KABUL, 19 Aug—Two American soldiers with theNATO-led International Security Assistance Force(ISAF) were killed and three others were injured byroadside bombing in eastern Afghanistan on Tuesday,according to a statement issued by ISAF.

“Two ISAF service members were killed and threeothers were injured after their convoy struck animprovised explosive device in eastern Afghanistantoday,” said the statement.

US Spokesperson Capt Elizabeth Mathias confirmedthat the two killed were US service members.

Over 274 international troops have been killed sofar this year in the war-torn country.

EU launches investigationinto exploding iPhones, iPods

BRUSSELS, 19 Aug—The European Commission saidon Tuesday it had launched an investigation after aseries of alleged cases of exploding iPhones and iPodmusic players.

Commission spokeswoman Helen Kearns toldreporters that the commission, which is responsiblefor safety of consumer products across the EuropeanUnion (EU), had asked the US manufacturer Applefor more information last week.

“Apple has come back to us this morning. Theyconsider that these are isolated incidents,” she toldreporters in Brussels.

The investigation was launched after at least threecases of exploding iPhones and iPods were reportedin a handful of EU member states. In one case, aFrench teenage was hurt by pieces of iPhones’ screenglass after the phone suddenly began to “crackle andpop like a deep-fryer”.

About 300 personnelfrom both sides and 41boats participated in thedrill, which aims toenhance the security ofthe boundary river and aswell as communicationbetween China andRussia. Held by the

northeastern Chineseprovince of Heilongjiangand Russia’s Amur region,the drill was a com-prehensive checkup on thecapacity of both sides tohandle emergencies andperform rescue operations.

Considered an “Eighth Wonder of theWorld,” the army of thousands of handcrafted life-size soldiers has longedthought to have been constructed asEmperor Qin Shihuang’s (259-210BC)guardians for the afterlife.

However, historian and architectChen Jingyuan believes that Qin’sancestor, Empress Xuan (?-265BC),who died 55 years before Qin, was infact the mastermind behind the army.

Chen’s book, TheTruth of TerracottaWarriors, outlines 63 examplesillustrating his belief.

“For instance, the distance betweenthe Terracotta Warriors and the

mausoleum of Emperor Qin Shihuang isas long as 1.5 kilometres and the distancebetween the centers of the two places iseven further.

4,000-year-old dagger found in Scotland A gold-banded dagger still wrapped in an animal-skin sheath was found in a

grave dating from the early Bronze Age, Scottish archaeologists said.Kenneth Brophy of the University of Glasgow said archaeologists were even

The breeding zonewas set up at a place, threemiles from a junction inindustrial zone which issituated on the right side ofmotorway linkingNyaungshwe andAyethaya Industrial Zonein Tilawka village-tract,Nyaungshwe Township,Taunggyi District, Shan

State (South). Chickens,goats and cows will beraised mainly at the zone.

Dr Nay Lincontinued, "We started theproject in January, 2009.So far, 429.67 acres ofvacant land have beenreclaimed. Up to now, 322200-square-foot plots havebeen reclaimed. Landreclamation is beingundertaken for theremaining 33 plots.”

A total of 82entrepreneurs had alreadyapplied to buy 299 plots.One of the applicantsbought 22 plots. Altogether5000 chickens, 30 cowsand 50 goats can be bred ata plot. Upon completion,1.5 million chickens canbe kept at the zone.

For the convenienceof breeders, the LBVD willprovide necessaryassistance incrossbreeding, trial

breeding of Friesian dairycows of German origin,growing of imported grassfor development of pastureand distribution of lead treeseeds. Besides,Windbreakers and shadetrees such as eucalyptus,Khatawhmi tree and leadtrees will be grown 20

plants each in every plot.Thus, the breeding zonewill contribute to greeningof the region and itsenvirons.

On our tour of thezone, we saw a network ofroads, some of themcompleted and some underconstruction. We sawnational entrepreneursbuilding their farms to openin time and workers settingup lampposts andcommunication towers inthe zone.

Dr Nay Lin said,

“At present, 70 goats havebeen kept at the zone.Work on infrastructure isnearing completion andthe zone will be opened atthe end of this year.

