Emergence of the State Constitution is the duty of all citizens of Myanmar Naing-Ngan.

1. The commission has announced that the referendum will be held on 10 May 2008 for approval of the draft constitution of the Republic of the Union of Myanmar.2. The cyclonic storm (NARGIS) thatoccurred in Myanmar claimed casualties andproperty in some areas in Yangon, Ayeyawadyand Bago divisions and Mon and Kayin states.Now, relief and resettlement works are beingcarried out at the national level forrehabilitation of local people in the areas thatcame under the severe natural disaster.

Members of the Tatmadaw, MyanmarPolice Force, fire brigade and socialorganizations, and staff of development affairscommittees and local people are engaged inclearing the blocked roads and railroads andreconstructing tasks for removing the debris,supply of electricity and water,communication service and transport in theaffected areas.

At the same time, work is under way toprovide relief supplies such as clothes, rice,edible oil and gram and clean water for thevictims.

Not only that, temporary clinics have alsobeen opened to provide health care to localresidents in the disaster-hit areas. Membersof the Myanmar Red Cross Society areparticipating in the relief and resettlementservice and providing relief such as blankets,mosquito nets, aluminum utensils and plates.

Now, various organizations are clearingthe blocked roads and carrying outrehabilitation tasks actively under the closesupervision of the National DisasterPreparedness Central Committee. So, thepeople, on their part, have to provide cashand kind for the affected areas to return tonormal as soon as possible.

following affected regions returned to normal and they have now been dropped from the list of disaster-hit regions.(a) Bago Division(b) Mon State(c) Kayin State(d) Htantabin, Hlegu, Hmawby, Taikkyi and Cocokyun Townships in Yangon Division totalling

5 townships.(e) Pathein, Kangyidaunk, Thabaung, Kyonpyaw, Yekyi, Kyaunggkon, Hinthada, Zalun, Laymyethna,

Myanaung, Kyangin, Ingapu, Myaungmya, Einme, Wakema, Maubin, Pantanaw, Nyaungdon andDanubyu Townships in Ayeyawady Division totalling 19 townships.

3. The following townships in Yangon and Ayeyawady Divisions continue to be designated as disaster-hit regions, and relief and resettlement measures are being taken in those regions.(a) Tamway, South Okkalapa, Dagon (Seikkan), Dagon Myothit (South), Dagon Myothit (North),

Disaster victims in Hlinethaya Townshipprovided with rice and cash

YANGON, 6 May —Secretariat Member of theUnion Solidarity andDevelopment AssociationIn-charge of HlinethayaTownship Minister for

Information Brig-GenKyaw Hsan donated bagsof rice and cash to ‘Nargis’victims in HlinethayaTownship yesterday.

He met with the storm

victims at the relief campsat Basic Education MiddleSchool Nos 7 and 8, BasicEducation High SchoolNo 2 and Basic EducationPrimary School No 15 andprovided bags of rice andcash.

In his words ofencouragement, theminister said: officialsconcerned are arrangingrelief, clearance andresettlement activities inthe disaster-hit areas. Withthe guidance of the Headof State, officialssupervised by the PrimeMinister visited the areasstricken by the disaster andperformed tasks of reliefand resettlement withgreat efforts. Helicopters

were being used foremergency relief.

He continued thatTamadawmen, membersof Union Solidarity andDevelopment Associationand social organizationsplayed a part in theactivities. The govern-ment has been providingfood, medicines and otherrelief supplies in time tothe victims in the disaster-hit areas.

Later, the SecretariatMember cordially metthose at the relief camps.

UNITED NATIONS, 6May — The UN SecurityCouncil held onWednesday an opendebate on the threat posedby the illicit flow of smallarms to international peaceand security. During themeeting, HanneloreHoppe, deputy to thehigh representative for

disarmament affairs,presented UN Secretary-General Ban Ki-moon’sfirst-ever report on smallarms.

