As Myanmar is an agro-based country,the main economic products come fromagriculture. The government has laid downplans to build diversion weirs and dams inareas where there is scarcity of water and isimplementing them for adequate supply ofwater in agriculture. It has built altogether214 irrigation facilities throughout thecountry.

Kyauksauk Dam opened recently nearKyauksauk Village in Myaing Township,Pakokku District, Magway Division is the55th project out of 71 being undertaken forirrigation and greening of Pakokku District.

In the past, only 98,000 acres of monsoonpaddy and 11,000 acres of summer paddywere grown in Pakokku District. Aftercompletion of the dam, over 130,000 acres ofmonsoon paddy can be grown in the districtfor food sufficiency in the region.

The dam is located on Kyauksauk Creekabout a mile west of Kyauksauk Village inMyaing Township. The catchment area is 1.5square miles and annual inflow area is 350.The dam can store 519 acre feet of water atthe highest level. Water storage capacity is110 acre feet and surface area of water at fullbrim is 75 acre feet.

The government is building a numberof dams for boosting agricultural production.By doing so, social economic life of the ruralpeople will improve and production will alsoincrease. Building of irrigation networkscontributes towards serving national interests.

MANILA, 31 Aug— A magnitude-5.1 quake was feltin the eastern Philippine areas of Bicol and NorthernSamar Saturday evening, but no casualties wereimmediately recorded, local media reported Sunday.

To the best of my knowledge, democracy is asystem based on the people’s desire. It is because in acountry, the people represent the majority of thepopulation. The force vested with the power of makinga decision in a democratic way depicts the people.Therefore, it is required to respect the people’sdecisions and desire.

I was satisfied with the discussions about thethree sorts of people’s desire the leader of the SpokesAuthoritative Team of the State Peace andDevelopment Council the Minister for Informationheld in meeting with Mr Gambari during the latter’srecent visit to Myanmar. I believed the talks representedthe desire of the people.

If we ask each citizen what their strongest desireis, the answers will be various and different, such asto lead a life of luxury with a beautiful house and car;to be rich; and to be well-known. If various sorts oftheir desires are classified in general, the categories oftheir desires will support the three forms of people’sdesires the Minister discussed. Actually, the threepoints thoroughly cover all forms of people’s desire.

Regarding the first point, we all favour peaceand stability. None of us accept instability andterrorist acts that can destabilize the nation. Thepeople have gone through the hell of internalarmed strife, internal armed conflicts, protests,riots and have been in a state of panic many times.They are worried that they may face again armedconflicts, riots and anarchic acts without stabilityand peace that took place in the course of thenation’s history. Frankly speaking, they are ingreat fear that they may experience such untoldmiseries. They are also frightened at the slightestcomments about the 88 unrest. They just want tolive a stable and peaceful life. Now, the people haveenjoyed the fruit of stability and peace at theunprecedented level, and are pleased with that. Insuch a situation, any forms of attempts to disruptalready-achieved stability and peace and todestabilize the country are absolutely unacceptable

to them. That is the real desire of the people.In relation to the second point, every citizen

favours a situation in which their country and thepeople are enojoying development. Every citizen bynature wants greater development of theirmotherland than any other foreign country.Similarly, every citizen wants to witness and takepride that the people enjoy the taste of developmentand affluence more than any other people. If anation is a developed one, each citizen of the nationwill be able to enjoy better social-economic life.Therefore, it is apparent that all the people exceptanti-government axe-handles want to seedevelopment of their country. National developmentand the wealth of each citizen go together. Therefore,no doubt, this is the people’s desire too.

In retrospect, after regaining independence, thenation passed two periods—the parliamentarydemocracy, and Myanma Socialist Programme Party.In the parliamentary democracy period, many partiessplit into factions, and internal multi-coloured armedgroups rose against the nation, and political partieswere in rivalry and independently. In consequence, thenation lacked stability and peace. Developmenttasks in the economic, social and education sectorscould not be carried out effectively due to lack ofstability and peace. The majority of the people werein dire poverty and in a state of panic due to internalarmed insurgency. Thus, the people never againwant to dream of such painful memories.

