Section A: Non -Technical Summary

Update the non-technical summary to reflect the information provided in response to this notice.

The Moycullen Waste Water Treatment Plant (WWTP) is located on low-lying land to the east of Moycullen village, towards Ballyquirke West.

The waste water works collects and treats domestic and commercial effluent from a population equivalent of 3,337 and surface water from the combined sewerage system.

The WWTP consists of the following: Inlet works consisting of fine screening unit, grit removal channel and flow control facilities.

A flow splitting chamber to allow distribution of the incoming flow between the units.

Stormwater holding tank of volume 390m3, equipped with tipping buckets for flushing of the tank, and submersible stormwater return pumps. There is a 100mm storm return pipe to the inlet works.

Two aeration tanks, only one of which is normally utilised.

Two clarifiers which are both normally in operation.

Chemical precipitation storage and dosing facilities for Phosphorous removal.

A sludge pump sump which pumps the sludge directly from the secondary treatment plant and the percolating filters to the sludge thickeners.

A supernatant pump sump which pumps scum from the clarifier and supernatant from the sludge thickener and sludge dewatering units to the head of the preliminary units.

Flow measurement chambers.

Picket Fence Thickener.

Sludge Dewatering Building / Control House.

Outfall to Ballyquirke Canal via constructed wetlands.

The plant was originally constructed to cater for a design loading from a population equivalent of 500 in 1986. A Preliminary Report was prepared in 1997 which recommended upgrade of the treatment plant to a capacity of 4,000 PE in 2 Phases. The Phase 1 upgrade to cater for a population equivalent of 2,500 was completed in 1999, and Phase 2 was completed in June 2002. The plant is currently operating for a design loading from a population equivalent of approximately 3,337. The plant is operating at a maximum BOD loading of 200 kg/day. This was based on a typical BOD loading of O.OGkg/PE/day.

The WWTP is manned from 8.30am am to 5 pm Monday to Friday and is manned for 1.5 hours/day at the weekend and holidays.

A storm overflow operates from the storm holding tank when its capacity is exceeded, at flows in excess of 511/s. This overflow combines with the treated effluent and both are discharged to the wetlands and subsequently to Ballyquirke Canal via a common outfall. The final effluent from the WWTP discharges to a wetland area prior to discharge to the Ballyquirke Canal. The wetland consists of a 2400m2 reed bed and allows the final effluent from the treatment plant to undergo a further aerobic breakdown of any remaining organic matter. This overland flow wetland achieves a substantial reduction of BOD and Suspended Solids concentration. The wetlands are lined and the outlet from the wetlands discharge to Ballyquirke canal.

The Ballyquirke Canal flows in to Ballyquirke Lough which is a proposed Natural Heritage Area (pNHA) and is also part of the Lough Corrib Special Area of Conservation (SAC). No information is available regarding the flow in the Ballyquirke Canal and it is difficult to make an estimation based on catchment characteristics as it is an artificially created waterbody and anecdotal evidence suggests that it backflows at certain times of the year.

Sampling results for 201 1/2012 for the primary discharge from Moycullen WWTP is largely compliant with the relevant legislation, except for elevated levels of Biochemical Oxygen Demand (BOD) and suspended solids on one sampling occasion and Total Phosphorus on a number of sampling occasions.

The water quality in the Ballyquirke Canal immediately downstream of the Moycullen WWTP has a number of non-compliances with respect to Surface Water and Dangerous Substances Regulations. Non-compliances were recorded in relation to Ammonia, Orthophosphate, Total Nitrogen, Chemical Oxygen Demand, Boron and Barium downstream of the Wastewater Treatment Plant. Non- compliances were also recorded upstream of the WWTP in all of these parameters except for Ammonia. The Ballyquirke Stream which connects Lake Ballyquirke to Lough Corrib and is located downstream of the Discharge Point, was given a Q-value of 3 following Biological Monitoring carried out by the EPA in the monitoring period 1995-1 997. Receiving waters upstream and downstream of the Wastewater Treatment Plant do not comply with the recommended limit of 0.035mg/l P as set out in the European Communities Environmental Objectives (Surface Waters) Regulations 2009.

I. Section B.2 Location of the Associated Waste Water Treatment Plant.

During a site visit of 23'' July, 2012, a holding lagoon adjacent to the reed bed was observed. Provide details of the function of this lagoon and state if i t is part of the Moycullen agglomeration.

Clarify if the reed bed (ICW) is within the boundary of the wastewater treatment plant and within the boundary of Moycullen agglomeration.

The holding lagoon referred to is part of a separate storm water system and is not connected to the reed bed (ICW.).

The reed bed (ICW) is within the boundary of the waste water treatment plant and within the boundary of the Moycullen Agglomeration. See attached revised drawings No.'s 1, 3 and 4.

2. Section B.4 Location of Secondary Discharge Points.

Submit full details of the discharge to ground water referred to in the 18(3)(b) response of the 21" October 2009.

The response to 18(3)(b) response of October, 2009 incorrectly refers to a discharge to ground. It has since been clarified that no such discharge exists and therefore no secondary discharge point exists. The assimilative capacity calculations provided as part of the Regulation 16 Compliance Requirements in November 2009 were calculated based on all flow being discharged to the Ballyquirke Canal and are still applicable.

3. Section E.2 Monitoring and Sampling Points.

The application identifies two sampling and flow meter chambers, one at the outlet works of the WWTP and one at the outfall from the reed bed (ICW). Confirm the type of discharge (storm, primary, secondary, etc.) being monitored at the two locations and confirm which location is being referenced to estimate the daily volume of waste water discharge to surface water and ground water in the application.

Provide the most recent monitoring results for the primary discharge (S Wl).

The discharge point at the outlet from the WWTP is the primary discharge point. No monitoring currently takes place at the discharge from the reed bed (ICW). Monitoring results for the period of January 201 1 to July 201 2 are included in the table below.

This sampling point is located downstream of the location where the storm tank overflow combines with the treated effluent. It is Galway County Council's intention to divert this overflow such that it combines with the treated effluent downstream of the sampling point.

Section F. I Assessment of Impact on Receiving Ground Water.

Provide a risk screening and where necessary a technical assessment of the discharge from the waste water works percolation area in accordance with the Guidance on the Authorisation of Discharges to Groundwater, published by the Environmental Protection Agency.

As outlined earlier it has been clarified that there is no discharge to ground from the reed bed (ICW) and consequently no assessment of Impact on receiving Ground Water is required.
