    IntroductionSouth Asia has countries with fast growing economies. To sustain this growth, a reliable power supply and adequatewater resources management are needed. Despite the priority given to the power sector development, limitations inthe availability of a reliable supply of power remain one of the most basic constraints to economic and humandevelopment in South Asia. The South Asian region is endowed with a vast hydropower potential of the order of200,000 to 250,000 MW of which half or more could be viably harnessed today. Large volumes of monsoon flowsand snow and glacier melt cascading down the Himalayas and other ranges could potentially be harnessed. Onlyabout twenty percent of this immense wealth has been tapped at this time.

    Although hydropower continues to play a major role in meeting energy demands, it has its own share of challengessedimentation being one of them. Sediment transport in the Himalayan Rivers is a natural phenomenon. Due to theyoung geology and fragile topography, the rivers carry glacial silt and large quantities of sediments, posing seriouschallenges to the various users of water, including hydropower. Over time, live storage and power generation arereduced by reservoir sedimentation and turbine components damaged, resulting in non-sustainable projectsDifficulties lie in conceiving of and developing sustainable projects that are both technically and economicallyfeasible and optimal, ensuring intergenerational equity, and dealing with the uncertainties of nature (rainfallearthquakes, landslides, etc). In recent years there has been greater focus on sediment management issues. TheRegional Cooperation in Sediment Management is being launched under the South Asia Water Initiative Program.

    ObjectivesThe main objective of the program is to support sustainable hydropower development through regionacooperation in sediment management. The program will be launched with a kick-off Workshop on 16-17 June 2009in Kathmandu, Nepal. The Workshop will bring practitioners from the region and leading experts from the world todiscuss the existing challenges with sediment management tools that are currently available, and define a cooperativeframework towards operationalizing their findings across the region. .

    Workshop participantsThe participants will be representative of the core group of stakeholders comprising hydropower operators whohave to deal with sediments on a regular basis, consultants and planners who struggle to find the most cost effectiveand efficient methods in managing sediments, researchers who have the resources and knowledge to help the

    industry by learning about the real challenges, turbine manufacturers and suppliers who could benefit from anetwork of practitioners in the region and sediment experts who could offer the latest state of the art technologiesin dealing with sediments.

    experience in project preparation, feasibility studies, project negotiations/award and contract administration during implementation stage. He has aME degree from the AIT Bangkok.

    Meg Bahadur BishwakarmaGeneral Manager Hydrolab NepalMeg is currently the General Manager of Hydrolab Nepal. Meg has a PhDfrom the Norwegian University of Science and Technology. He has over 19years of experience in design, construction supervision and overallmanagement of water resources and hydropower projects in Nepal. Meg hasspent seven years in intensive research on hydraulic and sedimentengineering.

    Yaohua DongProf.-Senior EngineerChangjiang Water Resources Commission (CWRC)

    Yaohua completed his graduate studies from Wuhan University China. He isa Prof.-Senior Engineer and is involved in river sediment, river mathematicalmodeling, hydraulics, flood control and mitigation, and river ecology. Heparticipated in many researches projects on reservoir sedimentation anddownstream scouring of hydro-projects sediment issues such as the ThreeGorges Project.

    Muhammad HanifGeneral Manager and Project Director, Tarbela Dam Project andGhazi Barotha Hydropower Project, WAPDAMuhammad has served in WAPDA for more than 32 years and hasexperience in construction/supervision of works of large Dams like Tarbelaand Mangla Dam Projects.     Kamal LaksiriProject Director Broadlands Hydropower ProjectKamal is the Project Director of Broadlands Hydropower Project, CeylonElectricity Board, Sri Lanka. He obtained his PhD from the Department ofEngineering Systems & Technology, Saga University, Japan. Kamal hasserved as the Chief Engineer in 80 MW Kukule Ganga Hydropower Project,Reservoir Engineer in the 120 MW Samanalawewa Hydroelectric Project,and Civil Engineer in the Mahaweli Hydropower Complex in Sri Lanka. Hehas over 18 years of experience in hydropower and geotechnical engineering.

    Siba Prasad SenIndependent ConsultantSiba has over 30 years of experience in the hydropower sector. He served asthe Technical Director of NHPC in India. He supervised engineering/design of new hydropower projects, led tariff negotiations, headed operationand maintenance of all power stations of NHPC. He is a Vice Chairman ofthe ICOLD Committee on the Role of Dams in the Development andManagement of River Basins.

