2. The ongoing outbreak of COVID-19 pandemic around the world has impacted the 52ndSessionoftheESCAP/WMOTyphoonCommittee(TC52),resultinginthecancellationofthefacetofaceSessionofTC52originallyscheduledinFebruary2020andre-schedulingoftheSession inHongKong,China. The firstvideoconference(VC)washeldon6March2020withthetime-criticalagendaitemstobeapprovedbytheCommittee.Thefinalreportcanbefoundhere.http://www.typhooncommittee.org/52nd/TC52FINAL.html

3. Originally,theCommitteeplannedtoconductafacetofaceSessionofTC52inHongKong,ChinainlateMay2020todiscussandapprove/endorsemostoftheremainingagendaitemsof TC52. Any outstanding agenda items will be incorporated into the 53rd Session ofTyphoonCommittee(TC53),tobehostedbyJapanin2021.Owingtotravelrestrictionandquarantinemeasures associatedwith the COVID-19 pandemic, the Committee decided toconducttheremainingSessionbyvideoconferenceinstead.

4. The2ndVChostedbyHongKong,Chinawasthenscheduledon10June2020.

5. The opening ceremony of the Session began at 09:00 am onWednesday, 10 June 2020

(HongKongTime).Dr.C.M.CHENG,theDirectoroftheHongKongObservatory(HKO)andtheChairpersonoftheTC52,presidedattheopening.

6. The 2nd VCwas attended by82 participants from12 out of 14Members of the Typhoon

Committee, namely: China; Hong Kong, China; Japan; Laos People’s Democratic Republic(LaosPDR);Macao,China;Malaysia;thePhilippines;RepublicofKorea;Singapore;Thailand;UnitedStatesofAmerica(USA);andtheSocialistRepublicofVietNam.RepresentativesofUnitedNationsEconomic andSocial Commission forAsiaand thePacific (ESCAP),WorldMeteorological Organization (WMO) and Typhoon Committee Secretariat (TCS) alsoattendedthe2ndVC.

7. The2ndVCwasalsoattendedbyanobserverfromtheInternationalFederationofRedCross

andRedCrescentSocieties(IFRC).ThelistofparticipantscanbeconsultedinAppendixI. II. ADOPTIONOFTHEAGENDAFORTHEVC(agendaitem2)

10. The Committee expressed its appreciation for the contributions of Mr. YU Yong andMr.

SHUN Chi-ming, as the Chairperson and Vice Chairperson of the 51st Session of theCommittee.

3.2 OverviewSummaryofMembers’Reports(AppendixIV)11. TheCommittee tooknoteof theSummaryofMembers’Reports for2019,highlightingthe

keytropicalcycloneimpactsonMembersin2019,andthemajoractivitiesundertakenbyMembersundertheTCprioritiesandcomponentsduringtheyear.

12. The Committee expressed its sincere appreciation to the AWG Chair for preparing the

SummaryofMembers’ReportsandtheobservationsmadewithrespecttotheprogressofMembers’activitiesinsupportofthe21prioritiesidentifiedintheTCStrategicPlan2017-2021.

RECOMMENDATIONSOFAWG

13. AWG recommended that the Committee considers the key tropical cyclone impacts on

Membersin2019andreviewstheinitiativesandactivitiestobepursuedinsupportofthe21TCPrioritiestomitigatefutureimpacts.

3.3 AdvisoryWorkingGroup(AWG)Updates14. TheCommitteewasinformedthattheUSAwouldtaketheleadincoordinatinganddrafting

the new Typhoon Committee Strategic Plan for 2021-2025 and requested TCS to sendcorrespondence asking Members to designate a focal point for future correspondence,primarily by email and video conference. The goalwas to have the first draft completedpriortothe15thIWSandanearfinaldraftreadyfordiscussionandapprovalatTC53.

15. The Committee felt that the new Strategic Plan should reflect the main ideas of the

Statement of the High-level Dialogues on Tropical Cyclones: 10-year Visionto Protect Life and Property from Tropical Cyclones held on the occasion of the 30thanniversary of WMO’s RSMC Tokyo – Typhoon Center in Japan, and suggested that thedraftingteamtotakethisintoconsideration.

16. The Committee also took note that Mr. Raymond TANABE’s second term as AWG Chair

would expire at TC53 and requested TCS to circulate correspondence invitingMembers’nominationsforanewAWGChair.

17. The Committee expressed its appreciation toMr. Raymond TANABE for serving as AWG

Chairinthelasttwoterms.RECOMMENDATIONSOFAWG18. AWGrecommendedtheCommitteetoendorsetheappointmentofMr.TANAKANobuyuki

asthenewco-ViceChairoftheAWG,replacingMr.EITOHisaki.19. AWGrecommendedtheCommitteetoendorsetheappointmentofMr.TANAKANobuyuki

asthenewTyphoonCommitteeOperationalManualrapporteur,replacingMr.EITOHisaki.

