholders effectively. It is

expected that project implementation will significantly contribute to raising

capacities of Croatian NRP for implementation of the work programme of the

framework network, links with other NRPs will be strengthened, concrete

deliverables related to Quality Assurance in Vocational Education and Training

will be produced (peer-learning report on WBL QA and self-assessment, report

on Croatian VET schools self-assessment reports with the purpose of creating

recommendations for improvement of self-assessment process, taking

EQAVET into account, training materials, etc.) and dissemination activities

will be implemented.

This project will address two EQAVET EACEA 46/2015 priorities, fully

acknowledging the centrality of the first priority within national activities

below:

Deepening the culture of quality assurance in VET - the importance of

feedback loops and the review phase of the quality cycle;

Strengthening mutual co-operation among NRPs in order to address

implementation - NRPS and the work with VET providers.

The project addresses the challenges of developing self-evaluation processes,

procedures and criteria as part of an overall culture of reflection, analysis and

action throughout provision (‘continuous information’) and within the review

phase (‘feedback loops’) of the quality cycle.

The project proposes communication between NRPs from other Member States

and Ireland NRP, as each work at national level with its own respective

publicly funded VET partners. Themes will be investigated and solutions

developed nationally and shared both on line and through seminar

representation.

A project communications and planning group will monitor and drive progress

and will communicate with other NRPs. Through the communications group,

the Irish NRP will have an opportunity to track progress and plan opportunities

to validate tools, draft documents, proposals and embedding of indicators

within the on-going work at national level.

Deliverables include case studies indicating current approaches,

recommendations from seminar participants, relevant draft

principles/guidelines for the agreed thematic aspects of the review, and

embedding EQARF indicators within national contexts.

Dissemination outputs will include four e-zines, regular reports and updates

will be published on the QQI website www.qqi.ie, news items may also be

published on EQAVET website and at EQAVET events, www.eqavet.eu

articles for print media, presentations within national networks/fora/working

groups and progress updates to other NRPs within the EQAVET network.

Description:

According to the EQAVET Strategy plan for 2016 and in line with the

objectives and priorities of the restricted call, Slovenian NRP will focus on two

priorities:

Deepening the culture of quality assurance of VET – the importance of

feedback loops;

The review phase of the quality cycle and strengthening mutual

cooperation among NRPs in order to address implementation – NRPs

and the work with VET providers.

The objective of deepening the culture of quality assurance of VET will be

reached by preparing manual/guidelines for Slovene VET providers according

to EQAVET recommendations. The manual will focus on QA in VET in

general and additionally with the focus on QA of work based learning. In the

process of preparation, the manual will be tested in two seminars for VET

providers. Two exercises concerning QA of WBL and including all phases of

quality cycle (plan-do-check-act) will be developed in practise, later on

reflected and included into manual.

The objective, strengthening mutual cooperation among NRPs in order to

address the work with VET providers, will be followed by cooperation in 3

PLAs, organised by German NRP, Croatian NRP and Romanian NRP. The first

two will be focused on transparency of QA in VET and QA of WBL (German

PLA), QA of WBL and self-evaluation process (Croatian PLA) and visibility

and awareness of VET (Romanian PLA). The results and insights of PLAs will

be used as one of the sources for preparing the manual.

The project is planned in a way that complement current efforts on national

level, where the Slovenian NRP started the preparation of a national framework

for quality assurance in all areas and levels of education, from kinder garden to

high school. This project will emphasise the specifics of QA in VET, especially

by exposing the QA of WBL.

Description: The overall aim of the Czech NRP project is to raise awareness on importance

of a quality assurance and try to support the implementation of its principles at

different levels both in IVET and CVET in coherence with the EQAVET

Recommendation.

Stakeholders from the labour market, as well as VET providers and policy

makers will be involved in this process. Activities will be carried out by the National Institute for Education (National Reference Point) together with the

key partner - the Czech School Inspectorate (ČŠI). ČŠI has the responsibility to

evaluate and analyse the conditions and quality of education from pre-primary

to higher professional schools. The NRP will take the opportunity to encourage

an effective work of the National network on Quality Assurance (established in

2007) and revise the membership basis. The network will participate in the

effective dissemination of information to relevant stakeholders both from the

educational sector and the labour market in all regions of the Czech Republic.

The NRP will concentrate especially on the self-evaluation, tight cooperation

with employers (Sector Councils) on revision of qualification and assessment

standards of vocational qualifications, development of standardized tool for assessment of practical skills obligatory for all EQF 3 vocational school

programmes and monitoring the quality of the practical training through an

online tool. Visibility of EQAVET will be strengthened through the targeted PR. The results of the activities implemented will be disseminated to a wide range

of stakeholders especially via the new website www.eqavet.cz and the

established National network on Quality Assurance, as well as other

promotional materials. Activities planned for 2016/2017 will support also the

synergy among other European tools and European networks, namely EQF

NCP and National Coordination Centre for ECVET. Networking with other

EQAVET NRP´s is a part of the work programme as well.

The general aims of the Italian Reference Point (hereinafter NRP) for the

period of eligibility have been defined in coherence with the priorities defined

in the restricted call for NRPs (EACEA 46/2015) and contextualized in the

Italian context and needs.

The Italian proposal for the restricted call is coherent with the main features

and tasks of the Italian NRP. The Reference Point supports the implementation

of the European Recommendation on Quality Assurance of Vocational

Education and Training and the national process to implement the National

approach to quality assurance, disseminating technical and scientific

knowledge, practices and tools to improve continuous development and quality

assurance. Iit also supports VET providers in implementing self-assessment

and Peer Review.