In the time of the Myanma Socialist ProgrammeParty, political situations showed improvement to acertain degree. However, internal armed insurgencycould not be wiped out yet. So, stability and peacecould not be restored due to the armed strife, andthe people were not in a position to expect nationaldevelopment. The people were impoverished andhad to pass through real hard times. In fact, 40years from 1948 to 1988 is long enough for thenation to enjoy stability and peace if the peoplework hard. However, there was no signs of national

development.After 1988, the ruling government managed to

restore stability and peace and enhance developmentin the political, economic, social, education, health,and transport sectors. It is the Tatmadaw governmentthat could build peace with national race armedgroups. Therefore, now the people have enjoyed thetaste of stability, peace and progress. With stabilityand peace, the nation is on the track towarddevelopment. So, the people are now enjoying betterliving conditions. So, the people’s desire representsthe interests of the entire people.

With respect to the third point, each citizenwants to enjoy the right to do things freely inaccordance with the law. The people expect apeaceful life and better living conditions, afterchoosing the job opportunities that are created inthe framework of the law. Every citizen will try toimprove their living conditions in accordancewith the market economy. There have been manyopportunities, and no one has ill-intention toviolate the law. They are keen on working hardfreely under the protection of the law to achievemaximum success. The people are lookingforward to sooner achievement of the democracygoal, while expressing their wholehearted supportfor the government’s political work programmes.That is why the people today have remainedindifferent and stood firmly on the side of nationalconcerns however much anti-government aretrying to arouse the emotional feelings of thepeople.

As far as I am concerned, the three sorts ofpeople’s desire reflect the real desire of the people.Now, the government is taking measures to fulfil thethree desires of the people. What the government isdoing is known to the people, so I do not want topresent all facts. Overall, the people believe andsupport that the government is capable of restoringstability and peace, and ensuring devemlpment of thenation and the people, and transforming the nationinto democracy, as aspired by the people. The peopleare working in concert under the leadership of thegovernment to achieve the common goal. That isevidenced by the fact that in the previous referendum,the State constitution (draft) was adopted with theapproval of 92.48 per cent of the voters.

Our country’s ultimate aim is to build apeaceful, modern, developed and discipline-flourishing democratic nation. The word ‘peaceful’represents the people’s desire (1) while ‘modernand developed’ indicates the people’s desire (2).Likewise, the phrase ‘building a discipline-flourishing democratic nation’ reflects the people’sdesire (3). While the seven-step Road Map is reachingits fifth step, the wishesand decision of the peopleare becoming more andmore important. Anti-government groups ontheir part need to followthe people’s decisionregardless of whether theylike it or not. Only then,will it be democratic. Thepublic approval of theconstitution in the fourthstep means that all thepeople have supported theseven-step Road Map. Inother words, the peoplehave opened up the wayto democracy for all. Here,‘for all’ means thegovernment, the peopleand Tatmadaw as well asthe anti-governmentgroups. Myanmar’s newconstitution is the concernof all the people includingthose supporting andthose opposing.

Now it isopportune time fornational forces that haveto march towards the goalof democracy to buildnational reconsolidationor to reach the true pathof national politics. So itis important for the anti-government elements tograb the goodopportunity created bythe people if they valuethe people’s wishes.

Today, we nolonger need to arguewho is right and who iswrong. It is not the timeeither to make sure ourparty comes into power.It is no longer necessaryto stick to the outdated1990 election results. Tohave the last word, it isnot the time to say thatthe democratically-approved constitutioncannot be accepted andrecognized by decliningthe people’s wishes. Itis only needed to knowthe time andcircumstance.

If I say, both thegovernment and thepeople aspire democracy.Likewise, the anti-government groups oncerepeatedly said that they

wanted democracy. So itcan be said that we havethe same want or the samegoal. If so, why can’t wemarch together to reachthe same goal? Why notaccept to march together?Unity is a success. Theanti-government groupsshould notice this point.

Today, the State hasbeen in a position to enjoyfruits of development. AsI have said, with thesefruitful results, it isnecessary to redouble ourefforts to keep abreast ofothers rising from the diresituation in which thecountry lackeddevelopment for 40 yearsdue to the irresponsibility.Thinking highly of oneselfor one’s own party canlead to undermining thepeople’s dream. No onewill accept it. Anyhow, itis required to value thepeople’s wishes.

It is known to allthat nowadays, mostnations are working veryhard for theirdevelopment. Really,they have developed.Many Asian tigers haveemerged. So the time hascome for us to endeavourfor our future. Withoutarguing each other, wewill have to worktogether so as to catchup with others. But if wewaste our time arguing,opposing andinstigating, I am worriedthat our country willhave a dim future.