4.1 ReviewoftheactivitiesoftheRegionalSpecializedMeteorologicalCenter(RSMC)Tokyo2019(AppendixV)

20. TheCommitteenotedwithappreciationthereviewof1)RSMCadvisories,2)products,and

3)operationalactivities,andchangesmadein2019.Itnotedtheforecastverificationresultsfor 29 TCs that reached TS intensity or higherwhich formed in 2019: the forecast trackaverageerrorsfor2019of80km(66kmin2018),127km(112km),190km(179km),263km (277 km) and 374 km (409 km) for 24-, 48-, 72-, 96- and 120-hour forecasts,respectively,theannualmeanRMSEsforcentralpressureforecastsof11.2hPa(13.8hPa),15.1hPa(18.7hPa),17.6hPa(20.4hPa),18.2hPaand20.3hPafor24-,48-,72-,96-and120-hourforecasts,respectively,andthoseformaximumwindspeedforecastsfor24-,48-,72-,96-and120-hourforecastsof5.1m/s(5.4m/s),7.1m/s(6.9m/s),8.0m/s(7.3m/s),8.4m/sand9.3m/srespectively*.

*Five-daytropicalcycloneintensityforecasthasbeenoperationalsince14March2019;therefore,T1901andT1902thatformedbefore14Marcharenotincludedintheabovestatisticsfor96-and120-hourforecastsofcentralpressureandmaximumwindspeed.

21. The Committee noted with appreciation the changes of RSMC advisories, products and

operational/coordination activities in 2019, especially the commencement of the 5-daytropicalcycloneintensityforecasts,therevisionoftheprobabilitycircleswhoseradiiareonaverage approximately 20% smaller than before, and expressed situation-dependentforecast uncertaintymore appropriately, and enhanced communication service on a trialbasis. It also noted the planned upcoming changes, such as the commencement of 5-dayforecastsfortropicaldepressions(TDs)whichareexpectedtobecometropicalstorm(TS)intensitywithin24hours.

22. The Committee expressed its appreciation to the operation of RSMC Tokyo’s Numerical

TyphoonPrediction(NTP)websiteandnotedtheremarkableenhancementsmadein2019,suchasthecommencementofprovisionofASWind(AtmosphericmotionvectorbasedSea-surfaceWind),probabilistic forecastmaps forstormwindsandMadden-JulianOscillationandsummermonsoonactivity,aswellastheexpansionofcontentsrelatedtoatmosphericcirculationdata.Italsonotedthechangesplannedinthenearfuture.

23. TheCommitteeexpresseditsappreciationtothecontinuouscontributionofRSMCTokyoto

the regional Storm Surge Watch Scheme (SSWS), especially the provision of variousproducts including storm surge forecastdistributionmaps, time-series charts at selectedstationsandmulti-scenariostormsurgepredictionsaswellasweek-rangewaveforecastsinwhichprobabilityforecastsonpeakwaveperiodinadditiontosignificantwaveheightshave newly been made available since January 2019. The Committee also noted withappreciation thatRSMCTokyohadstartedprovisionofastronomicaltidesestimatedbyaglobal ocean tide solution (FES2014)*1for 27 stations on 25 February 2019, where sealevel observation data was not available. The Committee again encouraged Members tomaketheirsealevelobservationavailabletocontributetotheverificationactivity.

24. The Committee noted with appreciation the continuous efforts and progress of RSMCTokyo’sdevelopmentoftropicalcyclonegenesisguidance,usingearlyDvorakAnalysisandglobalensemble.

25. The Committee was pleased to note the progress of the regional radar network

developmentproject,whoseexperimentalexchangeofradarcompositedataamongRSMCTokyo, the Thai Meteorological Department (TMD) and the Malaysian MeteorologicalDepartment (MMD) started in 2016. The project has been expanded and three moreMembers, LaoP.D.R., thePhilippinesandVietNam joined in2018.TheCommitteenotedwith appreciation that a technical meeting for experts of the six Members and somecountries of interest was held at the JMA headquarters in November 2019 to exchangeinformation on experiences and challenges relating to regional radar data exchange andqualitycontrol,andtodiscussfuturedirectionsinthefield.TheCommitteealsoappreciatedthattheWeatherRadarSeminarwasjointlyheldattheJMAheadquartersasaplatformforsharingexpertiseinradarmeteorologytodeepentheknowledgeinthisfield.