In the report, the UNchief said that, while abuild-up of small armsalone may not create theconflicts in which they areused, their excessive

accumulation anduniversal availabilitytends to aggravateconflicts and lengthenthem.

Most present-dayconflicts are fought mainlywith small arms and lightweapons, he said. Theyare broadly used in inter-State conflict and are the

weapons of choice in civilwars and for terrorism,organized crime andgang warfare, he noted.The report stressed theneed for collabora-tion between the Coun-cil and the GeneralAssembly to curb theillicit flows of arms andammunition to crisis andconflict areas.

Additionally, itpresented several recom-mendations directlyinvolving the Council,including strengtheningties between its armsembargoes and itsdisarmament, demobili-zation and reintegrationefforts, as well as tofurther apply its practiceof tying arms embargoexceptions to securitysector reform.

ISLAMABAD, 6 May —The first round of crucialtalks aimed at resolving thejudiciary issue has ended inDubai between PakistanPeople’s Party (PPP) Co-Chairman Asif Ali Zardariand Chief of PakistanMuslim League-Nawaz(PML-N), Mian NawazSharif, local newspaper TheNews reported Wednesday.

Both parties agreed tokeep their coalition intactlike before. However, nodecision has been made

with regard to the deadlineof judges’ restoration, thereport said.

The two parties metMonday in Dubai in a bid towork out a way to restorethe judges who were sackedafter 3 November, 2007when President PervezMusharraf declared a stateof emergency in thecountry.

The PPP claimed thata constitutional packagewhich would fix the tenureof office Chief Justice of

the Supreme Court wouldgo with the resolution torestore the judges.However, the PML-Ninsisted that thereinstatement of judgesshould not be linked withthe constitutional package.Thus talks failed onTuesday.

Nawaz Sharif onTuesday evening flew toDubai for talks with Zardarito settle the judiciary issue.

Before his departureto Dubai, Sharif said thatthe deadline for therestoration would expire on30 April.

The PPP and PML-Non 9 March made a jointdeclaration in Murree ofRawalpindi. According tothe Murree Declaration, thetwo parties agreed to form acoalition government in thecentre and reinstate thedeposed judges within 30days since the formation ofthe government.

First talks on judiciary issueends in Dubai

MANAGUA, 6 May — Nicaraguan President DanielOrtega, a former Marxist guerrilla, accused the UnitedStates on Wednesday of financing opponents to topplehis government.

Ortega, who fought US-backed Contra rebelsduring his first stint as head of state in the 1980s, saidofficials at the US Embassy in Managua were helpingopponents “to try to organize protests and paralyze thecountry”.

“At some point we will name those members ofthe Yankee embassy who are putting forward millionsin financing for false union leaders and fake politicalleaders to organize protests against the revolutionarygovernment,” Ortega told thousands of workers aheadof Labour Day on Thursday.

Ortega, an ally of leftist Venezuelan PresidentHugo Chavez, said Nicaragua was still open to USinvestment.

Ortega has said he wants good relations withWashington since taking office in January last year,almost 17 years after he was voted out of office.

The governmentissued warnings to thepeople as to the severecyclonic storm Nargissince 24 April throughnewspapers, radio and TV.The warnings of radio andTV on 1 May and that ofnewspapers on 2 May saidthat the cyclone could bringdamages to north-eastregions such asThayawady and Yangonand to north regions suchas Gwa, Pathein,Myaungmya, Labutta,M a w l a m y i n e g y u n ,Kyonmangay, Chaungtha,Ngwehsaung and Bogale,and there can be strongwind during the cyclonicstorm.

Owing to collective efforts of the Tatmadawand the people, motor roads, railroads and waterwayscan be serviceable and foreign and domestic airlinesreturn to normal while the storm-hit roads and highwaysare now used by with traffic.

For electricity, steps are being taken in first andsecond phases for power supply. In the first phase,power supply to No 2 Defence Services General Hospital,Children’s Hospital, Central Women’s Hospital, YangonGeneral Hospital, Western General Hospital, InseinCommunication Station, Insein GSM Station, MayangonOverseas Communication Station, five CNG FillingStations, Yangon International Airport, University ofComputer Studies, Phugi Water works, Yayku Waterworks and Shwedagon Pagoda can be carried out.

