ESF Indicators Definitions and Category Breakdowns and Evidence Requirements This guidance provides definitions and suggested evidence for the ESF monitoring and evaluation indicators. The monitoring indicators are the outputs and results; outputs are the activities undertaken by the project and results are the direct consequence of the activity. The results follow from the activities, and reflect the key aims of your project. The evaluation indicators are the impacts; the impacts are the longer term consequence of the activity and follow on from the results. The result and impact indicators, therefore, are the most important types of indicator. The indicator definitions should not be considered to define eligible activity. For guidance on eligibility please see the Eligibility Guidance on the WEFO Website at http://wefo.wales.gov.uk Your indicator set will be agreed with WEFO prior to project approval. The Indicators should reflect the activities of the project. Result Indicators should only be reported where project activity has led to the result. If a participant receives support from more than one project only one project can claim this result e.g. if a project is referred from one project to another the two projects need to agree between each other which project claims the result.

Dissemination initiatives (ESF Convergence Priority 4) Definition: The number of initiatives aimed at disseminating lessons learned from pilot studies. Initiatives can include published reports, seminars, workshops, or presentations at conferences. For example, a seminar highlighting lessons from a pilot study into improving access to services for hard-to-reach groups. Suggested evidence: Published reports, conference reports, notes or records of and from Seminars & Workshops Category / Criteria breakdowns: N/A

Employers assisted or financially supported (ESF Convergence Priorities 2, 3, 4; ESF Competitiveness Priorities 1 and 2) Definition: The number of employers that receive assistance or financial support, through this Programme. Assistance: advice, guidance and information which can be delivered through the following media: face-to-face, telephone, web-based dialogue, conference, seminar, workshop, or networks (OffPAT, 2005, p.8). For example, provision of advice and guidance on managing health conditions for employers. This assistance includes the provision of training schemes. Financial support: Receiving a grant or loan. For example, financial support for workforce development by employers. This support includes training schemes. Suggested evidence: Timesheets, beneficiary records which include information on the level and method of advice given. Employers collaborating with education/training providers (ESF Convergence Priority 1) Definition: The number of employers collaborating with education or training providers. The collaboration should involve a relationship between an employer and an education or training provider for the purposes of an ESF project. Examples: Employers collaborating with schools to encourage young people to study Science, Technology, Engineering and Mathematics subjects Employers providing work experience opportunities for pupils/students from an education/training provider Employers allowing their facilities to be used by education/training providers Suggested evidence: List of employers and education/training providers. Evidence showing the activity undertaken, number of hours etc. Category / Criteria breakdowns: N/A

Initiatives to support Local Service Board development (ESF Convergence Priority 4) Definition: The number of initiatives supporting the development of Local Service Boards. For example, initiatives to support Local Service Boards to integrate local service delivery across public service sectors Local Service Boards: bring together the key contributors to local service delivery, both devolved and non-devolved. They have a mission to improve service delivery and undertake joint action where the need is identified in fields such as health and social care, services for vulnerable children and others - where good outcomes depend on joined-up action (WAG, 2006, p.3) Suggested evidence: Financial records, training records and qualifications achieved, evidence of capacity building of organisations. Learning and development strategies (ESF Convergence Priority 3; ESF Competitiveness Priority 2) Definition: The number of learning and development strategies developed by employers as a result of this Programme. Learning and development strategy: should include some elements of the following (CIPD, 2007): o A statement of what the organisation 'believes' about learning and the

learning process and the way it should be applied within it. o A description of the kind of learning culture that the organisation believes it

needs. o A mission/vision statement for Human Resource Development (HRD). o A statement of the ongoing processes, and their goals, which will support

the above (such as appraisal, potential identification, succession planning, personal development plans, event evaluation).

o A set of learning initiatives that specifically support the current business needs, and their goals, priority and resource requirements.

o A set of choices for how the function/overall process will be managed. Suggested evidence: Any of the elements listed above. Category / Criteria breakdowns: N/A

