The Vice-President of the German Parliament praised the democratic reforms of Myanmar, saying that Germany was willing to take part in economic reforms of Myanmar. Businesses in Germany were independent ones without the government’s involvement. The government only assisted the businessmen where necessary.There must be reliable and safe investment laws to make investments in Myanmar. There must also be laws deterring the undesirable intervention as businessmen from Germany were just waiting the emergence of such laws to make investments in Myanmar especially in small and medium enterprises. The German Parliament usually enacted laws with special focus on rule of law, market economy and human rights. It viewed democracy as the process of endless reforms and it could adopt appropriate programmes at an opportune time. Make ongoing reforms moretransparent and visionary

Changes take time and need patience.Changes need to be well embedded andguaranteed so that people can feel confident intheir own future. Everyone has the right tofulfill their dreams but not at the expense ofothers. Do not forget that Rome wasn’t built ina day.

Soon after its inception, the newgovernment has embarked on a series ofpolitical, economic and administrative reformsin the process of transition to democracy. Thereform process has come as a surprise tomany in the international community who arewaiting any subsequent policy changes to makea better assessment.

There will be no turning back in theprocess of democratic reforms of Myanmar.The reform strategy the new governmentinitiates is irreversible and there will be nobacksliding or derailment in the road todemocracy.

Our transition to democracy is indeednot without challenges. We are prepared andresolute to overcome all these challenges andcontinue our endeavours until we achieve ourstated goal. The president himself called on thestakeholders to exercise bottom-up initiativerather than top-down approach to makeongoing reforms more transparent andvisionary.

As reform is a long, arduous haul, thecountry used the best international practicesdistilled from other global nations’ experiencesfor its nascent reforms to be more profoundand meaningful. In this context, just and fairview rather than one-sided one would be closerto the right answer, for people may holddifferent views and often place about twice asmuch significance on a loss as on a gain.

At such a crucial juncture, theinternational community should provideencouragement and support, ensure lastingand irreversible reforms of the incumbentgovernment and cooperate to further enhanceaid coordination among its developmentpartners and conduct investment in a mannerbeneficial to the people of the country. So, weall are obliged to participate in today’s reform.

JAKARTA, 30 May— Indonesian navy and US navycommenced a joint military drill programme held in Indonesia’sEast Java Province, aimed at improving ties and militaryoperation professionalism between the two navies, localmedia reported on Wednesday. The 8-day joint drill operation,called “Cooperation Afloat Readiness and Training 2012”(CARAT), beginning from Wednesday is held on waters offEast Java Province’s coast cities of Surabaya and Situbondo.

US navy dispatched 830 mariners and three navy vesselscalled USS Germantown (LSD-42), USS Vandegrift (FFG-48) and USCG Waesche in the annual programme. MeanwhileIndonesian navy engaged three vessels KRI Diponegoro-365, KRI Banjarmasin-592 and KRI Sutedi Senoputra-378,several helicopters and navy surveillance planes. The navyalso deployed some 1,244 mariners in the programme, theAntara news service reported.

According to Indonesian Navy’s Eastern FleetCommander, Rear Admiral Agung Pramono, this year themariners and navy ship crews will undertakes several exercises,among others Medical Subject Matter Expert Exchange(SMEE), SMEE intelligence operation, SMEE Engineeringand symposium aimed at honing up the navy’s operationalskills. — Xinhua

A combination of cleversynthetic chemistry and state-of-the-art imaging techniquesallowed the Scientists at theRoyal Society of Chemistry(RSC), the University ofWarwick and IBM Research –Zurich to bring a singlemolecule to life in a picture.

as much as 50 percent over the next two years as the company pushes into smart phones andother wireless mobile devices, according to a report in Barron’s financial newspaper.

The growth in cloud computing — the storage and transmission of remote data — shouldalso give Intel shares a boost as several major storage providers use Intel processors in theirservers, the report in the 28 May edition of the weekly newspaper said.

Intel’s new lower-power chips will grab a bigger share in smartphones in India, China,France, the UK and the United States over the next several months, the report said.

WHO agrees to address research on neglecteddiseases

GENEVA, 30 May—Campaigners onSaturday welcomed a World HealthOrganization pledge to tackle research andfunding gaps concerning some of thedeveloping world’s biggest killer diseases.

Member countries are expected to holdtalks later this year on an expert group’srecommendations that a globally bindingconvention is needed to address neglectedtropical diseases (NTD), tuberculosis and otherscurrently overlooked by the research industry.It follows a meeting of the WHO’s decision-making body, the World Health Assembly, inGeneva where members adopted a resolutioncalling on director general Margaret Chan toset up the meeting.

