Focus Europe is a network of Italian and European local authorities that promotes initiatives that aims to develop and
improve a culture of the EU and to sustain the knowledge of EU initiatives in different fields, among which energy,
environment, welfare and agriculture.

Focus Europe has the role of coordinator of the project. Therefore, it will be responsible for:
- the coordination of all the events,
- keep in contact with all the partners,
- assure the active involvement and participation of all the Partners in the project organisation and implementation,

- coordinate the Programme Committee
- coordinate the dissemination procedures

- develop and improve its relations with the other members of the PARK Network;
- actively encourage its citizens to take part in the events of the project;
- promote activities and develop concrete instruments to favour the promotion of environmental education and the role
of environmental voluntary organisations, and to raise awareness of their role among business sectors and the general
public;
- encourage and foster mutual understanding between citizens of different EU countries;
- promote active citizenship
- involve its social and economic stakeholders in the promotion of the relevant issues of the PARK Network

Legautonomie is an association of almost 2500 municipalities, provinces, regions and mountain communities. Its aim is
to increase the value of local and regional administrations and to improve their functioning.
Legautonomie is funded on the following principles: cooperation, solidarity, subsidiarity, transparency and competitive
efficiency of Public Administration.
In the last years, Legautonomie has also started to promote an intense activity of training, technical and methodological
consultancy and research to favour and promote organisational innovation and the introduction of new models of
management of local governments.
Legautonomie focuses its attention on different sectors, among which the protection of the environment and the
promotion of the areas of particular environmental values of its members and of their territorial valorisation.

The creation of the PARK Network aims to define and consolidate the relations of a group of European local authorities
(twinned and not twinned) that can become a base for the creation of an efficient cooperative partnership on the value
of parks and protected areas.
The PARK Network has the following objectives:
- to revitalize the existing twinnings and develop new friendship/twinning relations
- to make the participants aware of the environmental/economic/tourist/cultural/social value of parks
- to enhance the role of environmental volunteering and associationism
- to analyse EU Policies on Environment and their local implementation
- to exchange experiences and best practices on the governance of parks
- to raise the knowledge of some parks as tourist destinations
The project involves different target groups: local administrators and politicians; local public technicians; local experts on
parks/protected areas; presidents and operators of environmental voluntary organisations and associations; citizens.
The project foresees the realisation of 4 events that provide opportunities to develop and improve the relations
between the members of the network, make discussions and confrontations, exchange experiences and best practices,
favour the collaboration and the realisation of further activities that go beyond the project.
The themes of the events will be the following:
1st Event: Parks, Environment and Volunteering
2nd Event: Parks, Economy and Tourism
3rd Event: Parks, Culture and Well-being
4th Event: Different models of governance of parks
Each event foresees different types of activities: conferences; moments of discussion/debate; technical workshop;
project planning workshop.
Each event will last 5 days and will be structured as follows:
Day 1: Introduction day
Day 2: “Focus on” day (in-depth analysis of the specific theme of the event)

D.1 Experience of the project organisers in the field concerned.

Focus Europe is a no-profit association created in 2007 specialised in European funding project management and since
then it promotes initiatives that aims to develop and improve a culture of the EU and to sustain the knowledge of EU
initiatives in different fields, among which energy, environment, welfare and agriculture.
Among its activities, Focus Europe has – for example – organised a course for students, specific meetings for its members
and conferences and seminars open to the general public on the theme of environment and sustainable development.
In particular, Focus Europe has supported, through activities of technical assistance, the “Unione della Presila” (Local
Entity of Calabria Region) for the preparation of the first Environmental Accounting System, a project proposal co-
funded by OP Calabria FESR 2007/2013 aimed to define and build an instrument to assess the environmental effects of
local policies. The Environmental Accounting System allows to define the objectives and actions for environmental
sustainability and to use environmental information and data for monitoring the achieved progress, in particular in
protected areas and parks.
These activities aimed to promote environmental education, to get to the heart of the knowledge of the important role
played by the environment and of the urgency of protecting it, to contribute to the development a European citizenship
on the theme of the respect of the environment and sustainable development. Focus Europe thinks it is fundamental to
highlight the relevance of parks and protected areas and the need of taking more care of them as it is important to
safeguard our and other people’s well-being.
Focus Europe is a network that involves almost 100 Italian local entities, 10 European local entities and 4 Italian networks
that represent local authorities. Being a network of networks, Focus Europe has also experience in the field of
management and development of thematic networks of local authorities.