Now, the nationsees developmentmomentum in manyaspects. The government

is establishing industrialzones and livestockbreeding zonesthroughout the nation incooperation with thenational entrepreneurs forthe improvement ofhealth standard of thepeople. The final judgment on Daw Aung San Suu Kyiattracted widespread reactions from the groups insideand outside the nation. As usual, the West Bloc wasdissatisfied with the final judgment and said they wouldtighten economic sanctions against the nation. It isregrettable to learn that the European Union imposedmore sanctions against Myanmar on 13 August.

For what are Western powers imposing unfairsanctions against Myanmar?

The majority of the victims of such unjusteconomic sanctions against the country are ordinarypeople, whose interest the western countries areclaiming they favour. The trade embargo againstMyanmar resulted in tens of thousands of redundan-cies of female workers, thus pushing them to hard-ships. In addition, the trade embargo had a strongnegative impact on the industrial sector and tourismthat are gathering momentum. The number of jobopportunities available at home is on the decrease,whereas the number of Myanmar illegal workersabroad is on the increase. In consequence, there hasbeen a growing number of cases in which Myanmarillegal workers suffer oppression, discrimination andexploitation. Many countries with less populationand fewer natural resources are trying for their devel-opment with foreign investments and foreign laborers,but many young Myanmar people work abroad aslabourers, which is very very disheartening.

No one can deny that ordinary people fallvictim to the evil consequences of the trade em-bargo. However, those who favour trade embargoagainst Myanmar give lame excuses that Myanmarpeople are already impoverished, so they do notsuffer extra hardships despite the trade embargo. Iwould say that is an inhumane attitude. They aredeepening the poverty of the people, instead ofalleviating their poverty. What is more dishearten-ing is that those who say so are Myanmar expatri-ates and Myanmar anti-government elements athome. Their words imply that what is important isto ensure downfall of the government, following thenationwide crises triggered by the economic sanc-tions, and the people have to face and brave suchhardships in order that the government will meet itsdownfall and the opposition party will come topower. Doubtfully, their behaviours conform to thedemocratic principle “for the people”. That is wor-thy of serious consideration.

They are claiming that economic sanctionsagainst the nation will result in the downfall of theruling government. Is it possible? Frankly, it is too farfrom possibility. The government has ruled the na-tion for a couple of decades. In the 1988 unrest, it waswidely commented that the Tatmadaw governmentwould last only one or two weeks. The economicsanctions and trade embargo have adverse effect anddisrupt nation-building tasks. However, Myanmar inspite of such disturbances and hindrances managedto rise to a rice exporting country and increase exportof beans and pulses, timber and gas remarkably.Regional and neighbouring countries are promoting

trade and relations with Myanmar. According to Sta-tistical Yearbook 2007, during the period between1985-86 and 2006-2007, the annual turnover ofMyanmar’s exports jumped from 2.6 billion to 30billion kyats and that of imports from 4.8 billion to 16.8billion kyats, accounting for dramatic increase in tradevolume. In respect to the State’s security, armed groupstried to undermine the nation facing political unrestthrough battles such as Mongyan-Methawaw battlearound 1988-89. Nonetheless, the Tatmataw managedto safeguard the territory and maintain sovereignty ofthe nation amidst various forms of armed insurgency.So, no sweat, the Tatmadaw government can manageto restore State security because peace and stabilityhave returned to normal throughout the country. It isthe same in ensuring the rule of law and restoration ofpeace. Therefore, it is vividly apparent that economicsanctions cannot make a regime change in Myanmar.

Economic sanctions have adverse effects ondemocratic process, and the drive to inculcate thepeople with a democratic sense and expedite the de-mocratization. If the nation lags behind other countriesin economic development, the rate of cognitive devel-opment of the public will be slow. If all what the peopleunderstand regarding democracy is that the decision ofthe majority is always right, without realizing the realcontext of democracy, the nation will lead to moboc-racy, in which the people decide on cases according tomob rules, and to anarchy.

Then, why are hardliners in the West Bloc,Myanmar renegades and local anti-government groupssupporting economic sanctions, and calling for re-newal and tightening the economic sanctions againstMyanmar. They seem to assume that economic sanc-tions is the only way to show their dissatisfaction, putpressure and punish the government. I wonder whetherthey know economic sanctions have adverse effectsand why they persist in doing so, turning a blind eye tothe truth.

Anyhow, many of the westerners know the evilconsequences of economic sanctions and assume thatit is important to boost relations with the Myanmargovernment. One of them is US Senator Mr Jim Webb,who recently visited Myanmar.