The document, the result of three-daynegotiations, meanwhile urges governmentsand the private sector to boost investment inhealth research for diseases whichdisproportionately affect the developing world.“These were extremely tough negotiations withthe US, the EU — led by France — and Japanmaking every effort to block progress on whathealth experts agree should be the way forwardto meet the medical needs of people indeveloping countries,” said Michelle Childsfrom Medecins Sans Frontieres.

“While there’s no doubt we aredisappointed that there was not an immediatedecision to move towards a research anddevelopment convention, countries haveagreed to a formal process for considering thereport’s recommendations and will bring thesediscussions back to the WHO in January,” saidthe policy director for medical charity’s accesscampaign.

The WHO-appointed group said in a reportpublished last month that public investment inhealth research was currently dominated by

wealthy countries and their own needs. Thepanel recommended a “global bindinginstrument” to help developing countriesaccess the drugs and technologies they requireand suggested member states commit 0.01percent of their GDP to fund the work. In a draftresolution submitted to the WHO, Kenya urgedthe immediate set-up of a negotiating body todevelop a convention based on the group’srecommendations.

This was countered by a document fromthe US, Japan and others supporting moreinformal consultations.

After about 15 hours of talks the agreedresolution requested WHO chief MargaretChan “hold an open-ended member statesmeeting in order to analyse the report and thefeasibility of the recommendations.”

World No Tobacco Day is celebrated around theworld every year on May 31. This yearly celebrationinforms the public on the dangers of using tobacco, thebusiness practices of tobacco companies, what WHO isdoing to fight the tobacco epidemic, and what peoplearound the world can do to claim their right to health andhealthy living and to protect future generations. Thetheme for 2012 is “Tobacco Industry Interference”. Thecampaign will focus on the need to expose and counter thetobacco industry’s brazen and increasingly aggressiveattempts to undermine global tobacco control efforts.The Tobacco Epidemic

Total consumption of tobacco products is increasingglobally, though it is decreasing in some high-income andupper middle-income countries. More than 80% of the onebillion smokers worldwide live in low- and middle-incomecountries, where the burden of tobacco-related illness anddeath is heaviest.

Tobacco use is the leading preventable cause ofdeath. This year, more than 5 million people will die froma tobacco-related heart attack, stroke, cancer, lung ailmentor other disease. That does not include the more than600,000 people—more than a quarter of them children—who will die from exposure to second-hand smoke. Theannual death toll from the global epidemic of tobacco usecould rise to 8 million by 2030. Having killed 100 millionpeople during the 20th century, tobacco use could kill 1billion during the 21st century. Tobacco users who dieprematurely deprive their families of income, raise thecost of health care and hinder economic development.

Tobacco is grown in 124 countries, occupying 3.8million hectares of agricultural land. World tobaccoproduction peaked in 1997 at over 9 million tones and hassince declined by almost a quarter to 7.1 million tones in2009.

Tobacco is primarily grown in low and middle-incomecountries, where it is a contribution to undernourishment,because the land is used to grow tobacco rather than food.IN 2009, SIX OF THE TOP TEN TOBACCO-PRODUCINGCOUNTRIES HAD UNDERNOURISHMENT RATESBETWEEN 5% AND 27%. Tobacco farming negativelyaffects the environment. Deforestation results from woodbeing needed for the curing process and for hangingleaves to dry. Each year, 20000 hectares of forests arecleared to cure tobacco. Tobacco leaches the soil of manynutrients, so fertilizers and pesticides are heavily used intobacco production. These chemicals endanger workersand create runoff that pollutes the environment.

There are well over 500 cigarette factories spread aroundthe globe, each responsible for thousands of prematuredeaths and massive, avoidable costs to society. THESEFACTORIES COLLECTIVELY PRODUE NEARLY 6TRILLION CIGARETTES EVERY YEAR, ROUGHLY 13%MORE THAN A DECADE AGO. In 2010, cigarettes wereproduced in the majority of countries worldwide, and abouta million cigarettes were manufactured every five seconds.