    Mohammed Siddique

    General Manager Technical Services, WAPDAMuhammad is a graduate of AIT Bangkok and he has a Ph.D degree fromthe Colorado State University in USA. He has more than 32 years ofexperience in planning and design of water resources projects whichincludes: dams and barrages, canal re-habilitation programs, irrigation anddrainage systems, sedimentation surveys of reservoirs, mathematicalmodeling for reservoir sedimentation, special hydraulic and morphologicalinvestigations for canals and flood control problems. He has served asGeneral Manager (Planning and Design) in WAPDA.

    H K SharmaChairman and Managing Director, Satluj Jal Vidyut Nigam (SJVNL)

    Mr Sharma Graduated in Civil Engineering from Punjab University in 1976.Has 30 years of experience working in Himachal PWD, Haryana IrrigationDepartment., NHPC, Konkan Railway Corporation and SJVNL. He headedcommissioning of all the six units of 250 MW each of Nathpa Jhakri HEP ina record period and execution of challenging tunnels in Konkan RailwayProject. Under his leadership SJVNL has been honoured with number ofprestigious Awards in India.

    ThinleyHead, Operation and Maintenance DepartmentDruk Green Power Corporation, Bhutan

    Thinley was involved in the R&M of hydropower project structures inBhutan. He has vast experience in the operation and maintenance of Dam atChhukha. He executed the construction of Tail race tunnel at Chhukhapower plant which enabled additional generation of about 30 MW during themonsoon. He executed the construction of stilling basin at Chhukha powerplant. He has a Msc. Degree from the Norwegian University of Science and

    Technology in Trondheim, Norway.

    Guo-An YuResearch Scientist, Tsinghua UniversityGuo-An received his PhD from Tsinghua University in China. He isinvolved in the Study on the Coupled Processes of Environmental andRunoff-Sediment Yield and Transportation in the Yangtze River Basin. He isa visiting scholar program supported by the Key Laboratory of MountainHazards and Surface Processes, Chengdu Institute of Mountain Hazards andEnvironment, Chinese Academy of Sciences.     Sultan AlamConsultant, FranceSultan worked almost 45 years in the fields of hydraulic engineering, beforeretiring as Chief Hydraulic Engineer from SOGREAH in 1993. He now

    works as a consultant to various engineering firms in the USA, Canada,Europe, Brazil and India, and has served on expert panels for the WorldBank, the Asian Development Bank and State Agencies. His experienceincludes hydro, river engineering, reservoir sedimentation management andcoastal restoration projects in many countries around the world.

    George AnnandalePrincipal, Golder Associates, Inc., USAGeorge has more than 30 years of experience as a civil engineer specializingin water resources engineering. He obtained his D.Ing. degree from theUniversity of Pretoria in 1984 and has worked in the fields of fluvialhydraulics, scour, sediment transport and reservoir sedimentationmanagement for his entire career. He is an affiliate professor at ColoradoState University, Fort Collins and consults internationally in his areas ofexpertise.

    Ole A. MikkelsenResearch Scientist Sequoia ScientificOle obtained his PhD in Physical Geography from the Institute ofGeography, University of Copenhagen in 2001. His PhD research focusedon the temporal and spatial variation of suspended aggregates (flocs) in themarine environment, and their influence on sedimentation and the opticalproperties of the water column. He is currently a Research Scientist withSequoia Scientific, Inc. in Washington, USA.

    Haakon StoleProfessor Norwegian University of Science and TechnologyHaakon has extensive experience from hydropower and water resourcesdevelopment in Himalayan Rivers where he has been responsible forplanning and conceptual design of headworks, field measurementprogrammes and physical hydraulic model studies. He has developed newtechnologies tailor made for the Himalayan climate. As Professor in-chargeof NTNUs international MSc programme in Hydropower Development hehas supervised both MSc and PhD candidates.

    Sumi TetsuyaProfessor Kyoto UniversitySumi has more than 15 years of experience as a dam engineer in Ministry ofConstruction, Japanese Government and has continued his research workson river and reservoir hydraulics specializing in reservoir sedimentationmanagement at Kyoto University for more than 10 years. He has ledcomprehensive sediment management project in Tenryu River using severaltechniques with the objective to maintain long term reservoir storage and toconcurrently improve river health and coastal maintenance.