26. TheCommitteewaspleasedtonotetheactivitiesoftheprojectonenhancingtheutilization

ofHimawari-8/9products, inwhich technical support fordevelopingRapidlyDevelopingCumulus Area (RDCA) identification using Himawari-8/9 data had been conducted. ThecommitteenotedwithappreciationthecontinuousdiscussionandsupportbetweenexpertsofMMDandJMA.Italsoappreciatedthatatechnicalweb-meetingwasheldamongexpertsoftheMeteorologicalServiceSingapore(MSS),TMDandtheVietNamMeteorologicalandHydrologicalAdministration (VNMHA)on4February2020to share theoutlineofRDCA,includingthetechniquefordevelopment,widerangeofusageandverificationmethods,andtodiscussactivitiesplannedin2020.

27. The Committee noted with appreciation that RSMC Tokyo published the RSMC Tokyo

Technical Review No.21 and the Annual Report on the Activities of the RSMC TokyoTyphoonCenter2018inAprilandDecember2019,respectively.

28. The Committeewas informed that RSMCTokyo had started tropical cyclone satellite re-

analysisin2012fortheperiodfrom1981toconfirmandimprovethequalityoftheCurrentIntensity(CI)numberinthesatelliteTCanalysis,andthattheCenterhadcompletedthere-analysisfortheperiodfrom1987topresent.Itwasalsoinformedthatthere-analysisfortheperiodfrom1981to1986wasdifficulttoconductwithaccuracyconsistentwithlaterevents due to the limited availability of satellite imageries. Based on this fact and theachievement, theCommitteenotedwithgreatappreciationthatRSMCTokyowouldsharethewholedataset for theperiod from1987topresentwithMembersonline in2020; theURLwouldbeannouncedbyRSMCTokyoinduecourse.

29. The Committee noted with appreciation the operation of Himawari-8/9 geostationary

meteorological satellites and further welcome the intention of RSMC Tokyo to continueprovidingHimawariproductsaswellastechnicalsupportforusingthem.

30. The Committee was pleased to note that RSMC Tokyo conducted the 19th Attachment

Training from 18 to 29 November 2019, inviting four forecasters from China, Lao PDR,ThailandandVietNamandthreeforecasters(self-funded)fromHongKong,China;Macao,China and Malaysia among the Committee Members. Two more forecasters fromBangladeshandMyanmaralsoparticipatedinthetraining.Inaddition,RSMCTokyoinviteda guest lecturer from the IndiaMeteorologicalDepartment to givea lectureon the SouthAsianMonsoonandTCsintheIndianOceanarea.

31. TheCommitteenotedtheresultsoftheannualobservationexchangemonitoringduringthe

periodoftwotropicalcyclonesin2019:Podul(1912)andMitag(1918),whichhighlightedthespecialobservationconductedbyChina;HongKong,China;Japan;thePhilippines;theRepublicofKoreaandThailandduringtheperiods.ItexpresseditsappreciationtothesixMembers,whichprovidedspecialobservationdatatotheCommitteeMembers,andfurtherencouraged all the Members to conduct additional observation, as requested by theTyphoonCommitteeOperationalManual-MeteorologicalComponents(TOM).

32. TheCommitteenotedthatRSMCTokyowasinvitedtoconsiderprovidingtropicalcyclone

advisorybulletins:1)toincludegeneralhazardinformationofthesystem;2)tocoverthefulllife-spanoftropicalcyclonesfromtheirgenesistofinaldemise,includingoverlandaftertheirlandfall.

4.2 TyphoonCommitteeOperationalManual(TOM)

33. TheCommitteenotedthattheTyphoonCommitteeOperationalManual(TOM)rapporteur

requestedWMO to publish and upload the 2020 edition of TOM on the Tropical CycloneProgramme(TCP)WebsiteassubmittedbytheRapporteur,withtheamendmentsgiveninAppendixVI.

34. TheCommitteeexpresseditsappreciationtotherapporteurforupdatingtheTOM.

V. UPDATEOFSEQUENTIALLISTTABLEOFANNUALSESSIONSANDIWS(agendaitem5)

35. TheCommitteereviewedthecurrentstateofthehostingmechanismfortheAnnualSession

andIntegratedWorkshops.DetailsaregiveninAppendixVII.36. TheCommitteetooknoteofthenewproposallistofhostingmechanism,andagreedtouse

ESCAPconferencefacilityinBangkok,Thailandasanalternative,allowingareasonabletimeframebetweenhostingSessionandIWSbyMember.

37. TheCommitteewasalsoinformedbyVietNamthattheywerereadytohosttheupcoming

15th IWS.However,due touncertaintysurrounding thesituationofCOVID-19, theymightneed to consider changing the face to face meeting to another format. Viet Nam wouldcommunicatewithTCSonthisissuelater.