The NRP main tasks include:

Informing national and regional stakeholders about the EQAVET

network activities and supporting its work programme;

Promoting initiatives which may strengthen the use of methodologies

and tools for quality assurance and its development;

Increasing awareness of the benefits of quality assurance development

and methodologies;

Coordinating the overall activities concerning participation in the

EQAVET network.

The main challenges for 2016 are linked to the convergence with other

European tools, namely Euroguidance, EQF, Europass, Eures, Eurodesk and to

further implement the quality assurance methodology, models and tools,

including Quality assurance culture through documents' production and

dissemination closer to end users: learners, teachers, trainers and companies,

national and regional institutions.

The Italian NRP will focus its activities on the update of the National approach

for quality in VET approved by Ministries and Regions in 2012.

Description:

The Turkish Ministry of National Education (MoNE), responsible body for

administering the overall education system, has been implementing a

comprehensive reform process in all aspects of vocational education and

training (VET) since 2004. Linking VET provision with labour market needs,

developing occupational standards and respective training standards,

development of competency based and modular VET curricula and learning

outcomes, complying with European Qualifications Framework and bringing in

lifelong learning concept are some of the key elements of this process. The last

development at vocational education was recorded by the project called

"Improvement Quality of Vocational and Technical Education (IQVET)". In

the existing situation, many activities have been done to improve the quality of

VET System in Turkey; the pace of progress needs to be improved.

The key quality assurance functions which will be involved in the foreseen

improvement are:

Development of standards and associated quality assurance

mechanisms;

Building leadership capacity focused on achieving good outcomes for

learners;

Staff development to ensure learners will receive a high quality

experience, providing a vocational curriculum which is relevant to local

employment needs.

The specific objectives of the project are:

1. Promote awareness of the quality of work place learning (WPL) among

sectors, social partners and society;

2. Develop systematic approach for quality monitoring and evaluating of

workplace learning with the participations of employers, professional

associations, and related social partners;

3. Develop extensive consultation modal mechanism among employers,

professional associations, social partners and VET institutions.

The expected outputs are an existing situation report of WPL in VET, a guide

for quality monitoring and evaluation of workplace learning in VET, an

increased awareness on the quality of WPL.

The project proposes organising three seminars for VET providers in Malta in

order to enhance the importance of Internal Quality Assurance (IQA) and to

increase the number of IQA among VET providers. It also includes organising

training, during which selected participants shall be provided with essential

knowledge and skills in order to be able to conduct external quality assurance

audits of VET providers.

The project addresses the challenges of developing self-evaluation processes,

procedures and criteria as part of an overall culture of reflection, analysis and

action throughout provision and within the review phase of the quality cycle.

This acknowledges the fact that feedback and review are part of a continuous

process and culture, as well as having a distinct formal phase within the quality

cycle. In addition, the seminars add value to national practice by strengthening

the importance of Internal Quality Assurance within the National Quality

Assurance Framework. An internal project steering group will be responsible

for the project.

Deliverables include the readiness of VET providers to develop/re-develop

their IQA. The participants of the seminars and their VET institutions will be

asked to develop/re-develop their IQA policies, based on an individual

response to the learning from the seminars and the implications for their

practice and systems development at local level.

Dissemination outputs will include IQA step-by-step booklets for VET

providers, VET External quality assurance manual of procedures, articles for

print media, presentations within national networks/fora/working groups and

progress reports to other NRPs. Because of the working methodology

involving practitioners with responsibility for quality assurance at local and

regional level, there are opportunities for ‘distributed’ dissemination wherein

each participant becomes an ambassador within their own context also.

Description: Colleges - Wales has commissioned a research project with the University of South Wales Business School (USW) to work in the area of Skills and

Training, which is of particular importance for SMEs because of the impact

that human capital improvements can have upon business outcomes including

turnover, growth and innovation. The focus will be on SMEs in the fields of

tourism, hospitality and retail (priority sectors for the Welsh Government) from

a range of geographical and market focus settings. There will also be a

selection of SMEs examined from other sectors within Wales in order to

provide a broader comparison of skills utilisation. The project will be

conducted in three phases:

Phase 1(out of the project grant) will include desk research/literature

review and the use of an online survey with the SMEs identified in the

opening paragraph. The survey will be designed to explore the skills

and qualifications held by existing staff, the current & future skills and

qualifications requirements as well as labour supply gaps. The impact

of skills and qualifications development on the business outcomes of

SMEs will also be examined through a range of “closed” questions. A

preliminary report is expected in April 2016;

Phase 2 of the project will aim to develop the findings of Phase 1

through a mixture of interviews, focus groups and dissemination events.

The interviews will be conducted with the SMEs that indicated in the

survey that they would be happy to speak in more depth about why they

responded in a particular way to questions in the survey. The focus

groups will enable Colleges - Wales to engage with higher level

stakeholders and to explore the policy implications of the results of the

survey;

Phase 3 of the project will be the dissemination of the survey results, a

final report of Phases 1 and 2 as well as recommendations for policy in

Wales related to skills and qualifications as a result of the work of the

focus groups and telephone interviews.

The project supports national priorities regarding skills development. It also

supports the medium-term deliverables of the Riga Conclusions to promote

work-based learning; further develop quality assurance mechanisms in VET in

line with EQAVET recommendations and, as part of quality assurance systems,

establish information and feedback loops in I-VET and C-VET.

design and maintenance of a Website on the work of EQAVET, the

quality assurance of IVET and CVET in Cyprus, best practices, events

and other VET information.

On the basis of the above-mentioned activities, further development of the

framework in the national context will be promoted and areas for quality

improvement in CVET and IVET will be identified and information regarding

the activities of the framework network will be disseminated to stakeholders.