Senator Webb has a lot of knowledge aboutASEAN. He used to be an officer of a light infantry inthe Vietnam war. He has been decorated with medalsfor his bravery including two Purple Heart Medals, twoBronze Star Medals, a Silver Star Medal and a NavyCross Medal. Now, he is a member of the Democratic

Party from Virginia as well as a Senator. He also usedto serve as the Secretary of the Navy and AssistantMinister of the US Defence Secretary. Since 2008, hehas been the chairman of East Asian and PacificAffairs Subcommittee of the Foreign Relations Com-mittee of the US Senate.

Senator Jim Webb paid a visit to Myanmar in2001. He strongly believes that it is required tostrengthen the relations with the Myanmar govern-ment. The book “A Time to Fight: Reclaiming a Fairand Just America” he published last year recalls hisvisit to Myanmar in 2001 and a comment that the UStrade embargo further deepens and worsens the iso-lation of Myanmar.

Mr Webb on a tour of five ASEAN countries, hehad opportunities to meet State leaders such as Chair-man of the State Peace and Development CouncilSenior General Than Shwe, Prime Minister GeneralThein Sein in Myanmar. In response to his request, theprison term to US citizen Mr Yettaw was commutedand suspended on humanitarian grounds and Mr Yettawwas entrusted to him to go home. In addition, Stateleaders showed their generosity by arranging a meet-ing between him and Daw Aung San Suu Kyi.

That coincided with the release of two UScorrespondents who were serving prison terms in theDemocratic People’s Republic of Korea in responseto the request of former US President Bill Clinton.

The US National Security Council announcedthat the two cases were personal jobs on humanitar-ian grounds without concerning with it. However, anunidentified high-ranking official of the US StateDepartment said that the two cases looked similar,but there was a great difference between them; thatUS former President Bill Clinton went as an ordinarycitizen without discharging any duties in the currentgovernment for release of the correspondents andSenator Webb visited Myanmar as the chairman ofEast Asian and Pacific Affairs Subcommittee of theForeign Relations Committee of the US Senate, andfortunately saved Mr Yettaw.

He added that prior to his tour of ASEAN, theUS State Department did not give any instructions toSenator Webb, but they both shared the same view;and that Mr Webb’s visit would yield fruits if it wasa way to make Myanmar authorities know the viewsand attitude of the US government.

Actually, Senator Jim Webb’s visit was posi-tive and fruitful one to improve the bilateral relations.In his announcement, Mr Webb said that that was thefirst meeting between a US top political official andMyanmar authorities in many years; that he thankedthe Myanmar government for complying with hisrequest that the Myanmar government send back MrYettaw and allow him to meet with Daw Aung SanSuu Kyi; and that he hoped that the compliances withhis requests could be a way to pave the foundation forfriendship and building trust in future.

The more anti-government groups exercise economicsanctions as a means to put pressure on the government, thefurther the goal of democracy aspired by the people willdivert from its route, the less opportunity Myanmar peoplewill have to enjoy further social and economic development,and the less public support they will win.

Economic sanctions have adverse effects on democraticprocess, and the drive to inculcate the people with a demo-cratic sense and expedite the democratization. If the nationlags behind other countries in economic development, the rateof cognitive development of the public will be slow.

NAY PYI TAW, 19 Aug—Minister for Health DrKyaw Myint and directors-general of the Ministry ofHealth met with Medical Superintendent Dr AungLwin of Waibagi Specialist Hospital, specialists, as-sistant surgeons, nurses and staff at the meeting hall ofthe hospital on 16 August.

Medical Superintendent Dr Aung Lwin briefedthe minister on health care services and the latter gavenecessary instructions and attended to the needs.

After inspecting diagnosis unit and X-ray unit,the minister and party looked into the H1N1 and theHIV/AIDS patients receiving medical treatment, theintensive care unit and sanitation tasks carried out atthe hospital and its environs.

Authorities have said the blaze was sparked August8 by a cooking fire lit by marijuana growers campedout in the mountains of Los Padres National Forest,about 150 miles northwest of Los Angeles.

The suspects, believed to number between two andsix, fled the immediate area and remain at large,officials said. Investigators discovered the site dayslater while seeking the origin of the fire.

Air Zimbabwe to cut 500jobs to stay afloat

HARARE, 19 Aug— Zimbabwe’s national carrier saidon Tuesday it will cut 500 jobs, one-third of itsworkforce, in a bid to prevent the embattled airline fromgoing under.