Participants (All Priorities) Definition: The number of individuals participating in an ESF-funded project. Participation should be linked to specific outcomes and require a meaningful level of engagement, for example a training course. This excludes individuals attending conferences or individuals who simply receive information. Participants who receive support with caring responsibilities (ESF Convergence Priority 2; ESF Competitiveness Priority 1) Definition: The number of Participants receiving support, funded through this Programme, to help them with caring responsibilities. For example, participants who benefit from childcare provided by an ESF project. Suggested evidence: Adequate supporting documents recording the hours of caring responsibilities and invoices from carers themselves. Projects delivering specialist training in sustainable development (ESF Convergence Priorities 3 and 4; ESF Competitiveness Priority 2) Definition: The number of projects which have a focus on training that addresses the environmental sustainability objectives of this Programme. Projects should focus on environmental skills training that contributes towards one or more of the following activities: combating climate change; delivering sustainable transport; increasing resource efficiencies; promoting biodiversity; promoting community access to greenspaces; and environmental risk management. Reporting against this indicator is at the overall project level. Therefore if one or more component parts of a project will deliver against this output, the project achievement will be 1 throughout its life. Suggested evidence: Course material e.g. handouts and presentation slides. Participant records, attendance records, evaluation forms on completers, questionnaires/follow up information etc Category / Criteria breakdowns: N/A

Projects integrating sustainable development into awareness raising, education and training programmes (ESF Convergence Priorities 1 and 2; ESF Competitiveness Priority 1) Definition: The number of projects which have demonstrably integrated the environmental sustainability objectives of this Programme into its activities be that awareness raising, education or training. The environmental sustainability objectives of this Programme should be explained and their potential impacts on the participants should be highlighted. The project should also raise awareness of the opportunities for further environmental skills training. Reporting against this indicator is at the overall project level. Therefore if one or more component parts of a project will deliver against this output, the project achievement will be 1 throughout its life. Suggested evidence: Course material e.g. handouts and presentation slides. Participant records, attendance records, evaluation forms on completers, questionnaires/follow up information etc Category / Criteria breakdowns: N/A

Projects using soft outcome measurement systems (ESF Convergence Priorities 1 and 2; ESF Competitiveness Priority 1) Definition: The number of projects using soft outcome measurement systems to assess the progress of some or all of its participants. For example, projects using the Demonstrating the Success model developed by the Welsh Government. Soft outcomes are defined as “those outcomes that represent intermediary stages on the way to achieving a hard outcome. They could include for example, thinking skills such as improved problem-solving abilities, personal attributes such as improved self-confidence, or practical work-focused skills, such as a better appreciation of the importance of timekeeping in the workplace.” (DWP and WEFO, 2003) Soft outcome measurement systems are tools used on a periodic basis (frequency to be dictated by need of project and appropriateness for participant) to place a participant’s position against a scale measuring soft outcomes and to record their progression against these scales. Reporting against this indicator is at the overall project level. Therefore if one or more component parts of a project will deliver against this output, the project achievement will be 1 throughout its life. Suggested evidence: Personal action plans, measurement systems documents, storage systems, reports Category / Criteria breakdowns: N/A

Research studies (ESF Convergence Priority 3; ESF Competitiveness Priority 2) Definition: The number of research studies undertaken and freely disseminated, either through published hard copy or on the internet. For example, research into skills needs of a particular sector. Research results must reach the right groups and at an appropriate point in time to influence development and change. In order to achieve this, the project may need to use a variety of dissemination methods, including: bulletins; published papers; meetings; seminars; conferences; workshops and online. To ensure that learning opportunities presented by research studies are taken up it may be appropriate to conduct a review some time following the completion of the research study to consider progress against any recommendations made in the research. Research studies: any work undertaken on a systematic basis to increase the current stock of knowledge or to find new ways of using this knowledge. Suggested evidence: Research reports, notes or records from dissemination events. Category / Criteria breakdowns: N/A

Systems developed (ESF Convergence Priority 1) Definition: The number of systems developed, aiming to combat disaffection and reduce the risk of early school leaving or to provide access to a broader and innovative range of learning options. This can include developing learning networks, learning support, or ways of identifying young people at risk of disaffection. Development can include the setting up of, or research into, a new system or carrying out improvements to (in terms of widening scope or access) systems already in place. Suggested evidence: Clear audit trail of the new/improved processes that have been put in place by the sponsor. Evidence of what data the system/processes record. Category / Criteria breakdowns: N/A

Results

Collaborative agreements between public service bodies (ESF Convergence Priority 4) Definition: The number of collaborative agreements between public service bodies as a result of the joint working bought about by this Programme. The agreement should cover the collaboration of two or more public service bodies in using or providing a shared service, for example a shared contact centre. Suggested evidence: Adequate supporting documents evidencing the level of collaboration and the shared service provided. Depending on the nature of the collaboration, copies of Service Level Agreement may represent adequate evidence. Category / Criteria breakdowns: N/A

Employers adopting or improving Environmental Management Systems (ESF Convergence Priority 4) Definition: The number of employers (definition) adopting or improving Environmental Management Systems. Environmental Management Systems: The implementation of a formal system within an organisation whereby progress is monitored against defined targets to achieve a more efficient usage of natural resources thereby improving environmental performance (WEFO, 2004, p.137). The Environmental Management System must have been adopted or improved as a result of Structural Fund assistance or financial support. Suggested evidence: Formal notice from the EMS provider certifying that the environment management system has been effectively adopted or improved according to the agreed specification. Further details of these data requirements can be found under the above-mentioned Indicators and at Annex 1.