Estimates of revenues from the global tobacco industryvary widely but are likely approaching half a trilliondollars annually. Although tobacco is ultimately a financialburden on the government and health-care systems ofcountries, it is also a source of government revenue,though tobacco companies. Illicit trade in tobacco productshas serious health, economic, and social implications.Circumventing tobacco taxes undermines tax and pricepolices, which are among the most effective mechanismsto control tobacco use, as well as other tobacco controlmeasures, such as youth access laws or mandatory health-warning labels. Tobacco smuggling can also lead tohigher levels of corruption. Illicit cigarette trade is highlyprofitable for the transnational tobacco companies,allowing them to circumvent tobacco taxation.The WHO committee of experts on tobacco industrydocuments

In 2000, the WHO committee of experts on tobaccoindustry documents published Tobacco industrystrategies to undermine tobacco control activities at theWorld Health Organization. This report summarizesevidence obtained from internal tobacco industry

documents of actions taken to influence and undermineWHO tobacco control policies and programmes. Thecommittee found that the industry used a range of strategiesto weaken or prevent advances in tobacco control.

The committee also found that “the evidence showsthat tobacco companies have operated for many years withthe deliberate purpose of subverting the efforts of WHO toaddress tobacco issues. The attempted subversion hasbeen elaborate, well financed, sophisticated and usuallyinvisible. That tobacco companies resist proposals fortobacco control comes as no surprise, but what is now clearis the scale, intensity and most importantly, the tactics, oftheir campaigns. To many in the international community,tobacco prevention may be seen today as a struggle againstchemical addition, cancers, cardiovascular diseases andother health consequences of smoking. This inquiry adds tothe mounting evidence that it is also a struggle against anactive, organized and calculating industry.”Eight domains of tobacco industry interference

There are many strategies used by the industry and itsallies to monitor and undermine advances in tobacco control.The diversity of these strategies demonstrates that themission to thwart tobacco control is global and based on thebroad objective of establishing the industry as ‘sociallyresponsible’ and a ‘partner’ with government in tobaccocontrol. There is also evidence of the objective of stoppingor weakening policies known to affect sales. The industrycannot only manipulate the media by raising doubt aboutscientific research, it can also attack public media campaignsby requesting information, pursuing litigation or attemptingto limit the audience and restrict the message of the campaign.

Eight domains of tobacco industry interference can beidentified as follows:

1. Attempts to undermine science and legitimatemessages from scientific quarters

2. Manipulation of the media3. Public relations4. Tactics designed to gain control of the public

agenda5. Lobbying6. Use of front groups and artificially created

grassroots movements7. Intimidation8. Harassment of tobacco control professionals

WHO FCTC and Tobacco IndustryThe illicit tobacco trade is addressed by Article 15 of

the WHO Framework Convention on Tobacco Control(WHO FCTC). Parties to the Convention are negotiating aprotocol that builds upon the original treaty and aims tostrengthen international cooperation in fighting the illicittobacco trade. Despite the irreconcilable conflicts of internetbetween the tobacco industry and the public healthcommunity, the industry is seeking to enter WHO FCTCillicit trade protocol negotiations and national-level illicittrade control activities. In many parts of the world, thetobacco industry works closely with governments to combatillicit trade. This collaboration involves many risks andconflicts with Article 5.3 of the WHO FCTC.

Article 5.3 of the WHO Framework Convention onTobacco Control requires that ‘In setting and implementingtheir public health policies with respect to tobacco control,Parties shall act to protect these policies from commercialand other vested interests of the tobacco industry inaccordance with national law’.Myanmar and the WHO FCTC

In May 1999, the World Health Assembly the governingbody of the World Health Organization adopted a resolution(WHA 52.18) which paved the way for starting multi-lateralnegotiations on the WHO FCTC and possible relatedprotocols. Myanmar along with fellow Member statusactively participated in the negotiating process of the WHOFCTC and strongly supported the convention. Myanmardelegates expressed their strong commitment towardscomprehensive tobacco control measures and voiced forthe need of a comprehensive ban on all forms of tobaccoadvertisement including cross-border advertising. Myanmarproudly hosted the 4th Inter-country Consultation Meetingof Framework Convention on Tobacco Control in August

2002, where the countries of South-East Asia Regionissues the “Yangon Declaration”. Myanmar became asignatory to the FCTC on the 23rd of October 2003 andbecame a Party to the Convention on the 20th of April, 2004;it was the 11th country to become Party to the Convention.Tobacco Control in Myanmar

The National Programme on Tobacco Control wasofficially launched in January 2000 with the drafting andapproval of the National Policy on Tobacco Control andPlan of action. In collaboration with Ministry of Education,Ministry of Health has launched the Tobacco Free SchoolProgramme in 2003. The Tobacco Free Youth Programmewas also implemented by School and Youth Health Projectsince 2009.