In the second phase, 4,000 employees arerepairing the power supply system and power will bedistributed to complete power supply network.

Out of five water supply stations in Yangon,Gyobyu Water Supply Station supplies water to Yangonregularly, and Phugyi, Hlawga and Yegu start watersupply as they have been repaired. Nyaunghnapin WaterSupply Station is under repair and it is expected tosupply water within one or two days.

Seven generators — two 100-KV generators inHlinethaya Township, two generators in ThingangyunTownship, two generators in Thakeyta Township andone generator in Latha Township — are being used tosupply water to residents in Yangon. Arrangementshave been made to bring 35-KVA, 360 KVA and 500-KVA generators to Yangon to be used in water supplytasks in Yangon.

Water supply stations on Maha Bandoola Street,at City Hall, in Thakeyta, Yeku and Ahlon townships aresupplying water to residents in Yangon. The connectionof mobile phone system is restored to its good condition,and 100 CDMA phones have been installed in Yangonfor public use and more CDMA phones will be installedin Yangon.

Regarding the prices of consumer goods,officials concerned are closely supervising the sales ofhousehold goods and foods.

Regarding loss and casualties caused by thecyclonic storm Nargis, 59 dead and 504 went missing inYangon Division, two dead in Einme, AyeyawadyDivision, 1,835 dead and 2,187 went missing inMawlamyinegyun Township, 975 dead on HainggyiIsland, 253 dead and 16 went missing on Khatta Island,Ahma Township, 789 dead and 172 went missing inDedaye Township and five dead in Pyapon Township.Over10,000 dead in Bogale Township and over 1,000

The Government earmarked K 5 billion to bespent on relief works, and aids, and assistance from thepeople and businessmen are required to turn the situationinto normal situation as the storm caused heavy lossand damages.

Relief aids from local as well as foreign countriesare needed to help victims. The Minister for ForeignAffairs, the Minister for Social Welfare, Relief andResettlement and I also briefed Diplomats and officialsof UN agencies and NGOs on conditions of the loss anddamages and relief works.

Thailand will donate US $ 100,000 and reliefaid to the victims and a plane loaded with relief aidfrom Thailand will arrive Yangon InternationalAirport today and a plane loaded with relief aids fromthe People’s Republic of China will arrive here today.Relief aid from Singapore is expected to arrive herewithin a week and other countries have madearrangements to donate relief aid to Myanmar. Wealso want to express thanks to those countries which

show sympathy for loss and damage of Myanmar dueto the storm.

Items that are in need are tents, plastic, tarpaulin,CI sheets, clothes, drinking water, medicines, instantfoods, blankets, clothes, nails and zinc sheets.

There are rumours related to the loss and damageand people should not believe them. The State-ownedmedia has released information and news. Relief andrehabilitation works are being carried out as a nationalduty. People are to inform the local authority if they findthose who spread rumours.

As the affected area is large, tasks to be carriedout are huge. Therefore, there would be difficulties toperform these tasks. Joining hands with NGOs, thepeople and donors from local and abroad, the governmentwill work hard to carry out relief and rehabilitationworks until these efforts meet with success, the ministersaid.

Dear Friend,As you know, the draft State constitution is going

to be approved through a referendum this May. Thisis the process of laying the foundation for a new erafor the nation and the entire people, isn’t it? So, Ibelieve it is vital to ensure the successful holding ofthe referendum for the approval of the constitution.