Employers adopting or improving equality and diversity strategies and monitoring systems (ESF Convergence Priorities 2, 3, 4; ESF Competitiveness Priorities 1, 2) Definition: The number of employers adopting a strategy, which outlines the key priorities for action by the employer and its staff to promote equality and diversity and challenge discrimination (GLA, 2005), and monitoring progress against these priorities. The equality strategies and monitoring systems must have been adopted or improved as a result of Structural Fund assistance or financial support. Suggested evidence: Copies of Annual Report on progress of the integration of equal opportunities within the project. Report would include monitoring data and any actions to be taken forward. Copies of employer engagement questionnaires covering equality and diversity; details of bespoke project interventions; details of post-intervention status of the employers’ equality and diversity strategies and monitoring systems. Participants entering employment (ESF Convergence Priorities 1, 2; ESF Competitiveness Priority 1) Definition: The number of participants entering employment as a result of participation in an ESF-funded project. Employment includes self-employment and can be full-time or part-time. However, employment must involve a minimum of 16 hours work a week and must be paid employment. Projects must only report against this indicator if the participant enters employment within six months of completing provision. This indicator only applies to those participants who were not in employment upon commencement of their participation in an ESF-funded project. Participants entering further learning (ESF Convergence Priorities 1, 2, 3; ESF Competitiveness Priority 1) Definition: The number of participants entering further learning as a result of participation in an ESF-funded project. This result is only achieved after the participant leaves the project. If a participant enters further learning whilst still being supported this should be reported as a positive outcome (see ”Participants gaining other positive outcomes”, below). Further learning can include formal academic or vocational education and less formal skills development training (including soft outcomes). For example, a young person who is classed as NEET (16-18 year olds not in education, employment or training) enters vocational training after receiving intensive careers advice funded by the project; or, an individual moves into formal training following outreach work funded by the project. Projects must only report against this indicator if the participant enters further learning within six months of completing provision. A participant can move from statutory to further or further to higher education, and be counted as an outcome. They may move through all of these stages but it must only be reported as one outcome per participant. Where participants are, on enrolment, already in education, the project should only count those participants for which they can evidence no future intentions of entering further learning at project outset. Participants gaining qualifications (ESF Convergence Priorities 1, 2, 3; ESF Competitiveness Priorities 1 and 2) Definition: The number of participants gaining full accredited qualifications as a result of the participation in an ESF-funded project. A qualification would be defined as being with the Credit and Qualification Framework for Wales (CQFW). There are three pillars of learning within the CQFW. Subject to criteria this could be:-

• Higher education qualification in Wales; • a regulated qualification within the National Qualification Framework -

normally a general or academic qualification such as A level or GSCE; • vocational qualifications within the Qualifications and Credit Framework

. These could include small qualifications such as an Award (1 – 12 credits Certificate ( 13 -36 credits) and Diploma (37 plus credits)

• Quality Assured Lifelong Leaning which could include bespoke company training or other programmes which have been recognised within the CQFW.

WEFO may require you to report against a particular qualification type, depending on the nature of your project’s activity. Suggested evidence: Accredited training records, qualification certificates. The new framework outlined above, must be used to be able to report an outcome. WEFO will provide you with a spreadsheet (including fixed headings) to enable you to communicate the data required. The frequency of reporting this information will be agreed with your WEFO Project Development Officer during project development. PPIMS category breakdowns will be reported during the claims process; frequency of which will be agreed with your WEFO Project Development Officer. WEFO is required by European Commission Structural Funds regulations to collect and report against category breakdown information, as detailed in this Annex. WEFO is also collecting this data to facilitate sound assessments of the progress of the programmes, and to enable high quality evaluations of the programmes to be undertaken. Collecting this data from the outset will reduce the likelihood of contractors contacting projects in the future to obtain this information. WEFO is collecting data which is consistent with data collected within other parts of the Welsh Government. This allows us to make a reasonable comparison between Structural Fund interventions and types of assistance provided by other parts of the Welsh Government.