VI. PROGRAMMEFOR2020ANDBEYOND(agendaitem6)

6.1. Retiredandnewtropicalcyclonenames(AppendixVIII)

38. TheCommitteenotedThailandprovidedPHATTHAI,KAPHRAOandKRATHONascandidatereplacementnamesforMANGKHUTanddecidedtoacceptKRATHON.

39. The Committee noted Malaysia provided PETAI, PULASAN and ROTAN as candidatereplacementnamesforRUMBIAanddecidedtoacceptPULASAN.

40. The Committee noted the request from Japan to retire the names of tropical cyclonesHAGIBIS and FAXAI and requested the Philippines and Lao PDR to provide candidatereplacementnames.

41. The Committee noted the request from the Philippines to retire the names of tropicalcyclonesKAMMURIandPHANFONEandrequestedJapanandLaoPDRtoprovidecandidatereplacementnamesrespectively.

42. TheCommitteenotedtherequestfromChinatoretirethenameoftropicalcycloneLEKIMAandrequestedVietNamtoprovidecandidatereplacementnames.

43. TheCommitteenotedtherequestfromUSAtoretirethenameoftropicalcycloneYUTUand

requestedChinatoprovidecandidatereplacementnames.44. TheCommitteenoted theremark fromWMOthat, inconsideringthereplacementnames,

thosenameswhichwerehighlysimilartotropicalcyclonenamesinotherbasinsshouldbeavoided.

VII. SUPPORTREQUIREDFORTHECOMMITTEE’SPROGRAMME(agendaitem7)

7.1. TyphoonCommitteeTrustFund(TCTF)

45. TheCommitteereviewedthestatementsofaccountofTCTFfortheperiodof1Januaryto31 December 2018 and 1 January to 31 December 2019, respectively, submitted by therepresentativeoftheWMOSecretariatasshowninAppendixIX.ThestatementshadgonethroughauditingbyWMOexternalauditors.TheauditingreportshadbeencommunicatedtoTCS.

46. The Committee was informed by TCS, the summary of income and expenditure from

48. The Committee also expressed the importance of having in-kind contributions with

corresponding values and encouraged more Members to contribute with in-kindcontributionontheTCactivities.

50. The Committee also took note that the 16th IWSwould be held in the ESCAP conference

IX. OTHERBUSINESS(agenda9)

9.1. UpdateofWGMRecommendations(AppendixXIII).51. TheWGMmademodificationsto the followingrecommendations inthe firstVCReportof

TC52:

1. TorequestJMAtoworkontheupgradeofthestormsurgemodeltousefinitevolumemethod (FVM)with an unstructured (triangular) grid, in which the grid resolutiononlyaroundcoastalregionswillbeincreasedandresourcesforcalculationarelargelysaved,andtoworkonexpandingthestormsurgemodeldomainaswellasincreasingthe number of multi-scenario prediction using whole members of the EnsemblePredictionSystem(EPS).

2. TorequestJMAtosupportAOP7ofWGHbyprovidingNWPmodeldatanecessaryforthe project and available to International Centre for Water Hazard and RiskManagement under the auspices of UNESCO (ICHARM), and continuing to shareknowledge and experience on raising awareness by governments including theappropriateuseofproducts.

3. TorequestSTI/CMAtocoordinatewithChairsofWGMandTRCGandJMAtohosttheworkshop on typhoon forecasting techniques & WGM projects progress review inChina.ToalsorequestTRCGtoassistinarrangingthespeakersandprogramfortheworkshop.

52. In addition, theWGM furthermade the following recommendations in the second VC of

TC52:

a) To request JMA to add storm surge time series predictions upon request fromMembers.

b) TorequestJMAtopublishverificationresultsofstormsurgepredictions.c) TorequestJMAtoencourageMemberstoprovidecompletehourlysealeveldataofat

least one year and sea level observations during storm surge events for improvingpredictionandverification.

d) Torequest JMAtohold follow-upmeeting(s)uponreceiptof theprogressreportontheproject(AOP7)fromtheparticipants.

53. The Committee took note the revised draft proposal presented by Dr. LEI Xiaotu on the

Collaboration Research Center (Appendix XIV) and requested AWG to go through thereviseddraft proposaland solicit comments fromMembersbefore considering addinganagendaitemfordiscussionintheupcomingSession.

when face-to-face TC Session cannot be conducted within a reasonable timeframe, thecurrentRuleandProceduresof theTCmaynothave thenecessary flexibility inadoptingalternativeapproaches(e.g.videoconference,correspondence,etc).

55. TheCommitteerequestedTCS,inconsultationwithAWG,toreviewtheneedtoupdatetheRules and Procedures of the TC and, if appropriate, recommend suitable amendments tobettercopewithspecialoremergencysituationsforMembers’consideration.