I think you have heard that internal and externalanti-government groups are instigating the people toboycott the referendum, not to cast vote, and to cast‘No’ vote. In addition, they are criticizing theconstitution with negative attitude. As a matter offact, they are bearing jealousy because they knowthey will not come to power. The people have takena similar lesson. When our country regainedindependence in 1948, Communists said that theindependence the colonialists gave willingly wasmerely a sham. And they claimed that they had tolaunch a fight for true independence and rose againstthe government, didn’t they? In reality, they weredesperate to seize the power, but their dream didn’tcome true. So, they were shouting that theindependence was a sham to mislead the people, andthey disrupted the processes. Now, they are using theCommunists’ method. In other words, the opportunistsare trying to disrupt the processes the people arecarrying out for democracy. So, it is up to the peopleto decide whether they will rely on the opportunists atthe expense of the referendum or they will continueto work till they achieve the processes.

Openly speaking, it is a long time they have beentrying to disrupt the processes. So, however muchinternal and external saboteurs are saying no vote orvote no, the people should say will vote yes.

Actually, the constitution is not the concern of aparticular person, party or society alone, nor is that ofthe Tatmadaw or the State Peace and DevelopmentCouncil. That is the concern of the whole nation andthe entire people, in other words it is the nationalconcern.

If the nation is going to exercise democracy, aconstitution is essential. Similarly, whatever systemthe nation practices such as Communism, Socialismor Capitalism, a constitution is a must. That is why thegovernment is now working hard for the emergenceof a State constitution. However, destructive elementsat home and abroad are misleading the people intomisunderstanding that the government is trying forthe approval of the constitution just in its interest. Itis true that the Tatmadaw government is playing aleading role in this regard. But, that is not for it, butfor the entire people. That is the national concern. So,we people are responsible for helping approve theconstitution. We have to see to it.

You and me are both service personnel and wehave realized that service personnel are to be freefrom party politics. However, the approval of theconstitution is just national duty, not party politics.So, all service personnel have to contribute towardsthe drive for approval of the constitution.

Let’s discuss the draft constitution. It is not toomuch if I say that now this constitution is the mostappropriate for our nation and the people. I wouldsay, according to the time and condition, thisconstitution is the most suitable one for the nation andthe people.

I have many reasons to approve it. First, that is

based on the prevailing conditions of the nation and isfree from fiction, craving, and attachment. Secondly, itis also based on the fact guaranteeing the nation willnot suffer bitter experiences again. So, it is sure that ourposterity will not face any forms of the bitter experienceswe have gone through. Thirdly, it is based on OurThree Main National Causes which is the nationalpolitical policy of the entire people. So long as OurThree Main National Causes is upheld, our countryand the people have a prosperous future. That is why Isay that this constitution is the most suitable one for thepeople.

The delegates made a thorough study and helddiscussions according to the conditions of the nationand took time to adopt the constitution. As you know,more than 1000 representatives from the eight delegategroups wrote the constitution at the NationalConvention. It is common knowledge that the delegatesincluded representatives of national races from varioustownships across the nation, well-experiencedintellectuals and intelligentsia, representatives of thepeople from all walks of life, and representatives of thenational race armed groups that had returned to thelegal fold. And they took time to hold discussionsthoroughly. Moreover, they studied the 1947constitution and 1974 constitution and the constitutionsof many other countries thoroughly and repeatedly.Then, they referred to suitable principles and omittedunfit ones. So, I would say, it is impossible to better thisconstitution.

But, I don’t mean there is no need to make anyamendments to the constitution. It can be amendedaccording to the conditions and circumstances. Itprescribes Chapter (12) “Amendment of the StateConstitution”. If the constitution has some weaknesses,amendments can be made in accordance with theprovisions. For example, the democracy practices ofthe US are different from that it exercised when itregained independence. When it regained independencein 1776, only White men had the right to vote. EvenWhite men who met education standard and wealthstandard could enjoy the right. White women, Blackmen and Black women had no right to vote. About 80years after that, Black men had the right to vote andover 100 years after that, Black and White women hadthe right to vote. So, we have to understand and acceptthe evolution process of democracy practice.

We have to bear in mind that democracy practicecan improve slowly according to how much the peopleare mature in view and knowledge. I am sure, we haveto take time to improve democracy practice in ourcountry according to these two requirements. Thechapter “Amendment of the State Constitution” hasbeen prescribed. So, we will have to make somenecessary amendments in accordance with theprevailing conditions of our country.