We should notforget the fact thatMyanmar is on its wayto the goal of democracyas wished by the entirepeople while buildingdevelopment infra-structures withoutharming peace andstability. The way inwhich the future of theState is decided by thepeople in the 2010election is the mostappropriate. If we dowhat we want regardlessof what the people say,we will go round incircles. Employingwicked ways andunnecessarily arguing in

order to jeopardizepeace and stability maylead the people to livein a state of chaos,instability and fear. Itcan also lead the peopleto live again in poverty.If so, we can say ‘it servesyou right’. The people inno way want to go intothe previous situation.

If we follow thedesire of the people, theroad ahead can bereached through a bed ofroses. I wonder thatparties are formed; theexisting parties getprepared to put thingsright; they canvass forvotes by expressing theirstance and policies; theyrun for the multi-partydemocracy generalelection to be held in2010; if elected, Hluttawrepresentatives emerge;and depending on thepublic votes, own partiesand organizations will beable to stand tall. In myopinion, it will be betterif the above-mentionedthings are done.

In brief, I havementioned the truedesires of the people. Ihave also said it isnecessary to value thedesire and decision ofthe people who havemade true democraticpractice. I havesuggested that today’sideologies should be inaccord with thepeople’s desire.Anyway, in doingpolitics, everything willbe alright if we give thefirst priority to the Stateand the people and thesecond priority to ownparty or group. As faras I am concerned, Idon’t want the people’shopes diminish. I wantthe people’s dream tocome true. It is becauseamong the people areyou and me as well asthe anti-governmentgroups. Serving others’interest will help usanswer our own wishes.

Construction of the damwas aimed at irrigating150 acres of land inMyaing Township ofMagway District andcontributing to greeningof the region. The dam islocated on KyauksaukCreek, one mile west ofSouth KyauksaukVillage of KyauksaukVillage-tract in MyaingTownship. It has 1.5square miles ofwatershed area and 350acre-feet of water flowsinto the dam yearly. Thedam was built withearthen embankmentmeasuring 25 feet by2,900 feet. It can store519 acre-feet of water atthe highest level and 110acre-feet at the lowestlevel. The concreteconduit is nine square feet

and the spillway, 25 feetwide. The 7,000 feet longmain canal can irrigate 150acres of land. Constructionof the dam commencedon 3 August 2007 and itwas completed cent percent on 23 March 2008.

He further explained,“Myaing Township islocated in the arid area ofcentral Myanmar. Theirrigation facility byblocking the creek canbenefit the area to someextent. The dam willbenefit cultivation ofsummer paddy on thesame land of currentmonsoon plantation. Inaddition to 59 acres offarmlands, 91 acres ofcroplands can be

transformed to thefarmland, totalling 150with the use of water fromthe dam all the year round.

Iraq election law must pass mid-Septfor 2008 vote

BAGHDAD, 31 Aug —Iraq’s Parliament mustpass a contentiouselections law by mid-September in order toallow anticipatedprovincial polls to be heldthi year, the ElectoralCommission said onSaturday.

“If the law is passed

by September 9 or 10, wecan hold the elections onDecember 22. If it’s laterthan that, we will try forDecember 31,”Commission head Farajal-Haidari told Reuters. Ifthe elections law has notbeen passed by then, thepolls will slip into nextyear.

NAY PYI TAW, 31 Aug — Minister for Rail Trans-portation Maj-Gen Aung Min inspected Insein Loco-motive Shed in Insein Township today.

At the shed, General Manager (Shed) U SawValentine reported to the minister on construction oflocomotives and progress of work. Next, Deputy Min-ister Thura U Thaung Lwin gave a supplementaryreport.

The minister said Myanma Railways is to makeefforts for ensuring better passenger and freight serv-ices. He spoke of the need for the locomotive sheds torepair locomotives and to construct new ones.

He also called for making arrangements to con-duct training course and workshops and seeking helpof experts from factories of other ministries and indus-tries.

Next, the minister looked into construction of DF-1200-02, DF- 1200-03 and DF-1200-04 locomotives,major repair of locomotives, construction of new loco-motive shed, rolling stocks and production of tractionmotors.

At Diesel Locomotive Shed, the minister inspectedlocomotives, coaches and fulfilled the needs.