The Myanmar Tobacco Control Programme has beenimplementing its activities in line with the six MPOWERpolicies recommended in the “WHO Report on the GlobalTobacco Epidemic 2008”.1. Monitor tobacco use and prevention policies: TheNational Tobacco Control Programme has been monitoringtobacco use through conducting of sentinel prevalencestudies and global tobacco surveillance system, i.e. byconducting Global Health Professions Students Surveys,Global School Personnel Surveys and Global YouthTobacco Surveys periodically. The recent studies done in2011 showed an increasing trend in both smoking andsmokeless tobacco use, especially among male. Thehighlights of the 2011 GYTS are as follows:· 18.6% of students currently use any form of tobacco;

6.8% currently smoke cigarettes; 17.4% currently useother tobacco products other than cigarettes orcheroot.

· SHS exposure—one-third of the students live in homeswhere others smoke, and one-third of the students areexposed to smoke around others in outdoor publicplaces; close to half the students have at least oneparent who smokes.

· Over half the students think smoke from others isharmful to them.

· Nine in 10 students think smoking in public placesshould be banned.

· Nine in 10 current smokers want to stop smoking.· 8.8% of students have an object with cigarette brand

logo on it.· More than nine in 10 students saw anti-smoking media

messages in the past 30 days; seven in 10 studentssaw pro-cigarette ads on billboards and nearly 3 in 5saw pro-cigarette ads in newspapers or magazines inthe past 30 days.

2. Protect people from tobacco smoke: In line with theMyanmar Tobacco Control Policy and Plan of Action, allthe health facilities had been established as smoke-freesince 2001; education department started to establishtobacco-free schools in 2002 and sports grounds weredeclared smoke-free in 2002. The National legislationprohibits smoking at public places, public transport and inenclosed public places. However, it is a challenging issueto be aware of and follow the regulations accordingly.3. Offer help to quit tobacco: Community-based cessationprogrammes are being implemented in project townshipswhere community facilitators were trained to providesupport and counseling for tobacco users to quit. Basichealth personnel are also trained for health education ondangers of tobacco and on cessation. Clinical support forNicotine Replacement Therapy and establishment of quitlines are yet to be implemented.4. Warn about the dangers of tobacco: Nationallegislation requires cigarette, cheroot and cigar packagesto display health warnings in local language. Measures areunderway to enforce regulations for health warnings to berotating, pictorial as well as textual and to be displayedtaking at least 30% of the front of cigarette packages.5. Enforce bans on tobacco advertising, promotion andsponsorship: The 2006 Control of Smoking andConsumption of Tobacco Product Law prohibits all formsof direct and indirect advertising, promotion andsponsorship of tobacco. The Control of Smoking and Consumption ofTobacco Product Law was adopted on 4 May, 2006. The

adoption of the law was a very significant milestone in thehistory of public health of Myanmar and was highlyappreciated by the World Health Organization and anti-tobacco advocates.

However, enforcement of the national legislationon tobacco control needs to be strengthened, and theNational Tobacco Control Programme needs to be morecomprehensive incorporating measures to reducesmokeless tobacco use and other non-cigarette tobaccoproducts, and economic consequences of tobaccoconsumption and exposure to tobacco smoke.

On World No Tobacco Day 2012, and throughoutthe following year, we would like to urge the relatedministries and sectors, international and local NGOs andthe community as a whole to put the fight against tobaccoindustry interference at the heart of their efforts to controlthe global tobacco epidemic.

Sometimes, I come across the warning ‘Don’t smoke’in the esteemed daily. Although the warning is unable toorganize nonsmokers, it can attract so many readers toknow the dangers of tobacco.

Once, I happened to meet a late prolific writer who hadwritten so many articles on anti-smoking. Amazingly,there was a cheroot or cigarette in his hand while he waswriting anti-tobacco articles. What was more, he used tosay that he had given up smoking so many times. Believeit or not!

I remember him when I have to write the articles onanti-smoking.

When I learned to smoke, I was only ten years old. I didso simply because I saw my parents and some elders smokecheroots. I thought it was a youthful or grownup style. Ibought cigarettes with my pocket-money and smoked onthe sly. I started smoking a little at a time and soon I was usedto it. To be frank, I fell prey to tobacco. At that time, we cameto be addicted to the bad habit because of lack of knowledge.

Although the elderly people urged us not to smoke,saying that tobacco could affect our health, we did notobey them. Why? It was because they themselvespassionately smoked.

Later, people come to know dangers of tobacco—cardiovascular disease, heart failure, and respiratoryillnesses.