The draft constitution guarantees a prosperousfuture of our country and people. You can notice thatif you study it thoroughly. Regarding the first point,you will know that the constitution guarantees stabilityand peace of the Sate, and all due rights of nationalraces. It prohibits secession from the Union. It prescribesOur Three Main National Causes and independent,active and non-aligned foreign policy. It guaranteesthat our country will honour the principles of peacefulco-existence among international community.Moreover, Tatmadaw member representatives make

up 25 per cent of the total representatives in hluttawsand governing bodies. That is aimed to ensure checksand balances in order to avert unnecessaryconsequences. The draft constitution can guaranteestability and peace of the State best. So, I would say,every citizen who favours stability and peace of theState should cast ‘Yes’ vote for it.

Another point is that the draft constitutionguarantees development of the nation and the peopleand a brighter future of an individual and everyfamily. Every citizen by nature wants to see thenation and the people enjoy development and everycitizen wants to have a prosperous future and isdesirous of development of their families. This is thedesire of every citizen. By the way, our country wentthrough the period in which there was no guaranteefor development of the nation and the people. Please,look back to the conditions of the nation from 1948to 1988. A period of 40 years is quite enough todevelop a nation whatever system it exercises: theparliamentary democracy system or one-partySocialist system. But, there was no hope fordevelopment of our country. Due to activities forcoming to power of the party concerned, politicalconflicts, and internal armed insurrection, our countrywas reduced to a least developed country (LDC),wasn’t it?

Unlike in the past, now the nation has developedat the unprecedented level. There have been tangiblechanges for the better in various sectors such asagriculture, transport, education, health, economyand communication. We are both sons of farmers.So, let’s evaluate the agriculture sector. As youknow, ours is an agricultural country. So, our countrywill develop if the agriculture sector improves.Water is the major requirement for agriculture. Ourcountry will never develop if we rely on rain waterlike our forefathers. I am sure you know that. So,today, the government has materialized manyprojects for development of the agriculture sector.Our country had only 138 dams in more than 900years from the time of King Anawrahta to 1988. In19 years, the Tatmadaw government has constructed210 dams, over 300 river water pumping stationsand over 7000 underground water tapping stations.How amazing it is! As a result, we can do themultiple cropping pattern and we have enjoyedbetter income and a higher living standard. It is atangible proof. I can present many other similarexamples if I compare figures and data of othersectors in the past and at present. They are knownto all people, so I don’t want to mention them.Overall, our country is now enjoying development.If we can maintain this development momentum,our country will develop to a greater degree. Now,the people have opportunities to enjoy the fruits ofdevelopment equally. So, I would like the entirepeople to realize that the draft constitutionguarantees sustainable development of our country.

That is why I have said that the draft constitutionis the most appropriate for the people. I will tell yousome more points about that later. What is importantin this regard is that we know what are suitable for usand we value them. Let me stop here. I will write youagain later.

Ban Ki-moon paid tribute on Tuesday to victims ofchemical warfare, calling for the elimination of allchemical weapons.

In a message marking the Day of Remembrance forVictims of Chemical Warfare, Ban urged the world touse this “solemn occasion” to honour the victims andensure their suffering will not be forgotten nor repeated.

Citing the Chemical Weapons Convention, whichentered into a force on 29 April, 1997, Ban remindedall states parties to the convention of their obligation todestroy existing chemical weapons stockpiles by 29April, 2012.

“I call upon all possessor states to complete theirdestruction according to the agreed deadlines,” hesaid.

The Secretary-General also expressed grave concernthat some key states have not adhered to the convention.

“I urge those states that have not yet ratified oracceded to it to do so without further delay,” hestressed.

Since 1997, the membership of the ChemicalWeapons Convention increased to 183 states parties,covering 98 per cent of the world's population.