The PARK project DEVELOPS A SENSE OF EUROPEAN IDENTITY:protected areas and parks represent an important element
of territorial and cultural identity for all citizens.The knowledge of history and of the cultural/environmental/human
relevance of European parks favours and increases this sense of identity.
The specific objective of the PARK projects is to DEVELOP THEMATIC AND LONG-STANDING COOPERATION BETWEEN
TOWNS:as the protection of the environment and its valorisation are serious and actual problems,the interest in these
issues of the local authorities involved is going to increase in the future.This will make them always more and more
interested in the maintenance and further development of their cooperation within (but not only limited to) the PARK
Network also in the future.
The PARK project focuses on PEOPLE’S WELL-BEING IN EUROPE from different point of view.
1)The project aims at raising the knowledge and awareness of the importance of SUSTAINABLE DEVELOPMENT and of
the urgency of protecting parks as fundamental environmental heritage
2)The project foresees the analysis of the economic and tourist relevance of parks in terms of EMPLOYMENT:protected
areas and parks creates workplaces both directly (for people that manage them,clean them,organise guided tours,etc)
and indirectly (by increasing local tourism, they favour employment for the hotel sector,for local craftsmen and farmers,
etc).The creation of workplaces and the positive effects in local economy are particularly important in the recent period
as it is characterised by economic crisis and increased rate of unemployment
3)The project promotes SOCIAL COHESION through the promotion of environmental volunteering and associationism
The PARK project RAISES THE AWARENESS AND REFLECTIONS ON THE OUTCOME OF EU POLICIES in the field of
protecting the environment and promoting environmental education.In particular,it focuses on measures such as the “IV
Environmental Action Plan”.It emphasizes also on the European Year of Volunteering 2011.

INVOLVEMENT IN DEVELOPMENT ACTIONS: Development actions are often linked to the involvement of different types
of actors (in the case of PARK: local administrators;presidents of parks;environmental voluntary organisations;citizens;
etc).The PARK project can have a multiplying effect encouraging the networking of different actors that are interested in
or have expertise on a particular theme as a functional mean to the realisation of the development actions.
The PARK project focuses on THE EUROPEAN YEAR OF VOLUNTEERING 2011,in particular during the EVENT 1 “Parks,
Environment and Volunteering” in May 2011.Project Partners PROMOTES VOLUNTEERING as an EXPRESSION OF ACTIVE
EUROPEAN CITIZENSHIP. Environmental volunteering is important because people have the right to live in a high quality
environment,but has also the responsibility to actively protect it.
The horizontal feature “PROMOTING EUROPEAN VALUES” is targeted by the PARK project as it promotes the environment
and people’s well-being.In particular, the PARK project intends to increase the value of protected areas and parks as
fundamental environmental resources and promotes the respect and defence of the environment.Protected areas and
parks are also the place where people can meet Nature and can meet themselves,and can therefore be considered also
the place of physical and spiritual well-being.
E.2 Pertinence of the project and methods proposed