In spite of dangers, more and more people become

smokers. Many young people begin smoking as an act ofindependence. Most adults smoke to reduce their cravingfor nicotine. The effects of nicotine help make smokingpleasurable. Actually, nicotine stimulates the nervoussystem and the heart and other organs. However, its effecton the nervous system also causes many people to becomeaddicted to it.

Such an addiction makes it hard for people to give upsmoking.

Since doctors and governments first warned about thehealth hazards of cigarette smoking in 1960’s, millions ofpeople have stopped smoking. Most of them have !beenable to stop on their own although some made severalattempts before they were able to stop completely. Manysmokers attend special clinics set up to help them overcometheir addiction.

Some of my friends tried to give up tobacco bysubstituting it with chewing betel quids. However, theybecame addicted to these two bad habits. As for me, I hadto substitute smoking with other activities such as physicalexercises. Only when I became father of a child, could I stopsmoking. It gets easier addicted than wiped out!

We do not know the exact period when the bad habitof smoking emerged. According to the records, AmericanIndians smoked tobacco in pipes long before ChristopherColumbus sailed to the New World in 1492. Columbusbrought some tobacco seeds back to Europe, where farmers

began to grow the plant for use as a medicine that helpedrelax. Spaniards and some other Europeans began tosmoke hand-rolled cigarettes in the 1600’s. The use oftobacco products has been a controversial issue for manyyears. During the 1500’s, European doctors declared thattobacco should be used only for medicinal purposes.During the 1960’s, scientists established that smokingtobacco products—especially cigarettes—could increasethe risk of lung cancer, heart disease, and other illnesses.

The first study on the effects of smoking showed thatmen who were lifelong smokers died almost 18 yearsearlier than men who had never smoked. According to thereport, a 30-year-old man who smoked can expect to dieat the age of 64.

To make matters worse, increasing evidence indicatesthat cigarette smoke also harms nonsmokers.

In a new study, a team from Duke University MedicalCentre reviewed the cases of 845 patients who had hadsurgery for kidney cancer or renal cell carcinoma between2000 and 2009. They found that current and formersmokers were 1.5 to 1.6 times more likely to have advancedcancer than nonsmokers.

Heavy smoking (smoking for a longer period of timeand smoking more) was associated with advanced renalcell carcinoma.

Why shouldn’t give up such a bad habit once and forall? The earlier, the better! Don’t smoke!!

One dead, ten missing in boataccident on central China

riverCHANGSHA, 30 May — Investigators on Monday updated

the number of people missing in a passenger boat accidentto 10, up from the previously reported eight, on a river incentral China’s Hunan Province. Shi Zelong, deputyCommunist Party chief of Luxi County, said 25 passengersfell into the Yuanjiang River after their runaway boat hit afreighter and capsized.

He said rescuers saved 14 of the passengers and foundone person dead. There are still 10 people missing. Shi, theleader of the rescue operation, said he has sent people tocomb the river bank in search of the missing. He has alsodispatched divers to salvage the sunken vessel. Investigatorssaid the boat experienced engine failure while travelling fromLuxi to neighbouring Chenxi County and went adrift.

The accident occurred at about 10 am on Sunday in theYuanjiang River, a tributary of China’s longest river, theYangtze. The passengers were all from Dawan village inChenxi County. More than 500 rescuers are working tolocate the missing passengers with the help of 22 boats.

Malaysian, Canadian oil firms team up forexploitation

KUALA LUMPUR, 30 May— Malaysia’s state-owned oil giant, Petroliam NasionalBerhad or Petronas said on Monday that it has awarded a production sharing contract toCanada-based energy company Talisman Malaysia Limited to further develop and recovercrude oil from the Kinabalu fields off Malaysia’s east peninsula Sabah state.

“Petronas recognizes the need to continuously explore for innovative ways to unlockhydrocarbon resource potential in matured fields. Concerted efforts to further developthese more challenging fields are necessary so that Malaysia will not only able to sustainbut also increase oil production in the face of dwindling reserves,” Vice president ofPetronas’ petroleum management, Ramlan Abdul Malek said in a statement.

Talisman Malaysia and Petronas will invest over 1 billion US dollars under the contractto achieve early production gains, improve operational efficiency and maximize oil recoveryfrom the Kinabalu Fields, which composed of several matured reservoirs off Sabah.Talisman Malaysia holds 60 percent participating interest in the contract area.

The contract, Petronas said, was signed on 23 May, with Talisman Malaysia representedby its country manager Ron Aston, Petronas Carigali president Abdullah Karim and Ramlan.