“Achieving complete elimination of chemicalweapons and universal adherence to the ChemicalWeapons Convention are genuine ways of honouringthe memory of all victims of chemical warfare,” hesaid.

Ban pledged the world organization’s cooperationwith relevant international bodies to “promote fullimplementation and universality of the convention”.

released an additional 40 million US dollars inemergency food aid to help ease the global food crisis,the State Department said on Tuesday.

The fund from the US Agency for InternationalDevelopment (USAID) was provided to the WorldFood Programme after President George W Bushauthorized the USAID 200 million dollars earlierthis month, the State Department said in a state-ment.

It said that with the 240 million dollars, theUSAID will provide emergency food aid to countriesincluding Zimbabwe, Ethiopia, Afghanistan, Kenyaand Haiti.

According to the State Department, the country hasset aside 1.36 billion dollars to help reduce the foodcrisis in the world.

XI’AN, 6 May — A pairof artificially bred red ibisthat were among the firstbatch of 26 released intothe wild a year ago innorthwest China havesuccessfully producedthree chicks.

����The pair began tobuild their nest on a tallChinese pine tree nearZhujiazui village inNingshan County ofShaanxi Province, inFebruary, and the femaleproduced three eggsbetween 15 and 19 March.The chicks hatched aboutone month later.

����“The successfulbreeding of red ibis in thewild indicates the end ofits endangered status isnearing,” said Chang

Xiuyun, Shaanxi WildlifeConservation Associa-tion’s deputy secretary-general. “It also providesvery good experience forthe restoration of thisspecies in its historicalhabitats.”

����Thirteen pairs ofartificially-bred red ibis,aged two to three years,were released on 31 Maylast year at Zhaigouvillage, Ningshan, in anarea with a densepopulations of loach, eeland fingerlings, typicalprey of the red ibis.

����Twelve birds hadadapted to the wild, saidZhang Shoucheng, Ning-shan Forestry Bureau'sdirector. Six returned tothe release base, five have

been confirmed dead andthree missing.

����Zhang said anotherbatch of red ibis would bereleased into the wild atthe end of May orbeginning of June.

Croatia coach Bilic agreesnew two year contract

PARIS, 6 May—French far-right leader Jean-MarieLe Pen is looking to make a bit of extra cash by puttinghis old bullet-proof car up for sale on eBay.

Le Pen, who stunned France in the 2002 presidentialelection when he finished second, put his partyheadquarters up for sale earlier this year after humiliatingdefeats in presidential and legislative elections last yearleft his group deep in the red.

SHANGHAI, 6 May —Three people died and 12were injured when a buscaught fire in Shanghai atabout 9:00 a.m. on Monday,said police.����The cause of the fire wasstill under investigation.The injured have been sent

to hospital, according to thepolice.����The fire was put outwithin half an hour. Firefighters estimated therewere about 50 passengerson board the route 842 bus.����The fire broke out whenthe bus was running along

the Huangxing Road inYangpu District, in thenortheast of Shanghai.����Normal traffic around theaccident site resumed ataround 10:30 am, as policehad moved away thewreckage.

Royal Thai Armed Forces donates food,medicines to storm victims

YANGON, 6 May —Royal Thai Armed Forcesdonated food and medi-cines to victims of cy-clonic storm Nargis today.

At the donation cer-emony held at Yangon In-ternational Airport, Lt-

Gen Myint Swe of theMinistry of Defence ac-cepted the donation.

At the ceremony,General SongkittiJakkabatr of Thailand ex-pressed sympathy for thestorm victims, and said

that more relief aid fromThailand will be donatedto the victims.

Insome cases, they air-dropped water and instantfoods. They saw to the air-lift of 12 emergency pa-tients to Pathein for medi-cal treatment.

In the afternoon, theysupplied drinking waterand food to Pathein,Labutta, Thingangyi andSaluseik by helicopter andsaid that they would sendrelief supplies to the vic-tims by motor boats.

plies to storm-hit peopleat Pyinsalu in LabuttaTownship yesterday.