“We have no option other but to right-size or else weare dead,” Air Zimbabwe chief executive PeterChikumba told AFP.

Nearly a decade of economic and political crisis hasseen annual passenger numbers for the struggling airlinedrop from a peak of one million in 1996 to just 300,000now, the company said.

The state-owned airline formed in 1980 after thecountry’s independence has been beset by a string offinancial problems.

The company currently has a 30 million US dollardebt, and has asked the government to sell its stake inthe airline in a bid to raise desperately needed cash fromprivate investors.

“If we do not do anything about it, the business willcollapse and it will be very unfortunate if this happens,”Chikumba told AFP. MEXICO CITY, 19 Aug— The health authoritiesfrom Brazil, Peru, Paraguay, Ecuador, Venezuelaand Bolivia reported more deaths from A/H1N1influenza in their countries on Tuesday.

The number of deaths from the disease in Brazilreached 384, with 13 new victims in three states, theBrazilian health authorities reported on Tuesday.

About 50 percent of the victims had some riskfactors, such as pregnancy, chronic diseases, highblood pressure and debilitated immune system, and atotal of 12.5 percent were pregnant women, theauthorities said.Meanwhile, the authorities confirmed5,767 cases of infections, with 3,087 severe onesincluding 283 pregnant women.

The new cases were detected under thesurveillance programme run by the Health Ministry’sInstitute of Epidemiology Disease Control andResearch (IEDCR), the newspaper said.

SHANGHAI, 19 Aug—Bank of Communications,China’s fifth-largest lender, has reported a 1.73trillion yuan (about 250 billion U.S. dollars)outstanding loans in the first half of this year,surging 30.15 percent from the beginning of thisyear in response to the government’s economicstimulus package.

Profits were flat, with the Hongkong-listed bankmaking 15.56 billion yuan net profit in the first half,up 0.3 percent year on year, according to the bank’shalf-year report released Wednesday.

Outstanding deposits amounted to 2.37 trillionyuan, increasing 26.77 percent from the beginningof this year. The non-performing loan rate was 1.51percent, 0.41 percentage points lower than that in theend of last year. The bank’s capital adequacy ratewas 12.57 percent, 0.9 percentage points smallerfrom the end of 2008.

At the end of June 2009, the gross assets of thebank reached 3.30 trillion yuan, up 22.96 percentfrom early this year. Return on gross assets ratetotaled 1.04 percent, 0.15 percentage points lowerthan that in the end of last year. Earnings per share forthe bank stood at 0.32 yuan, equaling the level of thesame period last year. NAY PYI TAW, 19 Aug—It was announcedyesterday that 17 out of 23 flu-infected patients hadbeen discharged from the hospital as they fullyrecovered from the illness and there were only 6patients still under medical treatment.

The 18th patient of New InfluenzaA (H1/N1), aged 33, also recovered from illnessand was discharged from hospital today. Homequarantine on one family member of the patient wasstopped. There are still five patients, two of whomin Webagi Specialist Hospital, one in Yangon Chil-dren’s Hospital, one in North Okkalapa Hospitaland one in Insein General Hospital. Those patientsare still under special medical treatment but are outof danger now.

SCIENCE DAILY, 19 Aug—Using tiny crystals called quantumdots, Johns Hopkins researchers have developed a highly sensitive testto look for DNA attachments that often are early warning signs of cancer.This test, which detects both the presence and the quantity of certainDNA changes, could alert people who are at risk of developing thedisease and could tell doctors how well a particular cancer treatment isworking.

The new test was reported in a paper called “MS-qFRET: aquantum dot-based method for analysis of DNA methylation,” pub-lished in the August issue of the journal Genome Research. The workalso was presented at a conference of the American Association ofCancer Research.

If it leads to early detection of cancer, this test could have hugeclinical implications, said Jeff Tza-Huei Wang, an associate professor ofmechanical engineering whose lab team played a leading role indeveloping the technique.“Doctors usually have the greatest success infighting cancer if they can treat it in its early stage.”

Wang and his students developed the test over the past three yearswith colleagues at the Johns Hopkins Kimmel Cancer Center. StephenB. Baylin, deputy director of the center and a co-author of the GenomeResearch study, said the test represents “a very promising platform” tohelp doctors detect cancer at an early stage and to predict which patientsare most likely to benefit from a particular therapy.—Internet