As project coordinator Focus Europe encourages the active participation of other partners in the definition of the
programme and implementation of the project. For ex:in the preparatory phase of the project,it organised a national
meetings with its members held on 14/07/2010 in Rome in order to define together the project proposal (aims,content,
draft of the programme).
The PARK project favours exchange of experiences and its events will provide opportunities to the participants for
presenting their territorial perculiarities and improving their competences on parks.
The economic,tourist,social,human value of parks represent a particularly interesting theme for the project target groups:
local administrators;local experts on parks;environmental voluntary organisations,etc.During the project they will raise
their knowledge on this theme;get in touch with each other;exchange experiences;learn new work instruments;improve
their skills;etc. Citizens too are interested in parks and the PARK project will increase their opportunities to enjoy parks in
their territory and in other European Countries.
The implementation of this project will be based on the application of different work methods in order to reach different
objectives,to favour participation and to create lasting relations.Each event foresees different types of activities:
- conferences:to present a topic and raise awareness on it;
- technical workshop:to compare different European experiences and share good practices. Methodologies:working
groups and benchmarking
- project planning workshop:to raise the knowledge of EU forms of financing in favour of protected areas and parks;to
present projects that have already been financed (exchange of best practices);to elaborate new project proposals for
which the partnership will be based on the partnership already established by the network PARK.Methodology:use of the
Project Cycle Management,based on the sharing of problems and objectives of the participants
The whole project is based on self-learning and exchange of experiences,best practices,technical-cultural information.All
the partners will be given the possibility to participate in and give a contribution to the organisation and management
of the events.A Programme Committee will be created to define in detail objectives,contents,speakers of the events.The
Committee will be formed by at least one representative from every State involved in the project and will be also open to

the participation of all the people that want to join.The functioning of the Committee will be based on virtual contacts
(email,skype,videoconferences) and will be coordinated by Focus Europe.
The European dimension of the project is fundamental for 2 main reasons:
1) not only the need of promoting parks and protected areas characterises all the Project Partners, but also the role of
environmental volunteering in successfully promoting environmental education is becoming more and more crucial in
every Partner’s territory.Therefore this project can be very useful in terms of discussing and analysing very urgent
problems, exchanging best practices and cooperating to find solutions;
2)many of the Partners are already cooperating or are twinned:these pre-existing relations will be strengthened by the
project as it will deepen their collaboration and as solid links will strengthen the project.The new relations created by the
project can lead to the creation of new friendship agreements between the Municipalities.

The sustainability of the PARK Network is based on the following elements:

The PARK project is based on a wide involvement strategy: the general public can directly participate in the events and
be informed through the information provided by the local press and the communication tools (newsletters, leaflets and
the websites of the PARK Network and of the project Partners ).The Municipalities involved will keep contacts with their
local politicians (some of them will directly participate in the events) who are also in contact with regional, national and
European politicians.
The Municipalities of the PARK Network intend to maintain and further develop their cooperation also after the end of
the project as they believe in the importance of promoting parks and protected areas. In particular, local authorities will
be stimulated to increase their interest and actions in favour of these realities and to develop a new legal framework that
takes into consideration their particularities and needs. Therefore, they will actively support the raise of awareness
among the general public and the business sectors about the economic, tourist, cultural and human relevance of
protected areas and parks and of the special role played by environmental volunteering in the protection of these
environmental resources. They will organise conferences and meetings on these themes, and they will also develop
concrete measures to improve the status and functionality of parks and protected areas.
Each project's event will end up with the creation of visible results, such as documents and reports to be used as means
of dissemination and for the general sustainability of the project. The results will be disseminated with production and
delivery of publications and DVD, communications toward Institutions, send of newsletters, creation of a website of the
PARK Network, advertise of the PARK project activities on the websites of the PARK Network and of the Project Partners.
As some of the Project Partners are Associations of local authorities, they will disseminate the PARK project results also
among their members.
Publications and DVD will all give visibility and relevance not only to the PARK project, but also to the Programme
“Europe for citizens”, to the importance of the EU contribution in the realisation of the project and to the EU activities in

The monitoring and evaluation activities will be undertaken after each event: it will thus be possible to continuously
learn lessons throughout the project lifecycle in order to improve the organisation and implementation of the events.
The Programme Committee coordinated by Focus Europe will be responsible for monitoring and evaluation: firstly, it will
write the Monitoring and Evaluation Plan; secondly it will implement the Plan preparing and submitting the research
tools (evaluation questionnaires).The Programme Committee has also to individuate results indicator (e.g. number of
participants to the conferences/workshops/etc), and impact indicators (evaluation of the satisfaction of the tools,
institutional agreement, new twinning agreements, development of a new legal framework/concrete actions to better
support and to promote protected areas and parks).
The participants of the PARK project’s events (local administrators,environmental voluntary organisations,presidents of
