Collective agreementETFO Permanent Collective AgreementWithin the ETFO Permanent Collective Agreement, there are two levels of bargaining:• Central agreement negotiations were held at the provincial level and

language was finalized prior to the local level negotiations being finalized. Central language is referred to in this collective agreement as Part A –Central Terms

• Local agreement negotiations were held between the Local ETFO Permanent and Simcoe County District School Board after the central agreement was reached. Local language is referred to in this collective agreement as Part B – Local Terms

• Annual salaries shall be paid in 26 or 27 equal payments made on alternate Fridays, without interruption of payments between school years

Pay informationTeachers’ salary schedule• A teacher’s position in the basic schedule shall be determined by the

total number of years of elementary and secondary teaching experience in Canada combined with the category qualification.

• Effective Sept. 1, 2014, all continuing education experience with the SCDSB will be recognized as experience on the pay grid

• Each teacher shall be entitled to a maximum of one year of combined (TBU LTO, SCDSB Continuing Education) experience for each school year taught

(completed before Sept. 1), it is necessary for you to advise Human Resource Services (HRS) – Teaching in writing and before Nov. 30, of the category change or extra degree

• This written notification (Intent to Change Category Form) will ensure a retroactive adjustment to Sept. 1, providing the statement is received before June 30 of the same school year. The Intent to Change Category Form is available on the staff website under HRS

Pay informationExtra degree allowance (if applicable)• An Extra Degree Allowance will be paid for one Master’s degree or one

doctorate from a Canadian university or equivalent if such degree or doctorate is not used to obtain a higher category certification rating

• All salary grid positions will be adjusted according to the following schedule. The allowance shall be paid in addition to those amounts set forth in Articles 13.00, 14.00 and 15.00 and will be as follows: $1375 effective Sept. 1, 2014

Pay informationStatements of Teaching Experience from previous board(s) of education• Provide Statement(s) of Teaching Experience certifying previous teaching

experience as a contract teacher to ensure correct grid step placement within the salary schedule

• The statement of teaching experience must be issued by the Personnel/Human Resources Office of the previous board(s) and should include the following: start and end dates, FTE (such as 100%, 50% or a number of secondary periods per semester, etc.), contract or LTO elementary or secondary panel and any leave(s) of absence. Casual occasional days are not used in determining grid step placement

• Statement(s) must be submitted to HRS – Teaching before June 30 of the school year in which you were hired by the SCDSB to ensure a retroactive salary adjustment

Benefits• The ETFO benefits plan is not managed by the SCDSB.• All permanent ETFO teachers shall participate in the long-term disability

plan (LTD Plan) as a condition of employment, subject to the terms of the LTD Plan. This plan is administered by SCDSB Payroll and Health and Wellness

• LTD payroll deductions are calculated on a percentage of gross earnings. • For questions about LTD enrolment, please contact

BenefitsOntario Teachers’ Pension Plan• All Ontario employed teachers who have an active Ontario College of

Teachers number are required to enroll in the Ontario Teachers’ Pension Plan (OTPP) and have deductions remitted to OTPP through their biweekly pay. These deductions are based on a percentage of gross salary

SeniorityProbationary period• The Ministry of Education’s New Teacher Induction Program (NTIP) Manual for

Performance Appraisal for New Teachers shall be used in the evaluation of all new teachers as defined by NTIP

• New permanent hires are evaluated twice within their first 12 months of employment through the Teacher Performance Appraisal process

• NTIP Requirement for New Permanent Teachers– First year permanent teachers, certified by the Ontario College of Teachers and

hired into a permanent position - full-time or part-time - by a school board to begin teaching for the first time in Ontario’s publicly funded school system must complete the NTIP program

– Second year permanent hires who do not successfully complete NTIP in their first year must be reassessed in their second year and successfully complete the NTIP program

SeniorityProbationary period - NTIPUpon successful completion of two satisfactory NTIP evaluations, boards are responsible for submitting the names of new teachers to the Ontario College of Teachers within 60 calendar days. A notation reflecting completion of NTIP is placed on the teacher’s certificate of qualification and registration which appears on the Ontario College of Teachers’ public register

Seniority21.00 - Seniority• 21.01 (a) Effective September 1st, 1998, seniority is defined as the length

of total service a union member has given under the terms of this Collective Agreement to the Simcoe County District School Board or its predecessors.

Health and wellnessAttendance Support/Disability Management Program• Purpose: The SCDSB believes that both individual and organizational

health are important factors affecting the ability of all employees to attend work and to fully contribute to the board’s Strategic Priorities and to achieving its goals. To that end, the board has developed an Attendance Support/Disability Management Program (ASDMP).

Job postingsPosting of positions• 9.02 - All internal vacancies shall be posted for two days

– (iv) The principal will select the successful candidate from among the qualified internal applicants. Internal applicants will be considered prior to external hiring

– Where there are more than three applicants to a posting, the principal shall short-list a minimum of three applicants for interview. If there are three or fewer applicants to the posting, the principal may select the successful applicant without interviewing

MiscellaneousInstructional School DaysThe five-day instructional cycle means that instead of scheduling class programs on a Monday to Friday timetable, programs are scheduled on a Day 1, Day 2, Day 3, Day 4, Day 5 sequence.• The Ministry of Education provides the following guidelines to boards as

they develop their calendars: – Students must have a minimum of 194 Instructional Days. – The school year shall commence on or after the first day of September

and end on or before the June 30 – One school day is comprised of 300 instructional minutes

MiscellaneousWorking Conditions• 29.01 (h) Preparation time shall be scheduled in blocks of not less than

30 consecutive minutes– 30 minute planning time blocks to start in September 2014 with the

provision allowing 20 minute blocks where an operational necessity is jointly approved by the board and the union

• 29.02 Each teacher shall be entitled each day to a scheduled period of not less than 40 consecutive minutes for lunch

MiscellaneousOntario College of Teachers – annual membership fee• It is your responsibility to ensure that you are ‘in good standing’ with the Ontario

College of Teachers. The College will invoice you directly for the annual membership fee if you were not teaching with the SCDSB or another board (as a contract or long-term occasional teacher) when the annual collection of membership fees by payroll deduction occurred in January/February

• If you receive an invoice from the College and the invoice remains unpaid after the due date (April 15), your membership in the College will be suspended

• As a consequence, suspended members are not eligible to teach in publicly-funded schools in Ontario. A re-instatement fee of $130, in addition to the annual membership fee, is then required to return a member’s good standing
